Brazil made an impression on the free software world during the past five years of President Luiz Inácio Lula da Silva's administration by promoting a policy of migration to open source software for the government and state-owned industry. Initial press coverage of this policy change away from proprietary software was celebrated in many mainstream media outlets. (1)

Agreed. Without the leadership and the guidance of the President, this progress could have never been achieved. The main reason is that he is very open minded and takes initiatives. The results can be observed not only in this hi-tech field, but also in other areas as well. For example, we have found more oil reserves during the past 5 years than during the 8 year mandate of his predecessor.
