Assault Is Brazil's Legacy. It Started with the "Discovery." PDF Print E-mail
2005 - December 2005
Written by Cristovam Buarque

Brazil's First Mass, 1861, by Victor MeirellesBrazil's first assault was committed on April 22, 1500, by a Portuguese nobleman in the service of King Dom Manuel I. With a group of armed companions, he assaulted hundreds of thousands of naked native people, robbing them of their land. They called the assault "discovery."

The second robbery was committed in 1534 by Dom João III, who divided Brazil into 15 captaincies, turning them over to friends and political allies. Even today the Brazilian land remains the property of the descendants of those people and of the buyers of the lands taken in that epoch. They call this assault "private property."

Workers were needed to exploit the stolen lands. The solution was the assault of Africa in search of a workforce. For almost four centuries, millions of black people were brutally kidnapped and brought to Brazil without right to ransom. Even their children were kidnapped and subjected to a lifetime of forced labor. They called the assault "servile workforce."

After the slaves were freed, their jobs began to be kidnapped. The boss sold the worker's product for an amount much greater than the salary paid and kept the difference. They call this assault "profit."

The slaves left their slave-quarter dwellings and went to live on land they invaded, in squats, in favelas. With time, they were expelled to make way for buildings and condominiums. The assault on those areas, occupied by descendants of slaves and other poor people, was called "urban development."

To promote development and industrialization, the administrations began to spend more than they collected in taxes and to request loans. As a consequence, prices started rising. They called that assault "inflation."

But so that the assault would not affect everyone, they created protection mechanisms: monetary correction; open market; investment funds. The poor were assaulted by the inflation; the rich had protective shields. A sort of monetary condominium.

The taxes, the irresponsibly emitted money, and the loans financed the infrastructure for the rich instead of education and healthcare for everyone. That assault is called "budget."

Part of the money was transferred to entrepreneurs with the excuse of job creation. They call that assault "fiscal incentives."

The National Bank of Habitation (BNH) and the Fund of Guarantee for Time of Service (FGTS) used the workers' money to finance the construction of houses for the rich. That assault was called "habitation policy."

Many used subterfuges to avoid paying the tax they owed. That assault upon the treasury is called "tax evasion."

To create scientific and technological infrastructure, they created public universities for the children of the upper classes. The impoverished graduates of the public schools do not pass the Vestibular college-entrance exam. It is as if the private school students were assaulting the public-university placements. They call that assault "competition."

Besides that, part of the cost of private education is paid with public money, in the form of an income-tax deduction. That assault is called "educational discount."
Thanks to these policies, Brazil successfully achieved a rapid economic growth, with one part of the population appropriating the product. That assault is called "income concentration."

Brazil also succeeded in producing all the petroleum that it needs, depleting its reserves, which will run out in 20 years. That assault upon future generations is called "self-sufficiency."

These invisible assaults were called "economic growth." And this is what is provoking the visible assaults, those that occur daily in our cities. Those that lead to jail.

Cristovam Buarque has a Ph.D. in economics. He is a PDT senator for the Federal District and was Governor of the Federal District (1995-98) and Minister of Education (2003-04). You can visit his homepage – www.cristovam.com.br – and write to him at cristovam@senador.gov.br.

The poor would not last one day without the rich to provide for them. No skills, no education, no production, no income, no medical care, no transporation, nada.
Conversely, the rich need only open the border and other poor but otherwise grateful people will take the unskilled jobs that would be created. However, this process does not work in reverse, otherwise the rich would be beating down the doors to invest in poor countries and obviously they are not.
Cry all you want about what has occurred over the past 500 years but it does not change anything. No one has ever been promised that life would be fair. To beleive otherwise is to be tilting at windmills.
Correct but with some basic errors.

- Jail for whom ? For the poors only.
- Impunity for whom ? For the wealthy, policemen who kill innocents, and politicians.
- Corruption by whom ? Same as previous points.
- Insecurity for whom ? for the poors only.

These are the visible assaults not mentioned.

As to the economic growth assault, there is quite a confusion as to the period the article refers to. Starting from 1998 :
2 %, 0.1 %, 3.9 %, 0,1 %, 0 %, 0.5 %, 4.9 %, 2.5 % and 3.5 estimated for 2006.

And during the Lula's mandate until 2006, the average will be 2.85 %.
There is not a day that Lula and his Ministers do not self proclaim their exceptional achievements !
The problem is that the 2.85 % average GDP growth of his mandate are far far below of almost ALL the developing countries !

As the President of Fiesp declared a few days ago : THE DECISIONS TAKEN AND PERFORMANCES DURING THE ACTUAL GOVERNMENT ARE LAMENTABLE !!!!!
For the first 3 years they are half the world's growth, a third of the average developing countries and one quarter of the best developing countries.

Finally when these days, there is a small world slowdown, not even a recession, Brazil had already a negative quarter on quarter GDP growth.

Congratulations to Lula and his gang of Ministers who lies daily to hide the sad reality THEY CREATED !
When they will have no other choices but to recognize facts, no doubt they will accuse the developed nations policies, not their own.
But if developed nations are responsible, how could they explain that during the same time frame, all other developing countries really exploded in their GDP growth ?????

No doubt, brazilian citizens have been betrayed by the President they elected.

You deserve much better than this !
Life is not fair NO !

But still far from the developed countries and even most other developing nations.
That is why in one official ranking, Brazil has the world worst wealth inequality after Sierra Leone.
In another ranking, Brazil is the 8th worst in a list of 180 or so countries.
Being the 2nd worst or the 8th worst does not change much anyway.

Perfection does not exist, correct, but still, Brazil could and should rank better than the queue of the list. Just being in the average, in the middle, would already be a far cry of the today's reality.
And that is not impossible and not too difficult as it would be just the middle of the list.
Lula and his government, corrupted even far more than the prervious ones, have shown that they are not the ones who will change the destiny of your country.

"Even today the Brazilian land remains the property of the descendants of those people and of the buyers of the lands taken in that epoch"

He should also have mentioned that most of these descendants are what today is called the PFL, the party the represents the agrarian oligarchy. The PFL are, together with the PSDB (industrial oligarchy) the main forces that oppose Lula and the PT and fight them as if they were the devil.
The PFL is also conected to the group that in 1964 promoted and supported the military coup that lead to almost 20 years of US backed dictatorship. Thesen successive dictatorships also killed and tortured those who dared to speak up.

He could also have added that every single one of these policies were implemented by convervative right wing forces. And the few ones that tried to do something different were leftist, such as Janio Quadros.
Janio Quadros was removed from power by the coup in '64.
I have had in this forum the surreal experience of witnessing left haters and Bush/FHC supporters complain about the socioeconomical abism between poor and rich in Brazil. Unf**kinbelievable!
NO ! I am a LEFTIST !
written by Guest, December 14, 2005
but not a leftist Lula style, namely he was leftist while not in power for 30 years and became rightist, the day he was elected.

He betrayed his electors.

You seem to be one of his supporters. The fact is that Lula simply continued the economic style of the previous government. But before being elected, he criticized every decision taken then. Why did they became his ideology when he was elected.
Also, during 30 years he was highly critical of the Brazilian corruption. The fact is also that now Brazil has never been so much corrupted under his mandate and no doubt as an accomplice.

Finally he doesnt stop repeating how good his achievements are. Facts are that during the first three years, Brazilian GDP growth has been just average, namely 0.5 %, 4.9 %, 2.5 % and eventually 3.5 % in 2006.

How could he be so proud, when almost all developing nations did far better than that ?

His failure to deliver is a reality.
He promised 10 millions new jobs during his first , but less than 4 millions created after 3 years.
He promised 400'000 MST settlements, but less than 200'000 were settled. And Rodriguez said publicly that the government will stick to his promises, forgetting voluntarily to say that the budget for this program was cut from 1.7 billions Reais to below 900 millions.

If that is what you expect from a leftist, you simply are not leftist, but belong to this minority elite who does everything to
have no change for the poors, so they can continue to rape the country as they are doing for decades and decades.

And contrary to what you say, properties do not belong to the descendants. Most of the land was acquired with wrong titles through corruption in the 1960's when you found that the Cerrado could be developped if limestone is applied
and when you discovered new varieties of soya seeds could be planted in the tropical climate, because before soya did not grew there.

Please review your own not so old history.
You even even a state with ownership titles of land representing more than the total suface of the state !

Brazilian maths and magic, I suppose !
Similar to the corruption and tax evasion.

Buarque's article provides a good evidence that Brazil is indeed very poor of good politicians.

His articleremenbered me of a phrase from 'The hunt for the red october': "I'm a politician. That means that when I'm not kissing babies, I'm stealing their lollypops!".

This is soo true for brazilian politicians.

What he left out is that in 1988 they created a democracy consistant of mostly corrupt politicians that rob this country blind. This probably the most elaborate assault of all.

Unfortunately, brazil has very few politicians of whom I can say that I really believe they will never be corrupted, such as Heloisa (PSOL) who unfortunately has a politcal agenda I really don't like.

That is the title of an article in Jorge Moreno's blog today.
Last night a party member of Buarque (Romeu Queiroz PTB-MG)was absolved by parlaiment eventhough he ADMITTED to haveing recieved funny money from Marcus Valerio. The president of the Ethics Committee (Ricardo Izar, PTB-SP) predicted that other members will probaby also be absolved.
According to Moreno, yesterday is the start of the race for absolution of the other 11 members involved with the scandle.
Who cares what happened 500 years ago when te portuguese arived here, who cares what happened in 1888 when the slaves where liberated.
What we should really care about is lying, cheating and stealing politicians that are assaulting the poor right now. They will be discussing the other 10 members during parlamentary recess, making another 8 salaries for 'working' during recess.
This is the assault that is currently ongoing. This is the assault to be stopped.

Discovery. Brazil was NOT discovered.
They bumped into a piece of land because the navigator was absolutely stupid and Piss-Drunk

Then Brazil's first assault was committed on April 22, 1500 and
the second robbery was committed in 1534 .

From then on, the rate of robberies
increased by a mere Googol.

From a well known politician, the goal is by the end of 2020 they will reach the double Googol.

For those who are stupid
1.Googol has nothing to do with Google
2.Googol os a number
3.The number was created by a kid.
4.Kids are smarted than adults so
more the power to them.
5. 1 Googol is 1E100
6.Since you are stupid by 1 Googol
7.The "E" it's there for reason
8.Are catching up? NO? ,YES?,UNABLE TO UNDESTAND THE WORDS starting with NO? ?
Oh, you have a major breakthrough in Quantum Mechanics and you have to run to do the presentation and you are late. Bad boy.

when Congressmen effectively voted against the expulsion of a member found guilty by the Ethnic Committee of having received money

BRAZILIAN POLITICIANS LOST THEIR DIGNITY !!

Because even for the vote it was a secret vote. Now you could ask every one of them how they voted and no doubt than 90 % of them will say they voted for the expulsion.

Simple demonstration that they lie as much as they are corrupted.....to the roots of their minds.
It\'s sad - culture of guilt

Been to Brazil, seen that Brazilians like to blaim everybody and his brother for everything.

This guy is no exception.

FOR GOD'S SAKE, WAKE UP AND DO SOMETHING! STOP BITCHING ABOUT PORTUGUESE NOBLEMEN AND WHAT NOT IN 1500!!! FOR f**k'S SAKE, YOUR COUNTRY COULD BE A BIG, RICH FLORIDA HOWEVER THIS WILL NEVER EVER HAPPEN WITH PEOPLE LIKE THIS GUY

How do you even bother to publish the opinion of a whiner like Cristovam Buarque? It is easy to blame the dead for your own incompetence. By the way, those people that you so ignorantly attack, helped in the creation of the largest South American country, one that speaks a single language, one that never went through the chronic and absolute misery like other places on the globe, one that is tolerant of the racial diversity and has the most powerful and diversified economy of South America. You clearly do not know that the history of most if not all nations is tainted with tragic facts and that it is not pointing to “the bad” that you will be any better. Please, find some purpose in you life and quietly leave the political arena for those that really want to do something for your country. Otherwise, in 200 to 500 years from now your descendants will be rightfully complaining about the real lack of achievements of your life.
That\'s the norm if you didn\'t know!!
written by Guest, December 30, 2005
The problems that exist today, the year 2005 and soon to be 2006, stem from s**t that happened 500 friggin' years ago. I mean even Hiroshima and Nagasaki, who had 1000 megaton atomic bombs dropped on their asses, massive death and destruction, they've recovered quite nicely within 50 years. If you can't blame it on the Americans, blame it on the Portuguese settlers and how the country was founded. Anything.....do ANYTHING, but take responsibility for your own actions as well as those of your elected officials or those that came before you cheating and stealing at every turn!! Brazilians may have been robbed by the Portuguese 500 years ago, but Brazilians have been robbing and killing Brazilians for centuries now. Americans, Europeans, the Portuguese don't have to do s**t to screw up this country....Brazilians do a "bang-up" job all by themselves!
So true........
written by Guest, December 31, 2005
Previous comments.........so very true. But...it´s still Brazil and Brazilians will never accept responsibity for anything. If they can blame someone else, no matter how unrelated or bizarre they will do it. They have no shame or remorse, it´s just the culture.

I have read these comments and there is so much anger and disappointment that i do not know where to start.

Surely the Brazilian public have a rigt to be heard and to be treated with respect as it is sad that there is so much knowledge and ideas out there which could be listened to by your Government but they appear to have turned a deaf ear.

I do not have the answers for everything but i do believe the Brazilian Public should do more to have their opinions heard so they can release all this built up anger.

This is so sad because most Brazilians are cynical about most things in Brazil which is not a good sign. Why has the Government made its people feel this way about its people, government and country?

HELLO GOVERNMENT ARE YOU LISTENING TO YOUR PEOPLE........

I hope they have heard

I see that your math sucks even more than your English, but not as much as your history.

If not for the European immigration, Brasil would be like a Bolivia with more blacks.

The natives were far more destroyed by the white man's diseases than his military prowess.

The worse thing about Brasil is that the very upper crust act exaclty like black African leaders, missing any sense of the noblesse oblige to the general population, be they white, black, red, yellow or mixed.

Act like white men, you a*****es!

Gee,accusations really fly:they do nothing though. Those who claim to be trying to help the poor only cripple the poor and turn them into fat, lazy, unproductive slugs. People have been trying to help the poor for a long time just as others have tried to exploit and use them.It started before the first history book was written. Some people have the idea let everyone fight for their own share and the best will excel and the worst will fail and be darwinized out of existance. It is interesting the over achievers do not reproduce;at least to maintain population levels without mating with the lower classes and the poor are somehow able to reproduce at unbelievable rates and keep their offspring alive to reproduce;which in most underclasses seems to be 12 or 13 years old. This situation is a threat to the existance of humankind and I suspect unsustainable;lest we all return naked into the jungles unable to construct the machines we so rely on today. It is a waste of time calling each other foul names and pointing fingers. It is time to shake hands and try to pull together. smilies/wink.gif
