Obama and Sarkozy What is a fighter plane? What is the role of aircraft in modern warfare? And the missiles? Who threatens our sovereignty? What exactly does "strategic partnership" mean?

 

The purchase of the first 36 aircraft for the modernization program of the Brazilian Air Force is no longer a novel, soap opera or detective tale. Now is closer to the narrative style of a comic book - simplified, syncopated and falsely electrifying.

In 2001, during Fernando Henrique Cardoso's second term, the program was called FX and had a budget a little under 4 billion reais (US$ 2.3 billion). In November 2002, the president decided to leave the decision to his successor, Luiz Inácio Lula da Silva, who preferred to prioritize the fight against hunger.

With the hunger problem apparently solved, six years later, in May 2008, the program is accelerated, renamed FX-2 at a cost of 10 billion reais (US$ 5.8 billion). The options of equipment were continuously reduced until only three choices were left.

The government is clearly divided: the technical area (FAB - Brazilian Air Force) prefers the Swedish model (the Gripen), cheaper to build and operate. The political area, led by the president himself, prefers the French (the Rafale) alternative, more expensive and less beneficial to the domestic industry. Both groups agree on a fundamental question: you have to decide immediately.

Obvious question: why the hurry? Do the armed forces consider imminent the outbreak of a war? Does the government fear that the matter be brought to the electoral campaign? In this case, what is the drawback? Wouldn't it be more democratic and therefore more patriotic to let Lula's successor take the decision?

Fictitious Threats

Meanwhile, we should pay attention to other issues. The jets erroneously called by the press as "fighters" are actually fighter-bombers, multi-functional devices, possibly intended to intercept attacks from enemy aircraft and primarily attack cross-border targets.

Today, a country's air defense depends primarily on a system of radars and missiles. Dogfight, air combat, is a thing of the past. What is the power that threatens us and must be attacked preemptively - Venezuela with its flaming Russian-made Sukhoi, which cannot accommodate the fat Hugo Chávez?

The latest Latin America's achievement in aviation was starred by a turboprop, the Supertucano, manufactured by our own Embraer for the Colombian armed forces. Across the world, in Afghanistan, the newest starlet players are unmanned devices, guided by remote control, capable of flying at high altitude, evading radar, pinpointing any time in any weather heavily armed groups and destroying them. It costs a tiny fraction of a superjet.

Does it mean that we should cut corners and prepare FAB for the war of the future, the so-called clean war, fought through monitors, buttons and joysticks? This is a question that needs no answer, but should be raised. If not by the government at least by those who are producing this exciting comic strip.

Here too the technicians' point of view (read FAB) is the most sensible, because in addition to opt for a less costly solution it enables the country to take the inevitable technological leaps.

We should also investigate the real meaning of the mysterious phrase "strategic partnership" to justify the option for the French Rafale. On the world stage what is the real difference between the U.S. and France? Is Sarkozy more progressive than Barack Obama? Is the French military-industrial complex less hungry than the American?

Is France institutionally more Republican than the U.S., is its foreign policy universalistic multipolar, does it support the entry of Turkey into the European Union? Is the old French Bonapartism closer to our political-cultural paradigms than the post-racial and post-ideological platform of the first black American president?

This comic strip will still stir much debate. It should be monitored. Unhurriedly and very carefully.

The author of the above article is a complete idiot.

Only two years ago Israel flatten the entire country of Lebanon like a pancake, and Israel did it from the air with massive air attacks and the mother of all bombs including cluster bombs that still are killing people in Lebanon to this day. They destroyed the entire infrastructure of Lebanon with airstrikes.

The author said on the above article: “On the world stage what is the real difference between the U.S. and France?”

Maybe he is not aware that France has no military bases in South America – only the satellite launching site – and the United States is building seven military bases in Colombia - that reminds me of an old saying: where you see smoke, there is fire.

A country so indebted such as the United States would not be building seven military bases in Colombia today, if the US government were not expecting a major military problem in that area of the world in the near future.

Today I went to Borders the bookstore and I was reading the cover article published on “The Atlantic” magazine (Jan/Feb 2010 issue) “How America Can Rise Again” by James Fellows.

He mentioned on his article that in 1992 then US AIRFORCE Lt. Colonel Charles Dunlap wrote a famous article “The origins of the American Military Coup of 2012” which began with the perceived failure of civilian politics to address the nation’s problems.

The author, Charles Dunlap, who is now a two-star general, meant this as a cautionary tale.

Is in Iraq or Afghanistan for the oil is on some kind of drugs for sure. After having spent over a trillion dollars so far in these wars, without having gotten a drop of oil for the money, the U.S. is still there spending more money. It's simply a way to extract money from the U.S. taxpayers (present and future), and put it in the hands of the defense contractors (Halliburton, Raytheon, McDonald Douglas, Carlisle, Colt Arms etc.). Period. War is almost always about money. The international banking syndicates are the ones calling the shots. Do a little research, and find out who these people (Obama, Lula, Chavez, Ahmedinajad) owe their allegiance to. They all belong to the international bankers, and they do what they are told.

The same thing is now about to be done to the Brazilian taxpayers in the name of national defense. Brazil has one enemy. They finance the drug trade which is attacking Brazil and the United States. The drug problem in Brazil comes through the FARC. In the U.S., it comes through the Mexican cartels. Anyone who doesn't believe these people are tied in with the bankers is delusional. How else could they amass the huge fortunes and where would they be able to hide the money if the bankers were not helping them?

The US is going to control seven military bases in Colombia for all practical purposes Colombia has become a country under foreign military occupation and the war that the US is preparing for has not even started in South America.

I don't know of any other country in the world that has seven military bases in the soil of another sovereignty country.

There is no two ways about it – Today Colombia is under foreign military occupation and without any explanation that makes sense to anyone with any intelligence.

The US military occupation of Colombia is a major “Red Flag” for the other South American countries.

Based on your comments it is obvious that you don’t know that in the last 5 or 6 years they have been finding new sources of oil in the North of South America including in Ecuador, Venezuela, Colombia and so forth…

The US government could care less about Colombia and that area of the world until about 5 or 6 years ago when they started finding oil in the region since then that area of the world became a new target for the American desperate and never ending pursuit of new oil resources.

The Iraq war it was about “oil” and the new US military occupation of Colombia it is also about securing new sources of oil and other natural resources.

A very good article by Prof.Alberto Dines questioning the timing and reasons for entering into a "strategic partnership" with France (Read Sarkozy) in defense related matters. However, the author touches only on the "political" decision to buy RAFALE fighters from Dassault and not included the fact that we are about to buy Submarines, Helicopters,etc; from Mother France.The Brasilians who are following this entire Novela get an eerie feeling that we are about to stimulate the French armaments industries with our Tax Payers´s money.

I am not sure if the writer is aware that we have signed a contract with Israel to supply few dozens of UAV (Drones) to take care of the "security issues" for the 2016 Olympics in Rio. Nobody knows if these drones are going to be controlled from Tel Aviv or by our FAB officers in Brasilia. Or Rudy Giuliani will be operating them from NYC? This purchase was done without much fanfare or debate!!

Also missing from the article (perhaps the storm had not broken out at the time of writing) is the fact that this decision to buy French jets and the announcement of PNDH-3 is causing commotion in various segments of Brasilian society. I am posting the link for those who can read Portuguese:

I somehow knew this article would draw Ricardo into the thread faster than Batman into Gotham City at the sight of the bat sign. He's been banging the Brazilian military drum for years on this site, and when he's not championing Brazil's need for nukes, and any other tool of senseless destruction, he's parroting patriotic prevarications about bogeymen in the Amazon.

There's little sense in debating him on this issue, because you can't debate or prove a negative. I can't DISPROVE the existence of God, the tooth Fairy or Santa Clause, although all rational facts do lead to the conclusion that none of them exist. To prove they don't exist is a Sisyphean task. The same goes for proving bogeyman doesn't exist in the Amazon. In Brazil, the mythology of marauding evil foreign invaders in the Amazon was there well before any of us where here; so Ricardo, like many Brazilians, has been nurtured since birth on a steady diet of paranoia believing wholeheartedly that the entire world covets the green hell high above Mato Grosso and one day will invade.

We'll never change the mindset of someone like this, just like we'll never change the rabid right's mindset in America believing COMMIES have infiltrated the nation and are eating their babies brains. Ok, there is some hyperbole there, but I'm not too far off.

I do take umbrage to Ricardo calling Alberto Dines "an idiot" though for simply asking pertinent questions when dealing with a multi billion dollar purchase in the land of dollar-lined-cuecas. Dines wants an open debate about the issue and is curious as to the URGENCY of the decision.

What is idiotic about asking a question Ricardo? that's the fundamental guiding principle of journalism. Seems to me the idiocy would be found in those willing to accept, unconditionally and sans transparency, a purchase so important and expensive without demanding more information.

We've seen with other nations around the world, when issues of "national security" are raised as an excuse to do anything, good thinking people turn off their brains and start goose-stepping, waving flags, and making ridiculous bumper stickers for the cars trying to out Patriot one another. Silliness.

Dines has always been one of my favourite commentators in Brazil, whether I agree with him or not, and calling him an "idiot" because he doesn't lock in step with Ricardo and his General Jack D. Ripper-esque paranoia and warmongering, is juvenile.

I would like to know where Baracuda got that info from but that's just nonsense. we wished or can only dream about that here in the US, because it's not even in the top 10 highest oil reserves in the entire world. We have oil, but it's not enough to solve or addiction, quotes from expert and oil man, boone pickens who warned us. Does he wants to make money with his new green wind farm? of course, but remember, he was and still is an oil man. With the current oil price and trends that the price is going up, we all will hear more about how Petrobras and OGX Brazil's privately owned oil and gas company is making money with the (new) reserves found down at the coast Rio and other States.

Is the US going to invade Brazil?

Laugh, we don't even have the money. I agree that it's a great idea that US will have bases in Colombia to help Colombia to fight the FARC, but unfortunately another main issue is not being solved..we need to secure our damn border with Mexico. Bush, Obama, both refused to tackle that problem and it's amazingly, Mexico and big business continue to be succesful to stop Capital Hill from securing that border properly.

Brazil has simply the right to upgrade it's air defence and it looks like Mr. Dines has a problem with that. Big deal. I'll bet Lula will pick the French and has big plans to build up it's industry. While Obama drama is busy screwing up the country with his socialist agenda, France is getting closer to Brazil for it's own interest, and Brazil is getting closer to France for it's own interest.

This is from a European(not French though) standpoint, so forgive me, if I get some things the wrong way. But there are reasons, why France is attractive in terms of strategic cooperation:

1) You want your military capacity to be independent(as much as possible). This is why one big issue is the technology transfer was such a big issue here. The only country in the competition that can provide *full* unrestricted technology transfer is France, which has all these things developed from scratch and owns them.

2) You do not want to purchase from the U.S. who actually calls you their "backyard"(Obama or no Obama). With France you would, if at all, have the reverse power-relation, with their small Guyanian corner. France as a middle power is sufficiently competent but not overbearingly powerful.

3) Once you enter a "strategic partnership", you get better conditions, better understanding, better cooperation. In the end probably a better price. So the fighter plane becomes part of a bigger package.

4) France is willing to share technology, assemble locally etc. So you can build up your own defense industry. Embraer, I believe, will benefit greatly from this. In the long run this might even *earn* money. I believe, there are talks about licensing production for the whole of the South American market.

5) France's products are of high quality. The Rafale is a capable platform.

The article questions if there is a threat at all. This is really for the Brazilians to assess, but from what I take from the news there are a few issues that make it important to modernize, build up the military:

1) Resource protection: new oil fields off the coast, etc.

2) Unstable neighbours.

3) Ambitions to be globally relevant and remove the stigma of being a developing country(i.e. access to the UN security council)

Even british and american specialists don't understand why FAB prefers Gripen while Rafale is obviously one of the best aircraft in activity.
