The Brazilian Rich Won't Be Out of Prison Before Misery Is Abolished PDF Print E-mail
2005 - October 2005
Written by Cristovam Buarque

Brazil security guardAt the end of the 19th century, Brazil abolished the slave-ocratic system. As this 21st century begins, the rich must be liberated from the golden prison in which they live. To achieve this new abolition, the first one must be completed. The first abolition liberated the slaves from the slave quarters but it condemned the poor to the streets and to the favelas without urban services, thus imprisoning the rich in their gated condominiums.

The abolition without agrarian reform guaranteeing land to the slaves led them to "invade" the urban centers and condemned the rich to the prison of armored automobiles, menacing pedestrians lurking near traffic lights, and lightning kidnappings.

The lack of schooling for the ex-slaves' children imprisoned the rich in a socially inefficient country without education. That incomplete abolition - without schooling, employment, or land - made 21st century Brazil the champion of income concentration, imprisoning the rich in the worldwide shame of a society of great wealth for 10% of the population and of extreme misery for almost 50%.

The first abolition was incomplete for the poor, and it imprisoned the rich in a divided, insecure and inefficient society every bit as shameful for us today as was slavery in the 19th century.

Brazil needs to liberate the rich from the prison of their gated condominiums, their locked cars, their impassable urban centers, their constant fear, their uncertainty about the future, their international shame, their permanent protection, their extremely high cost of living securely in an unequal society. To liberate the rich of the 21st century, we must complete the abolition of the 19th.

First, Brazilian thought must be liberated from the three premises imprisoning the social strategies: that economic growth is sufficient to eradicate poverty; that it is income alone that determines the wealth of a person and his or her family; and that to pay is to lose.

The first step in completing the Lei Áurea, which freed Brazilian slaves in 1888, is to overcome the mistaken logic, which inspired the 20th century social strategies, that economic growth is the road to overcoming poverty and constructing a just society.

The economy produced positive results in augmenting wealth but failed to reduce inequality. To achieve a complete abolition of slavery that will liberate the rich, Brazil needs to implement public policies that will truly confront the problem of poverty and do this without the false illusion that economic growth will accomplish the task.

Brazil's national revenue is nearly 2 trillion reais (US$ 889 billion) per year and its public resources amount to nearly 700 billion reais (US$ 311 billion), sufficient for the investments necessary to complete the abolition.

The country knows very well which policies - in the areas of education, health care, public transportation, housing, sanitation, water, sewerage, garbage collection, security, culture, special attention to children, young people and the elderly - will permit Brazil to achieve full abolition of poverty and the liberation of the country's rich in a few years.

These policies have not been fully implemented because the rich and their special interests believe their quality of life depends only upon their bank balance. As a consequence of this highly unintelligent egotism, the wealthy portion of society, which controls the allocation of public resources, thinks that the financing of programs for the poor causes a loss for the rich. Believing that paying is synonymous with losing, these wealthy Brazilians do not see that, in exchange for paying, they could receive a benefit greater than the price paid.

The result is the greatest of the present-day complications: The rich have created a corrupt political system in which they themselves do not believe. They believe that designating part of the resources for public policies will lead to losses, corruption and inefficiency.

And they do not concede to replacing stupid egotism with intelligent egotism because of the long investment period between the payment and the result. They distrust - and with reason - the institutions of the Executive, Legislative and Judicial branches, and, to avoid waiting for their own liberation, the rich prefer to continue paying the costs of their own imprisonment.

Assumption
written by Guest, October 21, 2005
First you have to assume the rich want to be "liberated", do you think they created this situation by accident? With the highest income disparity in the world the rich in Brazil have the country and it's citizens exactly where they want them. Cheap labor and servants, the ability to have their nose up and not help the poor and less fortuante. The rich of Brazil are the worlds most selfesh people and they have no desire to change Brazil's social or economic enviroment. They are willing to live behind their walls with bodyguards and fear, in exchange for their homes in Angra and Jardims. There is a trade off and they are willing to make it. When I see the spoiled strung out rich kids of Zona Sul hanging at the beaches stoned out of their minds in their new cars and "don't give a s**t about anyone attitudes" I see the future of Brazil. It's corruption and imorality that rules in Brazil...the favelas get larger and the poor get poorer...God help the day the poor in Brazil ever get mad.

I do business in EUA and Brasil. Where Brasil is now, we are going. Under Bush and his cronies, my country has become more unequal, less safe, and less politically reasonable. We distract our lower classes with religion and war. Brasil is becoming tired of religion. Anyone for an invasion of Bolivia?
Huh
written by Guest, October 21, 2005
Read the article closely, the author gives an acurate portrayl of Brazi's history and the root cause for its problems. Brazil unequality, crime and political instability and corruption are directly a result of Brazilian's not the Bush or any other world leaders actions...and it really is a dumb comment and a typical uneducated anti-Western one at that. The poster is typical of Brazilians, quick to place blame but unwilling to make difficult change. Bush and his "cronies" are an irresponsible and morally corrupt bunch, but Brazil has the resources to get by just fine without the US...it's your fault if you let US policy harm you.

Although I am honored that you thought me Brasileiro, I wish people would not resort to the ad hominem atacks (calling people stupid, lumping all as "typical Brazilians") all the time on this site. It is, of course, my fault if I let US policy harm me, but at least I will vote (again) for someone else. I hope the pessoas favela vote rather than revolt as you fear.
Buarque is a communist
written by Guest, October 21, 2005
You people are idiots. Buarque is saying that there needs to be more taxation and eficient government. This is inpossible unless Brazil opens its internal domestic markets to foriegn capital via a level playing field for foriegn companies. This will not happen unless there is a communist military dictatorship that eliminates the local elites, just as Mao and Castro have done. Once the new communist power structure becomes corrupt, capital will have access and the former elites will be gone.
Viva Buarque!

..... Before.....you imported slaves from Africa. You were even the last country who ended the import of slaves !

.....At the same time...many brazilians became the slave of the Portuguese !

.....Now......the majority of your society are the slaves of your elite minority !!!!!!

.....Brazil belongs to this minority. The country is their farms...and citizens are theirs slaves.

....Despite all the promises given to you...by your various governments and presidents....Lula included.....none have a commitment to change anything.

You have heard the same demagogic promises..... for the last 50 years !!!!!

In the meantime.....after they lost the war and were destroyed.....Germany and Japan rebuild from scratch...and became....the most industrialized nations in 30 years or less..... !

South Korea....poor country 30 years ago....became a leading exporting country of value added high technology products.....and you are still with your basic commodities !!!!

Same for Taiwan !!!!!

China is on the same way....now !

Ireland....was a poor country 25 years ago...with high unemployment, religion war and poverty. Today they have the highest european per capita income.

So...why dont you analyze...what they did right...and what you did wrong ??????

May be you can take a few good ideas...here or there !!!!!!

So simple...when the people you elect have visions, commitments, governance, tax collection, and
accountability !!!!!

Brazilian society deserves much better...than what they have today !

You have been raped and robbed by the people YOU elected....not from developped nations....as your politicians are telling you....to hide the truth.

None of the above countries mentioned are complaining against the USA....as you do !!!!! You complain against all these countries....too !!!!!

An admission and recognition of your failures.....could be the base....for a new road to sucess !!!!!

Strange !!!!!!!!!!
Oooh . . .

BUARQUE......
written by Guest, October 22, 2005

...as an EX Senator, EX Governor and EX minister is no doubt partly responsiblée for today reality in Brazil !!!!

Crops are the results of what was seeded earlier. High crops are the results of how the growth was taken care. In Brazil.....briberies, red tape, wild corruption to the roots, to the highest levels.....demonstrates that nothing has been taken care.

Much much to much weeds...never produce healthy crops...but just the opposite !

Dont accuse anybody else but the "farmers" responsible of their own mismanagement !

Too easy to say all the time....your problems are because of others !!!!!
You created your own problems...with YOUR mismanagements !

Make an analysis of what YOU did wrong.
In 30 years, from 1950 to 1980 Germany, Japan, and from 1970 to 1990 Taiwan, from 1980 to 2000 South Korea and Ireland have done far more and far better that you have done in 100 years !!!!!!!!!! They became wealthy nations ! During the last 100 years you did not advance....much !

You are responsible of your own choices, elections and destiny ! You never did/do what successful countries did/do !!!!

Just take a few of their ideas...and you will be far better....in a decade or more !!!!

So far you have been a boom and bust economy....exporting just basic commodities...with no or very low added value !!!!
Even your growth of the last 2 years was not equal to the growth of other similar developing nations !!!!!!
That is another proof that except your agriculture and iron ore...you did not develop much.
Even there, the biggest part of your growth was due to the earlier collapse of your currency. You already feel the pinch of having a currency that is recovering.....to the normal.
You are afraid of China textile when it represents only 1 % of your textile industry. You are not competitive to transform the cotton you export to them and that is re-exported to you in value added products.
When coffee was at 40 cents/lbs yopu were not happy. Today, coffee is at 100 cents....but you are still not happy. Same for Cocoa.
You complain about the $ weakness. Sorry but it is your currency that is strong against ALL world currencies...after the collapse from 1 to 4 Reais to the $ !

Reality is that you are never happy...and you lie to yourself, because you dont understand and dont know how to manage a business or a country !!!

Reality is that you proclaim to be highly efficient, the world's garden...but you still have hunger and the world most wealth inequality....after Sierre Leone !!!

Nothing to be proud of !

Cheers

Without some of Buarque´s ideas which were implemented here in Brazil the reality could be much worst ... He did a good job.

....so why was he not re--elected by the voters ??????????????????????????????

Good politicians are so rare in Brazil.

Why dont you tell him to be candidate for the next presidential elections ???????
anyway......
written by Guest, October 22, 2005

...his good ideas....and implementation of them......are your today's reality !!!!

Again and again....nothing to be proud of !
Who, What, When, Where, Why, and How
written by Guest, October 22, 2005
The national consensus of many poor, not only in Brazil, is that the rich few reap all the profits in the countries, and have all the power; so as it stands something needs to be done about it and it starts with us, the first question being what? We cannot depend on them to help us, so I say again it starts with us, the poor. Therefore knowing with whom it begins the “who” is answered, and now onto the “what” can be done about it. The “when” is now the “where” is, it must be done in our lives. The “why” is also evident, which is to answer our complaint and the “what” is similar to the why because they both need to be answered by equality and fairness in living. The final solution must come from “how”; so how do we do it, and as was said above without wasting our time blaming the rich though the covetous are to blame, but let’s get on with answering the “how”. What then are some suggestions on answering the how now to get out of this poverty stricken state of affairs?
My suggestion is to boycott. Instead of buying a color television in support of their factories and import/export structures, buy a freezer full of beef in support of our local farmers. The money we receive by working for them, we ought to spend it, not on their companies but elsewhere, and only in the better areas that will provide our greater necessities of, food, clothing, and shelter, rather than video games etc. This is only one tiny idea, but many of us together with a variety of ideas can have a considerable impact on their economic structures.
Smile.....BUT....
written by Guest, October 22, 2005

....where would you buy your freezer ?????????

....AND....
...instead of importing video games...why dont you produce them...together with TVs? Eventually if they are of good quality AND competitively priced ...you could even export them !!!!!!!
....Fulfilling just your Greater necessities dont provide wealth to citizens !!!!!!! Also it does not allow for export.

Just look at what made rich nations :
taxes but with a high tax collection rate, heavy investments in basic and high education, housing, health, infrastructure !
This will provide millions of jobs, better knowledge, and billions in taxes.
This will also stimulate consuming needs...which in turn will again provide millions of jobs, taxes...which will again be used for the.....SNOWBALL EFFECT !!!! No end in sight !!!!

But you have a very high tax rate...with low tax collection...failure is then guaranteed !!!!.
You should also diminish your bureaucracy which is one of the highest in the world, that increase the cost of doing business and reduce your competitivity.
Same for interest rates ! borrowing at 60 to 100 % rates is a guarantee of....failure....when your inflation is only 5 to 7 % !

The world loves you so much...but we hate your politicians who just promised a better tomorrow. Just words but no facts !

In fact, during these 2 years of economic boom.....most developing nations fared far better than you....in economic growth rates !!!!!!

How could you explain that Lula promised 10 millions jobs and created only 3 millions after almost 3 years....and during a booming economy ?
How could you explain that Lula promised in writing 400'000 settlements of the MST and settled around 100'000 only after three years. He lied every day....and continues to do so...as he still maintains that his objective and promises will be met.
Can anyone of you believe him that he will create 7 millions jobs....in one year ? And settle 250'000 MST in one year....when he cut the voted budget by over 50 % ????????.

Same for the FMD disease in cattle. He says daily that everything is under control...but daily, new places are found with the disease. the government is still trying to find out why the disease reappeared. Again he his lying because he knows perfectly that....the sanitation budget of 167 millions Reais was reduced to 90 millions. AND of those 90 millions.....ONLY 30 millions have been freed so far. On top of that...NO cattle was vaccinated this year in Mato Grosso do Sul...where curiously..... the disease appeared !

Is that not strange ???????

Why vote for a high budget....and then not spend it ?????? Especially when economy is good !!!!!!

And he pretends to be a leftist...in favor of social inclusion and workers rights !!!!!!

Lula just showed you an image of a carrot. A few just got the smell. But none got the flesh...except the minority elite..who handsomely benefited of this economical boom !!!!!!

Cheers !
...AND......
written by Guest, October 22, 2005

....with 190 millions cattles...200 millions of cheap and good land, sun and water/rains.....how can you satill have....HUNGER ???????

Why dont you export less...and distribute more to eradicate....HUNGER ??????

It should have been already done.....A LONG TIME AGO ! BUT.....YOU DID NOT !!!

Brazil should concentrate more on internal growth...and less on external growth with ever more exports ! Exports are only a small part of a country success !!!!
where would you buy your freezer ???????
written by Guest, October 22, 2005
I would buy the freezer at Future Shop, the same place I might but probably would not buy the TV, but if I was going to buy a TV I wouldn’t buy it at the same place I bought the freezer giving them the capture of the Marketplace, but at another store. What I am saying is purchase wisely, and from economies that are based on our greater necessities of food, clothing, and shelter, first. If you water the Japanese electronic market, it will grow rapidly, but if you water the domestic markets, would they not grow rapidly. The big question is in us where the battle of Armageddon lies? Can we resist our urges to buy flamboyantly rather than wisely?
Concerning exports
written by Guest, October 22, 2005
I live in Canada and it is basically an export economy. This is a problem, because to export all of our raw materials rather than manufacturing them and sell the manufactured product, is a raping of the land and country by big landowners. An example is this, that if I owned a piece of land and all I did was grow on it and sell the products, it’s return of investment is nominal though a very, very easy way of life, and I would need more land to sustain myself with this method. If however, I planted some crops and also put a mill on it; by my own manufacturing of the raw product I would make more of a profit and not need as much land to do it. In other words diversification of the marketplace is a better method.
Missing the point
written by Guest, October 23, 2005
I think many of the above posters are missing Buarque's main point. He's not talking about exporting or importing or other ways of stimulating the economy, he's talking about investing in the poor. He's saying that the rich elite need to get over themselves and recognize that they actually have a lot to gain if they were willing to invest--really, seriously invest--in education, health care, and other social programs that would help "liberate" the poor. He's saying that the rich elite mistakenly believe that by keeping the poor poor they (the rich) never lose and that that's the attitude, the slave mentality, that has kept the country from progressing and developing more quickly. He's telling the rich to wake up and smell the coffee---that one's quality of life is not solely defined by one's capital or net worth, that it's about peace of mind, equity, safety etc...at least that's what I got from his article.
No, Buarque is a Communist
written by Guest, October 23, 2005
Look at the big picture. Buarque is no idiot. He doesn't come out and say 'revolution' . He says "Brazil needs to liberate the rich from" their money and power.
What will this achieve? Equality. The rich will be like every one else. Poor.
That is the fast road to freedom.
"boogie boogie boogie"
Why don't the rich just "take the money and run"?
A lack of opportunity due to a poor education system means the poor can't succeed within Brazil and the children of the rich can't succeed on the outside.
Therefore: many big fish in many little ponds.

Viva Buarque!

Switzerland has one of the highest gun ownership rates in the world owing to its militia based Army and yet has one of the lowest murder rates in the world proving that Guns are not the problem, people are the problem.

Countries like Norway, Iceland and the Faroe Islands are patches of infertile dirt stuck up in the artic circle with s**tty weather, darkness and cold most of the year and yet they boast 100% literacy rate, highest standard of living, quality of life, lowest crime in the world and one of the healthiest populations on the planet.

Yet Brazil is the 5th largest country, blessed with sunshine, fertile soil and vast natural resources but the country is f**ked politically, economically and socially proving again that the country is not the problem but the people are.

The solution is boot out the Portuguese and let the Vikings invade…….

why does the author expand on a perspective of white european history? yes brasil was populated by slaves. the majority of brasilian's do not disagree with that fact.Try relating exploding populations to city centers ,the hope of a better life, and the unequal distribution of wealth, as a problem. then relate that, to brasil's major cities. rich or poor we all live in all live in a prison, one that gives oneselves boundries (real or or not) what society deems norm. why the present day world can not see beyond ones nose is beyond me!

Of course not. How will they steal more gold bars if they are behind gold bars.?

Do I read this right ?

"Before Misery Is Abolished"

"Poor" rich. They are in for life without parole.
