The test of a democracy's health is what happens at levels beneath that of presidents, overseas observers and international media. That at least is one possible conclusion to be drawn from the two-round municipal elections held in Brazil on October 5 and October 26, 2008.

So true in Brazil - proven vote buying corruption by senators, end up PARDONED, by the others voting senators as much corrupted as the ones they pardoned....in a secret vote...of course ! - one of the only few senators punished was....of course....the one senator who revealed the whole scandal ! - Revealing scandals is...of course....more INJUST...than the ones proven guilty...and pardoned !
