Demonstrators in the streets of Quito, EcuadorEver since their military regimes ended, Latin American countries have seen the calles, the streets, of their large cities filling up with people, their populations mobilizing against democratic governments.

People protesting against democratically elected presidents have taken to the streets of each large city on the continent - Lima, La Paz, Quito, Buenos Aires.

In 1992 this happened in Brazil against President Fernando Collor de Mello. The reasons are clear. The military regimes maintain themselves thanks to the force of arms; the civilian regimes, thanks to the credibility of their presidents.

The credibility of the democratic governments rests upon four bases: the image of honesty; the fulfillment of campaign promises; the maintenance of a well-functioning economy; and the implementation of politics that benefit the people, changing the tragic social reality of the countries of our continent.

The people are given an automatic incentive to demonstrate against the government - initially in silence, within their houses; later mobilized, in the streets - whenever their president conveys the image of corruption, does not fulfill campaign promises, takes the country into stagnation or inflation.

Beyond this, in the case of countries like those of Latin America, governments that do not succeed in carrying out reforms to diminish inequality and assure social inclusion are governments condemned to confront street demonstrations.

The people, other words, lose the hope they acquired by means of the ballot box.

It is impossible to anticipate either the moment or the dimensions of these mobilizations. Or even whether they will go to the extreme of those that have occurred in Brazil, Argentina, Ecuador, Peru, or whether they will remain at the level of the most recent, in Bolivia, where the President gained some time.

Brazil is no different. Our democracy is younger than that of some of those countries. And, in the case of Brazil, the expectations generated in the 2002 campaign are much greater. We are thus obliged to be more responsible and keep our ears more open.

If we cannot hear the shouting that comes from the calles of the large cities of Latin America, we will be condemned to suffer a repeat of what those countries are undergoing.

Brazil needs to remain alert. Not only the President and the government, but all our political leadership, including the opposition. We will commit a crime against the democracy and an injustice against the people if we do not heed the warning coming from abroad.

We need to perceive that the Latin American calles are transforming into the Brazilian streets. It is merely a question of translation. The Brazilian people are still silent in their houses but will soon head for the streets.

The way we, the political leaders, are acting will bring the people into the streets. Through our actions or omissions we are provoking the people.

When this happens, the governments and their civil leaders have only two roads: seeking the support of the armies and abandoning democracy; or jumping the wall of embassies and leaving for exile. Two tragic destinies, which we must avoid at all cost.

The only alternative is fulfilling the campaign promises, carrying out the social reforms, keeping the economy on course, and convincing the people that their politicians are honest.

May President Lula and his advisors keep their ears open to the shouts that come from abroad, from the calles of the large Latin American cities.

Your " Four bases " sounds great but it is just bull s**t, it doesn't work and it haven't worked in Brasil. Afterall, Brasilean politicians haven't produced nothing in the last 30 years. We are going down hill, again. You, Mr. Buarque, your posse and all the other political comrades, local, state and federal are a great part of the problem(s) and not the solution of that rich nation. You are great at writing these pieces but haven't done anything to put most if not all people to work, have you check the unemployed percentage lately? Brasil is codependent on the U.S.A. .At least President Da Silva is trying to open the gates to other sources of export but that will not do it alone, specially when the money goes into a black hole and not education. If the young people of Brasil doesn't have good livable wages, why should they work? Who can live on your minumum wage (US$100 a month) system? Get real, wake up smell the guarana, get out of your posh office and see how the people are suffering. When only the rich families can ship their spoiled children north, arrive in the U.S. and wash cars, wait tables for US$10.00 an hour+tips. Your politicians should be ashame of what you guys are not doing for the best of the rich country you are to guide, maintain and be in charge of in the name of the voters that elected all of you to your posh offices and high paying position that doesn't produce nothing but papers like this. It's no wonder Chavez is shaking the north all up. It would be great if Venezuela stopped the flow of oil export to the north. Let them pay US$5.00 a gallon for the SUV's. Again, the need of the mighty dollars. Now that's a disgrace. Let me know when the demonstration will take place, so I can show up. It's late, it should be just about time for the people to stand against corrupted politicians.

Well, I think that's kind of what he's warning against. If you read his other articles, he's frustrated by lack of action, too. He wants to see the four bases in effect in Brazil.

I am not Nazist. However, ADOLF HITLER was a big man in one point. When he runned the elections he promised to destroy democracy, he promised to eliminate the jews, homosexuals, artists, directors of movies and theater, he promised to destroy the communist party, he promised to take the lands that the Versailes treated took from German to create Poland. He promised to make the Frenchs to eat the Versaile agreement. He promised to f**k the world.

- Create huge prisons factories and prisons farms.
- Clean the Hills from Rio de Janeiro and make a new florest in such places to contain soil erosion and environment improvement. Also end with all those slums around big brazilian cities. Such population must be relocated or elimiated.
- The population from such hills would be moved to west. They will build villages. Criminals would be encarcerated and forced to work.
- Death penalty would be legalized.
- Prostitituion would be banned and criminalized. Re-offenders would be put to death, same to drug dealers.
- Members of PT would be send to extermination camps.
- The San Fransisco river would be changed the course to north east desert.
- 10 years of force labour who call a gaucho gay.
- Adulters would be forced to force labour for 15 years.
- Teachers would teach and student would study.
- The army would be formed of professional warriors
- A west out to pacific ocean would be negotiated.
- Churches would pay taxes.
- The minium wage would be equivalent to $US 7,00/hour.
- The labour laws created aroud 60 years ago would be banned.
- Technical Universisties would be created like the Colleges from North America.
- To be a police man the individual should have an university degree and the salary should be equivalent at 70 thousand americans dollars per year.
- Good bandid is a death bandid.
- The children after birth should belong to the state and no to the parents.
- Television would have a censured department. So much bulls**t on tv, the resulted you can see on the streets. Woman showing the ass in the light of the day. Guys selling drugs in any corner.
- The daughters of militaries, judges and others would force to work after 18 years old. I saw so much women from such groups f**king around and they do not want to marry because they can get the salary from the parents to the rest for their lives.
- Women would cover their bodies. I would end with masturbation in this country. Women would not allow to walk with the ass and breast up.

The Brazilian Adolf Hitler would fix the system. He would put the women in their place and create stability and hapiness in this country.

He had been something of a bohemian in his youth, and always regarded young people and their idealism as the key to progress and the overcoming of outmoded prejudices. And he was widely admired by the young people of his country, many of whom belonged to organizations devoted to practicing and propagating his teachings. He had a lifelong passion for music, art, and architecture, and was even something of a painter. He rejected what he regarded as petty bourgeois moral hang-ups, and he and his girlfriend "lived together" for years. He counted a number of homosexuals as friends and collaborators, and took the view that a man's personal morals were none of his business; some scholars of his life believe that he himself may have been homosexual or bisexual. He deplored the selfish individualism he took to be endemic to modern Western society, and wanted to replace it with an ethic of self-sacrifice: "As Christ proclaimed 'love one another'," he said, "so our call -- 'people's community,' 'public need before private greed,' 'communally-minded social consciousness' -- rings out.! This call will echo throughout the world!"

The reference to Christ notwithstanding, he was not personally a Christian, regarding the Catholicism he was baptized into as an irrational superstition. In fact he admired Islam more than Christianity, and he and his policies were highly respected by many of the Muslims of his day. He and his associates had a special distaste for the Catholic Church and, given a choice, preferred modern liberalized Protestantism, taking the view that the best form of Christianity would be one that forsook the traditional other-worldly focus on personal salvation and accommodated itself to the requirements of a program for social justice to be implemented by the state. They also considered the possibility that Christianity might eventually have to be abandoned altogether in favor of a return to paganism, a worldview many of them saw as more humane and truer to the heritage of their people. For he and his associates believed strongly that a people's ethnic and racial heritage was what mattered most. Some endorsed a kind of cultural relativism according to which what is true or false and right or wrong in some sense depends on one's ethnic worldview, and especially on what best promotes the well-being of one's ethnic group

Democracy is a failed institution just like every other institution that man has tried to implement to someone's peril. If the United States retracted and said to $%#@ with everyone else, the world would go into a tailspin of war (world war III). However if you great sages have a better idea stand forward and present it! If however all you can do is fart out of your mouths, spare us the foul odor and keep you mouths closed. There are a lot of industrious people in north america who have as one ambition, to live a good life for themselves and their families. All of this you did this to me, and you did that to me is for cesspool brain losers. Go into your garage and invent something that has not been invented, patent it and most of your financial, social problems will be solved. Just a short list of people who did just that, Henry Ford ( Ford Motor), Bill Gates (Microsoft), Steve Jobs ( Apple Computer, Pixar.,Toy Story etc). Herein lies the secret to true service to man. Do unto others as you would have done unto you. Some people like Hitler should have never been born, history is full of players who have stepped onto the stage of humanity and simply showed their asses. Then there are those who came along and counter balanced the evils of Hitler's by doing great good. These are the people we should talk about. Follow their example to infect evil with good. Unless of course you are just one of those people who simply belong to and love evil. Just to let you know we understand the nature of humans!!!!!!

I agree with you in part. Brazilian people are not industrious. In Brazil the population thinks, Brazil is a bless Country, there is no war, no earthquake, no hurrican, no twisters and they live in a paradise. They forget that hundreds of thousands of children in Brazil are death by worms and other parasites every year. They do not see the prostitutions and violence on the streets. Brazilians do not see the corruption among the politician.
I have personal experience in Brazil, if you try to have a good idea to help everybody, there are at least 10 people saying no to you. People are egoist, envy, self center, promiscuos, lazy, and always trying to be smooth.
Unfortunately, for many white Brazilians, Hitler was a good and great personality. The technology that Hitler developed pushed America in the last 50 years. Americans went to Moon, thanks to Von Braun, the Nazist who built the V-1 and V-2. The medicine is ahead of the time thanks to experiments in human done by the great medical doctor Mengel, which died in peace in Bertioga beach, Sao Paulo state. The USA got its militar power thanks to Adolf Hitler.
I can not believe that so far, Americans did not add the face of the Hitler in rocks mountains beside Abram Lincon and other figures.

I recently spoke with a native of Denver Colorado about Denver's temporary employment agencies inability to provide diversified employment opportunities for persons interested only in a temporary job. I argued with him about my experiences in San Diego California, and Las Vegas Nevada where I had no trouble working for various employers. He got angry and told me that "Denver is not California." I looked at him and agreed that it was not. My point is that you know more about Brazil than I do, therefore I respect your opinion period. There are a lot of people in America that are pulling for Brazil. Yes we know about the street children. I have often thought about what I could personally do to help them. I know what you are thinking, why dont you help your own street children there first. Kinda like Jesus telling the scribes & pharisees to take the rafter out of your own eye first, and then you can see how to take the straw out of someone else's eye. Just like Brazil we have government misery agencies with names like Family Service, Child Protective Services, Child Support Services, that routinely take children away from their parents to recieve Federal Government Grants that benefit only themselves and their peers. I call it "make a job for yourself at someone else's expense." That being said, I think that it is possible to help a child develope their full potential in Brazil easier than it is in the Estados Unidos since no one wants them anyway. I would be happy to adopt some of them. Men in the Estados Unidos get their children stolen from them everyday here. With Federal Government (Under Feminist Mind Control) blessing. I look at the street children problem as an opportunity for some enterprising individual. Psalms 127: 4-5 say's, "Like arrows in the hand of a mighty man, so are the sons of youth. Happy is the able-bodied man that has filled his quiver with them. The point being that you can aim those children in any direction that you choose. I suspect that if a gringo like myself comes into brazil for the purpose of helping the street children he might find those 10 people standing in his way saying, " we dont want them, but you can't have them either." I'm a student of history and have read extensively about the rise and fall of the world powers that you mentioned. I suspect that Egypts fall came at the hands of Jehovah God as pharoahs armies went chasing after the Son's of Israel throught the Red Sea and got annihilated when the waters were released by God's hand. Babylon was used by God to punish the disobedient Son's of Israel but began brag about their own might as well as using the utensils from God's temple during a festival on the night of the famous "Handwriting on the wall" which led to the destruction and overthrow of Babylon by the Medes and Persians. Alexander The Great was truly a conquerer, but so was Joshua. History rarely mentions the conquest of the land of Canaan in which the son's of Israel led by Joshua with the backing of Jehovah conquered 31 kingdoms. Read about it sometime it's facinating!! I recently read a book about Hitler's scientist. You are right most of them ended up here in the Americas. John F Kennedy entertained some of them in the White House. I'm sure that most of the great medical and scientific breakthroughts of the 20th century were due in large part to German scientists under Hitler's regime. However the victor usually writes history so men like yourself and I have to continue digging through books to find the real truth since public education is only a nationalistic brainwashing laboratory!!!!!!!

I just want to do an observation. My time is short today and I need to leave in a jet plane for a business soon.

You want to be one more Gringo helping street kids in Brazil. Yesterday, I was sharing with my wife my Gringo experience in Brazil. I knew many missionaries in Brazil, Mormons, Baptists, and The True Christians and so on. They were wonderful people, since I was a poor child, they always amazing me with anything they had different and they were so kind.
Consequently, I immigrated to North America. I lived in the USA with J-1 and H-1 visa, now I live almost one decade in Canada and I am thinking as Canadian to look for job in the USA.
Then yesterday, I told my wife about the missionaries that I knew and how they changed my life to better. Look, they go to Asia, Africa, and South America to preach the word. They are so nice, so good, and then we think that they are wonderful people. We move here, we are doing a huge population replacement in North America. While they stay helping us with the Bible in the hand, they forget to have babies and we move in. Since, we have already the missionary connections; it is easier to settle down.
So, when we arrive here. We are scare because that family, which sent us a missionary, they are not so wealthy like we thought before. In addition, there are streets kids here also, prostitutes, drug addicts, drug dealers, violence and a lot schemes to take money to help the children, the adult, the seniors and so on. Aid Agencies are blooming now with this international economic crisis.
Also, yesterday, I went in a social meeting, everybody was white, all time they complained about lack of money. Everybody old, the youngest were few in the 30’s and 40’s. I became tired of bla, bla and bla. So, I asked the word and I said a true to them, why the do not invite Asians, Africans, and South American for such meetings. There are not enough white born here to come and help them, the region is changing and the populations also.
Today my friend after all dreams gone and see the world with another eyes and see how Adolph Hitler had his good side. I am thinking also serious to find a missionary position in Brazil, I would like to help the kids and ask money on television on their behalf.

Now wmen in Afghanistan can vote, actually people in both Iraq and Afghanistan are voting for the first time in the history of their nations and the Iraqis are dancing about it and are determined to stay the course.

Few Iraqis are the towel wearing head-choppers seen on CNN. Most are family people and the ones I met are excited by voting and the future possibilities.

So blame all your woes on Jews and the US. Meanwhile the next time you are out walking somewhere, try stooping over and picking up some trash on the sidewalk. Make your own nation a better place, one child, one house, one piece of litter at a time.

At least when I have traveled to Brazil we have bought all of the peanuts the kids are selling in hopes they will go home before midnight.

So you purchased all the peanuts. That's a nice gesture.You may have to buy a ton of peanuts. They take your money and smell glue the rest of the night. Get real! Because of the politicians greed and stealing the capital of the country, these poor people can't even feed themselfs or get an education. It's not always the governments fault but if you read the Brasilean daily papers, you will see that government officials are always currupt and filling their pockets first ( ie. oil for food ). I haven't heard anything about " Fome Zero/ Zero hunger " latelly. Politicians don't care about the peasants, it's cheap labor if there is any paying labor after all. I also purchased food for a homeless kid ( more than just one ) and the bakery vendor didn't like it, because he claimed that later that same kid would only steal from me or someone later. It's just the reality in Brasil, its a dog eat dog world and only the strong survives. Sure, I do want the best for the Brasilean homeless children because they'll be the future of the country.

Agreed, buying peanuts is nothing. I feel sick about it, but I do what I can. I also realize that even doing that, the parent (or whoever sent them out) is going to load them up and send them right back out again. But I don't use it as an excuse to do nothing.

I get the attitude many times that the problem is too big, therefore we cannot help, therefore we will do nothing.

There is always someone else at fault and therefore someone else's responsibility to fix it.

I need to look no further than the attiudes in the States during the great depression. My parents and grandparents went through that. They had zero money, grew their own food, fed the homeless that passed by, lost businesses, property, homes, and jobs. But neighbor helped out neighbor. It wasn't dog eat dog, it was Christian charity to your fellow man.

While Germany went through this, they became a land of 'blame the Jew' and everyone elses. In the US, they didn't blame the Jews, or really spend a great deal of time blaming the government. They worked through it.

I remember the war on hunger. I was there right after the US was attacked. The signs went up quickly. The attitude was that we (the US) deserved it for supporting the Israelis. Brazil made it very clear they were looking inward and would continue to do so.

So everyone is corrupt. Are you saying there is no hope? Is another revolution needed? Or is the Latin culture just one where individual freedoms just don't work? I don't beleive it. I think Brazil is better than that and the expectations should be higher.

I have rarely, if ever heard such a stupid -- and frightening--discussion as what's happening here. Hitler a man ahead of his time? Let's just hope then, that he stays so far ahead we never catch up.

And almost none of these posts manage to discuss concretely the Brazilian situation. Although, indeed, the person who commented on the use of the word "calle" had a point -- I thought that was only Spanish.

The word street in Portuguese is "rua." But if you read the article attentively you will notice that the author is asking Brazil to listen to the calles. That is, to pay attention to what is happening in the streets of other Latin American countries, where they call "rua", calle. Until now, the revolution is only in the "calles". It still hasn't landed in the Brazilian "ruas."
