Actually Marcelo you are about half right. There is a huge income disparity in Brazil, one that rivals even the poorest African countries. But you reference the Brazilian middle class in the same class as the "elite". Middle class probably the hardest lifestyle to maintain in Brazil, with the middle class being defined as making R$3,000 a month, less than US$20,000 a year.

The middle class fights hard to maintain a decent lifestyle for themselves and their families, often paying the higest tax rates. While the Brazilian elite rely on "old" or "family" money, it is the middle class which spawns the entrepuners who start small business and employe the poor, even though the government and local officals take an incredable toll in taxes and bribes.
The middle class struggles to send their children to affordable private schools, maybe have enough saved for a short family vacation...but I can tell you from expereince, they work their asses off, a big difference from the rich elite and the spoiled brats of Zona Sul and Jardims.

We need to make them understand that the only thing that will prevent them, in a democratic country like Brasil, of achieving something is themselves, for that matter they need education and perspective. Of course you are correct and I agree, there are many people in Brazil who work themselves up and create financial wealth for their families. Most now are coming from the "middle class" families that we first discussed, small business owners who are succesful in building larger businesses and God willing, there will be a lot more as the Brazilian economy continues to grow.

This has been the longest run in some time for Brazil's economy, it is good to hear that a wider number and class of Brazilians are benefiting. You correctly state that a better education for all is key to the success of Brazil's poor. Your challenge is the parents of the poor children, instead of putting their kids to work at meanial jobs at a young age, they have to ensure their kids get an education at all costs, even by attending to poor Brazilian public education system. There are opportunites for all but the very poorest in Brazil, those from the Northeast slaving in agricuture would be an example...but for most, it is there if they want it, they need to grab it.

Many of your best decide to move here without permission, most that I know (my wife is Carioca) have done very well for themselves. There is a perception that only your poor immigrate illegaly, nothing could be further from the truth. Most of our Brazilian friends come from middle class families and have good education. A very good friend is an engineer, he graduated college in Brazil, the best he could find was a R$3,000 a month job with Petrobras in Rio State. He came here and began 5 years ago as a house painter in Florida, he now has his own business and does all new home painting for KB Homes, one of Florida's largest builders, they sponsered his Green Card and he now owns 2 homes, a boat, a new BMW motorcycle, he just purchased a new apartment for his parents in Rio...could he have done this in Brazil in 5 years? Maybe, but not if you ask him.

While we do know our share of Brazilians who came from poverty, most that we know are working for GE, Motorola or Citibank, they have Brazilian educations. They came here for better economic opportunity and security for their families. I believe most would go back if they could, but again, there is nothing to go back for but a visit with familiy and friends, you need to keep as many of these types of Brazilians in Brazil by creating even more opportunity. I do business in Brazil, an American company with Brazilian distributors, I know these middle class business men and women you speak of and respect them all very much.

Yes the middle class pay a lot of taxes, we literally pay to breath, many of us give our pants to the government even though the actual tax level is illegal and this situation has happened a few years now showing no prospects of change. Basically, the tribute level jumped from 28% in 1994 to 40% nowadays. Middle class contributes with 70% of property tax and 60% as individual tax payers. What we see in Brazil is a country of privilege where banks and major companies (multinationals!!) pay less tax than the citizen! Still they have available credits with insignificant interests, while regular people haha paying 12% per month of interest in the bank. Brazil has 3 (three) middle classes. The high middle class plus the elite and middle middle class they form one quarter of Brazil’s population. Unfortunately, I tend to agree with the views of Marcelo. I have been keeping track of his (and that of Magnus) discussions with Allen and they were saying something very interesting. I would like to reinforce their points saying that the Tax Cuts are a big farce and the middle class is getting poorer and the small and the middle sized businesses (which are the back bone of our economy) are getting wiped out. The new rules about the small businesses the government brought is another farce too. They want to ensure that the "autonomos" pay their dues to the INSS (your version of social security) and the taxes too.

Perhaps, Magnus will be able to tell you how the leather goods industries in RS are firing their employees,by closing their plants. An interesting thing is that they do not have to close their companies,but just the plants. They can get them manufactured in China under their brand names and use their existing distribution network to market their products.

AES, just to give you an idea, my wife bought me a nice shirt for 39 Reais today and I was surprised as the Brazilian made shirts of such quality cost over 60 Reais. Then we got to look at the label. It said clearly "Made in Bangaldesh". Probably in Bangladesh, one can buy it for less than 10 Reais at Retail. However, the Brazilians can make shirts of this quality (and better style) to sell in the domestic market to compete with the East. BUT, the taxes ,the high interest rate, bank charges,etc; are making the domestic production unvyable. I dont think that the government is interested in stimulating domestic manufacturing sector,nor the small and medium sized industries.

Apelidado de Hal, o cérebro eletrônico mais poderoso de Brasília fiscalizará as contas bancárias de todos os brasileiros

Desde a manhã da segunda-feira 25, trabalha sem cessar no quinto subsolo do Banco Central um supercomp**ador instalado especialmente para reunir, atualizar e fiscalizar todas as contas bancárias das 182 instituições financeiras instaladas no País. Seu nome oficial é Cadastro de Clientes do Sistema Financeiro Nacional – CCS na sigla abreviada. Mas a supermáquina já nasceu com o apelido de Hal, homenagem ao mais famoso cérebro eletrônico da ficção, imortalizado no filme 2001: Uma Odisséia no Espaço. A primeira carga de informações que o comp**ador recebeu durou quatro dias. Ao final do processo, ele havia criado nada menos que 150 milhões de diferentes pastas (uma para cada correntista do País), interligadas por CPFs e CNPJs aos nomes dos titulares e de seus procuradores. A cada dia, Hal acrescentará a seus arquivos cerca de um milhão de novos registros, em informações providas pelo sistema bancário. A partir desta semana, quando o sistema se estabilizar, o CCS deverá responder a cerca de 3 mil consultas diárias. Toda conta que for aberta, fechada, movimentada ou abandonada, em qualquer banco do País, estará armazenada ali, com origem, destino e nome do proprietário. Diferentemente dos imensos mainframes dos tempos em que o escritor de ficção científica Arthur C. Clarke concebeu sua supermáquina para 2001, o Hal do BC tem a arquitetura pós-moderna dos tempos da microeletrônica. São três servidores e cinco CPUs de diversas marcas trabalhando simultaneamente, no que se costuma chamar de cluster. Este conjunto é o novo coração de um grande sistema de processamento que ocupa um andar inteiro do edifício-sede do Banco Central. Seu poderio não vem da capacidade bruta de processamento, mas do software que o equipa. Desenvolvida pelo próprio BC, a inteligência artificial do Hal consumiu a maior parte dos quase R$ 20 milhões destinados ao projeto – gastos principalmente com a compra de equipamentos e o pagamento da mão-de-obra especializada. Só há dois sistemas parecidos no planeta. Um na Alemanha, outro no França. Mas ambos são inferiores ao brasileiro. No alemão, por exemplo, a defasagem entre a abertura de uma conta bancária e seu registro no comp**ador é de dois meses. Aqui, o prazo é de dois dias. Não por acaso,para chegar perto do Hal, é preciso passar por três portas blindadas, com código de acesso especial


Visto em perspectiva, o sistema é o complemento tecnológico do Sistema Brasileiro de Pagamentos (SBP), que, nos anos de Armínio Fraga à frente do BC, uniformizou as relações entre os bancos, as pessoas, empresas e o governo. “Com o Hal, o Banco Central ganha uma ferramenta tecnológica a altura de um sistema financeiro altamente informatizado e moderno. Recuperamos o tempo perdido”, diz o diretor de Administração do BC, João Antônio Fleury. O supercomp**ador promete, também, ser uma ferramenta decisiva no combate a fraudes, caixa dois e lavagem de dinheiro no Brasil. “Vamos abrir senhas para que os juízes possam acessar diretamente o comp**ador”, informa Fleury. O banco de dados do Hal remete aos movimentos dos últimos cinco anos. Antes de sua chegada, quando a Justiça solicitava uma quebra de sigilo bancário, o Banco Central era obrigado a encaminhar ofício a 182 bancos, solicitando informações sobre um CPF ou CNPJ. Multiplique-se isso por três mil pedidos diários. São 546 mil pedidos de informações à espera de meio milhão de respostas. Em determinados casos, o pedido de quebra de sigilo chegava ao BC com um mimo: “Cumpra-se em 24 horas, sob pena de prisão”. A partir da estréia do Hall, com um simples clique, Coaf, Ministério Público, Polícia Federal e qualquer juiz têm acesso a todas contas que um cidadão ou uma empresa mantêm o Brasil.

Todas as vezes em que o governo mexeu nas leis tributárias, quem pagou a conta foi o contribuinte. Na prática isso significou que, desde os anos 1990, a carga tributária saiu dos 25% do PIB para os atuais 35,21%, segundo o IBPT (Instituto Brasileiro de Planejamento Tributário).

Segundo Clóvis Panzarini, especialista na área da CP Consultores Associados, a origem do problema foram mudanças feitas na Constituição, em 1988, que retiraram verbas da União, repassando-as para Estados e municípios.

O Fundo de Participação dos Estados, por exemplo, passou de 17% para 21,5%. Já o dos municípios subiu de 18% para 22,5%.

Para compensar a perda de nove pontos percentuais em seu bolo, a União passou a aumentar alíquotas dos impostos como o sobre produtos industrializados (IPI), o de mercadorias (ICMS) e os sociais PIS e Cofins.

Além disso, também começou a editar uma série de contribuições, como a CPMF, sobre movimentações financeiras, e a Cide, sobre combustíveis. Motivo: pelo fato de não serem impostos, mas contribuições, não precisam ser repassadas aos Estados.

"Nunca tivemos uma reforma porque o país precisasse crescer e por exaustão dos contribuintes", afirma Gilberto Luiz do Amaral, presidente do IBPT (Instituto Brasileiro de Planejamento Tributário). "Elas sempre aconteceram quando o governo não tinha mais como cobrir os gastos públicos e precisava aumentar a arrecadação." Para ele, é o que acontece também agora.

You keep telling yourself that while the Jews have less than 1/5th the population of latinos in the U.S. yet are represented in congress to the tune of 5X more!!!

Sorry to break this to ya GTY, but you and I, and our children, will never see the day when WASPS don't run the show in the U.S. Do you really think they're stupid?

We shall see my Gringo friend. All the WASPS are kissing our collective asses, especially the Democratic party. Can you imagine if they can caputure the Hispanic vote? We are the fastest growing bunch in America, they would stay in power for ever, the Republicans will be finished. We now have the numbers in America's largest cities, we are wising up politically, now we will concentrate on deveoping our political power.

Things are rapidly changing Bo, those that assimilite will also gain economic power, those that don't will continue to be the rich white's labor base. I don't think WASPS are stupid, that's why they are trying to take advantage of our numbers instead of fighting it. The Republican's will be seen as anti-immigrant the next election, a bunch of out of touch racists, this, combined with the war ensures a Democratic victory.

we don't elect a democratic president along with a democratic controlled senate and house....it will be much WORSE than what the most liberal democrat has thought the last 7 years have been!
