Have Brazilians stopped to reflect, as they should, over the crime figures in the 2003 Social Indicator Synthesis, recently announced by the IBGE (Brazilian Institute of Geography and Statistics)? Or can it be that violence has so been incorporated in our daily lives to the extent of numbing our sensitivity?

Legalise drugs to put drug lords out of business and put tax revenue generated from state sale of narcotics into literacy, education, training, and other social programs.
Institute harsh middle east style punishments for people guilty of all crimes. You steal, you lose a hand, steal again you lose rest of arm (at least then one can beg and get sympathy). You kill, you are killed. No more effing around-- enough is enough.
Ban all violence and sex on TV and radio. (If you want to physically have sex on top of your tv or radio that is fine).
If youth don't graduate from high school or vocational program they are sent to work camps.

People must stop assuming that just because you're a gang and you're dealing in drugs, that you're miraculously a criminal organization. The gangs in Rio, like most drug dealers worldwide, are drug-taking, illiterate teenagers and unemployed young men who live in slums. There's no organization I'm afraid.
