US Visa Denial to Brazilians Dropped by Half. Over 85% Get It PDF Print E-mail
Written by Clifford M. Sobel

US Visa on a Brazilian passportThe article "Things Couldn't Get Worse to Brazilians Seeking US Visa. Still They Did," written by Clara Angelica Porto, left a false impression of the U.S. Embassy and Consulates' response to the extraordinary demand for visas in Brazil .

I would like to set the record straight regarding our consular services and would appreciate your publishing this letter and sharing it with your readers.

It is true that there are long waiting periods at most of our four consular sections in Brazil. However, Ms. Porto implies that we 'impose' these waiting periods when in fact visa appointment waiting periods reflect demand by Brazilians for visas.

Even though we have doubled the number of applicants we process daily from two years ago, the demand for visas continues to grow faster.

For example, our largest consular section in São Paulo now schedules some 1,000-1,200 applicants a day compared to 550 a day in 2004, but waiting periods now are longer than they were two years ago.

On top of this, our visa denial rate has dropped by half, over 85 percent of all applicants are issued visas.

As for persons who need an earlier interview, please note that our visa appointment and information website (www.visto-eua.com.br) and our call center (0xx-21-4004-4950) give automatic preference to student and exchange visitor applicants as well as persons renewing visas that expired recently, therefore these categories of applicants face significantly shorter waiting periods for visa appointments.

In addition, our Consulate-General in Sao Paulo has instituted special visa renewal programs without the need to schedule appointments for persons renewing business, work and student visas.

Those who still need an earlier appointment can conveniently request an emergency appointment at www.visto-eua.com.br. Our criteria for granting earlier appointments as well as visa appointment waiting times are posted on our website.

We are able to grant the majority of requests for earlier appointments, but give priority to persons going for business purposes, conferences and seminars and medical emergencies.

We are working on plans to further increase staff and to introduce new efficiencies so that we can process even more applicants.

In short, while there is always room for improvement, the visa application process can hardly be described as getting worse. Enclosed please find a hand-out on Enhancements to the Visa Process.

Sincerely,

Clifford M. Sobel

Ambassador

U.S. MISSION TO BRAZIL

WELCOMES BRAZILIAN VISA APPLICATIONS

Enhancements to the U.S. Visa Process

The U.S. Mission to Brazil has worked relentlessly over the past two years to improve the transparency, efficiency and predictability of the U.S. visa process. Our commitment is to maintain America's welcome to legitimate travelers from Brazil while vigilantly protecting U.S. border security for the benefit of American citizens and our Brazilian visitors.

Recent innovations to streamline visa processing include:

* An electronic visa application form promotes efficient data-entry, and increases the number of applicants each office can interview daily;

* All consular offices post their visa appointment wait times on-line;

* Students and exchange program participants, persons renewing recently expired visas as well as urgent business travelers automatically receive priority appointments at all posts in Brazil;

* We added 570 consular positions worldwide, and are transferring some positions to ensure that workloads are evenly distributed;

* We have invested millions in technology to improve datasharing and speed interagency clearance processing.

The Results for 2006 compared to 2005

* Total visa applications up 5% worldwide

* Up 40% for Brazilians

* Total visa issuance up 8% worldwide

* Up 55% for Brazilians

* Business/tourist visa issuance up 12%

* Up 57% for Brazilians

* Student/exchange visitor visas up 14%;

Record 591,000 issued in 2006

- Up 22% for Brazilians

* Processing time following interview:

- Issued within 1-5 days: 97%

- Average processing time if additional clearance needed: 2 weeks

Are We Satisfied? Never!

While we have doubled the number of visas we issued in Brazil over the past two years, we still have more to do.

Planned enhancements over the next two years include:

* Decrease in visa appointment waits across Brazil through creation of one consular district; applicants can apply at any of our four consular sections

* Increase of visa processing capacity through addition of more consular officers

* An all-electronic visa process;

* A centralized visa appointment management system;

* Remote data collection;

* 10 print fingerscans will be collected from all applicants worldwide by end of 2007 for enhanced safety and prevention of identity abuse.

Well Clif, as an american citizen, I for one, and I know many others that feel that same was as I do, I don't agree with 85% approval ratings for visa's to countries that have huge numbers of illegal aliens in the U.S., such as Brazil. It's a well know fact that the vast majority of illegals are in the U.S. on expired visas.

The dinner guests that just wouldn't leave.

I AGREE WITH YOU 5000 % !
Brazilians always WANT to takr and give nothning in return.
Brazil doesnt allow foreign illegals, and will give a retirement visa only if one can prove they make US$ 2000.- per month.

In my view, the USA and EU should do just the same adjusted for the higher cost of living. Something like US$ 5-7000.- of foreign monthly income MINIMUM should be asked ! Numbers of visas would then get down by 98 % !

Same for business people who wants to reside in Brazil. They ask a minimum of US$ 50'000.- of investments PLUS the crration of 10 jobs in a short period of time.
Thus the USA and EU should ask also the same, adjusted for the cost of living too. Something like US$ 300'000.- PLUS THE CREATION OF 10 news jobs.

Would this not be finally a fair......RECIPROCAL DEAL ??????

A decline of 99 % of the visas for Brazilians...is thus guaranteed !!!!!!

No Carla, whats a nightmare to brazil-America exchange are the millions of brazilians that bring their same lack of respect for the law and regulations to the United States! In Brazil, the law isn't respected, because it isn't enforced. Don't come to the U.S. nor the U.S. consulates with your false documentation, or arrive in the U.S. with a "tourist" visa and become a life long tourist! We've had enough of your s**t!

First if all, it is wise to take any information from a US State Department offical with a grain of salt. The 85% increase sounds like horses**t to...fuzzy math. It is now a fact that Brazil represents the largest group of OTM (other than Mexicans) crossing illegaly into the USA. I sincerely hope Mr. Sobel, that your boasted increase does not increase illegal immigration just at a time when this issue is coming to the head it deserves in the US. And Mr. Sobel, as Bo stated, Brazilians lack any respect for the law, so be sure your staff, many of whom are propbaly being bribbed to make sure those that come return home, and a way to track it. How many are getting through your vetting process with fake passport and bank records? Finally, I am sure you are not completley satisfied that you have a diplomatic posting in a s**thole like Brazil, but just think how you will feel if the next bunch to blow up a US building and murder US citizens come with a Visa issued through your consulate.

Oh, and please help Forest get his wife a Visa if you can, you are boasting your increase, but Forest who is a Vietnam vet could use a little help. Instead of just catering to the Brazilians who want to visit, how about helping out a US citizen...I thought that was what you were there for in the first place.

Bo, keep it coming, for someone that has been in Brazil 10 years...you really have them pegged.

Well, Bo that is what YOU say that you and your kind are not a nightmare to American and Brazilian foreign relations. Numbers? What numbers are that when the Legacy's American pilots did have a conversation in that c**kpit in the tragic day of the acident and your media were and is not slightly interested to know who are the responsibles for that accident to happen despite nationality? What numbers when your government lies about weapons to invade a country rich in petrol and one of the most influencing newspapers of US, NYT has had reporters covering up the some big fish asses over that lie i.e. Valerie Plame case an American spy who was simply betrayed by your government? Where are the Al-Qaeda numbers in Iraq? You are not an xenophone American who lives in Brazil and is married to a Brazilian. You do not hate Brazil, you don't think its society is corrupt, denies reality, white Brazilians are racist, women are sluts / whores and are treated like that by men here, you do not think everyone is dishonest or/and dumb... Nooo, I think that must fill the description of another Bo! Actually, you are a legal expat who appreciate Brazil for what it is and what it gives you, you are fair to us and you care for the country and you are not a xenophobe racist and prejudiced as most Americans are against Brazilians and / or Latin Ameicans, right?

We are try to secure the borders and decrease entries while we address the illegal population already here...this seems completly against the current US policy.

Listen, first of all, you're frothing. Your anti-americanism is OBVIOUS! Americans don't come to brazil ILLEGALLY, now do we??

We don't fake documentation to get a brazilian "visa" now do we? When it's time to go home, like good guests, we leave! You don't have huge populations, even hundreds, let alone millions, of illegal americans in brazil, now do you Clara?

As far as your RANT about the american pilots, you're comical! How was your minister of defense, Pampers Pires declaring the americans were at fault within HOURS of the accident??? How is that possible Clara? An investigation had not even begun!!! Don't worry, an international investigation is being conducted, the FACTS will come out! And you can bet your sweet ass on one thing, brazil has blind spots in their radar system, their ATC's don't speak english well, and there are places in brazil where communication is regularly lost!! These factors all contributed to the crash of the legacy! And when it's all said and done I for one hope that the american pilots sue the s**t out of the brazilian federal government for having a system in place that regularly places the people that fly in their airspace in unnecessary DANGER!

Brazilians, especially over the last 4-5 years have been rabidly anti-american! As you are showing now!

Tell me, what did the U.S. do to you to have this attitude? Deny your visa? Have you ever thought that it was the result of the actions of all your illegal brethren that came before you?

And don't start about governments will ya?? Because books have been/could be written about the thieving politicians in this country! At least in America we see RETURN on our tax dollars! We see investment in education, infrastructure, security, health care, social programs, etc, etc. What do we get in brazil for our tax dollars Clara??? 400 million dollars in a numbered Swiss bank account for Maluf and the son of a bitch is STILL IN CONGRESS!

WTF is that Clara?

Brazil is a country of CRIMINALS! Ran by criminals! It is a country of IMPUNITY! Both the politicians and organized crime working hand in hand while the brazilian citizen takes it in the ass. Why do you think there are record numbers requesting american visa's??? Why is that in this "utopia" called brazil??

Because if you're not one of the few "priviledged" in brazil, you're life is a dead end!

I have the same questions Cal. Certainly seems to the contrary of what many are trying to achieve in the U.S. I for one will be sending an email to Robert Byrd. It's ludicrous if we're actually granting more visa's in these kinds of numbers to countries that are well known violators of U.S. law!

The reason that the visa from Brazil is up is because people that before did not need visa now are required.

Ex:

more then 300.000 brazilians japaneses that work temp contract in japan and do one stop flight in America must have a visa even if they are not out of the plane.

a great number of Brazilian that live in Canada now need to do the same thing .

Before ,if you were old (over 55) most of the time they would give you a 10 year visa stamp. Proven of course that you have money and ties to Brazil.

Wow Carla,

I am new to this Blog and while I will probably become board very soon the anti-American hate fasinates me. I travel to Brazil at least once a month and count many Brazilians both in Brazil and the US as some of my best freinds. I have never seen such a frothing, hateful example of anti-Americanism than on your posting. Your posting is the typical veiw of uneducated and uninformed members of the anti-American club. I am not a fan of the war or Bush either, but its not that simple, in fact very complicated. You get your news from 5 miunte sound bites from Globo, movies by arch liberals and the belief that America wishes to cause everyone else harm instead of protecting ourselves. There was a time when our 2 countries shared many goals and ideals...I think perhaps we have given up on you as just another banana republic that once had potential.

Now I won't agree with Bo that EVERYONE in Brazil is a criminal, but I have had to pay my share of bribes to low level government officals to get orders released and delivered to our Brazilian customers, it is a simple corrupt fact of doing business there. I have one Custom Offical in Sao Paulo that gets a case of Johnny Walker Blue everytime I come down and all my problems have since disappeared.

The tragic accident involving the American pilots WAS heavily covered in the US news media. But while these pilots have been released and the investigation continues, many flaws in the Brazilian ATC have been exposed, perhaps it was a combination of errors, but to have one of your highest governement aviation officals immediatly point the finger at the pilots was unprofessional and unfair. If indeed the pilots share some blame, they should be prosecuted, but here in the US we have something called due process. In Brazil it is called "lets hang the Gringos".

Now Valire Plame? Where did you dig that one up? This is one the American media is no longer covering because it has no legs. The special prosecuter assigned to this case had a hard on for Cheny and Bush (I for one was hoping he found something), it's a non-starter now, the media knew for years that Plame was CIA, nothing notorious was disclosed and this case is not about uncovering a CIA agent as payback by governement officals. It is about wether or not Libby lied and you know what...the jury has been out 2 weeks, they just asked the judge to define "reasonable doubt" my guess is he is going home and the governement have just spent millions on another witch hunt.

Carla, habe you been harmed by an American? Where does your hate of all American's come from? Your postings were really vile. Have you been to America? Or is your life so miserable just need someone to hate and we are the easiest targets. I hope that is not the case, it would be very sad for you. If it makes you feel any better, I will personaly apoligize for all of the sins by America...please forgive ussmilies/smiley.gif

Jesse James Hollywood (born January 28, 1980 in Los Angeles, California) was at times a very wealthy teen, drug dealer and fugitive. At the age of 20 he became one of the youngest people to appear on the FBI Ten Most Wanted Fugitives list.

The illegal activity allowed him to acquire a small fortune with which he bought a $200,000 property in the San Fernando Valley area of Southern California and numerous exotic sports cars. He is currently awaiting trial in California. If found guilty, he could face the death penalty.

Murder

Benjamin Markowitz worked as a drug dealer for Hollywood who had accumulated a debt of around $1,200 to Hollywood.[1] Markowitz also had threatened to reveal a $36,000 insurance scam involving Hollywood, who had sold a sport car for parts and then reported it stolen in an attempt to obtain insurance benefits.

On August 6, 2000, Hollywood and some friends planned to confront Benjamin Markowitz, but before reaching his house saw Benjamin's younger half-brother, Nicholas Markowitz, and decided to abduct him.[1] Nicholas was unaware of the danger and spent a couple of days socializing and partying with his captors. Hollywood consulted his family attorney and according to grand jury testimony the attorney told him that kidnapping for ransom had a penalty of life in prison. Hollywood then decided he couldn't release Nicholas.[2] On August 12, 2000, in the mountains north of Goleta, California, Nicholas was shot and killed and placed in a shallow grave by men working for Hollywood. Nicholas' body was later discovered by hikers.[3] Hollywood eluded capture and left the United States, but the other people involved in the plot were captured and convicted.

[edit] Capture

Jesse James Hollywood was detained in Saquarerma, Brazil on Tuesday, March 8th, 2005, by the Brazilian Federal Police based on information from American authorities that Hollywood was going to meet his cousin at an outdoor mall.[4] According to the FBI, Hollywood, who was using false identification, was arrested by Brazilian authorities based on a violation of the Brazilian immigration policy and deported. Hollywood was turned over to the custody of Agents of the FBI and deputies with the Santa Barbara County Sheriff’s Department and brought back to Los Angeles on the morning of March 10.[5] The police suspected Hollywood's father, Jack Hollywood, of funneling $1,200 each month to fund his son's expenses on the run.

Well, like most criminals on the run, he picked the right place to go.....BRAZIL!!! Now, the first thing he should've done was get the first brazilian chick he met pregnant, the brazilian authorities would've never deported him if he had a brazilian kid!

Hollywood met a woman, Marcia Reis, when he first arrived in Brazil. Hollywood never told her about his dark past. They moved in together one week later and began planning a family. Only a few short months ago, Reis became pregnant. But authorities say it was Hollywood's love of freedom, not his girlfriend, that drew him to family life.
