If Brazil wanted nuclear weapons we could have them in a few months. Brazil pursued nuclear weapons during the (American backed) dictatorship. Nuclear Weapons would hurt Brazil's diplomacy, not help it. AND if we wanted nuclear weapons (which we dont) what business is it of anybodys? I'm an American and I agree with the above comment. Everyone needs to remember that this "COHA" is based in Europe and seems intent on making relations between North and South America worse. Brazil is a totally different situation than Iran or North Korea. It is a historically peaceful country, with peaceful intentions, while Iran has a formal stated policy of desiring to destroy Israel. North Korea is ruled by a nut.COHA should mention all the facts if they are not just writing mindless propaganda. Leave Brazil alone.

I am also an American, and I think that if any country could handle the responsibility that comes with the addition of nuclear arms to its national aresnal it would be Brazil.
Brazil is the undisputed "big dog" on the block in South America and is a country uniquely and culturally situated to keep the peace, advance prosperity, and incent democracy over the long term south of the equator.

I do not believe Brasil is ready to handle the responsibilities of owning nuclear devices and I do believe nuclear devices are the business of everyone. For this, it is best to continue to limit Brasil's desire towards nuclear power as well as every other country's (USA included!). If Angra I has proved to be a failure, imagine a robust nuclear program with inadequate security and sub ject to Latin America politics! No thanks, the world is bad enough already...

As an American, I am proud of the space/rocket program, but the American rocket/space program was not an absolute success from the get go ? Just watch the movie "The right stuff."
And, the world was really safe when the US was "ready" for its nuclear responsibility in the 50s and early 60s with the rabid McCarthyism, Goldwater and John Birch proclamations of "better dead than red", with little kids practicing duck under the desk nuclear attack drills. Get Real !!
The point is that Brazil is the most vibrant democracy in South America, with an overall population that is patient, forebearing, and optomistic - and those are the traits that lend themselves to being indicative of handling responsibility.

In order to produce nuclear weapons out of Uranium, it must reach a high level of enrichment, which can be done in any Uranium enrichment facility, such as the one in Resende, Brasil. However, if the intention is merely to produce electricity, a low level of enrichment (less than 10% - which is the limit allowed by the IAEA ) is plenty. What happened in Brazil is that the brazilian government allowed the IAEA to inspect every single gram of enriched Uranium that cames in and out of Resende, so that the level of enrichment below 10% can be verified, without, however, allowing inspector to enter the facility. Allegedly, this is to protect brazilian technology. Now, if one knows just a little bit about Chemistry - and the IAEA do - it becomes clear that it is IMPOSSIBLE to develop nuclear weapons without highly enriched Uranium. And this is precisely why both IAEA and Washington have dropped the subject and only uninformed and irresponsible article writers such as yourself are the ones still make noise about it. ;-)

I probably have the minority opinion on this topic but I tend to think that Brazil should probably develop nuclear weapons to end this stupid international speculation if the country is going to produce it or not. Not that I think it will ever need to use the bomb but because I am a realist and I think liberals are wrong about politics, esepcially the neoliberals. Nuclear bombs provide the necessary deterance to defend a countries soverignity. But just look around the globe, France got nuclear weapons in 1995. UK has had them. Most of the great powers have them. China has them now. India and Pakistan do to! India, Russia, China all have them and they are talked about in the media as potential superpowers in the future. Brazil, because of its size and sheer economic power belongs to that league of elite developing countries. So to fully join the club and start playing the true realist game of politics! Now if Angra I did not go so well, maybe they can develop nuclear technology if they invest more money in these damn programs. My father actually worked for Brazil's nuclear program during the military regime, and I am positive they could have the bomb in a few months. The difference between Iran and Brazil are many. Brazil does not support Hizboallah, or any other groups that want the destruction of the state of Israel or the USA. At least it is not our official government policy. Plus, no one else in this hemisphere has them, except the USA, we need to create multipolarity in the world in order to maintain the balance of power!

We don't need to have nuclear weapons.. Brazil did a huge move, let me explain it: The next few years Brazil will enrich uranion rods to 5% to fuel nuclear plants and to sell abroad to fuel others..fine..But after the first year Brazil will have some good stock of those rods. Let's imagine some country decide to mess with Brazil, a country with a bigger and better army or with/not bomb..anyway, so Brazil decide to build his bomb..now is the check mate, Brazil has missels, and remember those stocks..now is easy to bring those rods to a fulll 100% to make a bomb. Touche! What a country, see we do not need to have nuclear arms..but who said we can't not develop a nuclear program? now there's other facts on it, Brazil and Argentina sign not to develop nuclear arms, so we need to respect the harmony in South America. Even if there was any crazy country to threat us, before that all the Americans countries would step up for us, same we would do, remember 9/11? Brazil was the first country to call for the security of the continent, thinking the USA was under a foreign atack! So we do not need it...and now why some countries are so danger to have nuclears weapons, even those who already have it! if you are a American you will remember 1964, when Russia decide to put some missels on Cuba, Ok, so Russia was trying to piss off USA, and did very well...But what a crazy move, I mean...Even the missels in Cuba were under Russian soldiers and officials control..come on, they were in surronded by a huge Cuban army. Fidel wanted to go to war, to die for it! he told the Russians that! scary guy. But my point is, so many countries persuing nuclear arms, and those countries always have some allie friend in need..if History always repety itself sometimes..and is because we are crazy, the Iran may put some nuclear weapons in other country and these country lider fidel copy may really pull the trigger...So Brazil is in this too, has all the responsability in keep it program in check....and that is all Brazilian responsibilities, if we want to grow a great country we need to make the rigths moves...

Well, let's talk about this topic again when the Comando Vermelho or one of the other powerful criminal organizations got their hands on nuclear material and either use it themselves for gang wars or sell (rather unlikely) it to some foreign terrorists (pretty likely). The problem is not what the Brazilian government would do with nuclear weapons, but that it can not guarantee the necessary security standards.

I find the entire situation to be interesting. Lula (the current prez) is a NUT!! He's assisting in the destruction of relations with all civilized nations and countries. His friends are Fidel Castro and Hugo Chavez, just to name a few of the (Communists). I'm afraid that the Brazilian people are duped (fooled) by the rhetoric they hear and see in their own news media outlets. They have been (Trained) to hate George W Bush, for unfounded reasons. They don't understand the US, but cry for her HELP!! whenever the need arises. They denounce all US efforts to keep the Western World free of out of control, flying bombs (in the form of commercial aircraft). Hello!! Brazil arrested an American Airlines Pilot and crew for giving their security the "Finger" last year. SO WHAT! Actually, the didn't care about the finger... they just wanted the $13,000 US Dollars they extorted (36,000 Real) for the incident! You see, in my opinion- Brazil is a wonderful country, with a horrible government. Wonderful people, fooled by the propaganda of the LULA machine! I'm not worried about the Brazilian people having Nukes- since they're mainly peaceful- God fearing people. I'm worried about the fanatical, Socialist/Communist government having devices that could harm humanity, especially in the Americas if they want to make a few quick bucks! Lula is notorious for selling out his own people, why would he hesitate to grab some money from IRAN, or our old buddies Bin Laden or Zarkowi if they could scrape up $20 million dollars for a nuke device to TEST in a large Western City??? Hey, wake up Brazilians!!! You're not immuned from Terrorism! It doesn't take too many airplanes flying into skyscrapers before your entire economy is reduced to a "Favela"!

Lula’s government does not solve the problem of misery in Brazil because socialism has never been capable to do so. The only thing socialism does is to distribute misery and efficiently kill people who disagrees from the government..
Lula’s best friends are Hugo Chavez and Fidel Castro. His leading political advisor is Marco A. Garcia, who recently wrote an academic article about the necessity of re-constituting communism in the world: “If the horizon that we search for is still called communism, it is time to re-constitute it”.
Under his inspiration, Lula declared at the 2003 Socialist International that his main objective was to “re-establish the socialist dream”. In partnership with Fidel Castro, Lula and other PT members have organized the Forum of São Paulo (FSP). Since 1990, this Forum has convened many terrorist organizations from Latin America, Europe, and Middle East. In 2004, organizers of the Forum of São Paulo described the conference as an attempt at “offsetting our losses in Eastern Europe with (sic) our victories in Latin America”.
Joining Lula at the 2003 conference were Fidel Castro, Nicaragua’s former dictator Daniel Ortega, Colombia’s chief of the FARC drug guerrillas, members of Chile’s MIR and Peru’s Tupac Amaru, members of Spain’s ETA and Ireland’s IRA, members of Saddam Hussein’s Baathist Socialist Party, as well as delegates from Libya and Middle Eastern terrorist organizations.
Before the war in Iraq, in 2004, federal deputies of the Workers’ Party went to Iraq to manifest their solidarity towards Saddam Hussein’s tyrannical regime. Also in 2003, the Lula government supported the execution of political dissidents by the Cuban communist regime. The official note states that Cuban dissidents deserve to be assassinated because they ‘destabilize’ the communist regime. The ambassador to Cuba defended the killings of dissidents in these terms: “Likewise, if they try to destabilize Lula, we will also have to take measures here”.
President Lula believes in a ‘planetary class struggle’ between rich and poor countires. In his 2003 visit to Egypt, he told the Egyptians that poor countries should adopt a ‘more aggressive’ instance against the United States. He also announced in Egypt that the Brazilian government wishes to develop stronger ties of relationship with the Islamic world, because nobody “nobody wants the American Empire to survive”.
In his visit to Lybia, in December 2003, Lula declared to much appreciate the ‘good advises’ given by his friends Gadhafi and Arafat. Gathered around the same table, President Lula was with dictator Gadhafi, Sandinista leader Daniel Ortega, and Algerian leader Ben Balla. Prompted to clarify the reason for his participation, Lula answered that he does not abandon his ‘friends’.
In 2003, an opinion poll conduced by highly respect IBOPE showed that the U.S. President had lower levels of approval rating than Saddam Hussein. Also, a city council and member of the Communist Party of Brazil (PC do B), a party which governs the country in coalition with the Lula’s Workers’ Party, has passed a municipal law which declares President Bush persona non grata in Rio de Janeiro.
In conclusion, since President Lula took office, in 2003, Brazil has: a) not complied with the U.N. Nuclear Proliferation Treaty; b) offered political exile to Saddam Husseim; c) refused Colombia’s request to regard the FARC as terrorist group; d) given oil to Venezuela’s Hugo Chavez during a strike for democracy and human rights; e) declared ‘strategic partnership’ with communist China; f) abstained from condemning the execution of Cuban dissidents at the UN Human Rights Committee; g) supported a cocaine growers’ leader, Evo Morales, to oust an elected President in Bolivia. (In interview to La Nación – Argentina's major newspaper – Morales called for the transformation of Latin America into a new Vietnam for the United States) ; h) proposed external control over the Brazilian judiciary; i) proposed external body of control over the press; j) proposed the state control over Brazil’s artistic, cinematographic and audiovisual production.

What a load of crock. Comparing Brasil to Iran. Iran has as its No.1 intention to bring down the west what better way than with nuclear weapons. Brasil even if they had such weapons, I doubt very much if they would intend to bring down the west, for what reason align themselves with Iran. A fundamentalist Islamic regime and we all know if you are anything but Muslim you are marked for death. This is why Russia providing the material for Irans nuclear program is laughable, they would probably be the first to be hit by these extremists in their battles with Chechnya and other former republics who are battling Islamic fundamentalist forces. Also Chinas backing of Pakistan, Iran, Afghanistan etc. is a joke . These coutries would'nt think twice about killing every single buddhist, atheist non muslim in any of these countries. Of course these countries just do it out of profitability and to oppose any US concerns. The last laugh might just be on them though. Long live Brasil

AS A VERY PROUD BRAZILIAN CITIZEN I WOULD LIKE TO SHARE MY IDEAS ABOUT ALL THIS s**t GOING ON ABOUT WAR NUCLEAR WEAPONS AND EVERYTHING FIRST OF ALL I THINK THAT THIS THING OF WAR IS A PROOF THAT OUR SOCIET (humans ) ARE NOT EVOLUETED ENOUGH TO BE CALLED A INTELIGENT SOCIET WE MAY BE A CREATIVE AN VISIONERY BUT NOT INTELIGENTS I TELL YOU WHY WE LIVE IN A GIANT BALL THAT IF WE SCAPE FROM WE WILL NEED TO TRAVEL FOR BILLIONS OF YEARS TO MAYBE FIND SOME KIND OF ( INTELLIGENT CIVILIZATION) AND EVEN HAVING THIS KNOWLEGE WE RE KEEP GOING ON THIS s**t OF WAR FIRST OF ALL I KNOW THAT WAR IS ALLREADY PROGRAMED IN OUR MINDS (HUMAN MINDS ) BUT WITH THE INTENT TO DEFEND NOT TO DESTROY AND ATACK I DO NOT HAVE NOTHING AGAINST UNITED STATES BUT I THINK THEY ARE GOING A LITLLE TO FAR WITH THE IDEA OF TRANSFORME OUR WORLD IN A CAOS THEY ( GOVERNMENT ) SAY THAT THEY WANT TO FIGHT AGAINT TERRORIST (I AM SORRY AMERICAM PEOPLE I LOVE YOU ALL) BUT IF GEORGE BUSH WANT TO END WITH THE TERROR HE SHOLD START FOR HIMSELF I DO NOT HEAR ABOUT PEAPLE ATACKING U.S ( BESIDES THE HORRIBLE 9/11 ) BUT U.S ATACKING OR PLANNING TO IS FIRST PAGE IN ALL NEWS PAPER I THINK WAR GOD GAVE US THE IDEA OF WAR TO USE IT OFF COURSE, OTHERWISE WE WOULD NOT HAVE THIS PROGRAM IN OUR MINDS BUT TO USE TO THE GOOD OF THE WORLD NOT TO DESTROY IT OR TRY TO BE SOME KIND OF GLOBAL LEADER I ALSO THINK THAT A WAR WOULD BE UNDERSTANDABLE IF ONE DAY (MONKEYS ) OR ANOTHER SPECYES FOR SOME REASON BECOME INTELIGENTS ENOUGH TO TRY TO TAKE OVER THE EARTH THEM WE WOULD HAVE A REASON TO FIGHT ,BUT FIGHT AGAINST OUR OWN BROTHERS THATS A SHAME FOR OUR RACE IS THE SAME THAN TRY TO DESTROY THE GOD S CREATIONS THANKS FERNANDOSILVA_221@HOTMAIL.COM

I'm an Iranian living in Toronto and I just wanted to say OIL. Has anyone wondered that OIL may have something to do with this double standard? Iran has the second largest deposits of oil and natural gas in the world. Now this may sound like a good thing ($$$), but it has brought much suffering to its people. Western powers have meddled in this country, overthrowing a nationalist and democratically elected Prime Misinster in 1953. He was accused of being a communist. But in reality he was a liberal who nationalized Iran's oil company (Anglo-Iranian Oil or what is now known as British Petrolium) for the benefit of his people. Western powers installed and supported their dictator instead. Secondly, Iran is strategically located on the Persian Gulf and the Caspian Sea. Both areas are rich in oil and natural gas deposits. 30% of the world's daily oil supply passes through the strait of Hormuz in the Persian Gulf. The Caspian will supply much of Europe's oil in the near future via pipelines. Brazil is far away from this cursed region of the globe. These are are the only reasons behind Western propaganda and hostility towards Iran. It's because they don't control the regime in power. It's not about GOOD or BAD regime, but that they don't CONTROL it. America is getting scared because China also likes OIL. The Islamic Regime in reality is despised by the Iranian people and will not survive. By beating the war drums, America is only strengthening the regimes grip on the country and making it more difficult for the democratic forces and NGO's in Iran. And for those of you who think Iran will nuke Israel or the West, I think that is plain nonsense. It's just rhetoric and simply irrational. The mullas are not suicidal, they are like your typical capitalist businessmen stuffing their pockets while claiming to be pious muslims. Bush is equivalent to Mulla. Long live Brazil!

The rich countries stay rich by putting down the poor ones. The US pumps out more propaganda than the nazis ever did. The US put Saddam into power and than try to say now that they're freeing Iraq when they turned it into s**t. When I watch the news here in the US all i see is bulls**t from every news station because they are all controlled by the government. Everyone is a puppet and we don't know it. The US isn't rulled by the people or the senate and government wing. It's rulled by the richest people in the world who are so rich that money isn't an object. They're so rich their money is unlimited. Man, why can't people read between the lines. Wow I go off topic. Brazil doesn't need nuclear weaponds. No one needs them. They will cause a lot more harm than good. we should just get rid of all weaponds and make all things equal so we don't need to fight wars.
If Brazil wanted nuclear weapons we could have them in a few months. Brazil pursued nuclear weapons during the (American backed) dictatorship. Nuclear Weapons would hurt Brazil's diplomacy, not help it. AND if we wanted nuclear weapons (which we dont) what business is it of anybodys? Brazil has been a pacifistic country for decades that enjoys great relations with just about everyone.
