If the government can't get control of the situation, which has been proven in the United States, it's good for the people to take control of things. But this article presents this as negative. If the government is going to do anything they should work to push the gangs out of the areas they still control and encourage the residents of those areas to take ownership of their own security.
Of course, legalizing drugs would solve the majority of the problems and violence. But the people that thing they own the world in the United States won't allow that.
