This article is highly misleading. The original objective of creating CPMF (erstwhile IPMF) was to finance the Health Care. At that time (I think it was in 1993), "Bolsa Familia" did not even exist. However, over the years, only around 40% was dedicated to the Health Care and the rest being used according the whims and fancies of the Government.
The author gives an impression that he has compiled an article reading all the Brazilian newspapers and the interviews given by the Ministers and other high level government officials. The author has omitted to include the opinions expressed by many intelligent Brazilians in the newspapers regarding CPMF,IOF, "Bolsa Familia", etc; He has to understand that this on line newspaper is read by many Brazilians who are educated and bilingual and he is not making a convincing case about CPMF , IOF and other fancy taxes we have.
Oh, I find it a big coincidence that there are two articles published in this on line news magazine on "Bolsa Familia" (Family voucher) within a span of two days. Am I missing some connection?

Still, as was examined in a previous article, until the government starts to share the administrative costs of the Bolsa FamÃlia program with the private sector, (perhaps through incentives provided by microfinancing) political shocks, like the end of the CPMF, could bring on a continuing threat to the program's existence.
Would the author care to explain?

will get shorted on the money .
they are not going to rod the people less , and are not going to cut back on there spending .

Lets face it : The 2007 federal budget was around US$ 215 billion, and the Bolsa Familia US$ 4,3 billion (2 %) for the 45 millions (20 %) poorest citizens. On the other hand the maintenance costs for the mega bureaucracy only at the federal level, 1 million bureaucrats or 0,5 % of the population, was over US$ 70 billion (35 %) !!!!! And on top of that the budget must also pays for the World Highest Ineterst Rates.....after inflation. Your Government debts exceeds 1,1 trillion Reals and assuming an average rate of 12 % this equals 130 billion Reals or around Us$ 70 billion in interests only. Therefore 70 % of the budget is used by the Filty System, and only 30 % is spreaded and re-distributed to 98 % of the population !!!!!
Truly a great wealth re-distribution or robbery by Bin Lula the Robin Crook and his thieves ??????

I went through a great deal of expense and trouble to get my " permanent" visa to retire to Brasil. After living here for six months and becoming more aware and knowledgeable about the politics and taxes and all the other surprises, I wish I had never come here. This place (Brasil) is frustrating and doing any type of business transaction has been filled with deception and dishonesty based on rampant greed. I look forward to leaving as soon as I can.
