If It Is TV Brazil Why Most Brazilians Were Left Out? PDF Print E-mail

Brazil's television stationThe launch of TV Brasil, Thursday, February 2, may provoke two lines of discussion, equally important.  One about the project itself, announced as instrument to “integrate South America”, another about the statements of the Nation’s President in declaring that the new channel was not an initiative of the government, but the State’s, Brazil’s.

President Lula exaggerated the simplification: the fact that the channel is shared by the three branches - TV Câmara (House) and TV Senado (Senate), of the Legislative, TV Justiça (Justice), of the Judiciary, and Radiobrás, of the Executive – does not mean that in it Brazil is represented. Two components – by no means neglectable – are missing: civil society and private initiative.

This vision of the State as representation of constituted powers is Manichean, archaic, and reactionary. A modern State is much more than a happy reunion of the three branch chiefs; most importantly, considering the object of this association – social communication – essentially participative and open.

The non-inclusion in the public TV network is not a mere memory lapse; it is a political option with disturbing implications. The disregard for private TV’s competence to participate in, say, “civic projects”, is a clear testament to their social dysfunctions.

If Brazil, as a sovereign State, appointed itself South America’s television “uniter”, it makes no sense that the process be conducted in absentia of the societies it hopes to unite.

And what does future hold for TV Brasil – the constituted powers of neighboring States and their viewers? In this case, why don’t Brazilian viewers and national TV content producers (public and private) participate in such project?

The question goes even further to the date chosen to formally launch the initiative. The President was unequivocal by saying that he intended to “honor” the House Speaker and the Senate President before they left their posts, the following Monday, February 14.

To honor is a verb sublimely political. To honor the leaders of both Congress chambers and not the institutions that they are leaving, more than anything, is a militant act.

The Brazilian State is non-partisan. Taxpayers pay for an apolitical State. Taxpayers primarily want to see their necessities met – foreign propaganda is not one of their priorities.

Which leads us to the issue of TV Brasil itself. Should the 8 million reais (approx. US$ 3 million) that will be invested this year, before the channel goes on the air, answer to our priorities in terms of public television?

Wouldn’t a supplemental investment on TV Educativa (a state run TV in structure, but effectively public in destination) be a more useful, solid, and a truly integrating option?

Radiobrás (also state run) is currently doing splendid works to bring the nation together, notably in the radio arena; wouldn’t it be more strategic to strengthen Radiobrás instead of wasting this sum to show the neighbors “our good stuff” (expression from Supreme Court Minister Carlos Veloso)?

Then, does that mean that private TV was excluded from the project because it doesn’t show “good things”? Who will issue the quality seal on TV Brasil’s programs – the representative, the senator, or the justice who will fill the chief post at each branch? What is his/her legitimacy in this area?

And if our electronic media does not meet the prerequisites capable of qualifying it to become a supporting actor in the project, for which reason doesn’t the Brazilian Government fulfill its constitutional obligations and demand better quality shows from TV concessionaires?

Proof goes to show once again the merit in the diagnosis from Brazil’s popular artist Chico Buarque, when he said that, missing in the government is someone in charge of turning on the warning red light and saying:  “This gonna turn out shit.”

The artist spoke as a statesman: the Brazilian State is being spent in vain.

Tv brasil= government jobs payed for by taxpayers.I don´t want to be united in any way spanish speaking america and most people i know share my opinion. We are different, let us be different and seperated, thos who want to integrate in any form shoud oay for it themselves. Are they going to show those disgusting mexican , venezuelan, argentine sopa operas in this pathetic chanel? Will i be subjected to listining to some pseudo-intelectual talking crap from the other side of the border? Rede globo allready does a splendid job in sellling its products overseas. i don´t watch most of them but since i am not obliged to pay for them i do not censure rede globo. 8 million reais would be better placed where it never should have left, in the taxpayers pocket. 8 million would also go a long way in the form of scholarships for elementary school students who could chose between a oublic or a private school better than the government mandate of public school monopoly for the vast majority. But no, this would be too simple, it would make too much sense, lets spend our money try to integrate with these uselell c**kroach spainish speakers.

We as human beings need to be integrated, we need to strengthen our brotherhood if we want to make any change in our social life and fight agains poverty and others sorts of crimes. I only don't agree that we taxpayers, who are already soffering the burden of taxes, should pay this bill. And if it's a TV channel to unite the South American countries why it's called TV Brasil and not South America TV?

The news that TV Brasil does not broadcast to Brazil itself does not surprise me at all. There are many ínternational' channels we receive in Brazil that are not shown in their respective home countries - BBC World, Rai International, Deutcshe Welle and ART are just a few.

What is perhaps surprising is that TV Brasil is totally state-funded. I know that many international channels are commercial enterprises (such as BBC World) that do to take money from state television. However, the costs themselves for this first year may well be simply setting-up costs, and the channel may have to be an independent enterprise following this initial investment. I simply don't knwo the details.

The most surprising thing of all is that people would even want to watch it at all. TV Câmara,TV Senado and TV Justiça are the dullest channels ever and may not provide the desired inspiration for South America. Watching Severino's finger-wagging or politicians voting themselves a massive payrise is no way to encourage the idea that Brazil can unite anything.

You Brazilian really seem to think yourselfs better than the rest of south America, that is redicules. What would ever make you think that you are any diffrent from other countrie's on your contenent? I personally, am nutral when it comes to whole integration subject, mainly because I am not a Brazilian;But the rantings for "the first guy", really seem idiotic when considering your countries are only a stones throw away from each other. I know some may argue that the U.S and Mexuco are also only a stones throw away from each other, but Brazil is not exactly the U.S, and Brazlians should be filling their heads with these delusions of grandure, because that is not the case at all.

At 20year Old Canuck: brush up on your spelling there lad, that was painful to read coming from an English speaker - unless of course your a francophone, than, well, we’ll let it slide.

That said, there are a lot of differences between Brasil and other South American countries. From a north American perspective maybe they appear to have more in common than not, however, when one travels between these countries and gets to know the various cultures and their peculiarities the contrasts becoming glaringly obvious.

Now this should not put one country in a position of superiority over all others, and the first poster is rather ignorant and bigoted – he might just hate to learn this but in terms of the new quality of life index, representing best cities to live in, Chile and Argentina (Santiago and BA) are the highest scoring in South America. Rio, SP placed quite low actually, only loosing out to Bogotá, and Caracas. So that should crush his visions of nationalistic grandeur.

Brazil may produce the “best quality” novelas in South America, but they are still NOVELAS – video barf aimed at lowering the IQ of a Nation. So, you shouldn’t be casting stones at other Latin productions. They are all terrible no matter how you slice them up.

I think this paragraph hits the nail on the head:

It does appear to be another “looks at us” initiative aimed at building “soft power” in the global arena. I don’t see how this channel will “integrate” South America, it appears to be only a launching pad to market Brazilian programming, which, is not very marketable (to countries with real media)– or ARE marketable (such as novellas) but not very good.

I’d personally like to see more investigative reporting in South America (and maybe this Brazilian TV idea could aid in this facet), however I don’t think this is in our future – our reporters are just like our police: lazy and they only act on information provided to them. Few if any actually get off their asses to investigate. Lets not forget the governments reluctance to open up old files to reporters too.

I keep thinking about Bruce’s tune a decade ago: “57 channels and nothing on”.

I agree with the first post. This pathetic attempt to join portuguese america to the c**kroaches is stupid. We are different. It does not matter what a canadian thinks, what an american thinks nor a euroPEON. They just want the world to fit into their catagorization regardless if it makes sense or not. I say follow what the inteligent americans from long ago said " Side with none, trade with all". You Brazlians really are an arrogant bunch. I would like to apologise for the moinor spelling and punctuation errors on my last post, but if the rest of your country is as buligerant and low brow as the people on this post responsible for slandering me, then your country has a long way to go.

The truth is, Brazil is not much diffrent from the rest of south America, the country suffers form poverty, political problems, low wages- and gerally speaking- poorly educated citizens. I think if Brazilians truely hold themselves on a higher level than the rest of their continent, then they are all about as intelligent as the people posted on this page.

Damn what an American and a Candian think? Well, the only thing you people are good for is making Bikinis, and talking out of your ass;" Damn what you think"! Froms where I'm sitting I cannot for the life of me figure out why the above brazilian posters think they are any better than any other south american country. Are they for real? Most people (americans) even think they are a spanish speaking counrty because they can't tell it apart from the rest of S.A. Have they ever been out of brazil?
