Brazil's Finance Minister, Antonio Palocci, still a popular figure in governmentThe good news for Brazil is that it appears as if the PT or Workers Party of Brazilian President Luiz Inácio Lula da Silva has failed in its attempt to establish a totalitarian government through democratic means.

More than a year ago, when it became evident that the society would not accept such measures, the PT led government was forced to scuttle proposed measures, that by controlling the Federal Counsel of Journalism would have amounted to censorship of the press, TV and the movies.

The current ongoing exposure of the Workers Party's organized schemes to funnel funds skimmed from government owned companies and agencies into party coffers has diminished the PT's power. No longer can the PT portray itself as the champion of propriety and morality.

The charade is over. The Brazilian population now knows that either Lula willingly participated in and condoned these maneuvers or was unaware of what was going on around him. Thus far, in an effort to preserve institutional stability, the latter hypothesis prevails in most quarters.

Soon Brazilians must decide whether they have a blatantly dishonest man as their President or merely a grossly incompetent leader, a phenomenon that is not a novelty.

Accusations by Roberto Jefferson, the former president of the PTB party that at times supported the government, have led to a series of denials by the top executives of the Workers Party and their resignations as well the previous downfall of Lula's Chief of Staff and the former president of the PT, José Dirceu. 

Lula has handled the situation badly. He professes to want to investigate thoroughly and punish those found guilty of corruption in the Post Office, the Reinsurance Agency and the bribing of congressmen. But Lula's PT acts contrarily to his statements.

The PT has attempted to block congressional investigations with limited success. The PT claims that all this fuss is a diabolical plan of the "elite" to destabilize the government and cause a coup.

Nothing could be farther from the truth, as few would want the military back in charge. Nor does the public want to go through another impeachment procedure, which would be more complicated than that of 1992 that resulted in the resignation of President Fernando Collor de Mello.

The banks have never had such favorable earnings and business has not been all that bad during Lula's tenure. The population would be content to have a relatively competent and honest government working for the benefit of its citizenry.

The bad news is that many educated people that voted for Lula in his fourth attempt to become president feel that they have been let down. Some sincerely felt that Lula would be able to change things for the better. Few of his campaign promises have materialized.

In spite of this recent crisis, Lula's popularity among the masses remained intact, due to able marketing and the fact that Lula rose up from a metal worker with a third grade education to become president.

The most recent poll shows that Lula would be reelected against all of the now obvious opposition candidates. Things can change in the next months prior to the November 2006 presidential elections though. 

Unlike many Brazilians from poor illiterate families Lula never pursued education preferring to become a labor leader. He and his fellow Workers Party comrades clearly enjoy the trappings that come with power.

This is not unnoticed to even the most ill informed populace. Brazil spends more to maintain the President that Great Britain does to keep the royal family. 

Efforts to gloss over the current political crisis by rousing the extremist groups that have traditionally supported the PT have failed for the most part.

It is difficult for leaders such as José Dirceu, who enjoys his tailor made suits, Cuban cigars, dining in top restaurants and drinking fine wines, to incite conflict among the social classes.

As Lincoln once said, "You can fool some of the people all of the time and all of the people some of the time but you can't fool all of the people all of the time."

The PT in its current configuration may soon be finished as a major political voice. It is badly disheveled, divided and has lost credibility. Lula has let go of three of his ministers who are now trying to resurrect the Workers Party. 

It is still too early to predict how all of this will play out. The press is vigilant in its efforts to uncover wrongdoings. Even the federal police, controlled by the federal government, has contributed to the exposure of those indulging in unethical and illegal practices.

Lula has attempted to gain support from the PMDB, an amorphous group of politicians that possesses a large number of senators and deputies.

The PMDB, which has been awarded more ministries, is also divided among those who do not wish to be seen as supporting a weak and scandal-ridden government and those who are willing to attempt to enjoy the spoils that come with key posts. 

In spite of all this political intrigue, the nation's credit rating remains positive. The macro economic figures look favorable. Exports are at record levels.

The external borrowing requirements for 2005 have already been met and the authorities are now looking to issue more bonds while the market is still inclined to buy them to provide a cushion for 2006.

Relatively high yields are the main attraction yet the stellar performance of finance minister Antonio Palocci and his staff obviously influences decision makers. A recent very positive cover story in the European edition of "Newsweek" magazine adds to his credibility.

With the demise of José Dirceu, who previously had Lula's ear, Palocci along with the reasonable Minister of Justice, Márcio Thomaz Bastos, are now Lula's closest advisors along with Dilma Rousseff, former energy minister who replaced José Dirceu as Lula's Chief of Staff.

Lula has announced further cabinet changes that he has procrastinated for months until the recent crisis made it imperative that he do something. Quite possibly now will be the time for central bank president Henrique Meirelles to quietly step down.

He claims that he will run for office next year without stating what office or which party he will use. Meirelles departure, which has been anticipated for weeks, would hardly raise an eyebrow with all the other mischief that is being uncovered.

The economy has displayed signs of slowing down. Part of this may be due to the political crisis that leaves people concerned about the future. Sky-high real interest rates and excessive taxation do not help encourage investment.

With congress busy with investigations and trying to protect itself, it is highly unlikely that any significant legislation will be enacted in the near term future.

The reforms of labor legislation, unions, and of the political system itself will be gathering dust. Thus far congress has made no efforts to draft new rules merely taking what the executive branch hands them.

As it becomes increasingly obvious that Brasília is nearly rotten to the core, the population may become even more cynical about elected officials and the chances of punishment of those involved in unethical, illegal and immoral practices.

July is a school holiday month and people are concerned about their vacations in the mountains, at the shore, in the interior or abroad.

Lula is currently celebrating Bastille Day in Paris, buying 12 used Mirage fighter planes and participating in cultural events pertaining the Brazil Year in France. But August, traditionally a month of political turmoil, will soon be with us.

In spite of several past promises, the military has yet to receive its pay increase and wives of the soldiers and sailors have protested in the capital. Military leaders, as well as the responsible opposition have been quiet waiting to see what happens.

The armed forces are not happy about their compensation, particularly now in view of all the publicity about ill begotten cash that has been used to help support the various causes of the Workers Party. 

August could be a crucial month for Lula and the nation. Should vice president José Alencar wind up as president, the possibilities that the rigid fiscal and monetary policies might be loosened will increase. He has frequently criticized Palocci's high interest rates.

I just want to add, Mr. Richard Hayes, that this sea of corruption is much older than any political party existent today. It is not like that suddenly Brazil has far more corruption today than in the past. The fact is that the media today is working harder to expose those criminals.

Again, the difference now for what seems to be a greater wave of corruption in the political arean is the greater exposure from the press.

I am not a "petista" although I did vote for Lula because he really appeared to be a honest man. However, still, I am not sure if he is part of the corruption or just a fool. He is most probably an incompetent leader, politically however. The actions of the Brazilian Federal Policy is really a good point of his government. I just think that somehow we should be able to quickly punish all the political criminals involved in the scandals. No parlamentar imunity of any kind for those who become real suspects. Their judgment in a federal court should be implacable. That would scare future candidates to a criminal life of that kind.
That is something I am really dreaming of.

Dear Sir,

For someone who actually lives in Brazil, and hence should be closer to the source of events, your analysis demonstrates a more tilted analysis than the one a certain sector of the political elite is trying to force down the throats of the population.

For instance, you make no mention of the fact that Roberto Jefferson, prior to donning the garbs of a prime accuser, is in the box, accused of organizing an embezzlement scheme from the positions his PTB colleagues held at major state-owned enterprises.

When members of the PT cried out treachery and foul play, accusing a certain sector of the political elite of fomenting a coup, they were not referring to a military take-over of the country. Fortunately, the PT has deprived the military of the means to reassert itself.

As an American, it is astonishing to read your contempt of due process. You make no mention of the fact that the accusations you cite have come from the media – and have yet to make their way through the judiciary. As an American, you should also demonstrate how complicated, time consuming and expensive it is to decode white collar crime and money laundering.

As for the ill-fated press “censorship” policy the government tried to implement, it was swiftly abandoned upon realizing what it actually was amounting to. On the other hand, you make no mention of the fact that all of Brazil’s media are in the hands of very few private conglomerates, and that when Brazilians are actually able to get quality news, which is rare, it merely serves the interest of this very powerful sector.

Finally, you cite economic indicators as the positive note to Lula’s actions, whereas all criticism of the Executive ought to begin with how delicately they have catered to the financial elite.

Your facts are too selective to be of use in drawing a full-scale picture of the layers of corruption affecting the political process in Brazil. In turn, your analysis tilts to support the interest of those who, indeed, have contributed to the pauperization of the population.

There’s a lot money to be made in politics in Brazil. And those you have been making it have become fed up with the PT’s control of the state bureaucracy, which has sometimes, though hardly always, wound up with individuals becoming affluent.

This is where the moral issue ought to begin. There are questions of power at stake here, as well as corruption. Each have to be minutely seperated to even begin to understand what is morally reprehensible here, prior to determining who is criminally involved, that is, who is "innocent until proven guilty."

What's new? Politics & corruption? No way, it can't be. Being from the US I can see this happening all the time...just take farm subsidies. Farm subsidies go to "poor" farmers who can't compete on the global market, but alas, it those same "poor" farmers who contribute to the various farm lobbyists who have become some of the largest campaign contributors - to both parties!!

Lula is a simple person, who sets out to please everyone, in any way that he can. In this case, I doubt he knew directly about what was occuring, he only trusted his counterparts to get results. This happens in business all the time, you trust those that bring results, and Dirceu brought results - with it trust from Lula.

Instead of looking at what this President has not been proven of doing or not doing, look instead at his list of accomplishments that even his predecessor could not achieve:

- Passage of a much needed, and much delayed, bill on social security...decreasing the liability of hiring workers, thereby increasing job possibilities
- Passage of a bankruptcy bill that will allow expansion of business and create more jobs
- Increase in minimum wage by 33% to $121 / month...still low, but 33% is better than 0%
- Exempting 7 million poor Brazilians from paying taxes
- Decrease the legal system's inefficiencies and increasing processing times by decreasing the # of cases judges work (rule of prior presedence)
- Increased a trade deficit into the largest trade surplus ever (same for the current account), which supplies much needed jobs and $$$ to Brazil
- Creation of more than 2.5 million jobs...more than anyone else in a decade
- Loans have increased 35%...making items much easier to purchase
- Pushing the currency 48% higher...making imports cheaper and travel to other countries less expensive
- Calmed inflation to a modest 7%...ensuring the lower and middle-class, not just the upper-class, maintains their buying-power (a $ today is not $0.70 tomorrow)
- Guided steady growth even with interest rates near the highest in the modern world
- Average monthly payments to poor families has tripled to $25 / month
- Plans to provide 11 million families with 3 meals per day by 2006
- Attempts to change the IMF's debt repayment to not include infrastructure...which would have made it easier to hire millions of workers to improve the roads, ports, railroads, buildings, etc

Sure, there's always room for improvement. I too wish there were greater strides in education (need to start charging modest amounts to the people who can afford to pay, and in making it easier to open businesses (time to open a business, reduction in hiring / firing costs of employees, etc). However, who do you want to help make those improvements down the road...someone who has proven himself to accomplish much of what he sets out to do, or a rich, aristocrat, who has come up through the ranks thinking not what they believe, but what someone will pay them to believe (think Cardoso, even though he made good strides himself, but didn't accomplish 1/2 the things of Lula in 4x as much time).
Maybe Lula's team succumbed to this pressure because they knew the only way to get the critical things they got done was to ensure a coalition. However, it all goes back to accomplishments and goals...both of which are firmly alligned with the majority of Brazil focused on progress. Brazil is lucky to have a person who can empathise with so many - both rich and poor - and this should go further than anything else. Instead of lynching a person who is actually try to make things better for so many in Brazil, try instead to remove those who stand in his way - like Severino Cavalcanti, who pushed to double his own pay even though he already makes 200 times more than the average Brazilian!
It is time for Brazilians to decide...either lead, follow, or get out of the way! Which one are you?

I also agree Lula is one of Brazil's best presidents but I dont think he is the best ever......Whoever is politically capable of reforming the political system, by adopting a parliamentary model and a true tax reform in my opinion will be rewarded with the title as the best president ever!!!

Lula has done and is doing very well in light of the difficult political system that exists in Brazil.

This refrain of "he either knew or he's incompetent" is total nonsense. Where do you people get this stupid damned if you do damned if you don't thinking? We're talking about Brazil here, with decades of corruption in politics, from the local dog catcher up to the office of the president. Do you really think that an honest president like Lula could possibly know everything about what people in his party are doing? If you do, you are certifiably insane.

And again, remember that for the most part we're dealing with allegations made by a known criminal at this point. How can you make out an indictment against Lula before you even know what the facts are? You can't. So stop it.

I agree with what has been said above. The author of this story is clearly a hack with an axe to grind. He's a lickspittle of corporate power and greed. He has a cause to make him look as though he cares about justice in Brazil, but in reality, he hasn't a scintilla of compassion for the plight of the common person in Brazil. He's yet another elitist, Lula hater who will say anything as long as it's anti-Lula and he has no ethics other than self-aggrandizement. He is probably the kind of person who would gladly be the bag man for a corporation seeking to buy a corrupt politician and thus probably a hypocrite. He'll do whatever it takes to put money into his own pocket at the expense of ethics or justice. He is a fraud with no soul, no conscience, no honesty, no integrity.

I used to receive a box sent from my family to Toronto in 20 days.
In general, when I sent something to my folks never arrived.
Now, the same box arrived in one week and they deliver in my door, before I need to have a long walk to Post Office. In the Brazilian post office corruption scandal there were a lot things going on.

O País virou uma casa de grandes negócios com suor do trabalho do povo, para ostentar políticos com salários de marajás, é por isto que quando se fala em pagar direitos em Lei para os Ex Cabos da FAB Vítimas da Portaria 1.104/Gm3/64, O Ministro da Justiça e o Comando da Aeronáutica logo questionam, para não mexer nos altos salários da Cúpula do País, onde os prejuízos por danos morais e materiais que a Aeronáutica causou aos pobres Ex Cabos no período da Ditadura Militar, têm que ser contestado na Justiça, porque com as idades avançadas, se tiverem saúde para viverem mais uns 6 ou 7 anos serão pago os direitos por decisão judicial, caso contrário, a Lei vai continuar sendo violada e ninguém vai receber administrativamente nada.

Assim é o pensamento dessas autoridades medíocres que não tem religião, não tem Deus e não acredita em Cristo Jesus como nosso Salvador. Deveriam lembrar que os poderosos como: Presidente Getúlio Vargas que sofreu uma forte pressão dos políticos de oposição onde não teve apoio das Forças Armadas e acabou e suicidando-se, o Presidente Juscelino morreu de desastre automobilístico, Presidente João Goulart morreu doente e desgostoso pela sofrida perseguição dos militares, o Presidente Marechal Castelo Branco morreu de desastre de avião, Presidente General Costa e Silva morreu de AVC derrame cerebral, Presidentes Generais Médici, Geisel e Figueiredo morreram doentes, Tancredo Neves antes da posse também morreu, Dep**ado Federal Wlisses Guimarães, o Helicóptero caiu no mar e até hoje não foi descoberto o seu corpo, e muitos que estão neste governo daqui aos 5 a 10 anos vai morrer do mesmo jeito que morreram essas autoridades, para que tanta arrogância, vaidade, prepotência e sede de vingança contra pessoas com idades bem avançadas como os Ex Cabo da FAB, pois tudo que alcançamos em vida é temporário e não vamos levar nada para debaixo do chão, a não ser um corpo que nesta altura do campeonato já não vale mais nada, ainda seria umas da melhores boas ações deste Governo, é anistiar os incansáveis e idosos Ex Cabos da FAB, por que cumprir Lei não é favor, é obrigação da União pagar um direito que o Artigo 2º e o Inciso XI da Lei 10.559/2002 assegura para todos Ex militares da FAB prejudicados pela Portaria 1.104/Gm3/64, no período repressivo da Ditadura Militar.

Estar na Constituição Brasileira os direitos e deveres dos cidadãos em que na maioria das vezes o Estado cobra e fiscaliza os deveres do cidadão, ficando os seus direitos para o segundo plano. Cria interpretação diferente na mesma Portaria para não anistiar o restante, aplicando aos idosos Ex militares um jogo sujo, desleal e desonesto totalmente contrário aos ensinamentos bíblicos que é a palavra viva do nosso “Deus”, lamentavelmente não temos mais saúde e nem tanta força para lutar contra os poderosos que pertence a máquina deste Governo, mais temos uma força Divina que estar ao nosso favor, pois sabemos que pelas as nossa idades avançadas não teremos mais 8 anos de vida, mais sabemos que nenhum ser humano é eterno, e mesmo que a maioria os Ex Militares da Força Aérea Brasileira não consiga os direitos em vida por resistência dos poderosos, sabemos que o Sr. Santo Deus não vai esquecer do nosso lugar no Reino de Deus, porque tudo aqui na terra é passageiro e o verdadeiro lugar para aqueles que merecerem vai ser na casa do Deus Pai, onde o Senhor Jesus esta preparando as moradas para todos que viveram em sua palavra aqui na terra, sobre a prática da verdade e da Justiça.

Como pode as autoridades governamentais ainda não entender a causa do Sr. Jesus aqui na terra, pois sendo o filho unigênito do Criador do Universo, com 33 anos de sua existência no plano físico, ensinou a humanidade o amor que o homem tem que ter para o seu semelhante, a própria legislação do Altíssimo Santo Deus enviada a Moisés pelo o Estatuto dos dez mandamentos, já indicava as Leis justas e divinas que a humanidade deveria seguir, portanto a Justiça Divina vem sido semeada na terra desde o início do Mundo, onde o Senhor Deus inundou toda a terra salvando somente a família do justo Noé, e após centenas de anos, Lot sobrinho de Abraão por ser o único homem justo perante o Senhor, retira sua família hebreu do deserto de duas cidades pecaminosas chamadas Sodoma e Gomorra, onde as mesmas foram destruídas pelo o Arquiteto do Universo, portanto a justiça é de agrado do nosso Deus que pelo amor do Homem, enviou o seu filho amado para ensinar a verdadeira justiça a toda criatura, Através das palavras de ensinamentos proferidas pelo o Senhor Jesus.

As nossas autoridades brasileiras desconhecem que as Leis de Deus serve como referencia para as Leis dos Homens, onde depois de serem aprovadas e sancionadas, e tem que ser cumprida ao pé da letra para todas as classes sociais. E porque a Lei 10.559/2002 vem sendo descumprida há 4 anos pela a máquina do Governo, num maior descaso e desrespeito a pessoas doentes indefesas e de idades avançadas, deixando uma parcela dos idosos ex Cabos da FAB num total abandono, tudo isto porque infelizmente o Presidente da República o Ministro da Justiça e o Comando da Aeronáutica por serem incrédulos e materialista, acham superior ao nosso “Deus” e massacram os veteranos Ex Cabos da FAB para proteger os interesses políticos, e o abarrotado cofres público da União.
EXIGIMOS UM PAÍS DE JEITO: “Onde a Justiça não apóie o alto crime” Onde o Estado represente pessoa de bem” Onde não se morra na estrada” Onde haja dignidade na política” Onde tenhamos auto-estima nacional” Onde a democracia não seja uma farsa”, Onde Leis têm que ser cumprida para todos” Onde a Máquina do Estado tem que dar o exemplo no cumprimento da Constituição”, Onde não sejamos um País de Ditadores como autrora” será pedir muito?
O Governo Federal descumpri a Constituição de 1988.

Todo crime no Brasil as Autoridades Governamentais fazem de tudo para investigar através das Polícias, do Ministério Publico e dos Promotores Públicos apoiados pelas os Órgãos não Governamentais como as ONGs e OAB e outros. No mundo atual é considerado crime grave abusos com crianças, violências e maltratos a mulheres, abandono e falta de respeito a pessoas idosas. Não adiantou nada neste País vigorar os Estatutos dos Idosos como defesa dos direitos de pessoas com as idades avançadas, por conseguinte, demagogicamente o Governo Federal defende os direitos destes cidadãos, mais em contra partida, quando é para o Governo pagar os direitos por erros cometidos pela administração de Presidentes anteriores, o Governante tenta empurrar o problema para o judiciário não querendo de forma alguma assumir nenhuma responsabilidade, se omitindo para não pagar os arbitrários abusos cometidos pelos governantes anteriores, e consequentemente, acaba contrariando a nossa democracia tentando burlar a nossa Constituição, não assumindo nenhum erro que é de sua total responsabilidade, a exemplo dos nossos Ex Cabos da Força Aérea Brasileira que estar sendo verdadeiramente abandonados por este Governo, num total descaso em não querer assumir as pesadas pancadas que os Ex Cabos da FAB levaram no período da Ditadura Militar, os quais ainda se encontram com as feridas ainda não cicatrizadas, pelas as irresponsabilidades dos Governantes do Regime Militar, que infelizmente um Governo que se proclamou democrático, faz questão de manter a ferida aberta não concedendo os direitos que a Lei 10.559/2002, assegura para todos Ex militares que foram vítimas da nociva Portaria 1.104/Gm3/1964, no período de 1964 á 1982.

Onde estar os Órgãos governamentais que são destinados a fiscalizar o Executivo e sua equipe? Não é possível quando um cidadão comete um crime, aparece a Polícia, o Ministério Público, os Direitos Humanos, os Promotores públicos para enquadrar como criminoso porque feriu a Lei, quando o trabalhador deixa de pagar o imposto é enquadrado na Lei de Responsabilidade Fiscal porque sonegou imposto, quando a Empresa deixa de pagar o empregado é enquadrado na Lei Trabalhista porque não pagou o empregado, ficando sobre a mira da Justiça do trabalho. Meu Deus! Será que a Lei é só para pessoas físicas e Órgãos não Governamentais? Será que o Governo Federal através das brutalidades que cometeram com uma parcela da sociedade civil, e muito em particular com os Ex Cabos da FAB durante a Ditadura Militar a mais de quarenta anos atrás vai ficar impune? Será que as Autoridades não estão assistindo através desta página o relato de vários idosos prejudicados pelo Regime Militar? Ou será que os Procuradores da República em silêncio, não estão interessados em defender cidadãos velhos? Será que a Secretaria Especial dos Direitos Humanos por ser um Órgão Político, só serve para mostrar serviços favorecendo o Governo? Os atos arbitrários praticados pelo o Presidente da Republica ficam cobertos?

E ser for desta maneira, todas as pobres vítimas do Estado vai ter quer recorrer o abarrotado judiciário, onde pessoas com as idades avançadas vão sucumbir sem ter tempo de receber a vitória em vida, pela a omissão destes Órgãos Governamentais citados acima, em não desempenhar o seu verdadeiro papel que é a defesa dos direitos Constitucional de Cidadãos Brasileiros. Como um Padre admirador da justiça divina defendida 33 anos pelo o Sr. Jesus, estou sensibilizado e comovido com os relatos destes veteranos Cabos da Força Aérea Brasileira, que foram covardemente explorados pelos perniciosos Comandantes da Aeronáutica, onde lamentavelmente um Governante democrático sem piedade e Abruptamente acaba de massacrar os idosos Ex militares da FAB, mostrando ser um homem medíocre impiedoso, sem coração e sem religião, lembrando que na historia geral do mundo, muitos governantes não tiveram um fim de vida feliz, porque não governaram de acordo com a vontade expressiva do Poderoso Altíssimo Arquiteto do Universo •.
