Deodoro da Fonseca, Brazil's first president Following its independence from Portugal in 1822 the political entity called the "Empire of Brazil" emerged as a constitutional monarchy led by the Franco-Portuguese lineage of Orleans e Bragança. According to some historians, the premature termination of this promising South American monarchy and the subsequent foundation of the Republic in 1889 came about primarily as a reactionary development following the abolishment of the slavery in 1888.

Because the subsequent loss of slave labor invariably cast the final blow to the political (and economical) interests of the existing oligarchy - the power base of the regime - some of their key members shifted patronage towards the emerging republican movement, which had arisen from within undisciplined factions of the armed forces.

Taking into account the subsequent destabilizing chain of events, particularly the increasing schism between the monarchist and republican factions within the Brazilian Army, on November 15, 1889 the Monarchy was overthrown during a military coup d'état successfully led by Marshal Deodoro da Fonseca, the nation's first president.

This significant political development not only replaced the country's system of government but also inescapably altered the very fabric of its political-culture... Because these dramatic events triggered a relatively long period of "order and progress" (the national logo stamped upon the newly created flag), the concept of a "military coup d'état" became historically and correctly identified with peace, stability and security.

Following this period (called the "New Republic"), the Brazilian nation twice fell into disarray because of international "philosophical contagion" resulting either from dangerous destabilizing trends spilling from its closest neighbors (Argentina's Peronist movement) or from concealed endeavors by a global super power to perpetrate direct political intervention (the USSR's geo-political aspirations during the 1960's).

Unquestionably, both incidents (actual and/or potential) represented a significant peril to peace and liberty; yet, each threat was duly addressed and controlled, directly or indirectly, by brave Brazilian patriots - in uniform - who did not refrain from taking whatever steps deemed necessary to readily perform their solemn duty, and rescue the Nation from dangerous foreign interference.

Because the current Brazilian government is led by an increasingly dubious administration with socialist inclinations, the national order and integrity appears to be once again endangered; for its primary elected representative (the leader of a questionable political party) has been gradually falling under the influence of Neo-Marxist, Bolivarian alien elements, thereby potentially exposing the Nation to the perilous northerly wind blowing from Caracas.

Consequently, I fear that the time may have arisen for the Brazilian valiant saviors to contemplate yet another rescue, and carry out whatever may be necessary, at any cost, to save the Brazilian nation one more time!

General Osório, a Brazilian Hero

The Brazilian nation proudly celebrated in 2008, with great affection, the birth of one of its most memorable sons - the esteemed Marquis of Herval (born in May 10, 1808, at his mother's ranch in the state of Rio Grande do Sul), who would grow to mark its place in the nation's History as General Osório.

All Brazilian patriots, who conscientiously qualm about the future of their country in times of "great peril", would undoubtedly honor the historical significance of valiant individuals whose lives and examples had profound influence upon the formation of their very character.

Consequently, I feel compelled to wholeheartedly join my compatriots by warmly remembering this greatest of all heroes, who represents a model of courage and valor whose life-time devotion is responsible not only for the strengthening of its institutions, but for contributing for the creation of the national identity!

After spending his entire youth in dedication for the service of his country, the Marquis' greatest contributions transpired at an advanced age, when courage and valor became legendary among Brazilian and allied soldiers during the War of the Triple Alliance, a.k.a. Paraguayan War (whereby Argentina, Brazil, and Uruguay. Defeated Paraguay - 1864-1870).

The example of this great Brazilian enhances the absence of wisdom and patriotism noteworthy in the deplorable state of the current Brazilian political arena, where corruption, deception and weakness abounds vis-à-vis the dangerous ideological menace posed by Venezuela and Cuba, whose increasing influence in Brasília not only alarms the nation but jeopardizes the national honor, peace and integrity...

Yet, echoing the views of General Gilberto Barbosa de Figueiredo,

I trust that Brazil is much bigger than the feeble entity represented by "these people without patriotism, honor, and character" that currently infest Brazilian politics today. Similar to this illustrious general, I firmly believe in the capacity of people to react against great adversity, as already demonstrated in diverse episodes of our history.

Although we believe that the rule of law, along with the existing democratic mechanisms should enable Brazilians to revert this perverse situation, because Brazil deserves our collective faith in its future, it also demands close monitoring!

The Brazilian Dynasty

One crrection: When Brazil declared independence from Portugal, the first Emperor was of the Portuguese Royal House of Bragança. His son Dom Pedro II was therefore also of the House of Bragança.

The Brazilian Dynasty only became known as Orléans-Braganca, after the Regent and Princess Imperial Isabel (1846-1921) married Prince Louis Philippe Marie Ferdinand Gaston d'Orléans, Comte d'Eu (1842-1922), a grandson of Louis-Philippe, King of the French.

Thankful to his Lordship "the Royalist", I must clarify with further details the process by which the Lineage of Orléans e Bragança emerged to become the Imperial Brazilian family:

Pedro de Alcântara João Carlos Leopoldo Salvador Bibiano Francisco Xavier de Paula Leocádio Miguel Gabriel Rafael Gonzaga – who emerged to become one the greatest Brazilians as Emperor Pedro II, was born on December 2, 1825. Similar to his father – Pedro I – was indeed a member of the House of Bragança (as well as an illegitimate branch of the Capetian dynasty (the largest and oldest European royal house, consisting of the descendants of Hugh Capet of France in the male line). His Imperial Majesty was, therefore, grandson of the King of Portugal - João VI - and nephew of subsequent Portuguese Monarch - Miguel I. His mother was the Archduchess Maria Leopoldina (Erzherzogin Maria Leopoldine von Österreich)- the first Empress consort of Brazil, daughter of Francis II, last Holy Roman Emperor. Through his mother he was a nephew of Napoleon Bonaparte and first cousin of Emperors Napoleon II of France, as well Franz Joseph I of Austria and Maximilian I of Mexico.

Because his father, following the first Empress’ death in 1826, married the Duchess of Leuchtenberg (Amélie Auguste Eugénie de Leuchtenberg), the Orleans branch had not yet been introduced to the Brazilian Imperial Dynasty as early as I had incorrectly anticipated.


Pedro II was married on September 17, 1842, to his cousin Princess Teresa of the Two Sicilies (1822–1889), the youngest daughter of King Francis I of the Two Sicilies (1777–1830) and Maria Isabella of Spain, which generated four children:
•Afonso de Bourbon e Bragança (1845–1847), Prince Imperial of Brazil.
•Isabel de Bourbon e Bragança (1846–1921), who married Louis Philippe Marie Ferdinand Gaston, comte d'Eu, son of Louis of Orleans, Duke of Nemours.
•Leopoldina de Bourbon e Bragança (1847–1871), who married Prince Ludwig August of Kohary of Saxe-Coburg-Gotha; and
•Pedro de Bourbon e Bragança (1848–1850), Prince Imperial of Brazil.

Although the monarch was abolished in 1889, Pedro II was succeeded by Isabel I, also called Isabel the Redemptress and de jure Empress Isabel I of Brazil (Portuguese: Isabel Cristina Leopoldina Augusta Micaela Gabriela Rafaela Gonzaga de Bragança), as she was the heir to the Brazilian throne, bearing the title of Princess Imperial during the last decades of Empire.
Following the proclamation of the republic, her chance at a permanent succession upon the end of her brother’s reign was terminated. The royal family was sent into exile, however, after the end of the monarchy, she became the Head of the Brazilian Imperial House and de jure Empress of Brazil.
Consequently, the first member of the Imperial family to bear this name was indeed His Imperial and Royal Highness, Prince Pedro Henrique de Orléans e Bragança (Dom Pedro Henrique Alfonso Filipe Maria Gastão Miguel Gabriel Rafael Gonzaga de Orléans e Bragança) - was the great-grandson of the last emperor of Brazil, Pedro II of Brazil and grandson of Isabel, Princess Imperial of Brazil, and he succeeded her as the titular emperor of Brazil in 1921.

....i may not whole heartedly agree with your solution today, and, actualy think it is probably pretty near imposible to happen, although , the events in hondorus might give you some hope...

its just where things are at now. the next thing to tip the balance of south american in the wrong direction would be any military coups or some military intervention from the left or right as an invasion of any country in south america.

for example, chavez would severly tip his hat in the wrong direction if he ever actualy did invade another country in the name of his bolivian revolution...but, it could happen...and, these kind of dynamics make south america a very exiting place to be now.there is tremendous political energetic push and pull going on, tremendous underlying ideological forces pushing back and forth...you never know what is lurking around the corner..

picture this unlikly scenario, brazil could elect a conservative president , oposite the polocies of the president till death do us part of venezuala. while now, brazil is not going to clash with venezuela, under that scenario it could...

Thanks, Mr.Severus. But the credit for this excellent article goes entirely to your good self. Good analytic articles are very rare in most of the magazines these days and yours is really one of them and does appeal to "Middle of the Road" folks like us.

I enjoyed reading the "correction" by the "Royalty" and the thought provoking comments made by another distinguished fellow blogger ASP. ASP has some good points (well balanced) to make as usual.

It would be very interesting to look forward for further comments from our fellow Brasilians as well as Scholars on Brasil regardless of their nationalities.

Despite its elitist inkling, and excessive empathy towards the nation’s Imperial past, readily disclosing the author’s reactionary proclivities, one would neither cast doubts upon the relative accuracy of its historical analysis, nor object to the implied, actually nearly explicit solutions suggested by the author.

After further reflection, despite one’s personal objection to Imperial inclinations, the Tropilcallia’s unquestionable needs for drastic solutions, given its current, partial state of political disarray, the prospect of any direct intervention, even if in the shape of an “neo-aristocratic militaristic” movement, might emerge to represent the proverbial “breath of fresh air”!

for over 40 years in the US the politicans have been eating away at our rights .

not only as people but as a country .

they have sold us down the river of no return , giving the peoples land,jobs, taxes , to feed there lust for money and power .

no one owns land any more you pay taxes on it but givin the government wants they just claim domain over it sell it off to some land devloper and make a higher tax base .

they promote there states by givin them sepical pork barrel projects while ingnoring the crulmbling inturstrutra of the country , but when they do decide to rebuild it the contract goes to some forgin company they own stock in .

this can go on for many a pages people , we are the sheep they have the sheers and have cut off the nuts for our countries . to be sold out for themselves to enjoy .

There is a hue and cry among the members of OAS over the ousting of Zalaya through constitutional means. May be the action by their armed forces was high handed, but certainly it was not a coup. It is possible that Augustus´s article was written and submitted for publication before it happened and therefore he did not make a reference to it. But I am glad that you brought up that issue here in the forum. I wondered why Obama and Clinton classified it as a coup. Your comments clarified the reasons!!!

In spite of my exceedingly conservative and class conscious stance, I must convey, in quite explicite fashion, my wholehearted support for the indispensibility, of nearly free, universal health care for all citizens.

In my oppionion, a comprehensive system designed to provide the overall population with medical & dental care at very low cost represents an intrinsic unadultarated entitlement which every civilized, advanced nation must established!

ALL HUMANITY is by nature is corrupt, selfish and self-delusional...

Unfortunately, mankind is incapable of admiting its degrading, sordid nature, which remains deeply concealed while in co-existing within a societal context, merely due to rules and regulations stipulated by the particular civilization in which they subsist. Nevertheless, Humanity's bestial proclivities are such that even the very laws & decrees it manages to put in place - in order to provide a semblance of cilized behavior conducive to progress, are not sufficient to keep the animal, instinct-driven self-interest genie locked within the bottle... That's precisely when corruption plays so significant role within most societies, particularly those containing more limited resources, less efficient economies, and neo-Feudal characteristics. Consequently, everyone must recognize a common shared trait which impacts everyone; for Human Beings are, by definition, intrinsicly and potentially liars and thieves, nefarious traits driven by the survival instincts; and what varies among the various nations is simply the levels of tolerability one's society may reach, following decades if not centuries of formalized acceptance thereof.

AS a result, theft or corrupted deeds which happened far too long ago are bound to whither away, thereby enabling some citizens of so-called "advanced nations" who are comfortably placed upon their noble high (moral) horses to arbitrarily acknowledge and castigate the corrupted, violent, and criminal ways of other "inferior, evil societs", ignoring the very brutal and inhuman fashion by which their respective “civilized nations” historically emerged and managed to became so wealthy today... Yet, I daresay it simply represents yet another human dreadful defect: HYPOCRISY...

You're lying there, listening to the enemy machine guns, and you know you're not getting out. Your family is 1/2 way around the world, 12,000 miles away, and you'll never see them again.
As the world starts to fade in and out, you know this is the day.
Then, over the machine gun noise, you faintly hear that sound of a helicopter, and you look up to see an un-armed Huey, but it doesn't seem real, because no Medi-Vac markings are on it... Ed Freeman is coming for you.
He's not Medi-Vac, so it's not his job, but he's flying his Huey down into the machine gun fire, after the Medi-Vacs were ordered not to come.
He's coming anyway.. And he drops it in, and sits there in the machine gun fire, as they load 2 or 3 of you on board. Then he flies you up and out through the gunfire, to the Doctors and Nurses. And, he kept coming back.... 13 more times...... And took about 30 of you and your buddies out, who would never have gotten out.

Medal of Honor Recipient, Ed Freeman, died last Wednesday at the age of 80, in Boise , ID ........ May God rest his soul.......

Sorry, ASP, Honduras was not a hard call. I was surprised and disappointed that he and Clinton both joined the chorus with other members of OAS and called it a coup, which it was NOT. IMHO, the least they could have done is to say that the U.S. would not interfere in the international affairs of Honduras. I am not sure if you have been following the news closely, but it was pathetic to see a comical drama staged by Chavez, Cristina, etc; in defending their fellow "Caudilho" Zelaya and I think that they were scared s**tless that this could happen to them if they insisted on changing the constitution. As far as I know, there has been NOT a single word - uttered by CNN - regarding the recent death of Mr. Friedman.

Although I can understand the fact that his hero was not (unfortunately) widely known, it is difficult to reconcile the enormous amount of time spent covering IRRELEVANT issues regarding the death of a questionable (ridiculous) entertainer, whereas ignoring the immense value of GREAT individuals who provided unparalleled contributions to the nation while- sacrificing his own life during the process.

On the other hand, I’m afraid this is not a strictly American issue, but represents rather a terrible (historical) flaw within our Western Societies, whose shallow, materialistic proclivities praise and benefit the Rich/Famous/Fabulous while ignoring the courage, the valor and the significance of regular/average individuals without “fame”

Yeah, I remember that woman and she made a big show out of the War. Not unlike the "artists" we had here and who "resisted" our military government, singing bulls**t songs. One of them, in fact, became a minister!! The others who couldn't sing well became "Con-artists" and ran away to France, Algeria, U.S., Uruguay, etc; to come back to become "Ministers". Some made their political career "resisting" the Military government after it became clear that the Generals were leaving.

Firstly, it must be established that Mr. Zelaya, the deposed President, was elected with the support of a center-right coalition, which does not have the majority in the nation’s Legislative branch (composed of a single chamber).

Curiously, despite the political orientation of the parties which supported his election, (and perhaps due corrupt “financial incentives” from Caracas) Mr. Zelaya has recently become increasingly “friendly” with the neo-Marxist “Chavez Gang” (composed by the nearly criminal leaders of Venezuela, Cuba, Bolivia, and Nicaragua), which understandably alarmed Honduras intellectuals, the opposition parties, the Judiciary branch, as well as the Armed forces.

Then, Mr. Zelaya decided to emulate his new Venezuelan benefactor by suggesting a proposal to amend Honduras “Magna Carta” (their constitution) in order to permit presidential RE-election. However, because this proposed referendum was designed to modify a Magna Carta provision which does NOT allow subsequent amendments, the Judiciary ruled the proposal illegal, a move which was supported by the Armed Forces.

Almost immediately thereafter, the legislative branch approved a motion PROHIBITING referendums to be held 180 days before or after general elections which automatically rendered Mr. Zelaya’s plans impossible.

Nevertheless, the President supporters somehow ignored any opposition to their proposal and somehow produced ballots for the referendum, which were then placed under the protection of the country’s Military, which CORRECTLY refused to comply with repeated presidential demands for the Military to release the ballots.

As a result, the Minister of Defense was fired thereby triggering the leaders of each branch of the Armed forces to renounce their positions, which culminated with the illegal seizure of these ballots by presidential supporters. Consequently, the Military placed hundreds of soldiers in streets of the nation’s main cities thereby further deteriorating the situation.

In essence, it appears that even the very political parties composing the coalition which elected Mr. Zelaya eventually turned against this extremely corrupt individual.

Consequently, given the nature of the “filth” taking place in Honduras under the PREVIOUS president, everyone should PRAISE that country’s HONORABLE military for having prevented this shameful character, another potential Chavez puppet, from proceeding with his illegal schemes .

Most European countries (and certainly the United Kingdom, France, Germany, BENELUX, Austria, Switzerland and specially the four Scandinavian nations provide their citizens with a variety of nearly free services, which I consider the epitome (a measure) of civilized societies.

Based on my earlier writings, I'm sure you know that I do not embrace socialism – far from it. Yet, as a Socially Responsible individual, I feel it necessary to adhere to certain "socialist" measures (issues related to healthcare & “basic” education), which should be implemented in order to provide a “decent” human existence for the citizens (and only citizens) of a given developed country.

Yes, the wealthy sectors of society, those which benefit the most from life, should have the moral/social obligation to finance the welfare of the underprivileged ones. Undoubtedly, there would be many who would abuse the system, as there will always be individuals who take advantage of any set up – it’s the human nature! Yet, we must regard them as exceptions as well as an unavoidable price to pay in order to assist the needy and to make it possible for those who are very vulnerable, at the bottom of the socio-economic strata, to lead a “decent existence”…

As for your last statement, while I do not know the full details and intricacies regarding the complex system, I would have expected for those who are in a position to pay for their own medical / dental care to be in a position to make such choices (and the extent of such flexibility should be measured according to how much one is willing to pay for it).

Since you are an "Exile" (according to the title of this article smilies/cheesy.gif smilies/grin.gif), you are not fully aware of what has been happening for the past 20 years regarding the "Health Care". a) Some years ago, a new tax called CPMF started being charged on all bank transactions. It was 0.25%. The revenue generated was with the sole purpose of creating a health care system based on NHS of U.K and MSI (Still it is called the same?). This money was supposed to be passed on to the states which in turn passed on to the Municipalities. Some cities like ours set up efficient system called SUS.It still functions well. However,some states and Municipalities were lagging either because of the inadequate funds or misuse of it. b) Then this government came out increasing the tax to 0.38% and changed the name to IPMF with the intention of keeping it for just 5 more years. Unfortunately the revenue from the tax was not used solely for the Health care, but to cover other deficits.

In 2007, there was a bill in the congress for extending it for 5 more years and while the Chamber of Dep**ados approved it, the senate killed it. The reason was because of "misuse of funds" and some senators took it very seriously and deprived the current government an extra income to spend on other things besides the purpose for which the tax was created.

To set the record straight a)I was fully in favor of 0.25% and the subsequent increase to 0.38% b)After I came to know about the channeling of the money to other purposes (including political),I was disillusioned and against extending it. One of the Senators from this state voted against and the other in favor of extension. The second one doesn't get my vote in Next years election!!

How is the SUS system here after CPMF is eliminated? It is still good, because of the dedicated (and well trained) professionals operating the system. Of course, they can not please all the "povão" some of which consists of "Hypochondriacs" and "Chronic Grumblers", but certainly do not ill treat them.

As for the comments of our distinguished fellow blogger Forrest about U.S. health care:

At any rate, I must unfortunately disclose that, occasionally, your comments on the president tend to be so negative, and the extraordinary, relentless opposition to Mr. Obama appears to pose to his policies may be so overwhelming that you appear to be compelled to blindly distort certain facts, or automatically believe in ANIMALS like Rush Limbaugh (a man who should be executed without trial – if one asks me) or to just presume the worst possible scenarios regarding anything related to our president.

Although I can comfortably classify my overall political inclination as a conservative for "most" fiscal issues and certainly in international affairs, because of my radical position on social issues, any alternative to a democratic president in this country is virtually unthinkable; given the Republican hypocritical, unrealistic, ridiculous so-called moral values (let alone their intolerable religious undertone) which, for me, go way beyond intolerable, fake, and primitive...

Returning to the issue at hand, I understand Mr. Obama will refuse to sign any bill which would increase the projected deficit by unrealistic amounts, and is willing to seat with members of Congress in the pursuit of reaching a compromise...

Finally, in my modest opinion, I feel that everyone should, from time to time, attempt to consider the appalling situation of those unfortunate “victims” – individuals and families without any insurance (for whatever reason), who are compelled to face ever escalating costs in Health care in America, particularly when faced with serious medical afflictions...

It certainly didn't prevent lula from being the most popular, and I would say by far the most successful, president in the history of Brazil. Why? There is no question whatsoever about the rectitude of some of your views and statements:

Indeed, the actual (and potential) costs involved in any effort to provide universal healthcare are bound to be “mind-boggling”; yet, given the escalating costs of hospitals, clinics, in/out-patient care, nurses and any related third party services ranging from the very ambulances to the legal fees related to malpractice suits, I fear that doing absolutely nothing, succumbing to helpless resignation to insurmountable status quo, is likely to be far more costly and nearly guarantee further deterioration of this country’s economy. As such, I feel one should at least make an honest concerted effort to at least “attempt” to find some way out of this quagmire…

… I can only bring to your attention my ABSOLUTE disapproval of a LIMITED two-parties system, such as it exists in the USA, for it ridiculously limits “true” choices for its citizens, hardly provides any meaningful fluctuation of philosophical views along the spectrum of political thought/theory, and inevitably compels individuals like me (who uncompromisingly and strongly opposes at least one intrinsic aspect of the one party) to necessarily embrace the OTHER party by default. The LEGITIMATLLY DEPOSED Honduras FORMER president recently made a ridiculous Theatrical "entrance" into the Territory of his country, coming from Nicaragua (a Venezuelan puppet) accompanied by a relatively insignificant number of supporters and naturally under full coverage of the Venezuelan (state controlled) Network.

Unquestionably, this failed charade represented nothing but an idiotic attempt by Hugo Chavez and his populist puppets to achieve one of two possible outcomes:
Either the Venezuelan neo-Marxist “Caudillo” was unrealistically expecting hundreds of thousands of Honduras citizens to welcome back his “failed puppet” in order to restore the former regime by popular “acclaim”
Or the Bolivarian Dictator was expecting a massacre thereby earning a Martyr along with a political victory for his dangerous cause…

I’m delighted that Honduras, people have demonstrated the required maturity and its military the necessary restraint to deny the obnoxious regime in Caracas from attaining it nefarious goals…

Quite frankly, I’m only surprised that three of his notorious puppets (the Bolivian demented Indian, the Argentinean Bimbo and/Ecuadoran “pretty boy”) were not included the this absurd comedy which ONLY Hugo Chavez idiocy could have devised

The majority of the points outlined under the “allegedly proposed bill” conveyed above by Joao on behalf of a third party (who was not in a position to place a post) are exceedingly distressing…
Many of them are very difficult and require significant revision…
While some of them are entirely unacceptable.

Yet, I trust (and hope) that such bill represents merely a draft proposal at this moment, for I would expect the elimination of some as well as a considerable amendments to some provisions.

On the other hand, I would hope that most civilized human beings would understand, welcome, and tolerate the inescapable necessity to significantly adjust some current, relatively comfortable entitlements (available ONLY to some citizens) in order to secure the indispensible broadening of benefit coverage (to be available to everyone). In essence, I sincerely consider it that noble individuals willingly consider forfeiting some of their cozy “flexibilities” so that the overwhelming majority of the population may have access to what I consider “access to an intrinsic human right”… Paraphrasing what I admit to be a “valid cliché” - “the benefit of the Many outweighs the rights of the Few”…

If you were to check some of my earlier entries you would have found the answer to you question, where I have more than once clearly stated that my hopes for Universal Health/dental care should be EXTRICTLY limited to AMERICAN CITIZENS only! I think it should be extended to "legal permanent residents", "temporary residents" and other similar categories, that work and pay taxes. Whether it be in U.S. or elsewhere. The Canadian model covers all such segments. Even in Brasil where the Health care is supposed to be "precarious", the law permits free access to non residents (at least in our state). Some foreign students I have run into were pleased to know about this fact and got themselves "Health Cards" by showing their temporary visas, their CPF (Social Security number) and proof of residence.

Please scroll up and see my comments regarding the Brasilian Health care system and the needed "Political Will" (ICMF & CPMF) to make it universal and inexpensive.I think that simultaneously, the government should ensure that the Prescription drug manufacturers do not indulge in "Price Gouging" (like Forrest mentioned elsewhere).

On a serious note, I meant what I said in my earlier comment about the prices. I think it is ridiculous that a Brasilian consumer pays a very high price for domestically made or imported stuff. What really bothers me is while the government has reduced IPI for cars and domestic appliances, on Computers and other similar items, no such action has been taken. The same thing goes for High Speed Internet connections and phone rates. The state governments can reduce their State Tax (ISS), but they are reluctant to do so for the fear of losing the revenue generated by the tax. You know how important the PCs and the Internet are for the modern day society to educate the mass and unfortunately, the government seems to be oblivious to this important issue.

As for my commenting that the dollar should go down further: it is good for the U.S. exporters, though the Brazilian exporters (especially the small ones). Both China and India seem to be taking full advantage of this fact and it is a great opportunity for the Brasilian Industries (as well as the Brasilian consumers) to do so.

Yes, Forrest, I read the news in "Estadão" and truly I was surprised that the sub was built quietly and launched. It does change the power balance and effectively neutralizes the heavy Chinese influence in that part of the world. I wonder how their arch-rival Pakistan is going to react. I also read that the sub was built with the Russian aid. It is interesting that the Indians used Russian technology for Military use and are very cozy with the Americans and are going to build Nuclear Power stations with the U.S. technology (ie. for civilian uses)!! As for the name, it sounds good to me as "Pale Horse" does!!

What amazes me is that both China and India are growing economically in spite of the world recession, their super populations, the natural calamities, etc;

Calif. – Gov. Arnold Schwarzenegger is making another $656 million in cuts to build a reserve fund for California as he signs the state's new budget. Schwarzenegger cut spending on child welfare, health care for the poor and AIDS prevention Tuesday. He signed a package of bills aimed at balancing the state's $85 billion budget through June 30, 2010.

Schwarzenegger says the plan forces California to live within its means, but it makes severe cuts to government programs from schools to prisons.

The governor and lawmakers came up with a revised spending plan last week to close a $26 billion deficit. They hope it will allow the state to stop issuing IOUs.

The governor wanted a cash cushion after the Assembly rejected about $1.1 billion in revenues from local transportation funding and new oil drilling.

SACRAMENTO, California (AP) — Gov. Arnold Schwarzenegger on Tuesday is expected to use his line-item veto power to make additional cuts to California's latest spending plan — a move advocates fear could further hurt the poor.

Social service advocates worry the Republican governor has little choice but to go after money counties receive to administer welfare and social service benefits as he seeks to restore a reserve fund for the state. Likely targets include welfare-to-work assistance, in-home support, foster care and health insurance for poor families.

With much of state spending tied up by federal and constitutional requirements, the Schwarzenegger administration wants to ensure the state has a cash cushion in case of emergencies such as earthquakes and wildfires.

"I just want to assure everyone that we will build up our reserve. We will make the necessary cuts," the governor said Friday in announcing he would sign the budget passed by the Legislature.

The governor and lawmakers had planned for a $918 million reserve in the revised budget, but the Assembly rejected two measures — raiding local transportation funds and authorizing additional oil drilling — that would have brought $1.1 billion to the state.

The Austrian-born governor's spokesman, Aaron McLear, said Schwarzenegger will restore a reserve fund but isn't expected to cut a full $1.1 billion in spending. He declined to release details.

"We will always be in a position to aggressively respond to disasters," McLear said.

Advocates view additional cuts to social programs as another blow since the Schwarzenegger administration has reduced benefits in response to the recession.

California's economy has been hit by the housing market slump and high unemployment, and the latest efforts to close a $26 billion shortfall come just five months after lawmakers and the governor ended months of negotiations to close a previous $42 billion deficit.

Under the budget the governor will sign Tuesday, the state will impose tougher sanctions on aid recipients who don't meet work requirements. And in-home support workers will have to undergo background checks and have their fingerprints taken.

In earlier rounds of cuts, California lowered reimbursement rates for health care providers and eliminated optional benefits such as dental and eye care for adult recipients.

"Why further punish children, low-income families, and the aged and disabled because the Legislature did not approve borrowing gas tax revenue?" said Frank Mecca, executive director of the County Welfare Directors Association of California.

Once Schwarzenegger signs the budget, his finance team is expected to begin briefing the state treasurer and controller, creditors and analysts on how the latest spending plan will affect day-to-day cash flow.

The governor and lawmakers are hoping their latest plan provides the assurance lenders need for the state to take out loans and stop issuing notes to thousands of vendors. Excellent news that India has its own Nuclear Submarine, not only as a counter weight to China, but also as a significant symbolic positioning vis-a-vis their dangerous neighbors

Under normal circumstances, I'm sure that this submarine would have been a major issue in Pakistan, given their tranditional antagonism...
Yet, since Pakistan could be pratically be considered a failed state, in the brink of collapse, given the strength of the Taliban and the support it secures from fundamentalist Pakistanis, I fear that the government in Islamabad has "greater fish to fry" than worrying about India at this point...

As for Brazil's submarine, I would far prefer Brasilia elects French technology. Yet, Brazil should continue strengthening its ties with India, for it's a far more compatible, trustworthy country in light of its strong democratic foundations, equivalent concerns (e.g. poverty/ differnt levels of social development) and similar political & economical short term goals...

1) First of all, we have to define who our enemy is and if it is necessary to have Nuclear Subs to protect our shorelines.

2) Once we define, we should ask ourselves if we have the domestic know-how to build a Sub.

3) I think that we have the know-how and the engineers & Techicians to do 75-80% of the job. The rest can be accomplished by recruiting "hired hands" from other countries.

There is absolutely no question that Brazil would ideally develop the necessary know-how to build sophisticated equipments currently earmarked for the nation’s main projects.

Likewise I would wholeheartedly embrace the undeniable necessity to roughly (if not specifically) identify any possible source threat to national security (ranging from “potential” to “likely”) in order to establish the what is actually needed for the task, given limited resources.

In fact, these two topics could theoretically be merged in order to reach ideal economies of scale, if only other (distressing) political considerations (designed to benefit specific industries and/or regions/states) and ethical/legal issues (the pervasive shadow of corruption) were not exerting implacable pressures during the process.

In essence, an ideal (perhaps unrealistic) approach would prevail whereby a combination of a relatively large fleet of “standard” non-nuclear submarines could be built (utilizing already acquired/developed technology) in conjunction with a smaller number of highly sophisticated nuclear vessels, which could be strategically distributed, gradually, across the extensive Brazilian coast. These forces could be serviced/based in three to four specific sites (e.g. Florianopolis-SC, Vitoria-ES, Natal-RN, and Belem-PA), in order to maximize security, while providing crucial incentives for industrial development in specific areas (which in turn could also potentially boost economic growth in various regional sites).

Identification of the type and number of equipment, as well as the location and number of such bases would naturally be contingent upon resulting studies conducted to identify the previously mentioned potential threats to national security. Caution would have to be particularly taken, particularly among the more naïve, liberal elements in order to avoid nearly the nearly unavoidable proclivity to presume that, because Brazil has not been, as far as I know, the target of military and/or terrorist strikes, it would automatically remain immune to any such hazards in the short/near future in light of rapidly a rapidly changing “economic landscape” along with the sudden, relatively “aggressive” stance/participation of the nation in the international arena.

Assuming Brazil continues proceeding along the same course taken during the past decade, it will house an increasing number of oil platforms, following significant sacrifices and extensive expenditure within the context of a planet where:
a)Competing Regional/Global sources of economic & military power are rising and/or shifting at alarming rates
b)Crucial sources of energy are unavoidably decreasing (possibly to alarming levels later in this century
c)A brand new Brazil is emerging with increasing exposure to the dangerous world of International Affairs is unavoidably moving from a relatively isolationist / neutral stance into an overall position where Brasilia will be compelled to take sides, enter agreements, endorse decisions and possibly participate in alliances which will unquestionably generate opposition and (possibly) enmity.
d)The potential (nearly unavoidable) election/establishment of distinct administrations in Brasilia which might conceivably (and hopefully) run into opposition against the growing leftist, authoritarian pact, centered in Caracas, with proven antagonistic nefarious intents which ultimately may trigger ominous deeds designed to undermine opposing ideologies”

Diego Garcia? That is in the Indian Ocean and where a U.S. naval base is located. What are you going to do there? Anyway, beware of the new Indian Nuclear Sub. smilies/cheesy.gif. I saw the posts under the article I sent. But on the whole, the Indians seem to be pleased with their newest toy.

Where exactly are you now. I thought you are still anchored off the coast of Chile. Clue us all in, Forrest.

I was in san alfonoo del mar but we flew in from france with the guy who did the enginering work on the pool there , then we left back to france ,
took the boat through the ditry ditch with jews on one side and arabs on the other down and out to mombi india now to maldives then to seychelles all have very nice looking gold coins egypt has nice ones also but they do not like you taking them out of the country .

The latest gossip is the "Enemy Killer" Sub is going to escort Forrest who has very close friends in that part of the world!!

Jokes apart, didn't you know that the Indian Navy sank a couple of Somalian Pirate ships a few months ago? The Chinese and the Indians need to keep the Gulf of Aden clear of the Pirates, because of "Strategic Reasons". BTW, we have a great fellow blogger who goes by the name of "The Guest", who sails through those "troubled waters" and has written about these pirates. We haven't heard from him for a long time, though.

Basically, I don't agree with your perceived threats from Venezuela, and Bolivia.

I don't care If Chavez decides to recreate the Spanish Empire in South America.

Brazilians should not forget that the native Indian from Bolivia screwed Petrobras to the tune of a few billion dollars.

And now that demand for gas have collapsed and the demand for Bolivian gas has declined by 50 percent - Brazil should buy gas from other sources other than Bolivian gas.

I would not worry about Chavez, because oil prices is supposed to decline in the next few months to the range of $ 30 per barrel.

While I must, firstly, thank you for the reply and admit the relatively decrease power, in financial terms which Venezuela may have had for the past few months given the decrease in Oil prices, which automatically decreate the barbaric dictator's ability to bribe additional "supporters" into his "gang', to provide additional aid to FARC and to destabalize any "opposing country opposing Latin American country which ideology my be perceived as sufficiently threatening, I shall continues cautioning against the Caracas-Havana AXIS as the paramount sounce of MAJOR concern for any civilized county of the Western Hemisphere! Creatures like Hugo Chavez, the Castro Brothers, Evo Morales and Ortega should be removed from their capitol buildings into Torturing Chambers - on their way to death roll!

Evo Morales screwed Petrobras of billions of US dollars. Indirectly that means that he screwed the Brazilian taxpayer since the Brazilian government controls 60 percent of Petrobras stock.

The Brazilian government should build a military base close to the frontier of Brazil/Colombia/Venezuela to keep not only the guerrilha people, but also the drug dealers out of Brazil.

As I mentioned before I don't care if Chavez decides to rebuild the Spanish Empire in South America - as long as he don't mess around with Brazil.
