Why pre-school only? What about the years after pre-school? There are some fabulous school in Brazil, however they are as rare as pink diamonds - the Sao Bento school in Rio is one such school. Take this school as a role model, research its structure, and reimplement the structure in other schools. And tell Lula to invest more money in education, yes, instead of in this big white elephant (pre-salt) - the world is moving towards renewable energy generation anyway and I agree with Buarque that, if not soon but sometime in the future, pre-salt and fossil oils in general will be as obsolete as blubber oil is today.
