The United Nations Multinational Interim Force in Haiti (UNMIF), led by Brazil, represents a step forward for the regional power in establishing a multilateral policy agenda. Nevertheless, Brazil's rise as a regional power is running into difficulties, both domestic and international.

"At the same time, its participation at the forefront of an important peacekeeping mission gives it much-desired recognition as a world power, which could result in a permanent seat on the United Nations Security Council"
Wouldn't count on that one in our lifetime pal. Even China, who is a preferred trading partner with brazil, is against giving them a seast on the security council!
"The countries that will benefit from these loans "will not be able to hire their own contractors in projects financed by the BNDES. They will be required to contract Brazilian construction companies," including Odebrecht, Andrade Gutierrez, Camargo Correa, Queiroz Galvão, OAS, Carioca, and EIT. Moreover, "the BNDES is demanding that all of the materials for the development be imported from the Brazilian market."
that's ludicrous!! And listen to how many brazilians bitch about the IMF! At least when you get a loan from the IMF you agree to the terms of repayment, but it certainly doesn't dictate WHO you have to use or WHERE you have to get the materials from for whatever project you're pursuing. f**king absurd!
"Petrobras is demonstrating behavior in Bolivia similar to that of any transnational oil company, especially with respect to environmental and social responsibility, executing similar strategies to those of other companies operating in the country, both in terms of minimizing its responsibilities for the impact it generates as well as its strategies to avoid social and procedural obstacles," concludes one study by the Bolivian Forum.
And there you have it, for those that like to bitch and moan and point the fingers at america for polluting the planet....YOU'RE DOING THE SAME THING!
Petrobras is no longer a state-run or even Brazilian-owned company.
"During the presidency of Fernando Henrique Cardoso, 49% of the company was sold off to private interests, mostly American. At the same time, the BNDES manages state funds, but mostly for the purpose of financing major automobile exporters, which are all multinational corporations from the North."
Have to have american involvement, and in this case ownership, to take the business from one reality to the next!

Good articles, BUT with many mistakes, o written by Guest,
March 27, 2006
Just to name a few : - Brazil is NOT the 10th largest world economy. It was the 8th around a decade ago and moved down to the 14th or 15th place. - Neither the BNDES nor the World Bank has a $ 30 TRILLION budget ! COMPLETELY OUT OF REALITY BUT IN TOTAL INSANITY ! - When it is said that : "Petrobras is no longer a state-run or even Brazilian-owned company"this is inj total contradiction with the start of one paragraph thjat says the exact opposite. And if it is not aBrazilian owned company, to whom does it belongs ? smile Furthermore it it well known that Petrobras is totally under, not state owned, but state controlled. Petrobras DOES NOT DEFINES THE PRICE OF OIL, THE GOVERNMENT DOES !
Finally your analysis clearly shows that Morales is DEAD WRONG IN CRITICIZING THE USA OR THE DEVELOPED NATIONS. Brazil is the power controlling Bolivia, and it is Brazil that is buying the Bolivian natural gas at BELOW the international market prices, NOT the countries that Morales named. Therefore the "enemy" of Bolivia growth is just along its borders : Brazil and Argentina !
It is quite well known that Brazil has always played a double game and always ends up by betraying their closest friends, the same as they betray their own population. Because it is quite strange that Brazil proclaiming itself as the garden of the world doesnt have a desire to first feed their own population, before exporting the surpluses. A similar and ironic situation is : if a farmer decides to spend most of his farm income for his mistresses instead of feeding and caring first for his own children. There is no difference.
Quite a shame and a sad reality.
There are many other discrepancies and voluntary errors in the article but way too long to explain them !
NOT surprising that the article has been written by a leftist who mixes up reality and his imagination !
Hiding the truth is the norm in Brazil. It remains that Brazil totally missed the economic boom during the last 3 years. Brazil had simply the lowest economic growth of all developing nations, wether on a 1 year or 3 years period. It remains that Brazil has the world highest interests rates, after inflation. It remains that slavery still exists in Brazil, despite it was abolished over 100 years ago....but just on papers. It remains that Brazil has injustice everywhere, impunity, the world worst wealth inequality, corruption at all levels including the highest. It also remains that COMPARED TO THEIR GDP PER CAPITA, BRAZIL HAS THE HIGHEST PERCENTAGE OF POVERTY IN THE WORLD ! YES....IN THE WORLD.
It is also doubtful that Brazil will ever realize all the infrastructure megaproject mentionned in the article, knowing they did not and they still not repair and maintain their existing highways and roads filled with millions of potholes !!!!
But afterall this article is just a publicity for the next election or more precisely the re-election of Lula who betrayed just about everything his promised.....before and just after his first election !!!!!

Debt cancellations ! written by Guest,
March 27, 2006
Brazil is always criticizing developed nations and ask debt cancellation for the poorest countries. If Brazil is so honest and sincere, why dont they start by cancelling loans made by the BNDES to some poor nations as mentionned in the article ????? Give us an example....of your sincerity, and not a confirmation of your contradiction !!!!!
How can anyone explain that Argentina renegated unilaterally foreign debts but not loans made by the BNDES ????? The same is true for Ecuador who renegotited their foreign debts but not the debts to the BNDES !!!
Simply stated most South Americans countries have been governed by crooks, liars and corrupted politicians. Nothing has changed today and nothing will change for the foreseeable future of the next several decades !!!
BEING A CROOK, LIAR AND CORRUPTED IS IN YOUR BLOOD AND GENES.
Asian developing countries will continue to beat you hands on manufactured goods with added value and you will continue during all your life to sell basic commodities such as grains and iron ore ! Prices of grains are already sharply down and you barely make a profit out of them by now. The same will happen very shortly for your iron ore on the slightest woprld economic slowdown that already started.
OVER TIME, LOOSERS YOU WILL REMAIN ! None of your politicians is working for the benefit of your whole society...but just for their own benefit. Even if slavery was eradicated....on paper in your Constitution, slavery remains remains at the time of this writing. The Brazilian majority of the population...will remain the slaves of your minority wealthy elite !!!! They will contionue to proper and you will continue to starve. The land of your country is their farms not yours. 1 % of your largest landowners control over 50 % of all your land. Your 37 largest (yes 37) landowners have more land than your 2.5 millions smallest family farmers.
This is a tragedy for the Brazilian society. Your reality is an insult to humanity !
But....YOU Brazilian society...elected those who are robbing you, stealing you, raping you, day after day, week after week, month after month and year after year, and generation after generation.
It is like you enjoy what is happening to you !
WAKE UP, STAND UP ! Developed nations are not responsible because many poor countries have beaten you on social development and economic growth during the last several decades or even during the last 3 years during Lula mandate. 20, 30 or 50 years ago, many countries were poorer than you, but all poorer countries are now wealthier than you are today.
SOMETHING IS WRONG, SOMETHING IS DEAD WRONG WITH WHAT HAPPENS IS SOUTH AMERICA !!!!!!!!

quote:
""Being a crook is in your genes", "have to have american involvement"
well, they shouldn't have said "american" involvement, guess they should've said other first world countries that wouldn't permit the blatent, vast, procedimento de "praxa" that exists in brazil.
And you have to be able to understand the guy making a statement like "its in their genes", although that is a bit over the top, when you hear on a daily basis about the vasts numbers of politicians, directors of gov't. entities, just about anyone with the access and ability to "enrolar", they do....it is EPIDEMIC in this country!
That is well known that cash makes people free. But what to do when someone has no money? The only one way is to receive the credit loans and just bank loan.
