Brazil Caudillismo: A State Where Everything Is Named After Senator Sarney PDF Print E-mail

José Sarney bridge in Maranhão. BrazilFollowing a series of scandals that took Brazil's Senate President, José Sarney, to the headlines of Brazilian major newspapers, for charges of nepotism, tax evasion, and abuse of power, change is on the way in Maranhão, the senator's home state. A few places, including streets and government buildings will be getting new names soon.

Governor Roseana Sarney of Maranhão, the Senator's daughter, submitted official petition to remove her name off the façade of the State Audit Office erected back in 2002, during her second term as governor. Maranhão is considered one of the poorest states in Brazil, and for years has been under the Sarneys control.

According to Folha online, the governor had already made her decision back on July 10, 2009, before taking office on her third term as governor, following the impeachment of governor Jackson Lago (PDT - Labor Democratic Party).

Lago was accused of electoral fraud and abuse of power during his 2006 electoral campaign. The State Official Press later informed the petition to remove Roseana Sarney's name had actually been submitted on July 1st.

What the official release didn't reveal, however, is that two recent court decisions had already determined that Roseana Sarney's name should no longer appear on the façade of the State Audit Office, in order to preserve the anonymity of the institution.

The decision also ordered the exclusion of Edison Lobão's name, Minister of Mines and Energy and José Sarney political ally, from a major seashore avenue. A public school in São Luís had also been named after Edison Lobão.

The court has also ordained that vice-governor João Alberto from the PMDB (Brazilian Democratic Movement Party) remove his name from the façade of Maranhão's State Data Processing Center building .

The building where the State Audit works was not the only construction baptized after Roseana Sarney. Maranhão's Sambadrome Avenue, which hosts Carnaval festivities was also named after her. The initial petition requesting the removal of names came from Helena Heluy (PT - Labor's Party) back in 2004, when a major avenue in the State of Maranhão received Roseana Sarney's name as well. At the time, Roseana was still a senator.

Back in the 90's, the local Regional Labor office located in the 165th region in São Luís - Maranhão's capital - was also named after Senator José Sarney. A few of São Luís districts received Sarney's family name too, such as Vila Sarney Filho (named after the son), Vila Mauro Fecury, former mayor of the city, Sarney's political ally, currently occupying Roseana Sarney's previous senate seat.

Maranhão's most famous bridge built in the 60's is called José Sarney, and some small cities in Maranhão's country side were christened after his family including the municipalities of President Sarney, Governor Edison Lobão, Ribamar Fiquene and Governor Luiz Rocha.

Luiz Rocha was Maranhão's governor between 1982 and 1986. The municipality of Luiz Rocha was created in 1994. He is the father of Deputy Roberto Rocha, former Sarney's ally at the time. Today they are political adversaries. Edison Lobão and Fiquene governed Maranhão during the 90's.

In 1988 a law prohibiting to name public buildings, institutions, or places after live citizens was approved. On April 2009, Veja Magazine published an article revealing the influence of the Sarneys in the State of Maranhão, and defined the state as an oligarchy, having the power of even granting themselves streets names.

Streets are not the only places to honor the family. São Luís bus station also carries Sarney's name. According to Veja Magazine, even Sarney's 6-year-old granddaughter, Fernanda Sarney, has had her name posted on the façade of newly inaugurated school in the city of Bom Jardim.

The list of honors did not exclude a court-house - Forum José Sarney - a Maternity Hospital named after the former president along with a Medical Center. We should also mention the Maranhão Municipal Public Library and Fundação José Sarney (a Museum), which is the target of an investigation involving Petrobras. The state-controlled oil multinational donated close to US$ 600,000 to the foundation, which apparently were used elsewhere.

Along with the listing of buildings and streets names, Veja also published Sarney's listing of assets, which includes Curupu Island, 4 Television networks, a Daily news periodical O Estado do Maranhão, 17 radio stations, stock options from Jaracati mall, a 20,000 square meter mansion in São Luís, 2 mansions in Brasília, 1 apartment in Leblon - Rio de Janeiro, a summer home in Búzios, a touristic city in the state of Rio as well, 19 properties in Maranhão's countryside. Homes and stores in São Luís, Rio de Janeiro and Macapá, state capital of Amapá, where José Sarney was elected senator. A visible patrimony of R$ 125 million (US$ 62 million).

José Sarney is being investigated for acts of corruption, including: nepotism, tax evasion, abuse of power and public funds misappropriation. The charges are triggering a crisis in the Brazilian Senate.

The above article reflects more inveja of the success of the Sarney Family by the author of the article, than anything else.

The author of this article is on a mission to discredit former president Jose Sarney and his family anyway he can. He did not mention that former president Jose Sarney has been an influential politician in the state of Maranhão for over 53 years, and that during that period former president Jose Sarney had to accomplish something positive otherwise the people of the state of Maranhão would not have reelected him for all these years.

You said: “Maranhão is considered one of the poorest states in Brazil, and for years has been under the Sarneys control.”

That is more a result of the state of Maranhão’s location inside Brazil, plus its demographics, and so on…When anyone makes a complete analysis of Brazil to consider where to invest and build a business – you can bet that the state of Maranhão would not be in the priority list of many people – unless if you are planning to build a beach resort for tourists.

And that has nothing to do with who is the governor of that state. Brazil offers much better options for investment in many other states including Sao Paulo, Parana, Minas Gerais, Rio Grande do Sul, and I could keep going until we reach the name of the state of Maranhão in the bottom of the list – which in turn create jobs, and so on…

Who cares that are some buildings and infrastructure with the name of former president Jose Sarney and his daughter Roseana Sarney; she also has been a senator and governor of that state.

You also mentioned on your article about Sarney's listing of assets including 4 Television networks.

You probably mean to say 4 Television stations, since many television stations form a television network. Former president Jose Sarney has one television network made of 4 television stations.

You also said: “A visible patrimony of R$ 125 million (US$ 62 million).”

I am sorry to say, but that is not enough wealth for former president Jose Sarney to be listed on the Forbes 500.

In defense of former president Jose Sarney.

Regarding the current crisis on the Brazilian senate that the mainstream media is fueling the fires with all kinds of accusations against the president of that institution – former president Jose Sarney.

We need to put all this mess in the proper perspective. We know that part of what is happening is related to the advanced power grab related to the presidential election in Brazil of 2010.

*****

Here is some basic information to be taken in consideration when comparing the State of Maranhão with the rest of the states in Brazil.

Demographics:

According to the IBGE of 2007, there were 6,199,000 people residing in the state.

Urbanization: 68.1% (2004)

Population growth: 1.5% (1991-2000)

Houses: 1,442,500 (2005)

The last PNAD (National Research for Sample of Domiciles) census revealed the following numbers: 4,060,345 Pardo (Brown) people (65.5%), 1,549,750 White people (25.0%), 539,000 Black people (8.7%), and 49,000 Asian people (0.8%).

Economy:

GDP: R$ 29 billion (2006) – about US$ 15 billion dollars

The service sector is the largest component of GDP at 54.5%, followed by the industrial sector at 25.4%. Agriculture represents 20.1%, of GDP (2004).

Maranhão exports: aluminum 50%, iron 23.7%, and soybean 13.1% (2002).

Share of the total Brazilian economy: 0.9% (2004).

Note: When anyone is considering making a new investment to start a business in Brazil there are many better options to locate that business in many states of Brazil, and many reasons to invest in states such as Sao Paulo, Parana, Minas Gerais and so on, before someone would consider investing in the State of Maranhão despite who’s the governor in charge of that state; including the members of the Sarney Family.

*****

Mr. Sarney's long career in public life started as a Dep**ado Federal (1956- 1966), then governor of the state of Maranhão (1965-1970), then Senador representing the state of Maranhão (1970-1986) and then President of Brazil (1985-1990). After ending his presidential mandate he returned to political life after being elected Senator. Currently, José Sarney is a Senator representing the State of Amapá and he is also the president of the senate.

That means that former president Sarney’ political career has lasted for over 53 years. And along the way senator Sarney met a lot of influential people during his long and successful political career.

The reality of life is that most people not only in Brazil find jobs through their personal network of friends, and relatives. It is whom you know that helps you move along on your professional career.

I don’t see anything wrong in former president Sarney helping members of his family to secure any type of job in Brazil – mainly when we have had one of the worst job-market since the great depression.

The mainstream media and former president Sarney’s political opposition are playing a political game more than anything else. It is pure dirty politics and hardball to discredit the current president of the Brazilian senate.

This entire crisis is happening because Senator Sarney’s political opposition want to push him out of power and replace him as the president of the senate with one of their pals.

The truth is if former president Sarney were not the current president of the senate, then any of this political witch hunting would not be happening today.

By the way, by listing all the businesses and assets that former president Sarney owns in the state of Maranhão: are you also trying to discredit him as a businessman?

Instead of investing in the state of Maranhão and create probably thousands of jobs in that state that otherwise would not be there - former president Sarney probably could have done much better financially if he had invested his money elsewhere in Brazil.

You are saying that the state of Maranhão and its people would be in a lot worse shape if former president Sarney had not invested in that state, and help improve its economy?

Sorry folks, I do not belong to the ABL. BUT...BUT...., I think that the title of this article should read: "Brasil Caudilhismo:A State Where Everything Is Named After Senator Sarney".

Would any fellow blogger that is a member of ABL be kind enough to clarify my doubt?

And the one who pretends it is on a mission to protect A FAMOUS DYNASTY OF CROOKS !
No doubt that Sarneys the crooks will defend the Amaral Dynasty !
Normal they have been accomplices to pillage the country for....generations !

Dynasties of crooks defend....the other dynasties of crooks !
A Well Known Fact !

We have seen it again on your vote buying scandal :

Those found irrefutably guilty...WERE PARDONED....in a secret vote of course.....by the others senators as corrupted as the ones they pardoned !

Ohhhh and sorry but to my knowledge no one can PARDON ....INNOCENTS...BUT ONLY THOSE GUILTY !

Same thing happened in 1985 when Sarney was proven to have already been corrupted to the roots. The then president of the senate.....by his own choice.....decided to withdraw all the records of the investigations !
Why do people withdraw records...if not to protect guilty people ?????????
Because corruptions always Involve A Chain of Politicians.
SIMPLE AS THAT !

Nepotism
written by John Miller, July 28, 2009
I am always staggered by how Brasilians see nepotism as a positive and not a negative thing in public office.
The NE of Brasil has and continues to suffer from the conflict of interest and corruption that are a direct by product of and generated through nepotism.
God bless Jose and the good things he has done, but gees, the entrenched nepotism in the state is not one of them.

sir ney's timewarp -from Maranhao to Amapa: The dying (family) tree
written by du 48, August 03, 2009
Networking is fine -creating non-existent jobs, using public funds to employ family and friends is not.

The Coat of Arms of Amapa has a tree called Amapazeiro which, according to Wikipedia,is threatened with extinction due to excessive exploitation.
Even if the old walrus didn't choose the tree as an emblem when he helped to create the state for his own political election, maybe there's a lesson to be learnt.
