Brazilian state controlled company Furnas Trying to explain Brazilian society to western Europeans and Americans can be frustrating. When you tell people, for example, that public employees can go on strike and receive full pay and then retire in their mid-40s with a lifetime pension, that one of the country's leading politicians is widely believed to have ordered the murder of his son-in-law, that college graduates who turn to crime have special cushy prisons to keep them apart from the unwashed majority of common criminals, and that there are more private security guards than police, they think you are exaggerating.

This article attempts to highlight another feature of life which many foreigners will find hard to believe - the blatant way in which politicians slice up the national cake among themselves. 

Almost four months into his second term, President Luiz Inácio Lula da Silva finally announced his government. His new ally, the PMDB, and his own Workers Party (PT) have been given the main ministries. However, the second tier of power is where the real wealth lies and the parties within Lula's alliance are now scrambling to get their hands on much of the country's assets as they can.

During this process politicians gain control of state-owned enterprises, organizations and agencies and use the resources to benefit their own parties, reward allies, repay favors and enrich themselves and, in many cases, their relatives and friends.

We are not talking about ambassadorships, for example, which are often used as gifts of patronage in other countries, including the United States, but utilities and commercial companies like Petrobras.

These entities have enormous budgets which fall into the hands of the politicians who are free to do with them as they please. This often leads to technically competent key people being fired and replaced by people with no experience. 

The PMDB, a grouping of regional, vested and personal interests, has the highest number of members of Congress. It is now handing Lula its bill for the support he can expect in the coming years. The cost of this bill is pretty steep - over six billion reais (about US$ 3 billion). 

The Estado de S. Paulo newspaper published a list of the PMDB's demands covering 14 companies and organization. Here are some of them:

* Petrobras, the biggest company in Latin America. The PT runs it but the PMDB wants the oil exploration department. which has planned investments of 28.2 billion reais (US$ 13.87 billion) this year.

* The chairmanship of Funasa, the national health foundation, has been promised to a politician related to Jader Barbalho, the former governor of Pará, who faces allegations of corruption on a massive scale and was once (briefly) arrested. Funasa has planned investments for 2007 of 1.5 billion reais (US$ 740 million).

* The chairmanship of Furnas, an electrical energy company active throughout the country, has been promised to the PMDB. Furnas has planned investments for 2007 of 1.2 billion reais (US$ 590 million).

Other companies and organizations up for grabs include Eletronorte, the Caixa Econômica Federal bank, BR Distribuidora, a Petrobras subsidiary, and the Post Office.

This way of apportioning Brazil's assets is one of the main reasons why corruption is endemic and entrenched. Giving politicians control of entities like this is like handing them a blank cheque.

This was shown during the bribes-for-votes scandal in 2005 when publicly-owned companies and banks were involved in the laundering of money the government paid to ensure that its shakier allies would support its programs.

The catalyst which started the whole scandal was an incident in which a low-ranking manager in the Post Office was filmed pocketing a modest 3,000 reais (US$ 1,470) bribe.

This system is unlikely to change in the near future. All the parties are in favor of it and, in fact, rely on it and the public does not seem to care. In fact, the latest opinion poll shows that Lula still enjoys massive support and had an approval rating of 63.7%.

CEO's of American major companies make millions compared to 'employees'. The contention being that their wisdom and expertise is worth the expendature. At leat get the income tax . Then throw their collective asses in jail from income tax evasion. Start from the top. Give the department of income tax a percentage of every real they collect. Motivate them. In mah opinion, AES has always been consistant in his viewpoints and comes out with some good suggestions to improve our economy. That is, in spite of his being an American, who lives in our country and has every right to criticize us (especially the government). On the contrary, we have a bunch of unruly Americans in this forum who not only understand the Brazilian society,but constantly try to explain to the Western as well as Eastern Europeans,Arabs,Chinese,Indians,Pakistanis,etc; Lately they are also getting frustrated. Of course, you know how the Americans are-absolutely patient(?).But their patience also has a limit.

I had not realized what today was, Tico knew it was Friday and Teco knew it was the 13th, but
as they do not collaborate often I was left like a Mushroom in the dark!
My Monster-in-Law is not here so I declare today a lucky day!

Actually today is ominous here is Sampa, overcast sky, 24.0°C, Winds 10km SE.

Plus on Monday I will be throwing myself to the GOD of Brazilian Bureaucracy and you know what that means, lots of money down the drain and my a*s will be theirs for years to come.

Good guess very close the word is "Naturalization" what a strange word! It implies I am unnatural. As to contributing to Brazil that is left to be seen, if I can pass my time here without, lying, cheating or stealing, kidnapping, robbing, murdering etc. then I can add to the balance of good!
Note that I left out fornicating! Not that I have fornicated or that I will, but there is a high probability that I could, however I might if caught between a rock and a hard place!
Now considering the multitude of unforgiving Uncles, Cousins and so on, on my wife's side, It would be better to keep my Pecker in Parking!

Let me tell you the story. Soon after my arrival to Brazil, my ball and chain (wife) took me to the center of city in Sampa
to show me the wonders of Brazilian history. Note* that she told me not pay any attention to the Prostitutes while we
were there!
As we were mingling with the inhabitants in one of the squares, I noticed a street vendor with a push-cart, curious as I am and because of foul odor coming from the cart I decided to move in for a closer inspection.
There was a well dressed man standing there stuffing his Gob with this foul smelling spew that the vendor was selling. The man said to me "American aren't you?" I said Yep! We started to converse in my native tongue and he told me he was a Neurologist (Brain Surgeon) etc. etc.
Then he looking me in the eyes and said poor B*stard and I said why? He said you do not have the brains to live in Brazil! Being
that he was a Brain Surgeon I was curios and I said "what do you mean?"

He then explained Brazilians have 2 major Neurons, known as Tico and Teco which govern all decision making processes.
He told me Tico and Teco do not communicate very well together, so as you will come to see you will not be able to
communicate, reason, make logical decisions like a Brazilian.
At that point I said to myself, self what in the hell is he talking about? So then he continued to explain that Americans have 1 major Neuron only, and it was called Donald Duck, and all that Americans think about is trying to turn places into Disneyland! He explained further, things do not work here in Brazil like that!
Laughing, I said what should I do, do I need Brain Surgery or something?
He replied, exactly! which I replied, I think you have been standing here to long slurping down that foul smelling sh*t you have
in your hand!
He laughed and said, you got me wrong! You do not need a real surgery, you can ingest the formula that produces the Tico and Teco Neurons! He said the very same formula that you need is right in front of your nose! I replied, this foul smelling sh*t here?? Yes, he said!
I then asked what do they call it? he replied, Pamonha, it produces the Tico neuron! And you need Curau which produces the Teco neuron. He further explained it would take a few months to take affect.
So I bought a heapin handful of each and then began to stuff my Gob while holding me nose!
Low and behold two months later I awoke in the middle of the night and I realized I had been dreaming and in the dream I was speaking perfect Portuguese! Note* that this has only happened in a dream so far! So that’s how Tico and Teco come to be!
Now you probably are asking yourself, what happened to Donald Duck? Well he is still there! So now I got Tico and Teco and Donald Duck! So as you read my post here from time to time you will understand why I am a little F*cking Goofy!

You are out of your mind! How much do you think an engineer makes!? Surely way more than 10x that. Even for a simple employee with high school only, it will between 2x or 3x that, sometimes more, depending on what type of work he does and where he lives.

The rest of your text is pure hate, as usual. The same disinformation campaign against Brazil. Maybe what you mean is that people shouldn't "copulate" with slaves, keep them segregated just like the Nazis did, and then invade other countries for profit, for boosting the economy.

I must admit that I am surprised that you want to become a naturalized citizen of this great Republic and continue contributing to the well beings of your kith and kin from your wife´s side as well as to the greater glories of your new "Patria". I am surprised for the simple reason that you are the first American I have coem across that wants to become a naturalized citizen.Not many foreigners I know want to for as, permanent residents,they enjoy all the rights and obligations of a Brazilian citizen (That include paying taxes, getting parking and speeding tickets,getting laid,etcsmilies/wink.gif.Of course for certain government jobs you need to be a born or naturalized citizen.

I guess you have your own reasons and I wish you all the best.After you become a citizen you can yell and scream in this forum and claim that it is your "Naturalized rights" as a Brazilian citizen to do so.

All the best and I dont think that there would be any problems in getting your citizenship.

No. The term "ser natural de ..." is common and means that the person is from a certain place. Naturalizar would mean that now that the person is considered to be from here, not from anywhere else.

Hi Prof,

I hereby declare that due to a congenital defect, I was born without any neurons-Tico nor Teco. Large intake of Pamonha and Curau didnt help either. So I learnt how to live without Tico and Teco.I am amazed that without a single neuron, I still function well (in all aspects).

There are some small advantages in becoming a citizen. If you plan on living in Brazil with no intention of leaving those who have an RNE must renew their RNE something like every 8 years(or abouts?) in order to retain your RNE you must maintain the circumstances in which you first applied for the Permanent resident status, such as based on Marriage.
If in event that your circumstance change, such as divorce or separation or death then you need to reapply for your Permanent resident status.
In the short term and long term it can decrease the amount of bureaucracy.

Secondly I can get a Brazilian Passport then I can go through the same line as my wife at customs when re-entering Brazil. (Convenience!)

First I would hazard to guess that she stayed at what was once the Meridian, or possibly the Rio International or the Excelsior. Tis very sad but wherein I was once so very offended the first time I ran into a prostitute trying to get a gig at a bar in Texas, I have developed a thicker hide, learned to have a bit more fealty and look beyond what one does to see who one is. From the true beach bums (20 years with the forest being their only house), to the poors, beggars, street hawkers, pro's, barmaids, waiters, maitre d's, chefs, artisans, buisness owners, lawyers, doctor's, and so on, I see nothing that makes me uncomfortable / makes me want to do anything other than to return permanently.

Before him, there was this F.W.Taylor,who was supposed to be one of the founding fathers of Industrial Engineering (in late 1800's). He invented a character by the name of Mr.Schmidt of Bethlehem steel in PA. Taylor considered Schmidt to be a moron and insisted that such people had to be taught how to use all their limbs to increase the productivity in a factory. When I was young and foolish, I almost bought this theory.I say,almost,because I was not totally convinced.

Then I came to read about Maslow and he made lot more sense than Taylor. You would be surprised and pleased to know that by applying Maslow´s theory in a working environment,one can get lots of things done.

What bothers me in these days in our country is that they are all listening more to Taylor than to Maslow.BTW,our President reminds me so much of Mr.Schmidt of Bethlem Steel.

In lieu of the bullion some put thier investment capitol into the miners stock which due to poor understanding / research of what non-publicly disclosed pre-production pre-negotiated contract price / sales arrangements might mean lead them to loose thier shirts. If it weren't for some shenannigans which went on much after this period, the subsequently worthless stock I had and held to the very end would have actually left me holding a very very lucrative position in a company that picked up stakes and went to Brazil. Rich Americans are happy about the social situation as it is. They send their kids to private schools/university and have the right insurance for private hospitals so they and their kids don't have to mingle with poor Ameiricans and they're not willing to spend one dime on providing social services to poor americans (not even when these areas are ravaged by natural disasters like katrina). Rich americans are happy to spend 2 dollars on new jails to put as many poor people in rather than being taxed 1 dollar for social services they do not need (their junk-food polluted brain not being able to see the ultimate link between taxes for social services and the amelioration of the overall social situation in the US). Please Ana, think we've went over this before. These kinds of things, although rare anywhere, including the U.S., can and do happen anywhere. Not too long ago a brazilian teenager murdered his parents and grandparents, wasn't poor and for no apparent reason. Don't act like all the crime is in brazil is 100% related to poverty. There are thousands upon thousands of women murdered in this country by their husbands or lovers. Just happened in my city this past Friday. And the leading cause of death for women in Recife is violence, and the vast majority are domestic disputes.
