Syria Shows Brazil Has a Long Way to Go to Become a Political Power PDF Print E-mail

Syrian president On July 20, 2012, Brazil's Foreign Minister, Antonio Patriota, announced the withdrawal of all Brazilian diplomats from Syria due to the intensified fighting and violence throughout the country. Though, for Brasília, this was a note-worthy step, it should not be regarded as a clear political move intended to condemn the Bashar al-Assad regime.[1]

While the situation in Syria worsens with each passing day, Brazil has yet to apply any sort of pressure on Damascus. Brazil certainly is a rising economic superpower, but the foreign policy dictated by Brasilia disappointingly indicates it has yet to achieve a similar status in the diplomatic arena.

When Brazil originally served on the 15-member United Nations Security Council in 2011, it abstained from voting on the first draft resolution condemning Syria, while 9 of 15 members of the council members voted in favor.[2]

Brazilian officials have provided various reasons as to why the government abstained from voting, one of which involves the concept of "Responsibility while Protecting."

Brazilian President, Dilma Rousseff, developed this notion to express concerns within the framework of the associated but substantially different "Responsibility to Protect" doctrine.

This concept espouses that Brasilia understands its responsibility to protect civilians in armed battle abroad, but must think of its own civilians first and foremost.[3]

Although it is a priority for Brasília to protect the highest interest of its populace, Brazil sees itself as rising into a role of global leadership, and therefore must face up to conflicts such as the one encountered in the Syrian uprising.

And if Brasília truly wishes to see itself gain a permanent seat on the UN Security Council - a desire frequently heard in Brasilia - it will have to take a hard stance on Syria, especially because President Assad has committed a deplorable level of UN human right violations, "from arrests of political activists to torture and killings on a massive scale."[4]

The ability to strike a severe posture toward the Assad regime should come easily enough for President Rousseff, due to her history as a leading political adversary against Brazil's military dictatorship.

In 1970, the government jailed Rousseff for three years where interrogators tortured her on numerous occasions. Despite her harsh personal experiences, Rousseff still claims to be unashamed of her past as a guerrilla.[5][6]

Therefore, Rousseff, due to this evolutionary background, does not seem like the leader that would readily shirk from conflict, particularly when a possible outcome could relate directly to Brazil's strategic interests. Yet, Rousseff first introduced the "Responsibility while Protecting" concept, and then has adhered to the policy of silence.[7]

Alongside the notion of "Responsibility while Protecting," some Latin American experts have justified Brazil's abstention on the Syrian vote by claiming the draft resolution will lead to foreign intervention. Regarding Syria, this type of direct action has been off the negotiating table, as many worry that the vote can be seen as just another instance of imperialist motivation that might generate anti-Western sentiments and conjure up a negative backlash from Russia and China, both important trading partners for Brazil.[8] But the Brazilian concept to preserve westernization in a noble light as well as to maintain strategic alliances pays the price of countless lives lost.

In August of 2011, the India-Brazil-South Africa dialogue forum (IBSA), composed of the nations with non-permanent seats on the U.N. Security Council in 2011, sent a delegation to speak with the Syrian foreign minister and president.

This discussion proved to be unfruitful and Nadim Houry, Deputy Middle East Director of Human Rights Watch, observed, "Their efforts at private dialogue have achieved nothing, and hundreds more Syrians have died in the meantime."[9]

Shortly after the Security Council vetoed the draft resolution, IBSA engaged in a Heads of State and Government Dialogue Forum on October 17, 2011, but failed to even mention Syria.[10]

As of now, Brazil has only reduced trade with Syria; the Brazil-Syria trade volume decreased by US$ 178 million from 2010 to 2011. But this figure does not include the indirect trade Brazil has been able to maintain with Syria.

The president of the Arab-Brazilian Chamber of Commerce reported, "from experience, some Brazilian companies have sold to Lebanon, and from there, follow the goods to Syria."[11]

The Brazilian government has condemned the violence in Syria, but actions speak louder than words. In that sense, the most bold action Brazil has taken has been voting in favor on the most recent resolution passed by the United Nations General Assembly, A/RES/66/253 B, which demands an end to violence in Syria, a completely unenforceable initiative.[12]

It is clear by now that Brazil has maintained nothing but a passive position toward the Syrian regime, but it still has a chance to prove itself as a rising global leader, obtain a spot on the U.N. Security Council, and help mend the desperately tangled situation in Syria. 

In October of this year, the third ASPA summit, composed of the heads of state and government from South America and Arab nations, will be in Lima, a forum where a discussion on the catastrophic Syrian situation is scheduled to take place.[13]

Brazil should lead by example by cutting off all diplomatic and trade relations with the Syrian government, and urge other countries to do the same.

This would be a great chance to send the Syrian government a strong message about their human rights violations as well as positively influence Brazil's reputation as a serious rising power.

SouthAmerica: I said, a number of times here at the Elite Trader Forums, and also on Brazzil magazine: that the Israelis don't have the balls, and the guts to attack Iran - but if they are that stupid, then the consequences would be extreme to the global economy.

I can see gas prices here in the United States at US$ 10 per gallon almost overnight - which would push the US economy and financial system over the edge into the abyss - and finally we would have a total collapse of the US dollar and the entire international monetary system.

The global economy and financial would implode into a black hole with the compliments of the crazy people from Israel.

I "dare" Israel to follow up on their threat of attacking Iran - that it would be the end of Israel in many ways.....

Israel should stop talking about attacking Iran, and put their show on the road to show to the world what they are made of....

Well, where I live, Miami-Florida, if gas prices goes to US$6 per gallon overnight, the local economy simply will collapse.

Ricardo: This is just the result of a minor disagreement between friends, since these militias are the allies of the United States in Libya.

This little fire was caused by friends of the United States – it is nothing to worry about it.

The US ambassador to Libya and 3 other Embassy staff were killed by the local militia, an ally and friend of the United States.

This was the first time that I heard anyone talking about this film "Innocence of Muslims".

Erin Burnett mentioned on her show that four Jews from California were involved in making this movie.

As I learned about the content of this movie I realized immediately that Erin Burnett had made a mistake when she described the 4 people involved in making this movie as being Jews.

Because of the content of the movie, instead of Jews I would describe them as being “Zionists” which implies a political agenda from the radical right from Israel.

The crazy “Zionists” are trying to start World War III in the Middle East and North Africa.

Brazil is doing fine, and moving along just as planned, despite the QE∞ game that Ben Bernanke and the Federal Reserve is playing which also affect and have an impact in the emerging markets around the world including Brazil.

If you have been reading my postings here on ET, and my comments on Brazzil magazine then you would know that when I was calling for a devaluation 30 and later 45 percent of the real against the US dollar that was to bring the ratio to US$ 1 = R$ 2.00 to protect Brazilian manufacturing and the tourism industry in Brazil.

Since December 2008 when the Selic interest rate was 13.66 percent I was calling for the Brazilian Central Bank to lower it to around 8 percent – then in the last year and half I have been calling for the Selic interest rate to be reduced to 7 percent.

My suggestion for the level of exchange rate and also for the Selic interest rate have been right on the money since as of Friday September 14, 2012 the exchange rate of the real versus the US dollar was:
US$ 1 = R$ 2.01 and the Selic interest rate is 7.5 percent.

As I mentioned above the “QE to infinity” the latest game that Ben Bernanke and the Federal Reserve have started playing will affect the economy of the emerging markets.

The Brazilian Finance Minister Guido Mantega, needs to adjust Brazilian monetary regulation to counter attack Ben Bernanke's move in the current “Currency Wars” to be able to keep the “Hot Money” away from the Brazilian economy – and continue with sound economic and financial policies in Brazil.

SouthAmerica: The United States is probably the first superpower that let itself to be completely manipulated and influenced to the highest degree by an immaterial and irrelevant little country such as Israel.

In the 21st century makes even less sense for the United States to associate itself to this little country that is completely irrelevant (Israel) to the new world order – the world of the “BRICS.”

The real economic and financial action in the next 20 years will be generated in the world of the “BRICS” - and Israel means nothing to the world of China, India, Russia and Brazil. In the new world order Israel is nothing more than a little country (Israel is smaller than the state of New Jersey in the old USA) with a small economy with a GDP of $238.2 billion (2011 est.) compared with the state of New Jersey GDP of $ 497 billion for 2010, and a small population (about 7 million people, also a smaller population than the state of New Jersey with 9 million people)

When compared with other countries around the world such as Brazil, Russia, India, China, and South Africa – the country of Israel is completely irrelevant.

Unless the United States want to become obsolete and irrelevant even faster than it is happening – the close association of the United States with Israel will just serve as a distraction to the US government as the US economy and financial system become less important and influential in the new world order of the “BRICS” with half of the population of the planet and the place were the real economic and financial action is going to happen in the coming decades.

The United States can place all its eggs in one basket the Israeli basket and become irrelevant and immaterial at the speed of light in the new world of the 21st century - or the United States can wake up and start paying more attention to the world of the future.

Ricardo: I just found on YouTube a Charlie Rose Show were Charlie interviews Emmanuel Todd.

My guess is that this interview happened in the Summer of 2003, because they mentioned the US invasion of Iraq.

Emmanuel Todd is an outstanding historian and forecaster.

On his book Emmanuel Todd mentioned that a lot of the stuff that is transpiring in the Middle East was in the process of happening with or without the US involvement. Maybe the US involvement in the Middle East did speed up the developing events.

Every American should read a book by Emmanuel Todd “The Breakdown of the American Order – After the Empire” which was a best seller in Europe, but in the United States the book sold very few copies.

As to Charlie Rose, ya, I do enjoy watching his shows from time to time but that's not necessarily because I agree with him allot, it's more like watching for entertainment purposes. As to Sr. Todd, I guess I'd have to agree, don't know much about him, haven't read his writings and as an American spending about half my time in the northern continent and the other half in the south, I too would have to say there's not much reason I should give a damn. My having given up hope and now conceding to (eventually) being 'lower class' has more to do with where and how things are and how one must act in the slow still backwoods waters that I've had the luxury of encountering and will, in the not so distant future, chose to permanantly move to. Emmanuel Todd is a 52 year-old Historian and Political Scientist at the National Institute for Demographics in Paris. His research examines the rise and fall of peoples and cultures over the course of thousands of years.

His newest publication predicts the fall of the United States as the sole superpower: Aprés l'Empire: Essaie sur la décomposition du systéme Américain (available in English from Columbia University Press in February 2004).

Todd attracted attention with a similar work in 1976, when he predicted the fall of the Soviet Union based on indicators such as increasing infant mortality rates: La chute final: Essais sur la décomposition de la sphére Soviétique.

Todd studied Political Science at the Institut de Etudes Politiques in Paris and completed his Doctor Thesis in Historical Sciences at Cambridge.

NZZ: Mr. Todd, you write that America is economically, militarily, and ideologically too weak to actually control the world. This would gladden many anti-Americans. But how is this anything but the wishful thinking of an intellectual who is the product of the French US critical tradition?

ET: This is neither wishful thinking nor anti-Americanism. Why would I have been so prominently criticized by the left? The French career anti-American paper "Le Monde diplomatique", was the only major paper that remained conspicuously silent on my book. The over-estimation of America is fundamental to these people. It is on this topic that they agree with the American ultra-conservatives: the former to demonize, the latter to aggrandize.

NZZ: You on the other hand can be accused of underestimating the United States.

ET: On the contrary, the US is still the most powerful nation in the world today, but there are many indicators that they are about to relinquish their position as solitary superpower. In my 1976 book, La chute finale (Before the Fall: The End of Soviet Domination), I based my prediction of the fall of the Soviet Union on the relevant indicators of the time. An analysis of current demographic, cultural, military, economic, and ideological factors leads me to conclude that the remaining pole of the former bipolar world order will not remain alone in its position. The world has become too large and complex to accept the predominance of one power. There will not be an American Empire.

Nevertheless, if others are to be believed, this empire has already been long in existence. "Get Used to It" was a recent headline in the New York Times Weekend Magazine.

That is very interesting. Now that the concept no longer corresponds to reality, it becomes commonplace. While there actually was a basis in reality, there was scarcely a mention of the concept.

NZZ: Then you are of the opinion that there was an American empire at one point?

ET: The American hegemony from the end of WW II into the late 1980s in military, economic, and ideological terms definitely had imperial qualities. In 1945 fully half the manufactured goods in the world originated in the US. And although there was a Communist-bloc in Eurasia, East Germany, and North Korea, the strong American military, the navy and air force, exercised strategic control over the rest of the globe, with the support and understanding of many allies, whose common goal was the fight against communism. Although communism had some dispersed support among intellectuals, workers, and peasant groups, the power and influence of the US was by and large with the agreement of a majority throughout the world. It was a benevolent empire. The Marshall Plan was an exemplary political and economic strategy. America was, for decades, a 'good' superpower.

NZZ: And now it is a bad one?

ET: It has, above all, become a weak one. The US no longer has the might to control the large strategic players, primarily Germany and Japan. Their industrial capacity is clearly smaller than that of Europe and approximately equal to that of Japan. With twice the population, this is no great accomplishment. Their trade deficit meanwhile, is in the order of $500 billion per year. Their military potential is nevertheless still the largest by far, but is declining and consistently over estimated. The use of military bases is dependent on the good will of their allies, many of which are not as willing as before. The theatrical military activism against inconsequential rogue states that we are currently witnessing plays out against this backdrop. It is a sign of weakness, not of strength. But weakness makes for unpredictability. The US is about to become a problem for the world, where we have previously been accustomed to seeing a solution in them.
