Luiz Inácio Lula da Silva must be the world's most relaxed president. Almost six months after winning the election and three and a half months into his second mandate he has only now announced (most) members of his new government. During this period he has behaved as though he was running a stall in a street market rather than a country the size of Brazil.

Good article. John Fitzpatrick described very well the situation in Brazil. I believe that this government can not produce anything good. Gilberto Gil for example, he used the ministry for self promotion. His ‘year of Brazil in France’ cost millions for Brazilian taxpayers and all he did was promotion of his 'clientele', the artists from Bahia and Northeast. Embarrassing, he should answer legally for what he did. Unfortunately in Brazil nobody has to answer. Mr. Lula da Silva had a government more corrupt than Fernando Collor and his impeachment was not even voted in Congress. Marta Suplicy as Minister of Tourism, a ministry that should not even exist was a bad joke from Lula. Marta Suplicy is a total incompetent, she destroyed Sao Paulo. John, you forgot to mention that Marta is a “famous†sexologist, this may also be helpful for a Minister of Tourism. Imagine, Marta can provide better facilities for the millions of foreigners that go to Brazil for sex tourism and we may have a new Minister; The Minister of Sex Tourism. Only in Brazil! At least we have a government now that the "Carnaval" is over.

Marta Suplicy as Minister of Tourism, a ministry that should not even exist was a bad joke from Lula. Marta Suplicy is a total incompetent, she destroyed Sao Paulo. Imagine, Marta can provide better facilities for the millions of foreigners that go to Brazil for sex tourism and we may have a new Minister; The Minister of Sex Tourism. Only in Brazil! Ludwig, under her leadership as a mayor, São Paulo became the 20th wealthiest cities in the world. I can imagine her, being the new minister of tourism, bringing in hundreds of thousands of "Tourists" to that city and making it the wealthiest one on the planet within the next 4 years.

Needless to say with Lula government Brazil's retroceded 20 years in time. I won't mention the inneficiency and widespread corruption in Brazil that continues with lula administration. One has to note that Brazil's trade surplus comes from commodoties, only. Agricultural, mineral, meat, the commodity sector doesn't produce jobs. Highy mechanized and small job creator compared to its export value. The quality and quantity of jobs created in Brazil is almost insignificant. Unfortnately with price of commodities they go up and then they come down. Brazil will only grow when one sees less corruption, more accountability, less violence and less burocracy. This still far from our reality in Brazil. The surge in the value of the Real is totally related to commodity and trade surplus, it is not an increase in Brazilian efficiency of doing business, of improving infra-structure, of government improve efficiency, on the contrary corruption and violence is up. Brazil= corruption, Political parties= mafia , Justice system=mafia Brazil is sick!
