Fernando Haddad and Paulo Maluf Out goes Gilberto Kassab (PSD party member), in goes Fernando Haddad (PT). As of January 1st, São Paulo will have a new mayor, from a different party, with novel political and ideological orientations. One thing, though, remains the same: the Arab roots of the overseer of Brazil's biggest Metropolis.

Kassab, whose term in office is about to end, is a grandson of Lebanese grandparents, Haddad, elected last Sunday (28th), is a son to a Lebanese father. Both feel at home in São Paulo's Arab community, and yet, in the election and in their political careers, they have been in opposing camps.

The current mayor backed the candidacy of his predecessor and political mentor José Serra (PSDB), who was defeated in the municipal elections. On his part, the mayor-elect was supported by his party's two leading figures, former president Luiz Inácio Lula da Silva and current president Dilma Rousseff. Haddad was minister of Education from 2005 until January this year.

Haddad's family history is akin to those of countless other immigrants. His father was a haberdasher, and the mayor-to-be worked in the trade while young.

"I used to work on 25 de Março Street, I would walk around the Brás and Bom Retiro [neighborhoods] with a catalogue under my arm," he said this Monday (29th) at a press conference, while discussing the revitalization of the city's central area. The three locations he mentioned are wholesale and popular trade hubs. The former two boast a strong Arab presence.

Haddad, however, did not stay in trade; instead he went to Law School at the University of São Paulo, where he presided over Academic Center August 11th, then pursued a master's in Economics, a PhD in Philosophy, and finally opted for an academic career.

The newest Arab in charge of São Paulo - prior to Kassab, the city was governed from 1993 to 1996 by Paulo Maluf (PP), another Lebanese descendent -, one of Haddad's greatest trump cards is the acceptance he enjoys in federal government circles.

This Monday he met with president Dilma in Brasília to discuss the city. "São Paulo is a global, worldly city, and as such it needs to be more in line with the state and federal governments, for the sake of the well-being of its people," he said.

He said he wants to carry out a "high-level" transition with his predecessor, and that the president will set up a federal government team to follow up the process and establish "a working routine" between the two administrations.

According to the mayor-elect, partnership between the municipal, state, and federal governments is important anywhere in the world. He cited examples of large metropolises like New York, London, Paris and Shanghai. "Investment here [in São Paulo] needs to have nationwide repercussion," he said.

When questioned about international cooperation following his mention of foreign cities, the mayor-elect told ANBA that "these relations are currently low in intensity." He spoke of "revitalizing" the Secretariat of Foreign Relations.

This Tuesday (30th), Haddad will attend meetings with state governor Geraldo Alckmin and mayor Kassab. Alckmin is affiliated with PSDB, the same party as his defeated adversary Serra's, and the main opponent to Dilma's and the mayor-elect's PT. "My first action will be strategic alignment with the state and federal governments," he said.

Given the high crime rate, security is one of the issues to be aligned with the state, since this sphere of government is the main agent to this end in Brazil.

"The mayor cannot exempt himself from this task," said Haddad. He said he wants to "emphasize the community-oriented" character of the Civil Guard, the City Hall, and the "delegate operation," an agreement between the state and municipalities allowing for military policemen to work for city halls on off days. The MP is commanded by the state government and carries out police patrol work.

Right from the start of his four-year term, the new mayor intends to propose an "urban reform" based on the "Future Arc" notion set forth in his administration plan, which provides for decentralized development through job creation in "dormitory" neighborhoods and a supply of housing in neighborhoods with strong economic activity, so as to bring workers nearer the workplace. "We want to expand the city sustainably," he said. "This reconciliation will allow for the periphery to reunite with the center," he said.

According to him, the reform will take place across five different legal frameworks: Director Plan, zoning, urban operations, Code of Works, and tax laws. Changes to these areas will require approval from the City Council.

Haddad expects to mirror, in the City Hall, the same coalition of parties which backs the federal government in the National Congress. On which side the current mayor's PSD will be is yet to be known. "But I do not believe the PSD will systematically oppose us," he said.

Haddad also promised "complete transparency" in City Hall actions. "We will adhere strictly to the Information Access Act," he said, adding that this is an "absolute, fundamental right" of citizens. "Whatever can be made available online will be made available online," he said.

He also said he aims to create a Municipal Comptroller General's Office to inspect the actions of the administration, similar to the Federal Comptroller General's Office. "Creating a 'Transparency Portal" for the municipality will be very useful for keeping track of the City Hall's different partnerships," he said.

To be honest, the first time I heard about the Bildenbergers was through our distinguished and vanished Canuck fellow blogger Jon. From what I understood, they have lots of influence in the Canadian politics. Considering that the Canucks do not have much say in Brasil, it is quite unlikely that this not so secret society has any here.

While we are all discussing an imaginary scenario of your countrymen invading the Amazonas, Acre, etc; we completely tend to ignore the local problems that affect our lives. Such as Leaky roofs,empty beaches, "amarelinhos" being burnt, our cops being slaughtered by the thugs trained by FARC, etc; smilies/shocked.gif

Sometime ago I asked our distinguished fellow blogger Rickey when was the last time he visited his native land. I think he did it a long time ago and therefore is unaware of the violence unleashed by the organized crime.

Besides it is unlikely that CIA will be implementing its plan to invade us in the very near future, because their headman himself was caught with his pants down (literally) & probably the "PLAN" is no longer secret thanks to Madame Broadwell. To reformulate that plan it does take time. So I guess we can all relax and instead invade the good ole U.S. of A to buy some cheap goods made in the PRC for prices far below BIG charges.smilies/wink.gifsmilies/cheesy.gifsmilies/grin.gif

Today was "cooking" day (and not crack or meth although with the prevailing winds, proximity of other down wind dwellings and the structural arrangement of this old chalet I could probably manage to pull that off without a hitch), tomorrow, with any luck on the health front, will be "cleaning day". In the basement, the twelve foot high shelving system and fourteen foot high two car "hobby" garage will be scoured thoroughly. The case of untraceable slug shells packed away years ago will be recovered and there will be no more "discussing" any "Human Right Violations" in my barrio. The neighbors are all atuned to that (and will somehow not hear / not report to the authorities the "ordinance" violations apparent from any discharge). They all know I inherited the enforcer title when I bought the place.

For over twenty years I have been saying that if people simply won't step up and risk all and take back their own neighborhoods, all will be lost. Not happen'n in my backyard!

"decimating", "desimation", doesn't that mean something like eliminating 1/10 vs a complete erradication? Good goal for this year and every year thereafter, let's get it "instituted".

Switzerland's powerful central bank has been forced to publish embarrassing details about a controversial currency trade by chairman Philipp Hildebrand's wife that netted her a Sfr75,000 (£50,000) profit, to fend off a brewing political scandal.

If it wasn't one of our usual culprits like double-dotada or c_cksucktinha impostering then it must have been some kind of fluke auto-generated by the artificial intelligence aspects of the system wide / application wide spell checker I invented. No Ricardo, I did not forget! Our state does not require a Military dictatorship to fix the current problem that our distinguished fellow blogger ASP has been narrating at length. Though an "outsider" who was elected as a senator in 2002 and kicked out in 2010 by us and then was given a Ministry as a consolation prize has offered to bring in the military, I do not think we need their intervention. Our elected and selected authorities will eventually fix it.

Biography:

Richard D. Wolff is an American economist, well known for his work on Marxian economics, economic methodology, and class analysis. He is Professor of Economics Emeritus, University of Massachusetts, Amherst, and currently a Visiting Professor in the Graduate Program in International Affairs of the New School University in New York. Wolff has also taught economics at Yale University, City University of New York, University of Utah, University of Paris I (Sorbonne), and The Brecht Forum in New York City. In 2010, Wolff published Capitalism Hits the Fan: The Global Economic Meltdown and What to Do About It, also released as a DVD. He released three new books in 2012: Occupy the Economy: Challenging Capitalism, with David Barsamian (San Francisco: City Lights Books), Contending Economic Theories: Neoclassical, Keynesian, and Marxian, with Stephen Resnick (Cambridge, MA, and London: MIT University Press), and Democracy at Work (Chicago: Haymarket Books).


Wolff hosts the weekly hour-long radio program Economic Update on WBAI, 99.5 FM, New York City (Pacifica Radio). He writes regularly for The Guardian, Truthout.org, and the MRZine. He has been interviewed on RT-TV, Amy Goodman's Democracy Now!, Al Jazeera English, Thom Hartman, National Public Radio, Alternative Radio, and many other radio and television programs in the United States and abroad. The New York Times Magazine has named him "America's most prominent Marxist economist." His work can be accessed at rdwolff.com. Why?

Because the newly elected head of state in China, President Xi Jinping has a doctorate in Marxist theory and ideological education, and he will be around for the next 10 years guiding the main economic competitor of the United States in the coming years.

Sorry Ricardo, the fact that Dr.Wolf is an authority on "Marxian Economics" does not qualify him to be the Secretary of Labor, unless the good ole Yanks want to send their labor to PRC to earn $2 a day to produce "inexpensive" plastic buckets to be sold at Walmart.smilies/cheesy.gif

BTW, we the Brasilians understand more about the threat posed by the "Cheap goods" produced by PRC and are taking measures to strengthen our industrial base. We could use hire the skilled (and highly qualified) but...but...but.. unemployed Yanks & afford to pay more than the Chinese do.smilies/cheesy.gifsmilies/grin.gif

I am fully in favor of changing our current "labor laws" and "immigration laws" to facilitate the entry of more and more national and international entrepreneurs into our country.

joao, glad you brought this up, and here is what i think of it...ive also watched the news as they say they intercepted phone calls from prisoners saying "congradulations", "volta por normal ..." etc..(proving my point they have phones to comunicate anywhere)

first of all, prison conditions are horrible all over brazil, and,i know we have intimidation and torture in our state, and its been going on...yet, i feel this attention on this prison intimidation, based on what happened with the violence ,is a cover up !! a desire to not face what has really happened...which is the demonstration of the ability of organised crime to disrupt authority at their will....

you are going to tell me that this all happened when it did was total coincidence with the exact same time it happens in sao paulo...with an organised gang , the pgc, almost a copy of the pcc ?

wouldnt it be wonderful to just chalk it up to torture and violence by the police on the prisoners, lets be sympathetic of them and show that is what it is in the media as a cure and everything will be all right..and we can clean up the mess and get back to our "normal" lives...

i dont buy it joao, this is a big statement by the organised gangs, and, while i dont say it was a total conspiricy to do that , that the pcc directed it, im saying i bet they knew about what was going to happen in sao paulo...you think it was spontaneous up there in sao paulo ? and this santa catarina's police wife was killed a week before, of course the police were going to bear down on them...but, they could be hoping for exactly that to play into the bigger plan...they are the ones who killed her...

i dont buy the version that is coming out on the news now, joao, i read between the lines...ive seen too many of these big coke busts go down to know there are huge amounts of big money (definitly not the biggest or close to the real directors of the whole thing , but, hell , some of the really big dealers are in prison right now) coke dealiers in prison here in santa catarina
