"A bill meant to place the barrier at 5 percent of votes has been stalled in Congress for years."
I believe but I am not 100 percent sure that the 5 percent minimum is in fact law today. The Congress is debating a new political reform platform that is actually planning on lowering the 5 percent amount which is due to be in effect for the 2006 elections to just 2 percent.
I am just hoping they get the political reform plan through but do not change the 5 percent minimum!!!!!!!
