Brazilian Democracy Is Working Great... on Paper PDF Print E-mail

Cover of MST's pubication Terra MagazineMore than 125 million Brazilians will go to the voting booths on Sunday, October 1st to vote for state and federal representatives, state governors, and the president of the Republic. It is the fifth popular vote for the presidency after the 21-year military rule that lasted from 1964 to 1985.

The struggle for democracy during the 1980's united 80 different sectors of Brazilian society. From the right to extreme left, universal suffrage was the theme of mass movements at that time, with Brazilians participating directly in the national, political game through protests.

Paradoxically, the end of this period was exactly the first presidential election for the "New Republic," which saw the defeat of one of the representatives of the reformist movement, Luiz Inácio Lula da Silva.

Fernando Collor de Mello was elected amidst much controversy and political maneuvering. "We were living in a pre-revolutionary situation in 1989," said historian Valério Arcary, author of The Dangerous Corners of History.

Since the promulgation of the 1988 Constitution, elections have been consolidated, with free voting and equal weight among citizens. Direct voting can be considered a popular victory.

"Universal suffrage never was the conservative or liberal banner: its movement throughout the world was an arduous victory of the working class. If elections were not so important, the dominant classes never would have offered so much resistance to its adoption," commented José Paulo Netto, a professor at the Federal University of Rio de Janeiro.

Ricardo Gebrim, a lawyer for the "Consulta Popular Movement" believes that "the democratic struggles that developed during the military dictatorship were the central element in altering domination. The installation of democracy is a political revolution. It is something that the bourgeoisie has struggled against tenaciously."

The New State, the "populist democracy," the military regime of the institutional Republic demonstrate the historical rejection of democracy by the dominant classes. Only two centuries after the French Revolution did that country have universal suffrage.

Even here, during the days of "Diretas Já," (Direct Vote Now) privileged groups impeded the Dante de Oliveira amendment in 1984, and afterwards raised other obstacles in the Constitutional Assembly in order to prevent progressive measures.

Currently, the country is, technically speaking, a democratic Republic. But, elections have not been sufficient to guarantee the construction of a meaningful democracy. The historical social inequities have not changed substantially, and the problems of the Brazilian underclass continue.

According to the UN's Human Development Report 2005, the richest 10% of the population own 46.9% of the country's wealth. On the rural side, 1,6% of large landowners own 46.78% of the land, according to a recent government study.

The numbers from the UN report put Brazil as the eighth worst country in terms of the disparities between rich and poor. And no other country has such a dramatic difference in income. Besides this, not much has changed in this area over the last few years.

"The gap between Brazil 'on paper' and the 'real' Brazil is enormous. Even though we hang on to the idea of a representative democracy, we still lack instruments to make democracy work. Even with the restoration of important, sacred rights in our legislation, the most generous thing one could say about democracy in the 'real' Brazil is that it is limited.

Governments and Regimes

Valério Arcary makes a distinction between governments who undergo elections and subsequent change, and liberal democratic regimes.

"The regime is bigger than the government, and the only powers that are subjected to voting are the Legislative and Executive branches. Given this, the changes are superficial because the regime has a strength that feeds on itself."

The political regime is formed by all the institutions connected to power that guarantee security of the public order, like the judicial system, means of communication, the military, the police, among others.

Not one of these is subjected to popular voting. "It is the power of the great monopolies that control communications, intelligence agencies, the military, judicial branch and even Congress itself."

According to the 2001 research of Venicio Lima of the University of Brasília, the television and radio systems of the country are controlled by eight families. And nearly 90% of the Brazilian media is the property of 15 family conglomerates.

"The economic groups of the regime that monopolize the means of communication are a central impediment to democracy. Candidates need to project a national image, and more and more this is being controlled by the media, which rewards those who behave themselves and punishes and ostracizes those who challenge the status quo," said Gebrim.

In regard to the police, the military, and the judicial system, appointments are made by the Executive powers. In spite of the fact that they are elected, those in the executive branch often make appointments and decision that are contrary to the public will. "It is an invisible and brutal power, which opposes the will of the people," said Arcary.

This is even more serious, says Netto, when the majority of the political parties are consortiums of "private interests", when they are not kept in check by effective controls of the society, when they have no commitments to well-designed programs, and when these parties have gelatinous character. "Legislative rulings rarely reflect popular aspirations, and the executive powers have an autonomy which allows them to operate in a dictatorial fashion."

According to Arcary, hegemonic thinking in the country mandates that public positions of power be occupied by technocrats, who supposedly are more efficient at managing the public machinery. This effectively eliminates the possibility of society changing the State.

For example, there were no changes among second and third level secretaries/workers in the area of economy from the Fernando Henrique Cardoso government to that of Lula. In other sectors, there were some changes in ministers, but those in important posts were retained.

Another limitation in Brazil's democracy is related to the financing of the elections. The monopolies from the diverse sectors, like banking and industry, finance much of a candidate's electoral campaign, sometimes with illegal donations. They of course only finance candidates who do not threaten their economic power.

So the neo-liberal economic polices are well-armored. "This domination only permits alternatives that have aligned themselves to the rules of the neo-liberal models. The margins of political decisions are narrow, and can only be made if they do not affect the political and economic bases. Not one contract with the mark of neo-liberalism can be altered," said Gebrim.

Hopelessness

In the last 25 years, the left had put in its political centerpiece the election of the leader of the masses defeated in the 1989 presidential election. Not that he is in power, that leader, Lula, has not kept his campaign promises, nor has he altered the neo-liberal economic policies, and further, has involved himself in corruption cases that have rocked the essence of the principal party of the left.

This year's election will not be that much different that the last, in which Lula received nearly 53 million votes, the most any president of the Republic has received in the history of the country.

"Everyone is indicating that there will be a polarization between Lula and presidential contender Geraldo Alckmin. The distinction is that Alckmin is openly from the right. But in practical terms, there is no difference between the candidates: both will serve in the interests of financial capital," said Netto.

"We really do not have much hope that there will be change with the elections. There will be no debating between two distinct models. You can already see that there is no popular project in this election. The forces of the left are divided," commented Gebrim.

As the parties of the two candidates have no fundamental differences, there is a strengthening of the liberal democratic regime. Paradoxically, this opens space for the population to perceive the limits of the current level of democracy.

"The regime is becoming stronger, but at the same time there are signs of its debilitation in that the next president, whoever it is, does not bring hope to the population. The lack of alternative projects for the country can be a element of crisis for the regime," predicts Arcary.

The electoral scene leaves the Brazilian democratic veins open and exposes them to its limitations and deficiencies. The lack of an alternative project in the elections may advance an understanding among the people for a need for more profound changes in democracy. In this sense, universal suffrage should be point of departure for a better political, economic, and social life for the Brazilian people.

Just as important as the victory for direct elections in the 80's was the national movement of the masses who took up this banner, who built a consensus for this victory. It is necessary that the collective will of the Brazilian society relive this progressive experience and return with other demands, such as a change in political and economic policy, and an end to social inequality.

You are dead right but gorgot to mention the paper is toilet paper.

Brazil is a medevial and archaïc country. Nothing else !

And in this s**tty Tropicaal country the only industry that is really booming is corruption at every level of the society. The population deserves a brighter future and it is quite unfortunate that they dont do far more demonstrations to show thewir disagreement.
Unfortunately those in power have all reasons not to provide a solid education to all citizens....so that the majority wont really understand what is happening.
The majority of poors dont even know that their country has the world highest poverty rate when compared to the Brazilian GDP per capita. !!!!!!
And they are so poor that getting a candy here and there from the government is enough to buy their votes. They dont realize yet.....that candies are more generously
distributed mostly during the election year but that the following years the sugar content in the candies will be sharply reduced.

Quite sad and shameful that Lula the Crook and Criminal prefers to export food to the tune of US$ 45 billions YEARLY instead of feeding the tens of millions in the population under nourrished and/or in hunger ! Even worse......he puts pressure at the WTO so that more food could be exported.
He is like a farmer with a family and several children and having several mistresses.
He prefers to sell his farm products to get enough money to care for the mistresses rather than providing the farm products to feed his own family members.

That is the sad and shameful reality !

I have to agree with chic. It is sad. shameful? I do not agree with the leftists who are voting for Lula now....after all that happened! They are making a huge mistake, and the price we all are going to pay as always...I hate it, and I hate what is currently happening in this country...Lula winning, probably without a second round.... Things are totally distorted, how come? But mistakes are that mistakes.I guess one don't learn if s/ he doesn't allow her/himself to make a mistake, maybe that is exactly the problem with these leftists now? It may be necessary they fall off the horse in a uglier way to see things in a different with stars angle?...to admit they were simply wrong, nothing to be shameful to be wrong, we may not forgive the mistake but we can forgive who made them. It takes a lot of tolerance, which I don't really feel sometimes, to forgive.

A pergunta que circula, nesses dias em que nos deparamos com mais um típico escândalo oriundo do método lulo-petista de governar é: Lula sabia?



Acho que sim, assim como creio que pouco importa, e me explico. Acredito que Lula sabia por uma série de motivos.

Primeiro, porque Wagner Cinchetto admitiu ter participado do grupo de formação de dossiês contra adversários na campanha de Lula de 2002, dizendo explicitamente sobre o conhecimento do candidato: "não só tinha conhecimento como autorizou que o grupo fosse criado".



Segundo, porque todos os envolvidos na operação sabiam que seu malogro teria conseqüências dramáticas para a campanha de Lula, e duvido que se atrevessem a entrar nesse risco sem que a maior vítima em potencial estivesse de acordo.



Terceiro, pelas pessoas envolvidas. Os envolvidos na chefia da operação têm ligação direta com Lula: Berzoini foi seu ministro e era chefe da sua campanha, Lorenzetti era seu amigo e churrasqueiro, Freud Godoy era uma espécie de faz-tudo há anos. Difícil de imaginar que pessoas com esse nível de acesso tenha empreendido uma ação desse porte sem ao menos avisar o presidente-candidato.



Quarto, porque se encaixa no método petista de achincalhar opositores. A campanha "Fora, FHC", o caso Eduardo Jorge, os cartazes associando Jorge Bornhausen a Hitler, a campanha contra Paulinho nas eleições de 2002 e agora esse dossiê: há um método. É possível desconhecer o trabalho de subalternos na primeira vez. Mas quando ocorre uma segunda, há que se imaginar que há a conivência das lideranças da organização.



Tudo isso, porém, são conjecturas amparadas na lógica e nos fatos. Certamente, lulistas de carteirinha hão de usar outra lógica e outros fatos para chegar a conclusões distintas. Portanto, é uma discussão que importa pouco. O fundamental é: ele tinha de saber.



Assim como no direito vale a máxima de que ignorantia juris non excusat -o desconhecimento da lei não é desculpa para inocentar o criminoso- em qualquer organização vale o princípio de que o desconhecimento do chefe não o desculpa dos erros dos subalternos. Lula é culpado pelo dossiê porque escolheu Berzoini para ser seu chefe de campanha. Ponto.



E assim tem de ser, especialmente quando se trata da Presidência, porque senão todo governante diria a seus subordinados: "façam todas as loucuras que vocês acharem importantes para o meu mandato, mas não me contem". Se um presidente pudesse se eximir da responsabilidade dessa maneira, não só teríamos dossiês e mensalões, como talvez coisa muito mais séria.



Se o presidente é inimputável pela ação de seus subordinados, talvez tenhamos amanhã o Exército invadindo a Argentina ou testando uma bomba atômica, a Fazenda atrelando o real ao dólar e a Polícia Federal abrindo as fronteiras. Enfim, ou os chefes têm responsabilidade sobre a ação de seus subordinados ou não são chefes.

Estes últimos sentem concretamente as melhorias em suas vidas e de suas famílias. What the Fxxx? If Lula does not have the cajonies to appear before the public and respond to questions regarding his term in office, how the hell can anyone trust this man with another term? Lula was a NO SHOW at the last presidential debate! He didn’t appear, according to his press office, because he didn’t want to be a target!

LULA WAKE UP, that’s what these debates are for. That’s why they are called DEBATES. His absence proves his arrogance, and his silence highlights his guilt and complacency in all matters and allegations. The empty chair amidst the 3 other leader hopefuls was a glaring symbol of his complete and utter disrespect for voters.

When are Brazilians going to learn? Answer. NEVER. This election galvanizes what the world thinks about Latin American politics and the banana republic mindset of your average Joao Ninguem. Voters in Brazil are illiterate monosynaptic fools that deserve Lula’s ilk of administration. Have fun at the back of the bus while the rest of the world enjoys a beautiful view heading into the future.

Paul Revere (the man that road through the night to tell the people that the British are coming) is a terrorist. All the men that took up arms against their government are terrorist. Carle Drega is a terrorist because he dare defy judges, town officials and police that he believed were violating the Constitution. Our Constitution grants us the power to take up arms against our own government officials when all other means of redress fail. The Madbury NH selectmen used the power of their elected positions to seek personal revenge on a local family. The selectmen did not deny this criminal act under oath. I want you to listen to the facts.
People that I had never met called me to ask for help. I volunteer at least 1000 hours/year to help people. I have done this for over 30 years because I came back alive. I use names in these facts because the truth is a powerful weapon. The newspapers censor the truth to protect the powerful. Judge Peter Fauver violated the Constitution at least 29 times to protect the Madbury selectmen. Fauver appointed me as an attorney (knowing that I was not qualified) to represent this family. Fauver found me guilty of a crime with no charges, witnesses, evidence or trial. I got fined over $20 thousand. Judge James O’Neill ruled what Fauver did constitutional to protect a brother judge. The NH supreme court ruled the case moot to protect the NH bar. The NH government declares me a terrorist to scare me. The federal courts ruled judges have immunity to protect the legal monopoly. When I take this to federal court the NH state police arrest me as a terrorist under the Patriot Act. I lose my freedom for 6 months. Taken my freedom did not shut me up so the NH governor informs the Veterans Hospital that I am a Terrorist to get my VA medical stopped. This is a crime of the highest magnitude. I am put back in jail and fined because I dare write the governor to ask why? Next the state police go to my wife’s work place to scare her into stopping my free speech. Governor Lynch offers a 30 minute unrestricted coffee break to high bidder to raise money for the Portsmouth little league. I am high bidder so the governor takes back the deal. I run for public office and the newspapers censor my words. The NH governor interferes with a free election. Have all means of redress failed? Does Paul Revere ride again?
What is next. I am a 100% disabled Veteran from the Vietnam era. I did 31 months over seas. I receive two of my three injuries in combat support missions. I killed other human beings for your freedom. You the state of NH and the United States of America have allowed this Madbury NH family to be destroyed by corrupt officials. The VFW, American legion and Elk’s clubs allow this. You have allowed the State of NH to use a 100% disabled veteran’s health to stop his free speech. The facts are documented. The records exist. Every one is afraid to speak for fear what is happening to me, will happen to them next. The United States is the people. We the people should not be afraid of people that are there to serve. I have violated no laws. I volunteer my time to help other United States citizens. The people of the United States must speak up. If NH can do this to a 100% disabled veteran, what is next, WAR? What Paul Revere did was to start a process to make the world a better place for all the people. I ask any newspaper across the nation to print my story.
