My brother is currently living in Rio with his Brazilian wife and daughter. As he currently has no friends and his wife is very busy, he often finds himself with a lot of free time and and nothing to do (he does have his own job, however). Not speaking much of the language doesn't help. Does anyone know of any American or other English speaking groups that exist for foreigners living in Rio. Any help in this matter would be GREATLY apreciated.

There is a group called Globond (www.globond.com.br) which is very big in Sao Paulo and growing in Rio. I should say USED TO BE very big... because it used to be free to join. Now it cost R$1000 per year, and I believe that many of the 'hundreds' of members that they claim have, have actually given up the club for that reason (that's why I quit). Still they organize happy hours and other events, and post them on their website... many gringos get their companies to pay the membership.
