Dealing with ATM Machines in Brazil Is Easier Said than Done PDF Print E-mail

An ATM machine in Salvador, Bahia, BrazilIn my previous article I wrote about the difficulties of withdrawing money at ATMs in Brazil. I received lots of emails of readers with many different comments. My dear reader, please notice that this article, along with my previous and next ones,  is a series of articles not just one.

So please be patient and not precipitate in comments before reading all the articles. Before coming back to the story, I am writing about just a few comments.

The first and most common comment was about the simple solution for someone who might have problems in withdrawing money at ATMs in Brazil: call the bank before travelling and tell them that you are going there.

Well it looks so simple that you might think: Why did not Max think about it?

To be clear about this issue I shall list some reasons for it for you not to do it:

1) You might have forgotten or did not know about it: the most common reason for the dozens of foreigners in the ATM lines receiving the message "error in communications;"

2) You do not want to do it. In the old days before travelling you used to make a call to your brother, your relatives, your friend about you next travel. Today you have to do it with you bank.

Frankly speaking you might not want to tell your bank about your plans for a simple reason: privacy.

You might be jealous about your own privacy and do not want people from your bank to know what your travel plans are. It is your own travel not theirs.

3) You cannot do it: just think about the last-minute travellers, the professionals like myself who travel around the world and do not know how long they stay in each country, the globetrotters and every "free" traveller who decides when to travel on the spot and not before travelling. These are real people who cannot call the bank before travelling just because their travel plans are not decided in advance.

4) You have done it: this is maybe the most interesting reason. Even if you called your bank you might get the message "error in communications" anyway. We are going to get back to this point later.

Another very common point was about calling the bank from abroad and get the problem sorted out soon, calling the toll-free number on the back of the credit/debit card.

Well about this point I must admit that the world of credit card is very different; in US you might really have that number in your credit card.

In UK what you find is only the debit and stolen emergency number on the back of the card and it is not a free number. In other parts of Europe there is absolutely no number on the credit card, so you might imagine the panicking situation of somebody nervously looking for the number when the message "error in communications" comes up.

Besides I personally got in touch with my bank Barclays and the story is the following:

Barclays first emailed me saying that the ATM problem had nothing to do with them and was a Brazilian problem.

Only the people who dealt with a Brazilian bank during holidays can understand the pain of asking about this problem to a Brazilian bank employee (as I wrote in my previous article).

In any case I got in touch with Visa Latin America and, after long checks, guess what? Visa notified me in writing that the transactions were dropped by the issuer, namely Barclays.

I was infuriated and got back to Barclays asking why they lied to me. Barclays answered very politely (they are always so polite) that it was a simple mistake caused by their risk management systems and they were going to fix it.

It took them two days to fix the problem. Result: it took nearly 10 days between the first and the last communication to Barclays to solve the problem, not just few minutes.

As you can see my reader I thought about your options before.

But what struck me was that I received many comments but none got to the crucial point: Falcon Fraud Manager.

Therefore in my next article I shall write about the real content of what is happening in international money transfers today. The world of money transfers is changing fast: a real revolution is happening, something similar to a sort of "Big Brother" is controlling what we do with our money and how we spend it.

Max, with all due respect, but you have the writing style of a 9 year old. Why the admins. of this site would want to publish not only one, but a SERIES of articles regarding ATM's and "max's wild ride" is beyond. me.

Damn max, get over it. I'm a gringo making a foreign investment in brazil, you want to talk about headaches regarding the banks in brazil??? Liquidating funds? Justifying them?? Having the proper documentation from banco central, reciepta federal, etc, etc. I can go on for hours, but it certainly wouldn't make interesting reading here.

We visited Rio, Marica', and Cabo in December and January.

CHASE BANK, WACHOVIA, CITI BANK CARDS ALL WORKED EVERY TIME EVERY LOCATION AND ATM.
ALL THREE BANKS INFORMED ME THEY HAVE AUTOMATIC SECURITY SOFTWARE FOR CASH ADVANCES BUT ALL MY ACCOUNTS WERE OPEN FOR OFF SHORE ACTIVITY.

LIKE YOU SAID THE PROBLEM IS WITH THAT BANK.

I disagree with you ! You should explain the diffculty of doing business in Brazil....in details ! I really mean it !

Is Brazil not ranked as one of the world worst country ....in the Doing Business rankings ????

Yesssss it is....sadly !

Therefore the experiences of Bo, will/should demonstrate how accurate your ranking is !

Aanother gold medal....well deserved !

And no doubt that Bo experiences will be far more acid and interesting than an ATM not giving money because the Credit Card firm was not informed of the trip by the card holders, and thus JUST wanted to protect his clients interests,,,,since many stolen cards are later used....in Brazil or elsewhere !!!!!!!

We also purchased and home in Marica' with no diffculty signed the papers on Junuary 21, Money changed hands the Title and transfer was recorded February 10th. We also had to arrange for a CPF? card. no problems one day. The trick is to deal with good people.. By the way we are Americans and speak very little portuguese. We had wonderfull people working with us, Banco do Brazil, Citi Bank and our Builder in Marica'.

I can notify my bank cards of travel plans via the internet from anywhere in the world in a matter of minutes. All due respect, but your previous article was not well thought through and now you are just making excuses. People responded to your article because you wrote as if you knew what you were talking about but all of us had experiences that showed us you were woefully ignorant. Ignorance is forgivable, of course. So you got lots of advice how not to have this problem again. But it is sad to see your response is to make more excuses. Especially when you claim to be an investigative journalist you ought to be better at digging up proper information and having the facts.

This is not a problem specific to Brazil. I could have written the same aritcle about my duaghter's problems with using her ATM card in Norway. The world is not the simple place it once was. Get over it.

Max is a serious tard. I lived in Brazil for three years and never opened a Brazilian bank account and had very few problems. Most people would have figured out a long time ago that it is their fault for keep all their money in one place. Open multiple accounts please. Please Max stop justifying your inability to find solutions to simple problems. Just except that you are an idiot.

Please ignore others. Like you, I too love ATM machines in Brasil. They simply have their own special attitude. Lets protect all the ATM's from being considered secondary objects of facility. People should be made to understand, that they will not be able to live without the Lovely caring ATM.

Ohhh, damn Joe, had no idea. So do you mean if I change my attitude that the unreal beaureacratic, corrupt brazilian system will be different?

You mean that I will no longer need an accountant and at times a lawyer to liqidate international bankwires of large amounts?? No more "alteraçãos do contrato social" that need to get approved by "junta comericial" before one can liqidate monies? No more paying accountants to prorate partners percentages in banco centrals online system that is in DOS, needless to say, archaeic and complicated would definitely be understatements? No more buying a property and receiving a value on your title that is 20% of what you actually paid so now you will have to buy a "nota quente" to justify with receipta federal the other 80% of monies that left your account??? So pronto! Now not only have you cheated on your taxes, but you've committed fraud as well!! No more battling with banco do brasil as they are requiring you to give them 20 different documents, and blaming it on banco central, yet when you talk to banco central, they say that they don't require the given documents whatsoever, that its a "banco do brasil thing"? No more mid-level beaurocrats calling me on the phone after 6 weeks when they told me the document I'm waiting for will be ready within a week and saying, "bo, nos temos uma probleminha, mas pode resolver, vem para meu escritorio amanha..."??? (make sure to stock up on Bohemia).

Damn Joe, had no idea. So you put a ray of sunshine up your ass, a smile on your face, and bought your first property in brazil without a hitch.....or so you think. Congratulations! Tell me Joe, what percentage of what you actually paid did they put on your "escritura"?

This is one post, that Ch.c has not so far blessed with his golden words !
Perhaps he is busy developing some great imagination, like;
1) Lula sits behind every ATM, and personaly decides whom to give the cash.
2) In no other country the above happens, so Brasil is Hell !!!!
3) Like human beings, ATM's in Brasil work as per their mood.
4) In no country the above happens, so Brasil is hell !!!
5) After several unwelcoming countries, I visited Brasil. The damn ATM did not give me cash.
6) Because of above, Brasil is hell !!!
7) Brasil is hell because of all the above, and because of what not.
smilies/cool.gif Brasil will remain hell, because I will always visit here without cash, and depend upon the ATM, and then cry foul with the damn ATM wont give me cash.
9) I will always compare well developed countries with Brasil, and always cry Brasil is hell ! But will always visit here, and be after every possible Brasileira.
10) Fianaly, lets confess, the ATM did not give money because there was no money in the account. Still what, the ATM is in Brasil, and therefore Brasil is Hell !!

Most ATMs is Brazil are not connected to the international system. It is indeed hard to find one that is. In the Tom Jobim airport in Rio, there was only one that allowed me to get money using my US account last year. In the other side of the bay, in Niteroi, it is almost imposible to get an ATM that will work with an international account. It is a pain in the ass. One is always advised to take travelers checks. I also found out that when you try to use your ATM and it does not work, security guards keep an eye on you. It was unconfortable.
