One of the strengths of a country's liberties is generally considered to be the solidity of its institutions such as the presidency, monarchy, Congress, and, of course, the judiciary. The thinking behind this view is that strong institutions allow a system to continue to function regardless of the individuals who run them. Institutions in Brazil have rarely played this stabilizing role.
