Family piciking cotton in BrazilIt's not just at home that the Brazilian government acts shamefully. This  happens in the much ballyhooed foreign policy as well, when the problems stumble into the economy. At the beginning of the year, Brazil won big at the WTO (World Trade Organization), when that organization handed us a resounding victory in legal proceedings against the United States.

The matter was cotton, whose domestic production was subsidized at the clip of  billions of dollars by the Americans, while at the same time imposing heavy barriers to the import of our product. We proved unequivocally, that this was a case of  glaring protectionism, unsuited to the rules of foreign trade.

Lula, the Bedazzled

We won in all instances, but when it was time for the United States to follow the WTO's resolution nothing happened. They didn't budge and they continued subsidizing their own cotton. Ignoring their down south backyard..

What can you do? We could not just declare war against Washington, and neither could we just impose by force that they take the Brazilian cotton.  At least, it behooved us to denounce that  show of prepotency and, at the same time, get ready to retaliate. What about increasing the import aliquots for a few American products that we import?

This time, however, we once again demonstrated our cowardice. The Development Minister, Luiz Furlan, left for the United States last weekend. Saying what? That this was simply a fait-accompli, and that all he could do now was to try to get "compensations".

What compensations? To get, for example, the reduction of American import taxes tied to the steel we export. Give me a break, what steel has to do with cotton? To obtain some advantages for the national steel plants, we will sacrifice the cotton culture, which is at the end of its rope.

This episode shows the uselessness of Justice when dealing with international relations. The only superpower of the planet decided to ignore the WTO's decision, because it went against its interests. And "there is nothing else to say," because what prevails is the deleterious free competition among economies.

Rulings in favor of the United States and the rich countries exist to be applied. As for those that are against them, forget it. All is fruit of this obscene economic model that ravages our country, imposed from the outside, guess by who? By the Americans. And sponsored, who would think, by Brazil's Minister of Development...

We don't know what the Agriculture Minister thinks about it, but it will be of little avail if Roberto Rodrigues gets brave enough to react. The real boss is the Finance Minister, Antônio Palocci, that is, the president of the Central bank, Henrique Meirelles, the top representative of the American interests in Brazil.

And how about the president? Now, really, Lula continues bedazzled by the "success" of the economic policy, that according to him created three million and two hundred thousand formal and registered jobs.  Are they going to subtract the miserable cotton pickers who lost their jobs?

The Stampede and the Future

The PT problem is not that it doesn't have the biggest number of representatives in the Lower House anymore. The ghost that haunts the party is another one: the PT will hardly have the biggest congressional delegation, at least in the next 20 years. The hope that should have overcome fear, has simply vanished turned into frustration, and capable to become indignation, if it hasn't done that already.

It's particularly critical that historical PT members have decided to leave the party, people like Hélio Bicudo, Plínio de Arruda Sampaio, Orlando Fantazzini and Ivan Valente, without mentioning the more than one hundred that kept getting out during the trip. It's still worse when we see the youth disbanding as well: Maria José Maninha, Chico Alencar and others who until recently stood for renewal jumped boat.

What's bad for the PT is the evidence that the old honchos from the Majority Camp continue to deal the cards, praying by the betrayal primer and insisting on dressing the neoliberalism shroud. This is the drama of a party that once believed to be the ethics master.

Serious leaders are convinced that it's impossible to explain to the grassroots how they defend an economic model that only enriches bankers, leaving the rotten leftovers for the masses. Will President Lula use this Brancaleone's Army to face re-election? Will he manage to kindle in the electorate the flame that he lit in 2002,  promising all kinds of changes? No, even if his opponent is a laid-back toucan (PSDB party)...

On the Asphalt

There is no explanation for the occupation of 17 Incra's urban buildings by the Landless Movement, all over the country. After all, do they want to make land reform on the asphalt? Do they use blackmail to obtain basic food baskets from the government, or financial help to organize demonstrations?

No movement thrilled as much public opinion at the MST, when it was created. There were those already dreaming about an internationalization of the scream for the land, since  similar movements sprang in Bolivia, Paraguay and other South America countries. Overseas, there were those who assured that the MST was the most modern and important political action that our planet had ever witnessed.

The debacle started in the early months of President Lula's administration. It became clear that the promise of an effective and immediate land reform would not be kept. MST leader João Pedro Stédile and companions gulped, imagining they were only initial hardships, which were bitter but still acceptable. But the Lula administration is getting to an end and there is no change in sight: land reform, only on paper.

It was natural to expect that invasions of unproductive properties, albeit illegal, would proliferate. After all, it is enough to visit the bivouacs to find out throngs of miserable people protesting for a guaranteed right, the land's social function.

The great detour is that the invasions of public and urban buildings went past the movement goals. It is easier to occupy salons, public offices and air-conditioned halls. Easier and much more comfortable. But this is not the way to promote land reform. Or social justice.

1) Also you are right for the cotton problem, please dont forget that the USA is by far your biggest trading partner and you have A) A very large trade surplus with them and B) US$ 3 billions are totally free of US taxes.!!!
So what do you want more ????? You also subsidy both your agribusiness and farmers with much lower interest rates that others must pay ! You also have export financing !

2) You are critical only on the USA but not a word on Europe ! Europe is subsidzing much much more their agriculture than the USA.
Around 50 % of the European budget goes to agriculture subsidises !!!! YESSSSS
You also won on the WTO on your sugar case against Europe. Despite that, just recently europe put an additional 2 million tons on the market ! Not a word from ...you !!!!!!
3) Brazil is very strange in how they deal with their various trading partners. Case in point is you wont vote for Russia entry in the WTO if you cannot continue selling them 64 % of your pork exports ! Is this what you call free trade ???? What has Russia to do with your other problems ???? Can Russia not buy where they want ????? Ohhhhh la la !!!!!!

Also for China and their textile exports to you that you are so afraid of. Do you know that the Brazilian textile industry is woth US$ 25 billions...and that China textile exports to your country was around USD$ 230 millions for the first 8 months of this year. So lets say 300 millions for 2005. Are you so much afraid, as you even use the word invasion and threats, when only slightly above 1 % is involved ????? Ohhhhhh là là !!!!!!!!!!

Concerning the MST, SHAME ON YOU !!!!!! As a journalist, if you read the Brazilian press, the MST clearly said why they invaded public buildings. Simply because, with Lula promises of 400'000 settlements during his mandate, so far he his very very short of his promises...and there is only one year to go !! do you really believe what Lula confirmed : that he will stick to his promises ????? Around 200'000 settlements were/will be made after almostz three years ! do you belioeve he will settle 200'000 more in one year...until the next elections ?????????????

We all know how proactive and positive Brazilian business is. My goodness, all of those hard working people not able to make a living because the Americans want to protect their bread and butter industries too! You are an idiot, and your stastics and accuracy will keep you writing in Brazil, and only Brazil, for a very long time. With a population stupid enough to vote for Lula, and to continue to support this thief, certianly you have a captive audience in which to read your fairytale crap. Brazil is playing by the rules created by the US and EU - it went to the World Trade Organisation and won its case - get over it.
If Brazil breaks any trade rules, the US is free to challenge them and see if they can win the case.
If the US doesn't like the system any more, don't complain when Brazil decides to kick out all the US and European companies making good money in Brazil at the moment.
The first comment is one more pile of crap from the same guy who always goes on about Russian pork imports without knowing what he's talking about. If Russia allowed free trade in pork, Brazilian exports would be much bigger than they already are cos it's cheaper. But Russia gives large quotas to the US and EU as its trying to get support for its WTO application - is that fair?

What a bunch of biased readers... and they really know a lot about international trade.
What the author complains about, regarding the US, is twho things:
1 -With its disproportional economical, military and political power forcing neoliberalism down the throat of basically every nation of Latin America (not just Brazil) through the Washington Consensus and the support of the the local elites and conservative political forces (in Brazil the PFL and the PSDB) that also defend neoliberalism because it is great for bankers and millionaires, but turns the life of 90% of the population into a hell that gets worse by the day.
This is a fact. Calling the author an anti-american is unfair. He is criticizing the Imperialism and Neoliberalism, which are real. There for, he is an anti-imperialist and an anti-neoliberal. Not an anti-america. He can't help the fact that the world's only (currently) superpower adopted these two "isms". Being anti-american (ar anti anything) is hating it for what it is essentialy and not because of the way it is currently behaving. It is the difference between say "I hate you" and "I disagree with what you are doing".
2 - The breaking of the rules of the WTO, which, by the way, the United States creates, signed and are legally bound to.
He is not complaining "hey, the US are subsidizing cotton". He is saying "the US are totally ignoring the rule of the World Trade Organization, wich they helped create and swore to obbey, just because this time the nation that won the case (and therefore, as far as that the lawyers, judges and technicians of the WTO are concerned, has the reason) is a subdeveloped one. Basically, he is acussing the US's governemt of not keeping its own word and running over international law.

Lots of things already said, but even Lula has said he admires US efforts to protect our farmers and manufacturers against cheap imports. The US will take decades appealing the judgement handed down by the inpotent WTO. And you must be kidding...Brazil's tariffs on foreign goods to protect Brazilian companies are legandary. Gee, do you think Brazilian slave labor and the explotation of rural workers has anything to do with US policy towards Brazil. The simple answer, get Lula out and an administartion in that is willing to sit at the table to negotiate an AFTA that is good for all parties.

Not only did you (Mr. Well... well...) pretend not having read my post about the WTO (5th post), now you come again with this "why don't you complain about the EU as well?".
Who the hell says we don't? At least the brazilian government does. If you check out the WTO official website, you'll see that there have been many "battles" among Brazil (or any contry) and everyother country in the world.
The US is a favourite target when someone complains about subsides because they are far deeper and more extensive in that country than in any other. Only France's agriculture subsides can be compared the the US'.
And once again, the article is not complaining about the subsides themselves, it is complaining about the fact that the WTO (the only legitimate and qualified international court on the subject of trade) already judged this case and yet the US completely ignored the rule.
BRAZIL DID NOT RECENTLY WIN A CASE AGAINST EUROPE ON COTTON AND THAT IS WHY THE AUTHOR DOES NOT COMPLAIN ABOUT THE EU.
And even if Brazil had won a case against the EU, the EU would have accepted the results in case it had lost... because unlike the US they do not very often run over the Uited Nations, be it for invading a country, be it for ignoring the WTO´s rule. Because Europe does not posess an extreme power that enables it to bully other countries, the UN, the WTO and whatever the hell crosses their path. The US do.

You know, it's funny... did you know that the act of ignoring the law built in consense (=democracy) and the imposing of unilateral measures upon the weaker could be compared to dictatorshipy?
But wait, isn't dictatorship America's number one enemy (since 2002 only) and the excuse used to justify the invasion of Iraq?

LatAm exports soy, corn, cotton....

The US' proposal: "we will have a free trade are except on agriculture, so that we can more easily flood your countries with technological and electronic stuff, or main imports... but agriculture, YOUR main imports this is out of the question, they will be dealt with only in the WTO and are out of the agreement"

Most central american countries accepted, as they would have accepted anything, since they don't have an option.

Brazil Argentina and a few other countries even tried to negotiate... saying that a "free trade" area in wich our goods (agriculture) cannot enter the american market but their goods can enter ours is the definition of a rape, not a free trade area...

America's answer: we won't change a thing... agricultura only in the WTO... and given these countries refusal, started to persuade smaller countries into signing bilateral agreements, as a way of undermining the latin american block's union.

Yeah, right.. AFTA ir reeeeeal good for all parties.
That is whay americans have been tried to shove it down Latin American countrues' throats for years.

The answer to this is obvious.
US = developed country, exports highly valuable and technologically enhanced products.
Brazil = the whole country is based on agriculture.

The WTO is not only about agriculture, it is about trade, including agriculture and, in fact, most of the disputes between countries happen on agriculture.

But for countries like Brazil, Peru, Argentina, accepting a free trade in all areas except agriculture equals suicide. Because agriculture, without a few and not very significant exceptions, is THE ONE THING that these countries do export.

Too easy!!!!???

The US (and also the EU) export industralized goods for the whole planet and even manages to compete with countries like Brazil and South Africa (which have far more fertile lands) in agricultures using outrageous subsides.

And they force a free trade agreement only on the things they export, and by no means on agriculture.

TOO EASY FOR WHO?!?!?!?

Maybe a fair AFTA is a pipe dream...too bad. Brazilian exports of agricultural products has increased dramaticaly as Brazilian land owners continue to get richer and more powerful by expoliting Brazil's poor. Still Brazil should be commended on their incredable ability to use bioscience and equipment to increase farm efficency. Let's not forget that Embraer continues to lead the market in US regional jet sales. So let's keep everything the same and you in Brazil can continue to pay US$3000 for a decent computer that costs US$800.00 here, or US$12,000 for a plasma TV which costs $1200 here...or you can buy the crap that you produce domesticly. And, you can continue in your failure to add the high wage manufacturing jobs that NAFTA did. Keep em poor and dumb, and everything the same.

Other efficiencies made (even critized) with heavy use of fertilizers... !!!!

Embraer LEADS ???? WITH total sales of us$ 4 billions, eventually for all 2005...worldwide...including Brazil...HOW CAN Embraer Lead ????? A half drop....in the bucket !!!!

Your organic bio agriculture ???? Look at the numbers ! Less than us$ 1 billion total sales !!! This is a drop of a drop in agricultural production !!!!

Your agriculture industries suffer from a lack of investments in roads, highways, railways, warehouses...and export taxes...high interests rates. You were highly profitable in 2003 and 2004 only because your currency collapsed..earlier ! Now that it is almost back to normal...you already suffer...on the profitability side !!!!

Why are presumptions of innocence and self-righteousness so central to Americans’ self-image? Look, people don’t sacrifice themselves for “no” reason at all (i.e. the 9/11 attacks); Let's find out what are the possible reasons for so much distaste for the United States:

1) American Media.

The American media keep Americans closed to experiences and ideas from the rest of the world and thereby, increases their insularity, self-absorption and ignorance.

They don't know what their mischievous government is doing abroad Americans are led, in a culture of patriotism and flag-waving, believing that the only reason(s) for disliking American is a hatred "of freedom or envy.” In short, stupidity closely followed by ignorance… The American way!

2) Foreign Policy.

I dont know how old or young you are...but what is sure is that you are not...very smart or educted !!!!!!!

There cannot be a French subsidy in agriculture.....! France is a EU member. The EU has a big budget paid by all EU members.
50 % of this budget goes to agriculture subsidies. France and Germany effectively get the biggest piece of the cake. But it is not France that subsidise, France get the money from the EU.
French are as tricky as you are. They organized
the Brazil year in France. They promote to put a small tax on air tickets to be paid to the poor countries. As poverty is not only in your country....you will get only, eventually, a small amount only....as the basic idea is more for Africa !

Be smart...for once ! Why do you think they enjoy to be the leaders in this eventual (may be just promises) small tax ????????
