Brazil's trash picker For the fifth successive Christmas, President Luiz Inácio Lula da Silva visited an association of rubbish collectors, many of whom live in the streets. If you walk or drive around Brazil's larger cities you will be familiar with these "catadores," as they are known, filling plastic bags or pulling rickety wooden carts packed with rubbish, mainly paper and scrap metal.

There are reckoned to be around 300,000 of these human scavengers nationwide. There is nothing new about poor people combing through rubbish in search of something they can salvage but, as society is starting to realize the importance of recycling, they are now beginning to gain a higher status.

In recognition of this, parts of the private sector in Brazil are now joining the public authorities to help bring the catadores into the formal economy. This is laudable not only because it will encourage recycling in Brazil, which is scandalously behind other countries in this area, but also create a sustainable income for these people.

A sign of progress is the fact that catadores are now being offered loans, an idea which would have been unthinkable only a few years ago.

It should be stated immediately that catadores are not idealists or urban greens interested in protecting the environment. Some are vagrants who spend the proceeds on drink and can be seen sprawled out under their carts sleeping off the effects.

Others are the breadwinners for their families who spend 10 or 12 hours a day pulling a cart through dense traffic, dragging it uphill and being dragged downhill by it, often in dangerous situations, sorting through other people's trash by hand in search of empty cans or plastic bottles. People do not undertake gruelling work like this to save the planet.

It would be impossible to offer loans to such people since they have no collateral and are unreliable. However, in recent years cooperatives and associations of catadores have been formed and made great breakthroughs.

There is a national movement which models itself on the landless peasant movement, the MST, and has a strong political agenda. The National Movement of Catadores (MDC) has a flag which resembles the MST, a site showing pictures of leftist heroes like Che Guevara and a Declaration of Principles full of references to "class solidarity" and "direct action". 

This movement has held regular meetings with Lula and members of his government and was one of the organizers of the Christmas visit. Despite its militant language, the MDC has cooperated with private companies and NGOs. 

There are an estimated 84 cooperatives in São Paulo state and they handle around 700 tons of scrap a month. A big paper manufacturer, a private bank and two NGOs have set up a fund with seed money of 360,000 Brazilian reais (about US$ 170,000) to provide resources for five cooperatives in the Greater São Paulo region. The money will be used to buy equipment, such as metal presses, weighing machines and shredders, and as working capital.

One of the cooperatives, Cooper Viva Bem in the Vila Leopoldina district of the city, is using its share of the fund - 39,000 reais (US$ 22,133) - to buy two presses to compact the 120 tons of refuse it receives every month. These presses are essential in boosting the catadores' income because they receive a higher price if they can deliver the recyclable metal in a compact form rather handing over than millions of individual cans.

As part of its social responsibility operations, one of Brazil's largest brewers has donated presses to cooperatives in Rio de Janeiro. Lula was shown a model of an electrically-powered cart, complete with brakes and lights. He was told that although the cost, 3,800 reais (US$ 2,156), was prohibitive for individuals it could be reduced to 2,000 reais (US$ 1,1350 by gains of scale.

The chairman of the Cooper Viva Bem cooperative, Tereza Montenegro, said it had 63 members who had an average monthly income of 620 reais (US$ 352). This might not seem a lot but it is well above the minimum wage of 380 reais (US$ 216).

I spoke to two catadores (both women incidentally) and they told me they also gained much more than the minimum wage. One sold her cans for 2.30 reais (US$ 1.30) a kilo (around 60 cans) and the other for 2.50 reais (US$ 1.42).

Paper collectors only receive around seven centavos (four cents) per kilo and need a cart to store their bulky produce. The chairman of the association said many of the members were prisoners who were at conditional liberty while others were vagrants who had no chance of finding employment elsewhere.

It should be pointed out that these resources are not donations but bona-fide loans and need to be repaid over 24 months. The cooperatives are not being charged commercial interest rates but the money has to be paid back with restatement i.e. plus the rate of inflation for the loan period.

The repaid loans will, in turn, be recycled and loaned out to other cooperatives. The public sector has also helped through lines of credit from the state development bank, the BNDES, and the Banco do Brasil Foundation.  Government programs have also been created to train the catadores and create leaders.

As always, Lula could not resist using the occasion to make a speech and show the catadores that, although he wears the presidential sash, deep down he is one of them. Not only did he say that he used to collect scrap metal when he was a boy and sell it to buy cinema tickets but he had a predicable go at those he does not like. 

"There are people who think they are better than you but they are the ones who throw litter in the street and don't recycle properly. If there were no litter louts like them around, there would be no need for catadores," he said.

Nice words but I also cannot resist making a cheap jibe and saying they could have been directed at many of the catadores themselves who, although they dispose of other people's rubbish, are pretty good at creating their own.

Free Fruits on Public Areas to Curb Spreading Obesity

Fruits are low in calories and highly nutritional already grown on public places at increasing ratios to face obesity trends. Tree climbing also can be a body exercise for kids harvesting fruits.

Fruits have around four times more water content than cookies and easily satisfy hunger taking less energy. Refrigerators full of fruits easily beat junkies.

In Brazil we are increasing fruit trees in the public areas changing the country to a large tropical orchard. Then, sidewalks, squares, parks, roadsides will be plenty of free fruits bearing appropriate food to fight spreading obesity. Free fruits are protected from the power of the economic system pursuing profitability.

Other countries are invited to join us on a fight against global obesity toward a Public Fructification. Brazil intends to become a developed country without common problems of a superpower.

We intend the rural area to conquer public areas making it full of fruits.

Brazil intends to become a developed country without common problems of a superpower.



Being a "developed" country doesn't mean one is a "superpower" Elson. And Brazil and Brazilians cant only strive to have the reality of the citizens in today's only superpower. "Let them have fruit trees!" in the town squares, "but don't give them money!! Whatever you do!! We need cheap(slave) labor!!"

And I guess these people are going to pay taxes on their income! The country is already a garbage can, with trash everywhere and so are the beaches s**ted up, parks overun with drug dealers.. The smart Brailians live in Miami, the rich live in Paris and the wealthy live in Bahia with lots of slave servants to deal with the trash, both from the household and the human kind as well!
Why don't they collect the dog s**t from the streets and beaches and sell it as fertillzer for the fruit tree growers?

Bit of an ironically Brazilian statement there, John! Fifty years after Carolina Maria de Jesus, people don't care for the catadoresout of social responsibility but because of rising status!

Curious too that you didn't comment on the psychological state or skin pigmentation of many of the catadores.

Los Angeles, my home town. They used to call them winos. They pretty much stayed around the downtown area where the rescue missions provided free meals. Pershing Square, what´s now called Koreatown, the library.

Then in the sixties the move came to drugs, LSD. And the numbers increased, and they spread to other areas. So now you have "homeless" in Long Beach, the Valley, Orange County.

There may be, out there, a few Homeless that are not either druggies or drunks, but I´ve never seen one.

But like the "homeless Kids" of Brazil´s cities, the vast majority of whom are not really without a home but prefer to live on the streets, most L.A. Homeless don´t want to be provided a place to live and a structured life. Put them into a home with no drugs or booze and only the simplest of rules and structure and they´ll be back on the streets before you know it, peeing on the trees, pooping in the alleys, pushing shopping carts they stole from Von´s, panhandling, puking, prevaricating, pimping, prostituting, and finally, packing it in.

O link acima explica melhor o problema de homeless em Los Angeles. O texto de certa forma mostra que o problema de mendicacia nos EUA tem origem da mesma fora que existe em outros paises.

O problema de homeless em Los Angeles nao se resume somente em sua totalidade por drogados.vagando pela rua

.Isso e um insulto a todas as familias que estao passado dificuldades no condado de Los Angeles.

Mesmo que fosse somente drogados nao deixa de ser um problema social do pais.

Outro erro na analise do problema e que todos pensam que a pessoa sempre foi drogada.

As vezes o uso de drogas e prostituicao e resultado da pobreza e vida de mendigos nas ruas. Um ciclo nocivo e destrutivo.

A razao que escrevo em portugues e para esclarecer a realidade da vida dos pobres no Eua para as pessoas que estaao no Brasil. O americano ja sabe mas por razoes pessoais ou de cultura prefere tampar o sol com a peneira e dirigir esse tipo de problemas como um problema em outros paises.Se voce ver o video vera que em alguns depoimentos muitas pessoas tem emprego. O problema e que o custo de vida e tao alto que o pobre que trabalha nao tem dinheiro para poder alugar um apartamento.

Eu recomendo ao senhor que escreveu o texto acima fazer uma visita a Los Angeles Mission e perguntar para quem trabalha la se o numero de pessoas que ficam para fora e familias nao tem aumentado tremedamente nos ultimos anos.

Outro detalhe importante.. Se a pessoa diz que mora em Los Angeles nao quer dizer muito. Existe muitas regioes dentro do condado de Los Angeles . Tem gente que mora em regioes melhores e em sua vida toda nunca visitaram a areas pobres da cidade.

Permite me deixar muito claro que eu não dou a minima pra os problemas dos mendigos no condado de Los Angeles. Pq? Não moro lá e ném sou contribuintes nos EUA. Ao contrário, moro no brasil e sou um contribuinte honesto.

A minha pergunta: Quais são os planos dos prefeitos das grandes cidades brasileiras como Rio,SP,Salvador, Recife, etc; pra melhorar as vidas dos favelados? Para me, não faz sentido nenum pra dizer que o condado de L.A esta cheio dos "Homeless" e nós tbm vamos ficar tampando os nossos problemas com a pineira. Meramente justificando a nossa incompetência . Se aquele prefeito do Los Angeles é um incompetente, será que os nossos governantes também tem que seguir exemplo dele?

Quasi sempre que tem notícia sobre favelas, mendigos, ou miseria no Brasil, certas pessoas pulam logo para problemas sociais nos EEUU. "É Pior Nos EUA".

Duvído que tem ninguem aqui que conhece o condado de Los Angeles como eu. De São Paulo, só de passagem, do Rio tambem. Mas eu pago impostos em Los Angeles, nasci em Long Beach, me criei em Cypress, estudei em Anaheim e Paramount, e na SF Valley. Estive em Los Angeles e Santa Barbara no mes de Novembro, o pessoal na Hertz LAX me conhecem todos. Conheco Boyle Heights, South Central, sim, Compton, ora bolas.

Não acredite em videos ou artigos nos journais ou revistas feitas por pessoas que vão de propósito para achar aquilo que já determinaram, apoia a sua posição política. Estrangeiros fazem a mesma coisa no Rio, em Salvador, em Fortaleza.

Uma vez uns caras americanos chegaram querendo um voo para constatar devastação florestal. Tinha um belo exemplo, para fotografar, duas horas daqui! 500 KM!

Baseado na sua propria teoria o senhor acabou dando um tiro no proprio pe. Nao faz sentido questionar problemas socias brasileiros em revistas estrangeiras de pequena circulacao.. Como o senhor mesmo disse, o senhor mora no Brasil.

Pelo jeito que entendi, o rapaz mora no brasil. Se ele paga os impostos em Los Angeles e nenhuns no brasil, é um caso sério e ele deve ser investigado pela RF. Ele mesmo confessou que é natural do condado de Los Angeles e provavélmente tem muitos amigos na prefeitura daquela cidade.Com influência dele, ele pode resolver os problemas dos "Homeless".

Óbviamente a minha nacionalidade é Americana, uma vez que nasci e me criei nos EUA. Chegei aqui pela primeira vez quando tinha 26 anos de idade.

Tanto pelo pai como tambem pela mãe, o meu povo chegou nos EUA antes de 1750, e que eu saiba, todos na minha linhagem era ou Ingleses ou Escocêses. Não tenho passaporte Brasileiro.
