Brazilian capital Brasília Even more than an occasion to evaluate the year that has passed, the New Year is the moment to dream about the year to come. In the global world, we must remember that we are a part of humanity and make our wishes for all human beings and for the Planet Earth. In 2009, our wish is for all human beings to have peace, ecological balance, recovery from the economic crisis, and reduction of social inequality.

May the wars - over land, over religious values, over the simple ambitions of leaders, over shocks of civilization - give way to mutual respect. In the United States of America, the principal power of the present time, may the new president affirm that he is not only the first African American president, but also the first with 21st century values and objectives.

May the human beings, especially their leaders, find ways of reversing the rapacious civilization destroying life on the Planet. May the present financial crisis be overcome, not only with more money, but also with more logic, changing the course of the failed civilizatory project. And may the nations of the world define a plan with ethics - both ecological and social. May they formulate a plan that, besides protecting the environment, will serve to reduce social inequality.

Besides forming part of the Global World, however, we are a special part of that world called Brazil and we must, therefore, make special wishes.

In 2009, may we do our homework as part of humanity. May we defend our sovereignty, but may we also reverse the shameful destructive tendency towards our Amazon.

May we vigorously pursue our struggle to end our humiliating status as the champions of social inequality, the paradise of endemic diseases, the territory with the most serious inequality in access to education, the seventh largest contingent of illiteracy and a country with an education system leaving us totally unprepared to face the century-of-knowledge.

In 2009, may we exit the financial and economic crisis. May we do this not by merely throwing more money at the banks to finance the automobile industry, but also by reorienting our developmental model towards a more socially and ecologically balanced standard.

Instead of our usual approach - filling the same potholes that always return - let us instead use the "compass" - changing the direction of our social and economic project. Let us understand that small stopgap measures are not enough, that we need a revolution and that the best road is guaranteeing a school with maximum quality for each child.

Finally, let us remember that, above all, are we form part of the same city. That our family is called "the Federal District" and that it will turn 50 years old in 2010. No other city has accomplished so much in so little time. But as a city, it is the national champion of inequality.

Let us remember that we are arriving at this date as a city that is not merely large but also swelling. Therefore, let us formulate for 2009 the dreams of what is needed to commemorate the Federal District's first half century feeling pride for what we have done instead of shame over what we have not yet accomplished.

In 2009, may the Federal District be capable of setting its mistreated territory in order, respecting all the springs of water that will nourish our future generations. In the next year may we show the true commitment made by leaders of different parties and, in the year of our golden anniversary, make the Federal District a territory free of illiteracy.

May our healthcare system exit the pages of reports of denunciations and enter the pages of reports of successes and examples for the rest of Brazil, an example we once were.

May education implant the true full-day school schedule, respecting the commitments made with the teachers, fulfilling the law that will guarantee children space in the schools beginning at age four, in kindergartens with full quality.

May we overcome the difficulties of transportation that is each day more chaotic, thus recovering one of our former sources of pride, a city without traffic jams.

May employment grow and our young people find reasons to live here, instead of their recent tendency to do the reverse of what their parents did: to seek employment in other parts of Brazil.

May the violence be under control, putting an end to the daily tragedies shown us by the television news shows, the massacres, the drug trafficking that we used to consider "illnesses" of other places.

Above all, may 2009 be a time of meetings, with debates and disagreements, but without the divisions of the past, as we seek ways to take good care of Our Piece of the World and thus contribute towards the construction of a New World.

I see you are very productive, you've published so far many articles on brazzil.com.

My question is, why don't you address the comments (each of your articles has a "Comments" section) afterwards?

What's the use of your articles if you don't address the criticisms/remarks? You may have noticed that most comments are very critical of your opinions and standpoints and in my humble opinion they are so due to very valid reasons. We are not interested in your preaching only, because methings it contains many holes and shortcomings.

Stop filling the potholes.

Brazilian auto makers are down in sales. We don´t need anything that makes cars last longer.

Brazilian communities could not survive without speed bumps, many drivers would speed through the business sections at 100 KPH without speed bumps, potholes serve the same function.

Not enough cars are going to the junkyard in proportion to the new ones being sold. Potholes can help.

When potholes fill with water, cars get dirty. Some people make their living washing cars. Potholes assist the tire industry.

In some interior Amazon towns, the main industry is truck spring shops. These shops exist because of potholes and bad roads. Wheels break, tires split, springs fracture, axles break off. It takes a big lathe to be able to chuck in a truck rear axle, clean it up, weld in a new end and then machine it. Brazian workers build those lathes, those welders, everything that goes into it. If all the potholes were filled they would be out of a job.

It is a good question, but worth waiting for his answer. CB is not a bad bloke, but he is somewhat lost in the yonder. Doesn't know if he belongs to the left or right or center.

All the "elected officials" have their e-mail addresses well published, including Sen.Buarque. Only a very few bother to reply to your e-mail. The ones who reply use their sidekicks to give standard replies.

One (not)well known exception is a federal deputy from our state. Before she was elected to that position, she occupied a very high post in our city.We had some problems with the property taxes that were paid,but was not acknowledged by the city (Receiving harassing intimations). We had enough of the s**t and my wife sent in a long e-mail to the lady. I did not believe that we would receive a reply. To my surprise, within a couple of hours, we got a reply with copies to her subordinates with a footnote:"It is a legitimate complaint and solve it".

When we went to the "Subordinates", the first question we were asked:" Why did you have to complain to the big boss , when we could have solved it easily for you?". My wife answered: "Because you did not bother to answer our phone call and your secretary gave a standard reply ' Ele esta muito ocupado (He is very busy)'.

The problem with us is that we do not direct our legitimate complaints to the right people. Who knows, if you all send e-mail messages (even in English)to Sen.Buarque to his e-mail address, he might enjoy interacting with you (including Ch.C). His website in Portuguese is good though.

Until Brazil is equipped with an efficient police force that can deal with the remaining 97% of homicide cases that are never solved each year, and until judges stop letting people who torture and "tire-burn" journalists off after serving only 5 years of a 23 year sentence, the criminally deranged will continue their reign of terror and bloodbath while laughing.

Certainly the traffic makes for a greater discomfort to most middle class Brazilians than the 47,000 killed on the roads each year. Why else would our esteemed Senator focus on being an hour late for a meeting given the congestion, and not mention the vehicular carnage nor it's costs to Brazil's health care and emergency response departments? Maybe he's like some of my right wing inlaws who think that 47,000 killed on the roads, and the thousands of lives claimed by gun violence makes for some sort of self-culling program to remove the undesirables from such a prestigious nation?

You can hope your child will qualify for Harvard, or MIT or Oxford or the Sorbonne, but more likely it is a CEE student and will go to San Fernando Valley College and become a car mechanic or a soap salesman or an office perfunctory, if they are lucky. That is why they call it average. Brazil has a birthrite of potential genius, but if you leave the batteries in a drawer in the kitchen without putting them to work, of what use are they? Dead batteries and electrical technologies that have gone dead. The mind interestingly enough is an electrical device. It comes with a manual, but in a society where 50% are functionally illiterate, and 90% are technically illiterate, most people will get little use of their minds and will work hard and not smart; living lives of not so quiet desperation!

Despite Brazil has only 5 % of paved roads, those have millions of potholes.
Meaning Brazil cant even afford to...FILL THEIR POTHOLES, ON SUCH a small percentage of paved roads !

Much worse than most African countries, if you did not know.
And Robbing Hook is so proud of his achievements, at the country helm during the biggest World Economic Boom of the last 30-40 years !

I was not necessarily pinpointing him in particular, just
someone who made crazy predictions.
It is well known that to be published and mediatized the most,to make a living out of it, some of the "experts" do this type of predictions.

Once in a while...it works !

Assume I or you would be someone "titled" in finances, we could
then predict that, let say, the Brl would go to 0,23 per US$ within 3 years. And to 0,34 per Euro.
Meaning a 900 % Brl appreciation against both the US$ and the Euro.

But who would publish our work if we predict a 30 % swings only ?
We would be ...BORING. Therefore not interesting to the medias.

But those making "excessive" predictions, once in a while end up right for a while. And then they get all the medias attention.....of course and whatever they publish will be sold at a much higher price.

Hummus "1.2 trillion deficit for the next decade" ???
Sorry this deficit should be for 2009 ONLY, not for the next decade !

On my plan the Chinese would be investing in Brazil with the Brazilian government and the money would be used to build infrastructure in Brazil as per my economic development plan, but you are too stupid to grasp that, and you prefer that the Chinese keep sending their investment money to the US to be burned in no time in scandalous government bailouts, in lost wars, and in great investments such as AIG, Fannie and Freddie, GM, Ford and Chrysler, or distribute 100's of billions of US dollars to the largest banks in the US for them to be able to pay very large bonuses for their executives for a job very badly done.

Can you think or do you really understand economics? I think that you cannot in both ways as you cannot fail your PhD in economics.

Let me summarize your so great a deal economic plan. When the oil price was $140 a barrel, you suggest the Brazilian government to nationalize PBR. But you also suggest the Brazilian government to borrow from the Chinese. If Brazil has the money to nationalize PBR, then they do not need to borrow from the Chinese! Now the oil price is $38 a barrel. The whole off shore oil field is completely worthless because it cost about at least $30 to pump a barrel out of the sea. It may cost more. If the Brazilian government listened to you, they lost a lot!

Look at the yield of the Brazilian government bond. It is in near 12%. What does it means? It means the credit risk is quite high! Will the Chinese give the Brazilian money to build up the infrastructure?

Chinese is now not willing to buy US treasury. I do not think that they are interesting to lend money to Brazil. Get out of your hole and face the real world! Now Chinese is more interesting in building up their own infrastructure with the money they hardly earned. China will become a strong China in the 21st century with advanced infrastructure.

With the oil price staying at $30-$40, I cannot see much future in Brazil at least in the near term.

DO NOT EVEN DREAM TO STEAL CHINESE MONEY!

Hi Ricardo,

While reading the exchange of comments between Tom Lloyds and you one sentence caught my attention and I have to agree with that:

As far as I could remember, among the BRIC countries, both India and China worked hard to earn money through exports. However, China was ahead of India in attracting foreign companies to set up manufacturing plants in that country providing jobs for their people.You may be aware that many Brazilian companies are also there. Now that their major trading partners are undergoing recession and consequently their exports are down, it is time for them to invest their currency reserves to build their infrastructures to keep their economies growing and minimize the job losses in their countries.

On the contrary, we blew a great opportunity during the past 10 years to reform our outdated labor laws, Tax codes, etc; to attract foreign investment to build our infrastructure. Now the prices of oil and other commodities are down and along with them our exports. This is going to reflect in further job losses with unpleasant consequences on our economy as well as the society in general.The estimate of our growth varies from 1.5% to 2.5% for 2009. I think that it is going to be difficult to accomplish this goal without some sort of fiscal discipline, which the government can not exercise as we are close to the 2010 elections.

I sincerely hope that our elected officials come down to earth and see the reality on the ground instead of indulging in misadventures like bringing the Olympic games to Rio in 2016. There are plenty of other good things to do here and we do have capable technocrats to execute the projects. But suggestions from well meaning people like us will continue to fall on deaf ears.

You think I sound pessimistic? No, I am just realistic.

João da Silva, you are absolutely right! With the price of commodity falling to earth, Brazilian economy is facing a serious trouble. Please look back to what Ricardo Amaral suggested in the past. He suggested to nationalize PBR. It means that Brazil has no respect to foreign capital, How can a country with no respect to foreign capital attract foreign investment? No wonder, everyone voted their feet away from Brazil including Brazilian companies.

Ricardo Amaral still claims that Chinese has lost a lot of money in the US investment. Look at the market today. The US treasury have risen 14% last year with a stronger US dollar. It was what the Chinese government has invested in the past. If Chinese dumps their US treasury today, they can earn. However, one can argue that they can collapse the US treasury market.

I just really wonder the future of Brazil. Today, a lot of Chinese students go back to China to work for their country after they got their degrees from US. It happened that in the past ten years, a lot of
Taiwanese students went back to Taiwan after graduating from US. What is the usage for someone who claims carrying the blood of the father of Brazil diluted through many generations but chooses to work for US?

What makes me really upset is that in facing this tough economic conditions, this person still tells the Brazilian community to borrow huge amount of money from China paying 12% interest rate a year. It will collapse the Brazilian economics in the future.

Tom, I know you are highly critical of Ricardo for several reasons some with legitimate reasons and others without. But the fact remains that his Macro-Vision for Brazilian economic development is very sound. His suggestions for "Sources for financing" for his "Macro Plan" are indeed questionable and to be debated further. The problem with Ricardo is that he has been away from home for such a long time that he has lost the notion about the Ground Reality. That does not mean we have to be harsh on him, just like the Taiwanese Public at Large do not have to be hard on the returning citizens.Probably your Brazilian whom you befriended while studying in U.S and returned to Brazil also is facing problems in convincing the "politicos" to do the right thing. Your friend who came back to serve his "Motherland" got disappointed. Ricardo´s case may be very similar, except that he opted to stay in U.S and continue to contribute to the welfare of Brazil.Ok, I agree that his views can at times be radical (especially towards U.S). That doesn't mean he dislikes U.S and Brazil. I also observed that he doesn't trust the current "Ruling" party" which is perfectly understandable.

So lets give a break to Ricardo and come out with some concrete suggestions as how to correct his "Master Plan". BTW, Brazil has plenty of money and it is not optimally spent. Your Brazilian buddy would agree with me.

After I point out how Ricardo is wrong to ask Brazilian government to borrow money from China, the yield of Brazilian government's 5 year bond decreases by 0.154% today. Wow!

He did not meant China should LEND money. But China should put up venture capital to develop many things in Brazil....and then fall in the trap of his second sound vision....getting nationalized !

Originally, his first sound vision started with why China should invest US$ 200 billion in Brazil.

A few months later, His second laïus and own writings were that it was "obvious" that Petrobras should have not been sold to the Public in 1997 (I believe).
By Public with his Brazilian filthy mind he meant...FOREIGNERS....not Brazilians....naturally !
Thus at near the peak of the oil price, and the new oil discoveries with his "fair mind" that "obvious" error should be corrected by a new re-nationalization.
Again naturally with his fair Brazilian mind, he did not put a fair estimate to be paid to the shareholders.
I suppose as fair as Chavez the clown & crook !

Thus with his natural filthy mind, sure people should invest truckloads of money...and then losing them, because one way or the other a real Brazilian will do his best to steal it from you.

Just ask a few readers here how true this is. It did not happen to us because we are well protected and could be as filthy as them...if they want.

Ricardo should use his family political connection to urge their Brazilian president, Lulu to visit China asking for 200 billion dollar investment. Lulu can tell the Chinese that our (grand son)^N (where N--->infinity)of the father of Brazil suggests Chinese to invest 200 billion dollars in Brazil such that Brazil will have a middle class to buy Chinese goods.Lulu will learn how the Chinese slams the door on his face.

Ricardo has no sense of reality and cannot even understand any economics.

I would comment Ricardo's so-called economic plan is a piece of junk.

1. Building a high speed train cannot help Brazil. In Brazil $6000 annual income is already a middle class. How many can afford to ride a high speed train? Even if the train has enough customers, he fails to mention which cities should be connected and how it can help the economy.

2. Why build nuclear reactor? With so much water resources, is hydro-electric plant more realistic and cheaper?

3. Build high speed internet. If telecommunication companies have enough customers, they will build it. Why bother the government?


I do not know how much damage this guy has done to the Brazilian economy when he posts everywhere on the internet that Brazil should nationalize PBR. Any foreign investor will think twice before putting down their money. If he is not connected with Brazil for a long time, and cannot understand the real situation, it is better NOT to write. He sounds like an expert and coming from a powerful Brazilian political family. It will only scare foreign investors. In my view, if he goes back to Brazil and works as a janitor, he may contribute some GDP to Brazil. Now he only damages Brazilian economy.

The best Marco-Visions are to

1. create a friendly and stable investment environment to attract foreign investment,
2. create a clean and efficient government,
3. improve education standard,
4. develop citizen's skills,
5. develop science and technology.

Now this person says Brazil should borrow $200 billion from China to implement his grand vision. It increases Brazil's foreign debt by a huge amount. The interest rate is 12% annually. The impact on Brazil is serious.

If this person continue to post his nonsense, I will continue to comment.

I wonder, if this Ricardo Amaral character is so "well-connected", and "is from an old Brazilian family", then:

1) why doesn't he live in Brazil, and

2) why doesn't he realize that it is highly suspicious to post high-flying, high-falutin' "PLANS" on God-knows-which internet forum? Why doesn't he contact Lula/Planalto directly?

I guess he isn't so "connected" after all then.

Even former president sarney who he mentioned in another thread that he spoke with didn't care for his plan, ricardo was just so proud that he spoke to sarney one to one. I really wish to tell you why Chinese buys US treasury. It is to keep their currency peg with USD! It is to sell Yuan and buy USD. You have a good living with cheap import from the China because Chinese buys US treasury. Do you enjoy your good life in US with low inflation? Chinese has provided you a good life! What are you complaining about? American has always been complaining Chinese is keeping their currency low but they did not tell the world that it was because Chinese was buying US treasury and was lending American to spend. It was a strategy that Chinese used to develop their economy with their major trading partner, USA.

Now Chinese has the option to sell US treasury with good price. Fed has made it clear that Fed will be the buyer if no one wishes to buy! US treasury has risen 14% last year. Chinese has not lost money as you claim.

Now, Chinese is busy to build their country. With huge population in China, they are using their money to build their own infrastructure and to improve her people’s living. Just to improve the living of her citizens living in the remote west and to build up a middle class there is most important. With their rising middle class, selling rice to the west from the east and selling deer meat from the west to the east has already been enough fun for the Chinese. Chinese does not need to build up a middle class in Brazil to buy Chinese goods.

I really wish to comment your attitude. It is very bothersome to me at least. When people invest their own hard earning money in PBR, people wish to earn money. When the light comes out, people can start to get some money, you tell the world that Brazilian government should renationalize PBR! Now, it is a good time. Oil is trading around $30-$40. PBR cannot earn money from the new off shore oil field. PBR is asking the world to invest the new oil field. If you were the investor, would you think twice to put down the money, which cannot share the profit by nationalization? You have posted in Financial Times, Business Week, Yahoo message boards…. and so many other places to advocate the renationalization of PBR. Now it may be difficult to raise money to develop the infrastructure for the new oil field when we face today’s tough market conditions! So you turn your selfish head to the Chinese telling the Chinese that it is smart to invest $200 billion in Brazil. What kind of person are you? I remember that you have said that you do not even like any foreigner to control Brazilian infrastructure. You have seriously damaged the Brazilian credibility. Chinese is so successful today because they never never say to nationalize any investor’s money even though their government is communist. They have attracted so many investment money on building their infrastructure.

Forget to attract Chinese tourists coming to Brazil to gamble in your new casinos. China has its own sin city, Macau. I have heard that the casinos in Macau have difficulty to attract enough customers. Chinese is good saver.

It would be nice to your fellow Brazilian if you stop promoting your stupid plan. By the way, in the recent US election, for which president candidate has you voted?
