Brazil's Pragmatic, Anti-American Look at Beijing's Olympics PDF Print E-mail

Opening ceremonies of Beijing's Olympic Games Brazilian people's feelings about the Olympic games in Beijing are as diverse as the nation itself - so much so that it would be ambitious (even impossible) even to try to summarize them. But in a broad sense, three clear and distinctive "positions" can be discerned.

The first is pragmatic: China is a new great power, and Brazilians should be friends of the Chinese more than they should be enemies or even rivals.

The second is anti-American: China represents an expression of power in the international arena different from the United States, and should be praised and respected for that.

The third is principled: this sporting spectacular needs to be viewed critically in light of the principles and values underlying political life.

The first view echoes Brasília's management of the country's foreign policy over the last few years. The core idea of this policy is indeed to be "pragmatic", and this allows flexibility on a range of issues and relationships.

The results of this explicit pragmatism are varied: there is no concern (for example) about President Lula being photographed alongside Muammar al-Gaddafi of Libya (notwithstanding the latter's wayward and sometimes extreme statements), there is readiness to let Venezuela enter Mercosur (though this regional agreement specifies that members must obey democratic standards, and there are many questions over Hugo Chávez's).

This "pragmatism" was also invoked by Brazilian diplomats in excusing the country's stance at the decisive 21-26 July 2008 meeting in Geneva of the World Trade Organization's Doha-round negotiations - when Brasília changed its position at the last minute to align with the majority proposal (backed also by China).

This reflects a broader and very popular view in Brazil: that China is now a major power, and there is no reason to cause problems for the Chinese. Moreover, their political system is their political system; and after all, this is a country of one billion people - would it work if it were a democracy?

There is nothing wrong with pragmatism - unless it itself is or becomes an ideology disguised as a non-ideological doctrine. The idea of living in a pragmatic world is itself a choice and an ideology. Brazilian nationalists try to sell it as a perspective that is both value-free and in the national interest. In this understanding, the Olympics in China are just another event, where the main attitude is one of "let's see the athletes".

True, Lula's foreign policy does not declare itself value-free - since it undoubtedly carries the social-justice stamp. But it does not emphasize democracy so strongly, and its focus on commercial relationships is reflected in the huge entourage that accompanied Lula on his state visit to China in May 2004.

The second view is to see China as in opposition to United States hegemony. For Brazilians who fought the authoritarianism of the military regime that seized power in 1964, it can be frightening to see young Brazilians looking at China as an admired model for development and of a way to defend the nation's international power.

"China is not a democracy? But what about the United States, is it a democracy either?." one such person told me recently. A Brazilian columnist in Folha de S. Paulo wrote that the American cyclists who arrived in Beijing wearing masks had left an even more polluted city: New York. Even if it were true, can one example of pollution be used to "justify" the other?

These are the same people who laud the Olympics in China for Beijing's new and wonderful high-tech buildings - from the Bird's Nest stadium to the new CCTV building. But to move poor families away from their homes to build such a monuments of the new Chinese capitalism is a heavy price to pay for their country's march to becoming a global power.

The third view in Brazil of the Olympics in China is a critical - and very much a minority - one. A more "traditional" columnist, Arthur Dapieve, writes in O Globo: "It is difficult to celebrate the union of the peoples of the world without some degree of hypocrisy, when the Chinese violently act against the Tibetans and the domestic opposition". But there are only a few such voices; I wonder indeed if there are more than two of us.

A more general comment is this: more than two decades after the end of the military regime in Brazil in 1985, democracy is deeply established in Brazilian society but is also now a secondary idea behind the perceived need for social justice and economic egalitarianism. This trend is very influential in the way Brazilians are seeing the Olympics games in China.

It is clearly reflected in and strengthened by the Brazilian government's "pragmatic" rhetoric and foreign policy behavior; and it is more and more reinforced too by the aggressively ideological foreign policy of successive conservative administrations in the United States.

Hi Forrest, did you get to see my comments in(www. Brazzilmag.com) on the pictures of the New Beijing airport you e-mailed me? If not,thanks once again. The facts and figures were quite impressive. They organized the entire games (including building of the airport) with strict discipline and meticulous planning. As for as I could see, there was no delay nor cost overrun while executing all the projects. This is something we should think of, if we really want to stage the games in 2016.

This is something we should think of, if we really want to stage the games in 2016.


Have you forgotten how much the Pan final budget was? I don't think we should have the Olympics in Brazil, we'll see tax money going to waste, and "amiguismo" will dictate who gets a contract.

Anyway, the Brazilian volleyball team just won and are going to the quaterfinal, they played really well Ricardo is a monster!!! Let's see if the Americans will have the grace to lose without complaining

Bolsa familia is another government tactic to help swing voters to his party. A true social reform would be to invest in education, provide jobs and fight crime in the cities. The FARC has taken control of Rio, SP and other cities in Brazil. Just read Oglobo RJ, everyday you will read about deaths, violence, unemployment, milicia taking over towns, like Recreio, Jacarepagua, Zona Oeste, etc. There are a few stories of hope, like the reformed criminal who helps disadvantage kids find a job and stay out of crime. However if you want a true account of what goes on in Rio or Brazil, read personal blogs, below are the link, however beware, graphic scenes are shown.

We cannot speak of democracy, not in Brazil, not in America. In Brazil as you know, vote is mandatory, in America-the once true libertarian who inspired revolution from France to South America, has lost its beacon of light.

Simon Bolivar at a SA meeting in NY, was coined as the "Washington of SA", if you read his poems and journal entries, he was deeply moved by America's independence. Nowadays, the scene is different.

However, I believe it is easier for this country to change than for Brazil. Corruption is a global disease, however in Brazil, it has metastitized. Just remember, the Mafia Caca-niqueis and Alvaro Lins. He still nowhere to be found.

We can blame America or any other country for the world's misery as long as we want, however we are loosing an opportunity to self-reflect and change for the better. Brazil's corruption and inept qualities are Brazil's problems.

there is nothing wrong with doing business with china . the united states is. its important to be wise about doing business with china and not make bad deals. the united states has sold its soul to china, if they want to cash in on loans,china could destroy the united states without firing a shot..

what is up with the brazilian anouncers at globo ? they both were almost giddy at the prospect that the china people would boo the united states team when they entered the ceramonies. instead the chinese people aplauded and made those anouncers look really foolish

the chinese were even chanting "usa..." at the futebol game against japan. its important to get a real idea about what the world thinks and how they do business with the united states and not some coffee shop intelectual fantacies about what is happening in the world

those kind of petty anti americanisms only hurt brazilians who do it...

What would that respect be based upon... their crushing of their own people, Tibet, threats to Taiwan, industrial pollution on a large scale and getting worse (much worse even then the big polluting USA)....?

Everyone has their problems, to be sure...but thank deus I am in a position where I do not have to "respect" things from any government that I find "anti-etico".

we go to some of the games but not a lifes changing event for me like the boat races , wind surfing , fencing , they are away from all the big crows , the swimming events were imposible to even think to go to . phelps mom and sisters are treated better than LULA & BUSH but she has at least 10 undercover guards around them at all times .

Sports competition, and I include The Olympic Games is "a War, without guns/weapons".
I'm surprised by the lack of sportmanship or the so called Olympic Spirit in Beijin.
One situation that came to my attention was the spaniard basketball team making the "Asian eye". In which they stand pulling at the sides of their eyes in a slit-eyed gesture. And even though, the Chinese didn't officialy complaint,the Guardian and The NYT newspapers made a huge deal out of it, and as result spaniards, americans, and british blogers went to WAR, or a competition to find out which country was more racist.
Then I read in the Brazilian news (uol.com.br)that (bra)Talita/? went to the beach volleyball s/f against (usa)Misty-May/Walsh and that they want to avenge the defeat of Ana Paula/Larissa whom lost to Misty-May/Walsh last Saturday.
Why the need to use the word Avenge? On the other hand, the US Women Soccer team also wants to avenge their humiliating loss to Brazil last year's World Cup; according to uol.com.br there is even a sport tv commercial about it.
Maybe is just me, but I remember the old good Olympic games of the past
for instance, gymnastics.

My husband's co-worker is living in Shichuan, China for the past year. When the earthquake hit the area, his family got sent back to the US. They are back now, his wife is sick and tired of the place.

The wife has been sent there on a 3 year assignment, we talk to them on a regular basis. Here is something for you to consider:

1) Chinese officials have been training its citizens to smile, applaud, behave, not smoke in Beijing;

2) There are still earthquake struck cities to be taken care of, he went around some areas, nothing has been done. Apparently, some towns will not receive government help;

3) Thousands of poor people were sent to the countryside, away from the cameras' eye

4) The fog the Chinese say, it is smog. Where they live is no different. Forget about clean water. The gov. buys water for expats on work related issues.

5) They have twins like myself, boy and girl. Once they got to the airport, people took his boy from him, gave the child lots of praise, but the girl, they couldn't give a rats ass about it. At restaurant the boy was taken and given so much attention. However the girl was a mere object in the eyes of the Chinese. That is how they treat women in China. This is not hearsay, but accounts given to me by a very good friend-he still in Shichuan. The nannies are living with him, their house is destroyed and they aren't getting any help from the Chinese government.

A principal reportagem da editoria Rio de hoje traz uma revelação que poderia ser óbvia, se não fosse o trabalho de jornalismo investigativo feito pelo repórter Antônio Werneck. Com base nas estatísticas de criminalidade, Werneck descobriu a área da cidade que concentra este ano a maior parte dos autos de resistência (as mortes em confronto com a polícia), no Rio. É na área da 22a DP, na Penha, uma delegacia que já foi alvo de ataques de bandidos, e onde atuam policiais dos 9o e 16o batalhões da PM. São batalhões da PM responsáveis por uma das áreas mais violentas da cidade, na Zona Norte. Um fica no subúrbio de Olaria, onde anos funcionou a Invernada de Olaria, que concentrava policiais civis. Muitos desses mortos nunca tiveram passagem pela polícia e nem eram traficantes. Muitas vezes são inocentes, que ficam no meio do fogo cruzado ou estavam na hora e no lugar errados. Pois os policiais - na falta de bons advogados de defesa, no caso dos criminosos de colarinho branco - tratam de conseguir seu habeas corpus preventivo: flagrantes de crimes forjados para que não pairem dúvidas de que os mortos são criminosos e enfrentaram a polícia.

Para comprovrar que a polícia mata e não investiga, Werneck descobriu um personagem espetacular: a mãe de um dos mortos, que decidiu investigar por conta própria. E conseguiu, semana passada, levar ao banco dos réus os PMs acusados de matar seu filho, que não é e nem nunca foi bandido.

Diante da reportagem de Werneck, candidatíssima ao Prêmio Vladimir Herzog de Direitos Humanos, a gente agora vai ter que pensar duas vezes antes de comprar a versão da polícia, de que houve mortes em confronto.

I used to compete around the US-Karate s**to Ryu style with AAU. I have competed in the tri-state competitions and nationals 2 years ago.

The Olympics cannot be compared to "smaller events", however the spirit of competition remains the same. One thing my sensei used to say was that if you give 100%, and perform better than everyone around you and if you have confidence, than there is nothing to worry.

Don't forget we can't really give an honest opinion from the TV, being at the venue is totally different. I think we are beginning to sound like the US, complaining about the Chinese girl's age, fairness etc.

Prepared athletes will not cast a doubt.

The Brazilian government is formed by socialists, period. The same terrorists that exploded bombs and kidnapped people in the 60s and 70s.

They figured out that they can't win through the weapons, so they seek power through politics. In order to achieve their goals they don't hesitate to use corrupt means, deal with terrorists, lie and betray their allies, etc. For them the end justifies the means, and everything is worth in order to achieve the supreme power.

You can't understand the actions of the Brazilian government and its diplomacy without understand Marxism, and what Marx recommended (which is not what happened in Russia and China), and the leftist movement in Latin American.

Trust me, they will kiss China's ass, or anybody's ass as long it serves their purposes. The idea of "pragmatism" is just an excuse for imoral and criminal actions.

Her theme… come to this little forum, put down her native country every opportunity she gets, tells us all how great she is, how much she knows about everything that is brought up, that she has 5 passports from various European countries, how much better off she is then all of us in Brasil, how great and kind the US is to the rest of the world, and so on.

China’s economic development it is mind-boggling to me because of its magnitude and scale and before the people on this forum criticize China they should read the information on this forum about China.

Today China has 166 cities with population of more than 1 million people – compared with 12 in Japan, 9 in the United States, and 1 in Britain. There are many cities in China that one has never heard of that have populations of 6, 7, or 8 million people – for example - Tsingtao a city with 7 million people and astonishing economic growth is one of the most beautiful cities in China and today of the 400 largest cities in the world, over 1/3 of these cities are located in China.

In comparison Brazil has only 16 cities with a population of over 1 million people.

I am a great admirer of the Chinese government and the outstanding job that they have been doing in the last 15 years regarding China’s economic development.

Out of a population of 1.3 billion people the Chinese government managed to lift about 500 million people from complete poverty and today China has a growing middle class.

What the Chinese were able to accomplish in the last 15 years is unheard of in human history – and never before so many people were lifted out of poverty in such a short period of time.

Only the people who don’t have a clue about the magnificent job the Chinese government did regarding their economic development would criticize them.

People want perfection, but the world does not work like that – you can criticize that some people were displaced to provide room for the world of tomorrow, you can say that there is a lot pollution created in the process of creating this new world – but at the end of the day we need to use cost/benefit analysis and see if the benefits out weight the costs and sacrifices.

Just keep in mind – there is no free lunch and a perfect world.

Most people make the mistake of mixing up economics with political theory and most of the time they don’t mix well together.

And I say again, in my opinion the Chinese government is doing an outstanding job by any standard of measure.

I have spent a lot of time thinking about a lot of issues that involve economic development regarding Brazil and China, and I have written many articles and posted a lot of information on the Elite Trader forum regarding this subject.

Most people have a simplistic way of looking a things that are absolutely mind-boggling in complexity such a country as China.

You are totally right. Actually, I have applied for my citizenship, have taken the test already, and I am proud that I can accomplish this. Next May, it will be 10 years for me, plus 5 in England. My life outside of Brazil has been great, full of accomplishments on a personal and career level.

You are right about something you said about me. I have met so many people from all countries: Chinese, Vietnamese, Singaporean, Korean, Philipino, Australians (they are the best people around), British, Irish, Scottish, French, Iranians, Iraqis, Japanese, Italians, Spanish, Marrocans, Algerians, most African nations (I worked for Air France And BA).

I have many South American, Caribbean, Canadian and American friends.

I am very glad that I got out of my bubble and accept people from all race, creed and nationality. All are welcome!!

It need not necessarily invest $200 Billions as proposed originally by RA, but we can contract them to build a couple of airports (like the new Beijing airport whose picture you e-mailed) in the INTERIOR of Brazil. Use the new airports as hubs.Link the smaller cities with High speed trains or Highways. Remove the restrictions on the 20% ownership by foreigners in our domestic airlines.

It is time for us to stop depending too much on the Spaniards & Italians for investments to "build" our infrastructure. Also time to forget about the "problems" of the cities of S.Paulo and Rio and start paying attention to smaller ones in the INTERIOR of the country.

That´s what some are predicting anyway, rather than try to figure out how to continue to make it possible for senators to fly home for the weekend, business types to crisscross the country every week, workers to live 100 miles from their jobs, strawberries from CA central coast to Europe by jet, produce from Mexico on the shelves in Fargo in January. They could be wrong, but this rethinking is already making waves.

For those in Brazil that have to travel, it would seem to me that the Dayjet model would be far better than what we have now.

Not to worry my friend, I respect you for your service not only to America, but also for the freedom that we have. My father in-law had his family (8 kids) spread across the English countryside away from his family in Clapham Common. We have family photos of London's after the Blitz. It is shocking. Houses had to be in complete darkness with curtains pulled closed. Not a light could shine otherwise German planes would carpet bomb the area. My best friend lives in Littlehampton, her house still has a bunker! It is true that the Royal Air Force deserves praise for their bravery standing up against Nazi Germany, however, if it was not for the Americans, the world would be a different place today.

I am sure you have been to Normandy, I used to go across the Channel every June to LeMans to watch the Lemans 24 Heur race. Normandy is very close to Le Havre the port you enter from Portsmouth, England. I have been to the beach where thousands of Americans perished on D-Day. The Allies cemetery is truly remarkable and moving. So many Americans have died, perhaps Costa should visit, but he is too arrogant to understand what you are trying to explain.

I also read your posts and I remember you writing some weeks ago that you do volunteer work in Rio, that you help your community. Therefore, I assume outside this thread you have a good heart.

Interesting your post, my boyfriend whatches (among other types)war movies, and I became interested. Yesterday we saw a movie called "Flyboys" is a true story of the legendary Lafayette Escadrille, it tells the tale of America's first fighter pilots who volunteered themselves to fight with France in WWI -as the US at that specific point had not entered the war. Usually War movie depresses me, but this one is worth seeing.

Also there is a PBS documentary called "THE WAR" by Ken Burns, my boyfriend said is awesome, I have not seen it because I know I'll be depressed. It was reliased last year. I usually trust PBS doc.

Because I have an English husband, I was able to hear, see and feel how life was during WWII. I lived in Sussex for 5 years and I was able to visit sites around England where they have monuments remembering the soldiers. I have visited Westminster Cathedral during Remembrance Day, the streets and path leading to the church is filled with poppy flowers ( or imitations).

My father-in-law is getting very old now, but he can tell you stories of hunger, broken families, despair, human tragedy, and many other sad stories. I can see when I look in his eyes that he has suffered a lot as a young lad. My mother-in-law was a child and grew up in Dorset, her family has always been together and they were able to live a semi-normal life during the war.

However, for him, it was a misery. Can you imagine having to live with a stranger? Children in London were sent all over the country to flee the bombings. If you go to a tube station, you can see that they used the area as a shelter. The escalator just keeps going down, and it goes on, on and on... Most families had to get a ticket from the government to be able to buy milk or other food. Beef was almost non-existent, they ate a lot of corned beef and whatever they could get their hands on. Don't forget, the Japanese sank some Brazilian ships carrying food supplies to Europe. Food ration was common practice. People around the M25 were encouraged to grow their own food. Yes, war is sad, but it is good for everyone to see and learn the lessons and not let it happen again.

Also, people need to learn how to be grateful for this country a bit more. As you said, "The french would be speaking German today", or maybe killed. If you weren't Arian, you were considered second class citizen-if not worse.

Where on earth would Brasil get the idea that the Chinese would boo the Americans? Our two nations have a perfectly amicable relationship. (In fact, stupid, baseless, juvenile anti-Americanism [I wish there were a term for this that wasn't so politically loaded, since the phenomenon is depressingly often not even political.. just childish and ignorant] is very, very low in East Asia relative to South America, Canada [these days--wanna-be Europeans that they're becoming], Australia/New Zealand, and the Middle East.)

It's a pity.. I had a good Brasilian friend when I was pursuing my PhD in linguistics at Northwestern University in Chicago. I wonder if she's gone crazy like the rest of you (Shelly and a couple others excepted).

This website has become a vendetta against the US. However, it fails to mention, excluding the very few articles, that Brazilians's themselves are responsible for the corruption in Brazil. Do you know why? Because while people sit and watch the soap operas, celebrate carnival, and watch a football game, the Brazilian government mind F(*C its citizens.

Corruption, Jennnifer, as I have said, is a global issue. We call all agree on that. But if Brazil was a serious country and its citizens cared about Brazil, more than half of the Senators, Dep**ados, Vereadores, etc. would be in jail along with the police!
