Brazil's Quota Foes Conveniently Forget US Affirmative Action's 40-Year Success PDF Print E-mail

A march in favor of racial quotas in São Paulo, Brazil Late last month, in the same week when the Federal University of Rio Grande do Sul (UFRGS) voted to adopt racial quotas (43 to 25 votes), the U.S. Supreme Court, by one vote, decided to eliminate race as an admissions criterion in public schools. Here in Brazil, that news made the headlines, presented as evidence that "quotas" are losing ground in the U.S.

In opinion pieces, the news was seen as a sign that affirmative action in the U.S. was "equivocated," a "failure," and, thus, shouldn't be adopted here. There seems to be an implicit desire to dismiss the UFRGS decision: if affirmative action wasn't good for the U.S., it can't be good for us.

Such conclusion, which echoes each time another Brazilian university adopts quotas (50 have done so to date), occupies more and more space in the media, to the point of almost turning into a truism. However, it's an erroneous conclusion, based on myths for decades spread by the opponents of the U.S. affirmative action program. Here are some of those myths:

Myth: Quotas are the main affirmative action policy in the U.S.

Fact: Unlike India, Malaysia, and Nigeria, the U.S. has never instituted a quota program. The debate over quotas started in 1969, when George Schultz, Nixon's secretary of labor, proposed the Philadelphia Plan, which stipulated that blacks be hired in accordance to their proportion of the population. The plan did not specify quotas, which were then and are still regarded as unconstitutional, but rather "goals and timetables."

Myth: The U.S. affirmative action program was a failure.

Fact: Repeating that thought ad nauseam does not make it true. By stimulating admission to higher education, affirmative action has created conditions for the establishment of a solid black middle class. For example, in 1998, 7% of the executives, managers, and administrators were black, almost twice their proportion in 1950. In 2003, nearly 27% of blacks held those occupations.

Myth: Blacks were the greatest beneficiaries of the U.S. affirmative action program.

Fact: White women were the greatest beneficiaries of affirmative action. A study has shown that the policies opened to them professions theretofore occupied mainly by white men, so that, by the 1980s, white women "constituted almost half the population of the professions." Currently, White women earn more than blacks, regardless of sex.

Myth: Affirmative action is reverse discrimination against white men.

Fact: That idea propagated in the Reagan years and picked up strength in the administrations of Bush father and son. Yet, despite the gains by women and minorities, white men still earn the highest wages and to occupy the highest prestige jobs.

From that angle, it is hard to maintain the failure thesis. The vociferous Brazilian critics of the U.S. program conveniently ignore the successes of the 40-plus years of affirmative action policies.

While those policies have not eliminated racism in the U.S., at least they have created conditions for the accumulation of wealth not only during one's lifetime, but also from parents to children and beyond. In a class society, it makes sense to try to include minorities in order to avoid that even more resentment brew among them.

When the policies were instituted in 1964, the U.S. enjoyed great economic prosperity; therefore, people were more open to sharing the proverbial pie. The demise of the policies has more to do with the current conservative wave that predominates in the country and with the decrease in wealth due to the war expenses than with the "failure" of the program.

Perhaps this is the crux of the matter: underneath the negation of Brazilian racism and the insistence in the "failure" of affirmative action in other countries lie the fear of sharing with darker-skinned Brazilians the economic, political, and social power so comfortably guarded by so few along our history.

Apparently, however, that is harder to admit in a country so worried about the "cordial" image it so strongly strives to maintain in the eyes of the world.

AMERICAN AFFIRMATIVE ACTION MEANS IF AN EQUALLY QUALIFIED MINORITY OR WOMAN IS PRESENT THEY ARE GIVEN FIRST PREFERNCE IN ADMISSION OR JOBS.

THERE IS NO QUOTA OR RELAXATION IN QUALIFICATION STANDARDS.

america is TOP because america is a pure meritocracy

anyone with merit will always succeed in america, there is no need to pull strings, pay a bribe, know a minister or have an uncle in an powerful position.

america is top in education (70% world top universities), business (300 largest corporations), science (270 nobel prizes in science), sports (2400 olympic medals)......because MERIT is given the greatest importance.

all with merit are welcome in america.

admission or emplyment policy ? all top countries eg. america, japan, germany, uk, france, italy, russia etc have NO quota. only a handful of POVERTY stricken 3rd world countries with pathetic educational systems & economies use quotas !

Simply stated.....Basic Education AND Higher Education should be provided to ALL !
That is what developed nations provide to its society.
That is what Brazil DOESNT provide to all. Even basic education is of poor quality. Jornal Hodja, owned by GloboTV, have done some tests to students of 34 countries.
THEY RANKED BRAZIL......LAST !!!!!!!

Looking at the origin of most large multinationals, they were created by 1 or a few people and have grown very large, such as IBM, JNJ, Pfizer, Microsoft, Oracle, Apple, Hewlett Packard, Exxon, J.Deere, Caterpillar, Ford, GM, AIG, Merrill Lynch just to name a few.

And that is certainly not the case with Petrobras, a government controlled company.
It is funny that Petrobras has ALL or MOST of the oil rights in Brazil, to avoid competition from both local And foreign companies.

Going back to education, Brazil has 11 % of students with a University Degree, South Korea, another developing country, 85 % !
Brazil has 40 % of its GDP coming from the informal economy, but 60 % of its workers in the informal economy.
Brazil has not even cars/trucks manufacturers. They are ALL foreign.
Brazil has NOOOOO International drug companies.
Brazil has NOOOOO International software or hardware companies.
Brazil has NOOOOO International banks, insurances or financial companies.

Lets face it, Brazil produces only cheap commodities....mostly sold in bulk.
Even in coffee, for which Brazil is the world largest producer and exporter, their quality is LOW compared to other producing nations.
Reality being that Robusta is of lower quality than Arabica, but the Arabica grown in Brazil is of lower quality than Arabica produced elsewhere.

Lets face it again, Brazil doesnt produce value added goods by itself.The only value added goods they produce are made from FOREIGN COMPANIES THAT ESTABLISHED
A BRAZILIAN PRODUCTION CENTER.....SUCH AS CARS, TRUCKS ETC ETC....!!!

Brazil is simply a FIFHT WORLD country, governed by FILTHY people.

All affirmative action is s a way for the mental faggots in any society to institute formal discrimination against white males by bribing underachieving demographic subgroups. This is the same
theoretical basis for the way the Democrats approach electoral politics - an emotionally disturbed white elite riding a wave of minority votes to elected office. Same as Lula with his super-majorities
in the Northeastern states. Plus, affirmative action in university admissions actually harms the supposed direct beneficiaries of the neo-racist admissions policies. Minority students are put in over
their heads in general and then drop out at higher rates, many of whom would have been far better off going to the best school that they could have gotten into based on color-blind admissions. I
have witnessed this phenomenon first-hand and it is very humiliating for the individuals involved. The ultimate proof that affirmative action is a total racist, political fraud is the fact that the income
disparities between blacks and whites are much narrower in the Southern states in the U.S., where of course slavery was much more prevalent and affirmative action is most opposed, than in the rest
of the country where the limousine liberals with their racist filth tend to hold political power. The lesson for Brasil is that it needs foreign capital and domestic profits to drive the kind of economic
and job growth that will tend to lift all elements of society regardless of race. The last thing Brasil needs is the legal implementation of a lot of culturally foreign pseudo-intellectual psychobabble

From the beinning of this debate, I've told my friends who support AA here in Brazil that it was WRONG to associate AA with quotas. The U.S. didn't do it.

Mr. Brown. Africans did not invade Europe,decimate it and transport over 100 million europeans to Africa severing them from their families, their homeland and their culture. Africans did not occupy Europe and divide it into parts primarily for explotation. If Africans had been left alone in Africa, perhaps your ancestors would not have been able to acquire the wealth, and enjoy the lifestyle they have enjoyed for the past 400 years. Affirmative action is about redressing the wrongs caused by slavery and discrimination. It is about attempting to level the playing field. Contrary to many of the rants on this web page, I know for a fact that if you give whites and Balcks a similar education, and similar opportunities, many a time, the Black will do as good if not better than the whites. The reason why affirmative action is needed in Brazil is clear, Brazillians praise their "racial democracy", but in this democracy the black berries are always stuck at the bottom of a barrel. There is racism in America, yes, but America has laws, laws like the Fair Employment and Housing Act which say you cannot refuse me service because of the color of my skin, or refuse me a promotion because of my national origin. It happens, but if you get caught you will pay for it. This is what Brazil has to do if it wants to be fair, but throughout my travels in Brazil, I have discovered that Brazillians will rather stick their head in the sand than engage the issue of discrimination. Finally, as a product of one of the finest American universities, and also as a holder of several graduate and post graduate degrees, I can tell you categorically, that Racial supremacy in Education is a myth. There was an article in the Los Angeles Times and in Vogue magazine a few weeks ago, in that article the conclusion was that Asians are no longer the most educated subgroup in the United States, a new subgroup has emerged whose members surpass Whites, Asians, and Latinos in the amount of college and post graduate degrees accumulated. That new subgroup is made up entirely of African immigrants from the continent of Africa. They are graduating from Harvard, Yale and Stanford in record numbers, this is a fact. Finally, Mr. Brown, if your ancestors were taught that you are worse than an Animal, and you were raised by a welfare mother in a rat infested hole, and probaby molested by several of the men you interacted with as a child, I winder if you would have the skill or wherewithal to remain out of prison. I suggest that you and others on this website who write before they think, go to the local library, and read about the history of our Great country, it will do you a great deal of good.

You three seem to know quite a lot of our country and apparently traveled a lot (I know it is true 100% in the case of Mr.Brown).

My biggest question is: Having more than 90% of our population with black blood, how are we going to distinguish who is black and who is white? My wife who is in the Educational field says that they are going to take pictures of the candidates and check out how dark or light the skin color is!. She also tells me that recently,there was an incident in UNB, there was a non identical twin. One brother was with darker skin and the other had a lighter one. The darker skinned one got itno the university and his brother was rejected. The latter sued the University and won!

That new subgroup is made up entirely of African immigrants from the continent of Africa. They are graduating from Harvard, Yale and Stanford in record numbers, this is a fact


There again you are making my point about U.S. placing importance on "Brain Power", irrespective of the skin of the color.I dont know if these kids are paying Tution fees or studying on scholarship,but it has nothing to do with their color,I suppose.

We have gone through several discussions about racism in this blog and no "Coal Black" Brasilian has given importance to this. btw, I know a several kids who are very black, got through the entrance exams for the Federal Universities and they are doing extremely well in their professions!

The problem in our country right now is lack of job opportunities for both dark skinned as well as white skinned. Our politcos use such ploys as AA,quota,etc;

Other than the patriarchially associated "best families" in my small burg, those with the mostest come from one of two backgrounds: 2nd to 3rd generation European families (recent "old" money from afar) and incredibly neat and intelligent black blacks on what some refer to as the black flight programme from the nearby megolopolis (brain power products). There is something to be said about Dr. Scotts theories.

Who says they are not neat and intelligent? We went for a wedding on last Saturday.The bride is of "Afro Brasilian" origin (A dentist) and the Groom is as white as a "Ghost" ( An MBA). The guests were of all color and I was wondering how the heck, we are going to allocate the quota.

Now, I will let our new friend Doc.Scott to express his opinion. After all we do believe in freedom of Expression, dont we?

Pick pick pick, sorry I mentioned anything contrarian on the positive side. Maybe unique would have been a better choice - one beat the local ordinances restricting the number of horses he could have on his property by claiming the two half size ones should only count as one - HE WON!!

The StPG was tasty. I'd encountered a case of Brahma lata here a couple of weeks ago. Though I had always only liked it chopp before, I found only a couple cans with a bit of oxidation (which didn't matter since I'd forgot it was 4.9 vs 3.2 and hadn't adjusted my patterns - great holiday!)

tkings of some tribes in afrcia sent there own people into slavery to get what they wanted and to this day girls are still sold by there fathers and mothers to feed the family

i have many friends over there and only 2 are white the others are all black and of many tribes .
several from brundi i have not hurd from in a few years ,

and when we talk i am asked why the blacks in the US are always pulling out the race card and crying ,
whae they have a country that cares , and shows it does , that blacks in the US have more fredom to move about than any
from afrcia can ,
they are given school and are garented some form of college education

look at the US and see how it has come in the years from 1868 to now , and look at the track record of all the other countries of the world ,
i think we are doing some good , now we just have to stop all this me me me , and grow some balls and live with the past it cant be changed
all we can do is to make sure it never happens again in our lifetime
we have learned by our mistakes , we learn through pain , so it is up to us to keep adpting the laws and inprove the lives of all
just last week in Texas a mexican was sueing for the same rights blacks have under the laws , THANK YOU NAACP

and at the end of the war only a few blacks wanted to go back afrcia , and more came still after that to work in the USA

it has been a hard fight for people of color in the USA as remember most of the rich came here from europ with the old ideas of the english & dutch to name a couple .

i never slight people for there color or reliougs belife as that is not my way .

but i have looked down to where my family came from on booth sides and they were not much better off than the slaves when they got here ,
but like your people thoes whom work and try they get ahead while thoes that just set and want a hand out not a hand up well we have a lot of traiolr trash toput to work .

I am an African American who fought for the survey guided intervention called affarmative action. First, i am a veteran and a college graduate with experience in the work force of the United States. Brazil is to be complimented for the affirmative action plans they are useing. As a veteran from a family with continous service in the U S Armed forces I know the military has a way to go to become fair in treatment of minorities. The civilian work force is another issue in that the clock is being turned back for Black college graduates in the United States...Unfortunately the raceist culture of the United States is not getting any better....Perhaps I will move to Brazil because my family has faced continous opposition to full citizenship in the United States... smilies/smiley.gif smilies/smiley.gif
