Five Things President Obama Can Do Now to Improve U.S.-Brazil Relations PDF Print E-mail

US president Obama greets Rousseff in Washington The election of Dilma Rousseff as Brazil's first woman to drape Brazil's presidential sash offers President Obama a second chance to improve bilateral relations. Timing is everything. While it seemed that Presidents Lula and Obama hit it off wonderfully, their public gestures were not accompanied by any substantive results.

Indeed, Washington and Brasilia failed to coordinate a unified approach to the coup that interrupted democracy in Honduras in 2009. Nearly a year later, Washington's strident reaction to the Brazil-Turkey-Iran agreement on uranium enrichment revealed just how far off course bilateral relations have sailed since Obama's own inauguration in 2009.

The election of Rousseff reminds the Obama administration and the Washington foreign policymaking establishment that things have changed, and that U.S. foreign policy must make adjustments to Brazil's rising stature in the world and influence over foreign affairs.

It is no longer prudent to treat Brazil as only a regional power in South America. It deserves greater attention and U.S. foreign policy success is now increasingly contingent on forging innovative, issue specific alliances with such pivotal and democratic nation-states as Brazil, India, Mexico, South Africa, and Turkey along with the rest of the G20.

President Obama should not expect the new Brazilian president to change Brazil's course in foreign affairs. Indeed, Washington could learn a thing or two from Brazil's unorthodox, but essentially constructive multilateralism. Rather than emphasize compellence and coercive diplomacy, Washington must shift gears to feature a set of foreign policies that advance U.S. based interests through a consent seeking multilateralism that focuses on forging consensus among democratic nations like Brazil.

For example, both countries have warned against the rising tide of currency devaluation, but have yet to hold high level, bilateral talks on how best to confront their common concern. If President Obama is serious about reversing the global "currency war," curbing the proliferation of nuclear weapons, and building bridges across cultures, regions, and developing nation-states, then Brazil must be treated as a pivotal global power and valuable partner.

President Obama should and can retool Washington's outdated approach to Brazil, starting with a productive round of presidential diplomacy between Obama and Rousseff. It will not be easy, nor is there consensus within the Brazilian government about how best to relate to the U.S., but both countries cannot advance many of their prevailing national interests without more bilateral cooperation.

To get started, I recommend five steps President Obama can take now to improve bilateral relations, including:

1. Announce a date certain to travel to Brazil in the first quarter of 2011 to meet with the country's new President, her cabinet and Brazil's congressional leaders. President Obama should have traveled to Brazil in the first year of his administration to personally associate his own administration with Brazil's rich democracy and President Lula's success at growing the economy while redistributing income.

Just imagine Obama with Lula strolling through Pelourinho in Salvador da Bahia, holding a joint press conference at a quilombo to deepen the work of the U.S-Brazil Joint Action Plan to Eliminate Racial and Ethnic Discrimination and Promote Equality or JAPER, or touring a new biodiesel refinery in the Amazon!

The images would have been historic, and just maybe Obama and Lula could have figured out a way to make history together on an issue or two of global importance. Rousseff will not be as popular as Lula, at least not in her first years, but she is impressive in her own right and President Obama should not underestimate the potential of presidential diplomacy with the first woman president of Brazil.

2. Upon her inauguration, President Obama should engage President Rousseff in targeted negotiations to establish bilateral immigration, investment, and trade treaties that directly impact the lives of those Brazilians and U.S. citizens who are connected through family, business, and organizational relationships. Respecting Brazil's diplomatic tradition of reciprocity, President Obama should seek modifications in immigration policies and rules that could expedite visa and official document processing for family members, tourists, entrepreneurs, and civil society organization representatives in order to amplify the dense social relations that weave these two countries together.

Also, President Obama should engage the new Brazilian government with a targeted trade and investment treaty that creates new opportunities for both U.S. and Brazilian businesses, especially small and medium sized firms, to develop markets and partnerships that create jobs, build skills, and expand civil society cooperation. Rather than try to negotiate a Free Trade Agreement of the Americas (FTAA) as former U.S. President George W. Bush did, President Obama should focus on what works for U.S. citizens and Brazilians who are already connected or want to be through family, business, and civil society relationships and networks.

3. Publicly support the expiration and elimination of U.S. tariffs on Brazilian ethanol and orange juice exports. Brazil is the most efficient producer of ethanol and orange juice. President Obama should work with the incoming Rousseff administration to ease trade for these two commodities in ways that do not impact U.S. or Brazilian workers.

Growing global markets for both of these agricultural based commodities insures plenty of demand, but the U.S. tariffs only serve to elevate the prices paid by U.S. consumers. No doubt Congress will support U.S. agriculture, including corn (ethanol) and orange juice producers, but President Obama can insist that Brazilian imports and U.S. consumers not be punished by excessive tariffs. Respecting Brazil's competitive advantages in the production of such basic commodities is key to moving ahead with a globalization that works for all, Americans and Brazilians alike.

4. Team with Brazil to launch an Americas Energy Security initiative that guarantees the increased production and consumption of renewable and low carbon energy while also guaranteeing affordable access to energy to needy families throughout the Western hemisphere. When the global economy is fully recovered, energy prices will trend upward to place greater pressures on countries that import energy and people who toil at the margins of the global economy.

Presidents Obama and Rousseff should work together, and in concert with Venezuela, to create a hemispheric wide initiative that guarantees a stable supply of affordable energy, including renewables, to the poorest nations of the Americas, including Haiti and the Central American nations.

During the presidential campaign then candidate Obama promised to launch such an initiative in tandem with a hemispheric wide approach to climate change. Given the energy expertise of incoming President Rousseff, there is no better time to work with Brazil to launch just such an initiative.

5. Incoming Brazilian President Dilma Rousseff will likely address the United Nations General Assembly in September of 2011. Her address will be a rather historic moment, both for Brazil and the world. President Obama should also seize this moment and invite Rousseff and her cabinet for a summit and state dinner in the days preceding her speech.

Such an action would serve to reinforce President's Obama's interest in working closely with her government and would also serve to finally recognize Brazil as the world power it already is.

For Rousseff, a cabinet summit with the U.S. government and state dinner would further elevate the importance of her presence and address to the United Nations. Timing is everything, and Obama should not lose any more time with respect to U.S. relations with one of the most powerful democracies in the world today.

I am a scientist pursuing a sort of ‘scientific discovery’ in the US as an issued patent on new conceptions of Hydrodynamics dealing with fluids moving on porosity systems.

I got surprised since 2006 that I had to disclosure my own issued US patent so people would read and respect it. Now I am surprised that USPTO has a policy of allowing inventions being reinvented ignoring advanced Hydrology which is one of the oldest to human knowledge.

Now I am even more surprised that my IP rights of my breakthrough is being violated sometimes by flawed patents that even do not work from wealthy parties.

My Obama expelled a British teen that cursed him by email even though 15 registered letters I sent him just demanding respect to Hydrology and my IP rights at USPTO got no reply so far.

I got even more surprised that that oil spill in the Macondo field at the Gulf of Mexico could have been clogged in the early beginning if advanced Hydrology were respected. Instead of golf balls and shredded tires they were supposed to use heavy sinking objects pulled by gravity against a rising spilling flow of 2 to 3 cm/s in the ‘junk shot’ operation. So, it seems that the worst oil spill in the US is just a consequence of neglecting Hydrology in the patenting affairs and general Academic and technological affairs.

Bill Clinton was the speecher of my PhD commencement on his reelection campaign pretending that the US government is serious and reliable.

I suggested Ms. Russef to exploit my breakthrough in Hydrodynamics in Brazil as it makes around 50 K patents obsoletes in the US and opens room for 200 K new ones. I do not know how much I should force Americans to respect their own textbooks or foster Brazilians to develop their opportunities at home. Mr. Obama is failing on his leadership and simple care to protect the principles. He assigned a near obese lady Dr. Regina Benjamin as General Surgeon 42 lbs overweight to help Americans to fight obesity and put his wife to foster a war against obesity.

The American outcome is getting worse continuously by an economic system heavily grounded on speculation that drove to a worldwide economic meltdown, the wikileaks is showing that diplomacy is marred by spying and many other misdeeds and also science is being violated shamefully spoiling the general interest of society.

Mr. Obama is prone to become the worst American president if he does not mend himself since the last election showed how fast he is losing support to a failing leadership as he got around 37% of Americans still believing he could do the job of putting Americans on safer pathways.

You need to be honest and notice how gloomy it’s becoming and the chances of mending this degrading outcome is nil.

Science is very serious and Lawyers were supposed that there is no negotiation or manipulation with nature functioning. Science is above the Law.

Obama is a disgrace and an arrogant human being. He is neither a man of accomplishment nor intelligent enough to realize the responsibilities of his position. Under his leadership, the Yanks are nothing but one embarrassment after another.

I hope that America's experiment with socialism soon ends and the nation, as a whole, returns to some level of coherency. It is a tribute to Yankeeland's foundation beliefs that they still possess the power and strength that they do, but stupidity will not fuel the flames of freedom forever. If that country doesn't begin electing leaders with the potential for deeper thinking and soon, we'll soon all be speaking Chinese. Just my thoughts.

As a scientist I do understand the core functioning of nature dynamics. The purpose of life is just surviving and enjoying it while we are part of the life cycle.

We are born simply to solve problems as most of them allow multiples solutions with a varied level of results. The problems we are facing today are going to be solved as we get ready for new ones popping up down the line.

It seems that in the future humans will speak a unique language as communication can connect all of us fast and efficiently. Our makeup will become more uniform like a unique race as we can blend in colors and phenotypes. Countries and governments will disappear as we learn the boundaries were temporary barriers more associated to our primitive potential to move and protect ourselves. Governments will lose their importance as we are learning their difficulty to protect basic principles of human existence, keeping a sound economic system, adoption of healthy lifestyles, honesty, and solidarity among ourselves, and so far so good.

Nowadays we are learning the consequences of modern life that bring new edges we were not prepared for like abundant and varied food, machinery to replace all human work, and a fast internet outcome to show how quickly Susan Boyle can rise from the ashes and sing with her golden voice as well as a whistle-blowing can leak diplomatic shame of vicious manipulation from a failing leadership.

I believe that any sort of government with high level of honesty should work, but we must keep our strength on our own self-protection understanding that what is good for the economy may harm our physiological principles.

I believe that God = Nature, writing no books, promising no lands, offering no afterlife, giving no power, neither redemption, nor revenge. If you stumble and fall you know what is in charge and when it hurts you are certain of a due punishment. Moral values are inert to Nature as it simply keep going like the water that falls and recharge the landscape renewing a cycle that is steady. We are so derailed from common sense as a blessed virgin is just a seed that went off the cycle while a whore can leave many varied seeds with rich DNA combinations.

The most powerful man on earth also falls by gravity that act at the same level in the White House as in the southern hemisphere.

Nothing about what Brazil could/should so. Look at Brazil's approach towards foreign affairs, including re Cuba, China, Iran and Venezuela. Hardly even-handed (e.g., Lula equating Cuban rights prisoners to bandidos in old Sao Paulo). Politically, it would be suicide for Obama to move to loosen immigration laws to make it easier for Brazilians to get visas, especially with the rate of those overstaying visas. What about taxes on imported goods in Brazil? Dilma is simply Lula II. Why expect things to be different than they were under Lula?

Thought the article was about attitudes in the US. If you want to discuss Brazil's attitudes, write your own article about it.

Brazil's approach to Venezuela and Iran are not of the US's concern. Brazil has interests in both countries: in Venezuela because of trade issues; and Iran because of this country's approach to nuclear issues, which is similar to that of Brazil. If the western powers succeed in stalling Iran's nuclear development, then the pressure could in the future be directed against countries like Brazil. So why should Brazil jeopardize its relations with both of those countries? just to appease the US? Brazil spent an entire decade, the 90s, trying to do that. And that did no good to Brazil's interests, something you can conclude by yourself in seeing how that 90s were a difficult time for Brazil - mainly economically - in spite of its efforts to align with the west and follow the US's economic advices as detailed by the Washington Consensus doctrine. Instead of waving back to Brazil's willingness for better relations, the US tried to push one humiliating agreement after another. The US tried to make the Brazilian government cede sovereignty of an airspace base in Northeast Brazil, the Alcântara base, to US control under abusive conditions and then tried to push an FTA - the FTAA - that would liberalize trade only for the manufacturing sector, at which the US is more powerful, but not to agriculture products, at which LatAm has less of a disadvantage. When a country tries to befriend the US, the US doesn't respond with supportive attitudes. Instead, the US tries to exploit it.

As for Cuba, I fail to see how Brazil's behavior toward that country damages US interests. Cuba has no real importance to the US. It is not a threat to that country. What the US can, and should, negotiate with Brazil is the implementation of policies related to both countries' interests in economic and political issues. The insistence on ideological and geopolitical alignment that you and many US politicians seem to hope for, however, does no benefit for Brazil as I said before, and is only further proof of Americans' childish need to think of themselves as the bosses even if this brings them no real benefit. How would the US benefit from a hardline stance against Cuba, after all? It doesn't, and that's why there are many in the US and in countries allied to the US - for instance, the UK Foreign Minister William Hague - who think the US embargo against Cuba is a waste of time that will only strenghthen the Castrismo in that country.

The truth is, I like Mr. Obana; from what I hear, it's the Democrats and Republicans that don't like him. But as nice as socialized medicine is, some of us aren't that socialized; that's why we come to Brasil, to learn and be taught our manners. But if it's okay with everyone else, I'll call the socialization adequate before the government announces who and what will touch my body, medicine or no medicine. smilies/wink.gif In fact, I've already had my share of socialized medicine, and it kind of wears on a person. I awakened one afternoon in the hospital just in time to hear two "government" technicians argue as to who was going to sew me up. Talk about scaring a patient. In non-socialized medicine, such nonsense doesn't usually happen because your pocket book announces who will "sew" you up, so to speak.

I agree with asp; Obama is a likable fellow; he just has to convince his fellow Yanks not to vote such a "likable" guy out of office. And asp is right, again, about Bush.

it definitly is about having control of who touches your body

but, from what i understand, obambas plan isnt interfering with who can pay who touches them, its for the people who dont have enough money to get private care. in their case, some plan is better than none.

its not like cuba where the government will tell you who will touch you and how much food you can have and how much internet you can use

i totaly am in agreement about that aspect. that is why i cringe thinking about people who have to live under those kinds of state runs everything and tells you what to do type socialism

Did it ever occur to Brazilians that perhaps they aren't as important as they claim they are and that nobody in America cares what they think? They can proclaim themselves as a rising power all they want nobody in America cares or respects Brazil. Maybe when they stop helping Castro murder his own people or when they stop declaring Iran's elections as legitimate while not recognizing Honduras elections because the people there had the nerve to kick out a Chavez puppet. Brazil isn't ready for the big time. They have demonstrated this to the world repeatedly. Brazil is still a joke that most Americans continue to laugh at.

Brazilians are not claiming anything.

Americans are the ones who come to Brazil begging for Brazil to this and that.

Brazil has given up on the United States model a long time ago.

Argentina is the poster country of what happens to a country when that country follows the American bankrupt way of doing things.

The only reason the US economic system did not have a complete collapse is become massive US government intervention - and with its QE1, Qe2, and so on the US government is exporting its massive economic mess to the emerging countries of the world.

If any country has becoming a laughing matter for the rest of the world that country is the United States.

The only reason Americans would be laughing of Brazil is because today Brazil is part of the group of countries that have the United States by the balls - the United States has become a Banana Republic and owe Brazil about $ 300 billion dollars as of the 1st quarter of 2011. That is how much foreign exchange reserves Brazil will be holding in US dollars.

Brazil has a very small foreign debt and it is one of the few countries in the world that is 100 percent self sufficient.

On the other hand the United States is a bankrupt country for all practical purposes with its current $ 14 trillion dollars in outstanding debt and another $ 70 trillion dollars in liabilities that are coming due.

The United States is a country of yesterday just like the old Soviet Union.

And Brazil is becoming one of the up coming countries of the future.

For all practical purposes the United States is finished as the only superpower, and day by day the United States is following into the footsteps of the Soviet Union and becoming just a marginal country and nothing else.

King Gringo, I understand how do you feel, the British also think they still are a superpower. Your mindset about the United States is frozen on a time long gone, the reality today is the United States is sinking like the Titanic or better yet like the Soviet Union.

Today when I think where the United States is heading as a country the first thought that comes to mind is Soviet Union.

Brazil is up and coming to what? Massive drug infested ghettos which Brazil needs tanks to enter? Our economy is larger than the BRIC economies combined. We've been through recessions before and we will emerge even stronger like we always have. Oh and Brazil might as well forget about a permanent seat on the security council. Maybe their good friends Brazil and Iran can help them out. Brazil isn't even close to US in anything that matters. Brazils economy has a few good years and all of the sudden it's people act like it's a superpower. It takes more than that and I suspect brazil will never achieve a similar status to the US. It would be a shame if we had to make Brazil look stupid again like we did when they tried to make a bogus Iran deal whose sole purpose was to trick the international community into not passing sanctions. Most people saw right through, but Brazil was either incredibly naive or just stupid. Latin America isn't important and we should just ignore the marxist dictators it produces. Asia, the middle East, and Europe are all far more important to us than a couple banana republics who are getting too big for their britches.

Think what you want. We also have many countries "by the balls". China desperately needs the US market because of a lack of their own market which still doesn't appear to be improving much not to mention their rapidly aging population that will hurt their growth considerably. We could do just as much or more damage to the countries "who have us by the balls" Russia needs our technology badly to bring their economy into the modern age. Let's hope not, but with each passing week the financial news just seems to get eve worse.  Not only is U.S. government debt spinning wildly toward a breaking point, but many U.S. states (such as California) are in such horrific financial condition that they are beginning to resemble banana republics.

But it is not just the United States that is in trouble.  Nightmarish debt problems in Greece, Spain, Portugal, Ireland, Italy, Belgium and several other European nations threaten to crash the euro at any time.  In fact, many economists are now openly debating which will collapse first - the euro or the U.S. dollar.

Sadly, this is the inevitable result of constructing a global financial system on debt.  All debt bubbles eventually collapse.  Currently we are living in the biggest debt bubble in the history of the world, and when this one bursts it is going to be a disaster of truly historic proportions.

#1 The official U.S. unemployment rate has not been beneath 9 percent since April 2009.

#2 According to the U.S. Census Bureau, there are currently 6.3 million vacant homes in the United States that are either for sale or for rent.

#3 It is being projected that the U.S. trade deficit with China could hit 270 billion dollars for the entire year of 2010.

#4 Back in 2000, 7.2 percent of blue collar workers were either unemployed or underemployed.  Today that figure is up to 19.5 percent.

#5 The Chinese government has accumulated approximately $2.65 trillion in total foreign exchange reserves.  They have drained this wealth from the economies of other nations (such as the United States) and instead of reinvesting all of it they are just sitting on much of it.  This is creating tremendous imbalances in the global economy.

#6 Since the year 2000, we have lost 10% of our middle class jobs.  In the year 2000 there were approximately 72 million middle class jobs in the United States but today there are only about 65 million middle class jobs.

#7 The United States now employs about the same number of people in manufacturing as it did back in 1940.  Considering the fact that we had 132 million people living in this country in 1940 and that we have well over 300 million people living in this country today, that is a very sobering statistic.

#8 According to CoreLogic, U.S. housing prices have now declined for three months in a row.

#9 The average rate on a 30 year fixed rate mortgage soared 11 basis points just this past week.  As mortgage rates continue to push higher it is going to make it even more difficult for American families to afford homes.

#10 22.5 percent of all residential mortgages in the United States were in negative equity as of the end of the third quarter of 2010.

#11 The U.S. monetary base has more than doubled since the beginning of the most recent recession.

#13 Incoming governor Jerry Brown is scrambling to find $29 billion more to cut from the California state budget.  The following quote from Brown about the desperate condition of California state finances is not going to do much to inspire confidence in California's financial situation around the globe...."We've been living in fantasy land. It is much worse than I thought. I'm shocked."

#14 24.3 percent of the residents of El Centro, California are currently unemployed.

#15 The average home in Merced, California has declined in value by 63 percent over the past four years.

#16 Detroit Mayor Dave Bing has come up with a new way to save money.  He wants to cut 20 percent of Detroit off from essential social services such as road repairs, police patrols, functioning street lights and garbage collection.

#17 The second most dangerous city in the United States - Camden, New Jersey - is about to lay off about half its police in a desperate attempt to save money.

#18 In 2010, 55 percent of Americans between the ages of 60 and 64 were in the labor market.  Ten years ago, that number was just 47 percent.  More older Americans than ever find that they have to keep working just to survive.

#19 Back in 1998, the United States had 25 percent of the world's high-tech export market and China had just 10 percent. Ten years later, the United States had less than 15 percent and China's share had soared to 20 percent.

#20 The U.S. government budget deficit increased to a whopping $150.4 billion last month, which represented the biggest November budget deficit on record.

#21 The U.S. government is somehow going to have to roll over existing debt and finance new debt that is equivalent to 27.8 percent of GDP in 2011.

#22 The United States had been the leading consumer of energy on the globe for about 100 years, but this past summer China took over the number one spot.

#23 According to an absolutely stunning new poll, 40 percent of all U.S. doctors plan to bail out of the profession over the next three years.

#24 As 2007 began, there were just over 1 million Americans that had been unemployed for half a year or longer.  Today, there are over 6 million Americans that have been unemployed for half a year or longer.

#25 All over the United States, local governments have begun instituting "police response fees".  For example, New York Mayor Michael Bloomberg has come up with a plan under which a fee of $ 365 would be charged if police are called to respond to an automobile accident where no injuries are involved.  If there are injuries as a result of the crash that is going to cost extra.

That's odd considering we still produce more scientific papers than any other country along with the highest budget for research. Maybe you should know the facts before you open your mouth. Obviously you don't know that we've been the worlds leader in inovation for a long time and will remain so. We are still the only country to put a man on the moon and that was 40 years ago. The grounding of our space shuttle has nothing to do with finance. It has more to do with the break up of the colombia shuttle. Rest assured we are building a more advanced shuttle and will remain the main space faring nation. We'll be going to Mars while others will just put a man on the moon. Does Brazil even have a space industry? We are at a minimum 20 years ahead of any other country in technology and innovation. Everytime you fly on a plane or drive a car or logon to a computer it was US innovation which made it possible. I'm sure I could dig up all sorts of articles written by communists who are just dying for the US to collapse. We are not the Soviet Union. There is not another country on Earth who could fight two wars so far away from their homeland. Brazil is still a weak country that has virtually no international clout. May I remind you that your beloved President Medevedev is Putin´s Poodle just like Tony Blair was that of GWB. Instead of going all the way to the Silicon valley (which IMHO was just a tourist trip to savor the CA wines), he could have invited some of those 100,000 Indians who fled the U.S. in 2008. Remember, Moscow is closer to India than to the West Coast of the U.S. of A or Brasil.

While I wish to remain neutral in the pissing contest between the U.S and Brasil, I have to lodge my protest against the undue importance you are attributing to Medvedev and his puppeteer Vladimir Putin.

You may not like it, but yes the US still has vast diplomatic matter. We hold the key to many things other countries covet and cannot be achieved without cooperating with the US. Why don't you look at the nations who don't have diplomatic relations with the US and see where that got them. If you look closely at those nations you will see that many of them are in a bad state because they cannot achieve their goals without US support. Not having diplomatic relations with the US has cost these nations dearly with little hope of improvement in their future unless they reconcile with the US.

You are talking about a time long gone.

Don't forget the US economy is imploding just like the Soviet Union in the late 1980's and early 1990's - the US has reached the end of the line and it's becoming very fast a former superpower.

You could have said the same thing that you are saying about the United States regarding the British, and Soviet Empires - the only difference is that it took a slow death over a period of many years for the British Empire, and the Soviet Empire collapsed much quickly - now in the 21st century the United States can collapse at the speed of light.

Today we are talking about almost immediate death - similar to what happened in the fall of 2008 - but the next time we are going to have the final collapse of the US dollar - and after that the United States is history just like the Soviet Union.

We are getting there fast than most people realize. You can bet on that.

North Korea Might Hold Nuke-Capable Missile, Report Says
Thursday, Dec. 23, 2010

A new research report indicates that North Korea might have developed an medium-range ballistic missile that could be loaded with a nuclear warhead, the Yonhap News Agency reported today (see GSN, Oct. 13).

The BM-25 Musudan missile could seemingly be tipped with a warhead as heavy as 1.2 tons and has a "circular error probability" for accuracy estimated at about one mile, according to senior researcher Han Sang-soon of South Korea's Defense Agency for Technology and Quality.

"That means it can carry a nuclear warhead," Han stated in a report released widely today.

The Musudan was rolled out publicly during an October military parade, though it was reportedly seen earlier in a 2007 event that was not open to international media.

Analysts have to date expressed doubt regarding the North's ability to prepare a nuclear warhead small enough to fit onto a missile.

There are also conflicting reports regarding the Musudan.

The Yonhap report said the missile, derived from the former Soviet R-27, has a flight range of nearly 2,500 miles and that roughly 50 had been fielded by 2009.

We are on the brink of nuclear war.

If North Korea decides to go for broke (a possibility that they have been preparing themselves for over 50 years - the final showdown with the United States) and attacks Tokyo with 5 or 6 nuclear warheads then we would have an immediate massive meltdown of the US dollar around the world and the total collapse of the international monetary system based on the US dollar.

We are talking about collapsing stock markets and the banking system from around the world - an international economic and monetary crisis as never seen before.

That also would affect the Brazilian economy since we would have a stock market meltdown, also the banking system and insurance companies would have a meltdown - and as far the Brazilian Central bank is concerned they would be able to use its $ 300 billion in US dollar reserves as Confetti.

Ricardo: One thing is very clear: There are 3 countries that are provoking North Korea and these 3 countries are potential target for a nuclear attack - the United States, South Korea and Japan.

Then Japan becomes the obvious choice for a nuclear attack by North Korea - and to be more exact Tokyo has a big bulls eye as the number one target for such nuclear warheads to land.

All North Korea needs is for 4 or 5 nuclear warheads to land in Tokyo for them to accomplish their goal in a massive preemptive attack.

North Korea would have only one chance and that is that surprise preemptive attack with everything they have against Tokyo.

North Korea can launch a 2,000 missile attack against Tokyo – some of these missiles will be launched from North Korean submarines – and some of these missiles can be armed with nuclear warheads.

If Japans Patriot system has a good day they will be able to stop 30 percent of the North Korean missiles which is 600 missiles that means that 1,400 missiles can land in Tokyo.

If North Korea attack includes 5 or 6 nuclear warheads then they have a very good chance that all the nuclear warheads are going to land in Tokyo.

The Patriot system must be a very profitable item for Raytheon its manufacturing company, but it's not a good defense system if other countries are shooting at you 2,000 missiles and some armed with nuclear warheads.

You best defense against a massive missile attack from North Korea against Tokyo would be for anyone to be out of town – it would be even better if you are able to be in another country.

Patriot system – a very expensive system


As usual with the Pentagon, cost is no object. But the Patriot is very expensive system and it's getting costlier all the time. Raytheon and Lockheed originally promised to deliver the new Patriot system for $3.7 billion dollars. Now the cost has soared to $7.8 billion. Each Patriot missile unit costs about $170 million.

In the first Gulf War, an average of four missiles were launched against a single incoming Scud.

Based on these costs it would cost about $ 900 million dollars for the Japanese to shoot-down each missile launched by North Korea.

Times 2,000 missiles then you do the math....


In a Nutshell:

The best option for the Japanese against a massive missile attack from North Korea (and some armed with nuclear warheads) - it's for the residents of Tokyo to leave town, and come back on a later date after such nuclear attack has happened to check if there's still anything standing.

Anyway, Hiroshima and Nagasaki was just a small preview to what would happen to Tokyo when North Korea decides to go in for the kill.

Regarding a war between the United States and North Korea it's obvious that a North Korean attack with nuclear weapons against Tokyo as I mentioned above – North Korea would be attacking the Achilles heel of the United States in that part of the world.

Since that outcome it would be catastrophic, and it would not be good for anyone, then what could be a solution for this crisis before the situation on the Korean Peninsula spins completely out of control?

China could jump in and offer massive aid to reconstruct North Korea in partnership with South Korea with the condition that the 2-Koreas merge into one country, and also that the US military forces leave South Korean soil ASAP.

That strategy would be good for all parties.

Ricardo: ASP please don't get carried away – I am not predicting that North Korea is going to do it – I am saying that North Korea has the capability of doing it if they are forced into using nuclear weapons in a nuclear war showdown with the United States.

If North Korea attacks Tokyo with multiple nuclear warheads – the main objective is to cause a total collapse of the international monetary system based on the US dollar.

From the North Korean point of view this is an excellent opportunity for David to destroy Goliath – and their mindset is geared for such a occasion and go for this spectacular event.

Regarding a war between the United States and North Korea it's obvious that a North Korean attack with nuclear weapons against Tokyo as I mentioned above – North Korea would be attacking the Achilles heel of the United States in that part of the world.

The North Korean Army has been waiting for this opportunity for over 57 years, and they finally can go all the way and show to the world how a very poor country – just like in David and Goliath – North Korea goes for the kill, and hit the United States on its Achilles heel.

You are wrong about your assumption, since North Korea got their technology from the Ukrainians regarding the Soviet Union R-27 missile technology.

The experts that follow that sort of thing say that the BM-25 Musudan missile could seemingly be tipped with a warhead as heavy as 1.2 tons and has a "circular error probability" for accuracy estimated at about one mile. And remember this weapon is an improved version of Soviet missile technology from the mid-1970's and 1980's – and since the collapse of the Soviet Union, North Korea had a long time to contact and get technological advice from the Soviet nuclear technology scientists who were marginalized after the collapse of the Soviet Union.

The West is probably underestimating the nuclear warhead destruction capabilities of North Korea. And North Korea also has the capability of launching a version of these missiles from submarines.

If the North Koreans decide to destroy a chunk of Tokyo they probably have the technology to do it in a big way.

Ricardo: I don't have anything against Japan or the Japanese - I am just pointing out that because Japan is holding over $ 1 trillion US dollars of foreign reserves in US dollars - that makes Tokyo in Japan a target for a nuclear weapons attack by any country that wants to destroy the United States economic and financial system.

In the same way, China/Soviet Union and the United States used the Koreas to fight its proxy war - Today North Korea could use the same concept and by nuking Tokyo they could at the same time destroy the US economic and financial system.

i totaly understand you dont hate the japanese and that you are stating something you have deducted could happen if they acted on it.its just that, there are so many scenarios we could think up here where if something was acted on, it could bring down the usa economy.

hell, if someone farts in the north poll, these days, it could affect the economy.

its hard to beleive we could look at the korrean war and just think it was a lot of proxy bs. sure, it was another dirty cold war, with both sides of the conflicts inviting the aid and support of the big powers

but , for gods sake, look at what was at stake. look at the differance from the vibrant economic power and the life style of its people in south korrea compared to the life style of the north korreans. anyone who just sluffs that off and thinks it was usa boogy man hedgemy or something, has got huge blinders on.

and, i realise that , having to debate with elite traders from the usa, must be a living hell , since they are some really low life, dog eat dog , sharks , only interested in where they can exploit derivatives to just make money. top it all off and you live in joisyey, where the average woiking stiff is a slice of "jersey shore"..i hope people dont think only italians from joisey are like that, most white average joes think and talk like that from joisey, its got to have traumatised you over the years...i just dont blame you at all for taking the positions you do , sometimes.

What it does not make sense to me is that South Korea is fighting to dismantle North Korea's nuclear weapons program.

In my opinion, South Korea should look at North Korea's nuclear weapons as an asset that it would be an important asset for the defense of the newly merged Korea in the future.

An united Korea would have a higher status around the world if that country is armed with nuclear weapons – and that would place the newly united country among a very exclusive group of countries – the countries armed with nuclear weapons.

Instead of being afraid of North Korea's nuclear weapons the government of South Korea should look at it as a valuable asset that North Korea is bringing to the table when the 2-Koreas decide to merge into one country.
