Brazil's Worst Poverty Is the Lack of Smarts and Feelings PDF Print E-mail
Written by Cristovam Buarque
Friday, 26 May 2006 11:04

Brazilian dinnerThe federal government has distributed posters announcing that in the past few years the number of poor in Brazil has diminished by 2.6 million. It is lamentable that a reduction of 2.6 million people, out of a total of at least 70 million poor, would justify such publicity.

At this rate, Brazil will take more than 50 years to eradicate poverty. Even worse, however, is the fact that the publicity campaign is based upon research indicating that those Brazilians' income crossed the poverty line of 115 reais per month, or US$ 2 per day.

According to this logic, these families left poverty behind because they began to receive several dozen more reais per month. In reality, at the most they received the equivalent to what the researchers, government executives or publicity people responsible for the campaign spend, individually, on a single dinner. Without counting the wine or whiskey consumed.

Setting the poverty line at less than the cost of a dinner proves that Brazil is indifferent to the level of poverty in the country and that it lacks logic in defining poverty based upon income.

What is needed for the struggle against poverty in Brazil is an awakening of national indignation to the reality so that everyone will stop accepting the social tragedy surrounding and shaming us. To struggle correctly for the abolition of exclusion, we must also change the logic with which we define poverty.

The poverty line cannot be crossed with the price of a dinner. Or the price of ten dinners. The poverty line is not horizontal, based upon income. It is vertical, based upon the families' access to essential goods and services.

What makes a family poor is not the income it receives. It is, rather, the quality of the services the family uses: food; healthcare; education; water and sewerage connections; public transportation; security; culture; information.

Some of those goods and services are offered in the marketplace and require income for purchase. But for others, like healthcare, education, water and sewerage connections, it is not possible to rely upon the marketplace. Access must be assured.

The ticket from exclusion to inclusion does not consist in crossing a horizontal line, thanks to a monthly amount of money equivalent to an economist's dinner. This passage implies - and this is important - changing sides, crossing the vertical line that separates those who have access to the essential from those who do not.

It is not simply monthly income that defines who is or who is not poor. Because with the exception of food and transportation, almost all the essential services must be public in order to be universal. Either public services are guaranteed to all or they are not for everyone because only the income of the rich permits them to purchase these services.

It would be impossible to increase the minimum wage to an amount sufficient to pay for school, healthcare, water and sewerage systems installation, reliable security. In no country is universal access to those services provided by the marketplace. Even rich countries offer the essential services publicly, not through acquisition of the minimum wage.

Those who affirm that the poverty line is horizontal, and can be crossed by the price of one of their dinners, are playing sleight of hand with the reality of poverty, and thus, the roads to overcoming it.

But this is difficult to understand when one succumbs to the vice of viewing everything through the optic of income and is consequently imprisoned by the definitions of the economy. The "dinner line" is the major obstacle in the struggle against poverty because it impedes the vision of reality and also hides the insensitivity of the studious, the politicians, the publicity people.

They all have money to pay for a dinner but are impoverished, very impoverished, when it comes to sensitivity and logic. They side with those who live without indignation, without understanding.

To confront the social poverty of those going without, we first need to overcome the poverty in ethics and logic of those who study, write, make decisions, and divulge campaigns about a social inclusion that comes down to crossing their own "dinner line."

This is a line that demonstrates the stupidity of the logic and the indifference to the wrong. It is the worse of all poverty: the lack of intelligence and of feelings.

That is very right. Now, let the politicians and legislators give quality education and services to the population. But how this will happen without first getting rid of bad political leaders?

Brazil has a gang of old mules in power that we need to retire; they are a bunch of incompetents, without good ideas, honesty and patriotism. They have no loyalty to our country but to themselves and their egotistic interests. They are not loyal to the country but to their political ideas and agendas.

Without reforming the political and judicial structure of our country, I do not see how we can provide quality service, quality education to the population. This status will continue for a very long time.
But this how....
written by Guest, May 26, 2006

Lula and his gang are manipulating the numbers....every time...all the time !

They lie through their teeths every single day and several time a day.

Taking in account the GDP per capita, the country is not that poor.
But knowing that 30 % of the population is living below 2 $ a day, is a shame.

This is not yet taking in account the millions and millions of citizens living with 3 or 4 $ a day and that are no longer considered as poors !
Rid of bad politicians ?

But there are no good
Brazilian politicians.

They are all corrupted to the roots and into the center of their genes.

Just look at the lastest ambulances corruption, 283 parliamentaries are named as having participated in the bribery scheme !

This is already 50 % of your parliamentaries .... for the time being !

And the minority who did not participate are involved in other corruptions !

Whatever you look at it, all your politicians are involved in many more than 1 corruption....at a time !

In Brazil, going into politics is a Get Rich Quick job.

And this will never ever change ! Why is anyone thinking that things will change ?

Your politicians create the laws But Also the laws..... to protect themselves when they do something illegal that is discovered and revealed l !

Quite a shame !
When will the future come!!!

My comments are based on my personal observation over the years that I have lived and worked in Brazil and over a dozen countries in Latin America, North America, Africa and Europe. I am originally from India and now live in Atlanta. Every economy and nation has challenges and issues and Brazil is not unique, however, when there are issues, we need to talk about it as they are and find solutions. Complaining is easy, providing viable solution is difficult. However, I can say with authority that many a times, I see that most non-Brazilians believe more in Brazil and its potential then do the locals? WHY..I am still trying to understand. I can tell you that at one time, I was on a Board of a Brazilian business organization in a major city in US and found that most people on the Board who were Brazilian could care less for Brazil, and that made me very SAD.

There are lots of lessons to be learned from developing countries and not just developed countries for Brazil. To be able to solve a challenge, one has to acknowledge that the challenge exists and take responsibility for it. However, as a country it appears like Brazil does not want to do that. Large majority of rich, middle income families and decision makers live in a different world then the majority of Brazilians. They do not relate to the realities that exist on the ground for vast majority of poor people in Brazil. Action of corrupt politicians at all level throughout the country have taken a tremendous toll on the national confidence and corrupted the SOUL of young and old alike. Here are some questions that come to my mind:

How can any country prosper if the SOUL of the country is corrupted?

How can a country prosper when majority of young people will never have the opportunity to educate themselves or pursue entrepreneurial venture?

Why does a country with such tremendous natural resource and talented people never find a way to get out of this circle of poverty, violence and corruption?

US and Brazil have several similarities, both had slavery, both had immigrants from Europe initially, both are large and resource rich countries, yet, today they are so different? WHY?

To me the answer lies within Brazil and Brazilians. Brazil and Brazilians have to BELIEVE IN BRAZIL!

Brazilians have to learn to become assertive and start to fight for their rights.

Invest in national campaign to teach people their rights and responsibilities.

Brazilians have to want to change and take their democratic RIGHTS back, vote out of office as many corrupt politicians as possible.

Invest in revamping the judicial system where by it can help people regain confidence in the countries laws and regulations. Justice for all…not just for a select few!

Invest in social institution, infrastructure etc.

Invest in school and vocational institutions with the same intensity as they invest in FOOTBALL AND SAMBHA.

Revisit and rewrite laws and regulation to create an environment for entrepreneurship so people can create, discover, invest, and generate opportunity and wealth and in turn reduce dependency on the government. Businesses should not have to cheat to make money, they should not have to invest most of their time thinking how to circumvent the government tax law as oppose to investing time creating products, services and opportunities.

Create an environment where its young people are able to travel to different parts of the world to broaden their horizon, encourage exchange of ideas from around the world, take lessons from countries like India, China etc where in spite of tremendous social, economic and political challenges they have developed a solid frame work of educational institutions (not prefect but far better they anywhere in Latin America).

Brazilian have to learn to respect and protect their tremendous natural resources otherwise this world is very greedy and cruel and before we know the ‘lungs of the world-Amazon Forest” could disappear and everything connected with it, like Brazilian way of Life and the bio-diversity and so on.

It is my sincere hope that that last spell of violence in Brazil will lead to some drastic change ( I know I am a dreamer) in Brazilian society, via open and constructive dialog about the challenges and solutions facing the nation, without regards to region, race, economic or religious background.

There is nothing to celebrate.
The numbers are meaningless compared to Brazil's population.
It is just misleading information for the illiterates and uneducated voters that will re-elect Lula the populist thief for more one term in power.

God help Brazil.

I am a Brazilian and I do believe in Brazil or otherwise I would not be here posting my opinions in this forum.

However, I am not a politician, I am a scientist and engineer, and I see so many evils in my country that feel sick. Of course, Brazil is not totally bad, as some posters here enjoy announcing. I see also many good things about my country. We have hard working people besides indolent and opportunist individuals. We have Brazilians struggling to get an education in spite of many adversities. We have winners and losers as in any other place in the world and maybe someone can utter that we have more losers than winners. Or you may say that under the circumstances that we are facing in Brazil currently, we actually have more winners than losers. Or even, if you consider a winner someone capable of survive the daily hassle of the Brazilian life.

In fact, reflecting about our society a little more carefully, a successful Brazilian, intelligent and honest, someone that had accomplished some goals in life, is a very admirable person mainly because he/she is a survivor in a society embedded with so much evildoing and obstacles.

What we also lack is genuine patriotism; the type of patriotism that is beyond world cup fever. We need the type that gives us a sense of unit, confidence and respect for ourselves.

Patriotism in Brazil
written by Guest, May 26, 2006
This just doesn't exist. Patritotism in Brazil is wearing the brazilian team shirt for 1 month each 4 years.

Southern people don't want to get very involved with northern, and the fact that they are so distant makes the cultures even more different. In the real south of the country where most of the population think they can do just fine for themselves and dont want to get with the rest of the country, except maybe with states like Rio de Janeiro, Sao Paulo and Minas Gerais.

Now people form the North have so many economic problems, and their weather doesn't help, poverty is all over there and there aren't many people that can afford living in a good situation. Also opportunists politician are all over the place exploring the uneducated masses.

So tell me, how do you get them to unite under the same country? Racial identity? Impossible. Similar culture? No can't do.

Also the fact that most aren't really very educated doesn't help, everyone seems to be trying to get ahead of you tricking laws and stuff... if you wonder why germany is with a very good growing economy that is much better than a country like Brazil, think that they wait for the green line to cross the street and many brazilians would go running to the other side if they think they can make it.

Brazilians are right to be proud to be Brazilians.

But is verbal nationalism enough for a change ?

It is like Lula and his promises. Just words.

Because the fact is that no Brazilian politician really cares for the Brazilian society.
They care only for their own wealth through corruption that affects every area and levels in Brazil !

Words and promises remain just words and promises.

Facts will remain facts !
Not one Brazilian politician has never been involved in a corruption or in another !
All of them have been and are involved in many corruption cases.

Therefore wether you elect Lula, Alckmin or whoever wont change anything !

Some estimates says that corruption in Brazil represents in money term, 10 % of your GDP.

Or US$ 80 billions....annually, for corruption !

Just look at your ambulances corruption. 283 parliamentaries are named in the report.

This just demonstrates that corruption is the norm rather than the exception !

This also explains that your government budgets are the center of attention from the corrupted people.
This also explains that little money is left for effective spending and investments in infrastructure, low cost housing, education, healthcare etc etc !

ON the amounts involved in the federal and state budgets you have first the high proportion going to bureaucracy, then to pensioneers, then to the interests rates to be paid, then to corruption.

What is left for true spendings ? VERY LITTLE !

Simply stated Brazil is totally and lamentably mismanaged !

Every comparative statistic demonstrates it !

India was not rule by a group of evil dictators for the last half of the 20th century. The dictators in Brazil like all over South America didn't trust the educated people. These dictators tried to develop the country whitout building strong intitutions for the people to serve. So, give Brazil a chance to get it together. Lula understands what wrong with Brazil but, it's take time to do all those thing you talk about. To make matters worst, these evil dictators borrowed billions of dollars from these Werstern banks and now Brazil is struggle to pay off these loans.
Political Apathy
written by Guest, May 27, 2006
I read with great interest the comments of the gentlemen from India.
I am an American living in Rio de Janeiro. At a dinner party during the recent events in Sao Paulo, I made several attempts a having a discussion of the issues behind the events with my Brazilian dinner companions.
Not one took the bait. I kept trying and finally one said, "don't you get it? No one cares. The corrupt politicians don't want educated people who question their politics/corruption! They want to keep the masses poor! Otherwise they couldn't steal! There's nothing we can do".
And, sadly that apathy seems to be at the root of the problem.
There is no culture of ownership of the country. There's no attitude of "You can't do this in MY country!"
There is no culture of political involvement unless it is to enrich oneself.
The government collects a massive portion of the GDP and where are the results. It's not a question of Lula being a "socialist" or whatever. He has the resources to make meaningful changes if he had the desire to CONFRONT corruption and redirect those resources to education, healthcare, etc.
The problem is, how long would an honest president live? I can't imagine the entrenched thieves standing for someone who wouldn't tolerate what goes on.
It's not just the Ambulance scandal discussed above. It's everywhere. The cop, the cable TV installer, etc. All corrupt and with no shame about it.
I live here because I chose to. Not a job transfer. The potential here is obvious. But, sadly, it will never be realized until the average educated Brazil says "Enough" and demands real change of the political process.

I'm from the U.S., but have been living in the northeast of brazil for 8 years now, have a business, a daughter that was born here, and many brazilian friends, acquaintances, and business relationships, as well as know personally a few brazilian politicians. I truly have an interest in seeing brazil better itself, and its people, from a business perspective and also personal.

I've seen some good posts here, many that I believe are right on the money, and if any brazilians made some of them, kudos to you! As in my experiences here, I believe that one of the major problems is that many here in brazil simply don't want to admit that they have a problem, that they exist, and when they do admit they have a problem it's never their fault, it's some outside influence, the U.S., the EU, the UN, or how brazil was settled 500 years ago by the portuguese. It's as if many are admitting they have "no control" over their future, to make the necessary changes. As if the U.S. or EU have more control over their reality than their own people that they've elected to put into office and govern their country. This MUST change....the ideology of many here in brazil.

As far as patriotism, imo, it hardly exists in brazil. Patriotism isn't cheering your football team on to a world cup victory every four years then once its over, win or lose, the miserable conditions, the corruption that exists in epidemic proportions, continues to exist....nothing changes.

The following statement that Mr. Buarque made is right on the money;

quote:

"What is needed for the struggle against poverty in Brazil is an awakening of national indignation to the reality so that everyone will stop accepting the social tragedy surrounding and shaming us."

But you see, brazilians have been poor for so long, and many remember the days of the military regime that only ended 15 years ago, that the population of brazilians that are upper-middle class, or upper class, would never dream of "risking" their current situations to protest today's reality in brazil. It's also a shame that many would actually BE risking their current economic situations if they protested against the "system" that exists today.

I've continually seen someone here post that "corruption is in brazilians genes", which of course is a ridiculous statement, no one is genetically predisposed to crime or corruption, but it's the environment that exists which teaches brazilians that its only "smart" to circumvent the system, or even take advantage of people that are in a position where they can be taken advantage of.

SOME of this is understandable, on the part of brazilians, what is not understandable is some of the laws that exist that provide a foundation that justifies this type of behavior and ideology. Here's one example, but there are hundreds, if not thousands. Here in brazil if you own a small to medium-sized business AND you pay the correct amount of taxes, ALL taxes, one must pay 148% of his GROSS...or BRUTO. Now tell me, how does one do that? Answer: YOU CAN'T! One would literally have to give every centavo he took in, not earned, not profit, but every cent his business received, then add another 48% on top of that to local, state, and federal governments in taxes!! So, this is ONE example AND justification of why brazilians cheat on their taxes, and its a VALID justification.....BUT, this ideology and acceptance of circumventing the system has spread like a virus, to ALL other facets of business, politics, throughout the police forces, city, state and federal, through all branches of local, state and federal government entities, and to be honest I really don't know what the solution is since there are so many people that are making money from the current system that's in place and naturally this money isn't included in their paychecks, it's earned in the form of bribes, gorgetas, or "cervejas", however you would like to characterize it. And it is an epidemic, as one poster stated above, it seems as if the "soul" of brazil is corrupted.

I couldn't agree more. A few weeks ago I met with some brazilian business associates from Fortaleza here in my city in the northeast, close to Salvador. We started talking about Lula, whom they both don't like, and one despises, and I made a comparison of what happened to JFK back in the 60's. Although one of them told me it was sacreligious to make such a comparison I told them I wasnt comparing the men, I was comparing the situations. JFK wanted to end the war in vietnam, and that is exactly what he was on track to do, but it wasn't in the best interest of many powerful american entities that were profiting from war, military generals, boeing, mc donnel douglas, hughes, raytheon, etc....he was bucking the "system", and we all know what happened, to not only him, but his brother as well. If Lula, or any brazilian president really ever took a stand against corruption, he would be taking a stand against the very system that is in place, and you can bet that question wouldn't be if he would be assassinated, it would be when will he be assassinated.

And you're right, this "ideology" has seeped into every mind here in brazil, the cable guy, the telephone companies, local police if you don't have all the correct documents in order(instead of giving you a ticket they as for a "beer", just "bought" one for a cop yesterday), it infiltrates every facet of life.

today was a day at brazzil.com where all of the comments took a calm, realistic and practical approach to the analysis of brasil.
here's a thought for all the ordinary, non political, elitist individuals.
i have read how the bands afroreggae and o rappa donate millions back into rio, into the roots of the poverty from which they came. how about all the hundreds of footballers around the world, the dozens of supermodels, the race car drivers, and other international celebrities with not only dollars in their pockets but the ability to speak to large masses and be listened do something. i have heard how guga has built a home in floripa, anabella ambrosio in rio grande du sol. if these multi millionaraires still want to call brasil home, then why don't they invest in the future of their country. the white upper class won't, the politicians don't and the poor can't. in today's media filled world it takes the actions of a bono, a bob geldoff, an oprah winfrey ...all those who can court the media, pressure the politicians and have their voice heard that set the tone for the large (and often uneducated) masses to follow. those types can't be assasinated or bought.
stand up you who have profitted outside of brasil and take back the country you are proud to call home.
from a canadian who is married to a brasilian and loves what is great about your country.

You are right, however, under the military rule that would be impossible to do. The dictators retarded the development of Brazil like they did all over Latin America. Now, social development are taking place, can you imagine a black university in SP. that open two years ago. This would not have been possiable under the dictators that ruled Brazil. TV de Gente would not be around under the military dictators
questioning everything the dictators did or said. Finally, things are changing in Brazil, but, by a Canadian pace it's seem slow.

Pleaaaaase do not blame the years of dictatorship. There is no comparison possible. The only thing you can blame the military for is for having an authocratic regime. As for the brazilian affirmative action version which was copied from the USA, it does not work there and it will not work in Brazil.
These are the examples of social development that you coul come up with? TV and affirmative action? Give me a breack.

You said it all !

Except that brazilian businessmen are as corrupted as the politicians, otherwise they wont survive or prosper either !!!!!

I have been saying the same as you do for months in this site !

And you are right too that Brazilians dont want to recognize the shameful situation that exist in their country !

Nothing will ever change for the better in this country !

Perpetual lies, corruptions and manipulation are in the genes of the brazilian politicians.
And they will succeed for ever !

The country belongs to them, and the society is their slaves.

They replaced the portuguese invasion. Afterall they are their descendants.

It is the modern way to put a whole society in slavery. and those who succeed relatively well are only the lieutenants of the polticians, but they must execute what is ordered to them !

Brazil remains a medieval country with archaïc laws.
The corrupted politicians even created laws that protect them and provide them with total impunity.
The justice people is just part of the circus, otherwise they will be fired or removed !

No one cares for how the politicians oump for their own benefit, the money from the government. But the government money belongs to the society and not to those who are stealing part of it !

The politicians are really smiling ! Afterall they have been elected ....democratically by those who are rubbed and raped every single day !

Even the poors are paying very high taxes...through the indirect taxation system.
A simple example is oil, needed for everything from transport to goods transformation.
Brazil is oil self sufficient but their gasoline at the pump is higher than in the USA who is the biggest importing country !
Brazil is also a major agriculture exporter but they still have under nourrished citizens and people in hunger totalling tens and tens of millions !

They prefer to export rather than feed first their own population.

A real shame to humanity !!!!!

Oh, give us a break! What is your problem? You are a fool!

Your tone is from someone with a lot of hatred against Brazil. Get a grip of yourself. We are here discussing with composure and without exaggeration.

You attack against the Portuguese also is pathetic and full of discrimination.

I do not believe that he./she is a Brazilian.

The way he or she writes he/she hates Brazil and everything and everyone from it. It is sickening.

I am not afraid to complain or protest either, I am a Brazilian but I do not write like that. I know our problems but I have hope and love for my country.
.
Things like " They replaced the portuguese invasion. Afterall they are their descendants." are inferring that the Portuguese people are crooks. My grandfather was Portuguese and one very honest man.

This person is a fool and never a Brazilian, cannot be.

understand what you're saying, but many here in brazil, as I'm sure you know, certainly imply, and if I'm not mistaken, correctly state that the portuguese didn't come to brazil to develop it, but to take from it only.

Still, the English exploited the USA and Canada almost shamelessly. Would that make the American crooks or any bad politicians in the USA their descendants?

We cannot forget, there are many Brazilian politicians carrying Italian, German and Arabian names, for example. Collor was part German.

The Portuguese in the beginning was exploitive but then latter after the republic was established (or even before) came hundred of thousand of Portuguese immigrants who made Brazil their home.

It is unforgivable to attack any ethnicity like that; unfortunate statements from this person (Brazilian or not).
REAL JOB MARKET IN CANADA
written by Guest, May 28, 2006

Canadian government immigration policy enables the bringing of many immigrants every year to Canada. The government promises independent immigrants a good chance of finding a job, developing professional skills, receiving a good education, and earning enough to rent an apartment and make a life in fair conditions. Hundred of thousands of people believe in this promise and come to Canada.

These people even do not anticipate the Canadian reality. Nobody tells them the truth before their arrival in Canada and after.

Then what is the real Canadian immigration policy? What are its objectives? How are those objectives realized? Who pay for it? How does the Canadian job market work? What kind of ethics has people who create the policy?

Now I will draw you a big picture in order to easier understand the main objective. Canada brings in up to 300,000 immigrants a year. Each of them, if he wants to survive in Canada, must spend at least $10,000 dollars a year to keep afloat. In big cities such as Toronto the minimum reaches almost up to $20,000 thousand dollars a year. What does it mean for Canada? It means that the economy of Canada receives approximately an amount of between three and six billion dollars each year. Immigrants have to spend this money for the rental of apartments (very expensive), food, clothes, transportation etc.

What do the immigrants receive for it? Do they receive what they expect to? What are the facts?

Once the famous writer George Orwell said: "times are coming when talking the truth will be symptom of heroism and big challenge".
Then start to speak about it now. Do not hesitate to tell the truth about the real job market in Canada, about people who control it, hiring professionals and about obstacles which professionals and other people meet during their job searching.

DO BREAK THE CONSPIRACY OF THE SILENCE!!

According to HDRC figures in Toronto/GTA alone almost 20,000 engineers from the entire world are looking for a job in their occupations. They cannot find a job! They receive only an ILLUSION and they have to pay a lot for it.

The role of Human Development Resource Centres - HDRC for employed people
-creating different kind of courses where immigrants are trained and where theirs brains are washed

Courses:

-resume writing (the content, fonts, get-up of resume etc.); how to send resume by email, fax, mail or set on a web site

-what kind of adjectives to use to make a good impression on readers

-how to make a good impression during an interview, what is allowed and what is not during an interview (how to be a good actor)

-how to network in order to find a job (usually this means meeting others who are unemployed as well.)

-how to fight down stress, keep up your optimism to continue looking for a job (the objective of the policy is to stop immigrants in Canada as long as possible and to receive from them thousands of dollars for Canadian economy)

Brains washing:

-inviting to take courses to improve professional skills (big business); however after a course you cannot receive a job because employers usually ask about 3-5 years Canadian experience in the occupation and required environment;

-talking only about chosen elements of the entire job market (it means that HDRC staff is hired by Canadian government to hide uncomfortable information about the job market and to achieve objectives of the immigration policy; it is not the staff fault - if they do not do it they will be laid off)

-creating an illusion trust in immigrants that if they speak fluent English they will receive a job or if they have a good resume they will receive a job, or if they send resume by email, fax or deliver personally they will receive a job, or if they finish any courses and get a certificate (they spend a lot of time and money) they will receive a job, or if they co-operate with an agent or an agency they will receive a job, or if they co-operate with many agencies and send a resume to many (i.e.1,000) companies they will receive a job or ...,

-there are organized meetings with motivational speakers; during those meetings listeners are faced with intensive washing their brains; there is prohibited discussion about problems and ideas which are stuck into listeners' brains as the truth does not undergo discussion; any attempts to discuss those "truths" are smothered; people who complain that speaker says untruths are loudly admonished about a conceit, in the way slaves are trained who become insensible, giving in, passive, avoiding a truth if it is nasty or make them any discomfort; in the way are created a kind of behaviours for people who are totally reluctant any changes and accepting the evil which encircles them.

-propagating idea of globalism a new totalitarian system, world without God, without nations, without variety of cultures, traditions, human behaviour, where the money will be the most important value and a man will be as a tool for gaining a money so other words money will a god and a man will be a trash.
Be aware those people who spread those ideas:

-demoralization of people by persuading them to lie to employers in order not to recognize that they are urgently looking for a job,

-nobody wants to say that if you want to survive, to find a good job you must have resources which means money for rent, food, clothes; nobody wants to say that for honest, diligent, friendly, well educated, experienced professionals, even with good references, there are no jobs in Canada

-very often they make an offer to change your skills (i.e. if you are a very experience engineer they make you an offer to be an assistant of a cleaner)
Hiring employees by companies and agencies:

-90% available positions are hidden; they are not advertised on the job market; those jobs are reserved for Canadians only - they call it democracy however this is a symptom of chauvinism and contempt for emigrants;

-above positions receive families members of companies owners, their friends and friend of their friend; for them there are the easiest and the best paid jobs; usually for them are organized courses from a beginner level even for free

-very often for an open position a few hundred resumes came; from the above pile of resume only a few is chosen randomly; the rest of the resumes are not read at all and sent to the garbage or "database"

-good references from other Canadian or US companies confirming the good qualifications of a candidate are not considered

-many companies have own agencies and interview only candidates who are chosen by the agencies;

-to set a resume on known web sites as workopolis.com, monster.com, jobshark.com etc. is a waste of time; the adds about jobs on them there are a bait

-companies and agencies protect themselves against receiving resumes, they do not want to receive too many resumes, do not respond on calls, emails. You are prohibited from calling them (if you call you will not receive the job because you are treated as unruly person); they do not want to receive resumes by fax etc. This is a symptom of rudeness.

-if you come in person to a company nobody from HR or managers want to talk to you; they instruct you to leave your resume and get out

-Human Resources departments are black holes where there is a lot of discrimination as to nationalism, place of graduation, age, English etc. that points to incompetence or chauvinism the hiring of staff members; they are as fussy children, they despise immigrants and their skills

-there are agencies which for a bribe up to two to five thousand dollars with a promise to find a job for you within two to four years; this a big trap - in the way you give an advance without an interest for you and you are blocked in the place where you live)

-there are agencies which make business hiring only volunteers who want to receive Canadian experience; this is cruelly form of people exploitation to force people work for free (without Canadian experience you can not receive a paid job)

-the hiring staff by HR of some companies is corrupted, incompetent or managers in companies are very rude. The proof is that the same companies periodically look for professionals with the same qualifications. Probably they make discrimination good professionals with different reasons.

-discrimination is done on purpose and consequently managers treat professionals as slaves. They do not care about them, about their development and getting new skills. They pigeonhole them and if they do not follow their wishes during private down time then lay off them.

-they treat immigrants with great suspicion even if those immigrants have many years experience and very good references from US and Canadian companies where they have worked

-cleaners in Canada are paid up to $10-12/hour; Canadian Government hires very experienced professionals (engineers, masters) who received UI and who cannot find a job in their occupations for contracts paid less then $9/hour (see: www.epi.ca/ontario/seeker.htm); this is a new age of contempt; in that way some companies receive good professionals for free solution their problems; who are the owners of those companies that they can receive the privilege?

- the job market in Canada is very corrupted, it is sick. The proof is: engineer with over ten years experience in IT and excellent references from US and Canadian companies cannot find a job, no interviews no call back from any companies and agencies where they have sent their resume during the last 2 years. Why? Think about it.

Bellow there are reasons to do not give you a job.

-because you have not graduated from Canadian college or university; because you have not Canadian experience; your qualification are unknown

-because you finished a course however you do not have experience; because you do not know the Queen's English

-because you know too many things so you are over qualified - they do not trust you (a good Canadian professional knows ONE thing very well)

-they are looking for i.e. experienced programmers or plumbers with experience in a bank or warehouse etc. so if you are excellent professional however you did not work in a bank or warehouse - you will not receive the job

-because of lack of continuous professional career, stable career history, because of gaps between particular jobs; it means you are guilty if they do want to give you a job; because you are honest, diligent who was not born in Canada and you say that you were treated very badly by your previous manager

-you will not be admitted to the interview process without any explanation

-if you are very human, friendly, good and diligent in your occupation - they lay off you because you are too good and they do not tolerate competitors.

People who speak loudly about this entire problem are charged with having a bad thinking and attitude. They are told that they cannot receive a job because they are smart and they can see all negatives on the job market. Some people say to immigrants if they do not be obey slaves and do not like to be treated like that - get out of here to your country. There are many others in your position.
Many managers and HR staff destroy good, diligent and competent professionals who do not want to be slaves and do not follow their pleasure. They love only themselves and money. For them somebody who was laid off twice is a very suspicious person. They think simply if somebody is good he is not laid off and they do not care about his excellent references. In that way they waste the time - and the life - of good professionals. They are incredible presumptuous.
Hiring people and managers show you they can trample you as a c**kroach because you are completely dependent on them. You are only a mercenary - NOBODY. They show you that your education and entire knowledge, which you possess, are worth less than zero because in Canada they can push you in a mud of poverty whenever they want. They can kick you as a homeless dog if you will stand against them in the most insignificant matter. For them the most important are money and power. They tolerate only slaves who always and everywhere do what are instructed to do even if they are off duty. They hate human, proud, honest, diligent people and they feed themselves the pleasure if they can kick those good independent people. They are incredible selfish and like to do it.

Below there are some ideas, which are spread in written materials by motivational speakers who talk to the unemployed in HDRCs:

-avoid negative sources, people, places, things and habits (my comment: in other words avoid wise people who show you the truth which can make you unhappy and create your discomfort instead show you a false which can make you happy; avoid documents and a truth about the world; live only in a world of lies and illusions which is created by media and their owners if it make you happy - however remember that live in illusion costs the most; in the way bad and selfish people and behaviours are created; in the way hot and angry moods of different communities are cooled down)

-ignore those who try to discourage you (my comment: another words avoid wise people who try to warn you against dangers; they encourage you to be a brave and arrogant; do not recognise rings of right and evil; be ignorant so let caress a snake because it is beautiful; in the way good and wise people are pushed aside and isolated because they want to show or tell truth about abnormalities or dangers; this is policy directed against people who criticise politics and people who keep power)

-love yourself first and most (my comment: another words be a soulless egoist, do not care about others who need help, be insensitive and ignore others)

-take control of your own destiny (my comment: this is a false slogan because we can control only our attitude and behaviour to be a good loving person by others from our community. The rest is out of your reach. The rest is controlled by money-lenders and usurers (who create money from the air and demand an interest – it means the money, which do not exist because it do not have real equivalent in products populations; they turn people and nations into slaves), by politics, owners of companies and HR people. Our quality of life depends on each of the groups. You can be smart as an Einstein and you cannot get a job.

All the above ideas are spread for taxpayers' money. The knowledge is being inculcated to listeners during the courses in HDRCs. Listeners are taught to be disloyal to employers i.e. if you find better or equivalent job then leave the actual job. Create an image around you that you are a person who is needed. Do not allow yourself to be laid off or fired because other employers will treat you badly and even the best references will not help you find a job.

Canada pretends to be a democratic and fair country however Canadian immigrant policy is a show, a false performance, a trap to entice well educated people who have money which they must spend in Canada. Canada has not invested even a cent in education of those good professionals so without any hesitance destroy them.

This policy is directed against those good people, their nations and countries. It weakens the economy of those countries and takes away often the good diligent professionals and destroys them in Canada because they cannot get a job in their occupations even if they have good references from Canadian companies where they worked. Canada is an ENEMY of those people and their countries. Canada wants to dominate other countries by destroying good professionals who come from them, turn professionals into labourers and take away them money. Canadians detest immigrants, often call them c**kroaches and lay off them readily even when they are better than Canadian professionals when a company has any problems. Their countries miss well-educated professionals who will not have more occasions to work in theirs occupations and will have to do any simple work to survive.

What do immigrants get from Canada? They receive almost nothing. Resources used for education immigrants are not used for development of their countries. Immigrants receive usually the most difficult jobs where is needed very good education and experience. Canadians do not want those jobs because they are too difficult, too much work and too poorly paid. If a job is done the immigrant who did it is usually laid off. The majority of immigrants cannot find a job in their occupations for months or years. Their professional careers are often ruined and wasted years of education because they have to do any simple, easy, less well-paid jobs to survive. Many of them returned to their countries without any money. Repeatedly more well educated and aware people set equal character between Canadians and CHEATS. The bankers, money lenders, apartment landlords, owners of companies and insurance companies are advocate of this policy. They have the biggest profits from it. They support the false performance about Canada as the best country and the bait is issued by media.

Who creates the Canadian immigrant policy? There are people with the same mentality who destroyed countries of East Europe and Russia. This is the same mentality and behaviour. Now they move to West Europe to create new country UE and Canada to continue their parasitically style of life and live for cost of tax payers of those countries. Many symptoms testify to it. There are the same corrupt mechanisms, parasitically armies of unproductive officers who destroy each country, each community and each nation. Always a huge bureaucracy was symptomatic of totalitarian systems as fascism, communism and different kinds of socialism.

Canada is in communism creators hands. Watch carefully and you will see who is a deathly enemy of people. They use the same methods, which were use to in communism or socialism. They know some methods are dated then they use other methods equally efficient. They change their skin. They are not called communists and prefer to be called social-democrats or liberals. They lay and cheat people all the time. The majority of them do not shoot people; they do not murder their opponents, good, honest, diligent people. Now they take away them all live resources and in the way killing them silently or they tolerate them however use to economic terror against those opponents to keep them as slaves.

Remember! Do not look at the signboards or banners which they keep above theirs heads. Watch what they do!

All people ought to remember that eternal vigilance is the price of freedom. The substructure of freedom is THE TRUTH. We have to fight with the evil, which there is around us, show it up and censure it. We must not ignore it because then we support it and we weaken THE GOOD. If we do not do it then will not be freedom for humans in Canada and others countries as well. A worse than communism totalitarian system will be built for you and your children.[/color

Public schooling and health care are a disgrace.

I think you are wrong about not blaming the dictatorial years, 20whole years. You don't know that presidents broke down the public schools, which were good, really good ones, some old known brazilians writers sutied in them, they fall apart the frafil notion of democracy, of rights, of dignity. They medium classwith American technology, American culture, I used to wacth Chips!, with delusional culture. They ruined the Brazilians railroads, trains don't exist in Brazil, to build automobile companys, plants railways dozen of them. hey hurtED all that is sacrate in human beings. Rights, a notion of society, state, respect, the idea of law, justice, fairness. I bet you as a canadian don't think that is little.
How to Quote - READ PLEASE
written by Guest, May 28, 2006
Ok I never comment here but I read it and I am damn tired of having to guess whats a quote and whats not.

A Quote is, according to Free Online Dictionary :

"1. To repeat or copy the words of (another), usually with acknowledgment of the source.
2. To cite or refer to for illustration or proof.
3. To repeat a brief passage or excerpt from."

This just above was a quote. So if you want to quote somebody else's comment do put the ( " ) before and ( " ) after it.

Thanks in advance.

Affirmative action was not started in the USA. Canada had affirmative action long before the USA.
Now, what did Vargas do for Brazil that the people could not do for themselves? I still say the root of all the social and political problems in Brazil were those bloody dictators. You needed people like Nelson Mendela
who is a statesman.
Finally, how do a country correct five hundred year of histrocial unjustice?
I tell you the answer, you help the victims.

"Now, what did Vargas do for Brazil that the people could not do for themselves? I still say the root of all the social and political problems in Brazil were those bloody dictators"

Now, I have a request too. Who is writing here? If it was the poster who said "Pleaaaaase do not blame the years of dictatorship. There is no comparison possible. The only thing you can blame the military for is for having an authocratic regime", there's contradiction. Cna or cannot dictarorship be blamed for the long lasting results it produced? A result so deep that it will take decades if so to modify it. Just as deep as the results of slavery. Vargas in 1930 were one of the figures, caracters that helped to launch in Brazil the democratic republic. Until that the brazilian republic was ran by cottom sugar lord farmers, just like in the colony, accepted apreciated by british french and american financial organizations. Farmes who frauded the electoral process so no other class representative could win. Industry was boycotted but the comoditiy exportation economy allowed medium class grow, just as urbanization. Vargas was one of the people who made A Revolução de 30 (the 1930's Revolution) according to historical record. Vargas was a representant of what the people could do for themselves.

What does Brazil need?

It's self sufficient in oil, right?

Lots of beef and agriculture too?

Lots 'o resources?

Did you notice what time it is?

Time for a good old fashioned REVOLUTION.
and REDISTRIBUTION.

The country needs a charasmatic figure with balls from here to next TUesday and morals/a sincere care for his fellow countrymen to boot. THe country should rally around him, with pockets full of shells, and follow him all the way to a good and proper overthrow of the government. After, assuming the FBI doesn't assassinate him, he should install an ULTRA SOCIALIST governement, which should be at least sustained until Brazil's wealth is more equally distributed. Then, open back up to the global market, loosen government restriction on business, and continue exports. Meanwhile more citizens will have more wealth- watch the economy take off like a rocket. Speed up the development by cleaning house and taking care of your people first.

Ah, it's fun to dream.

When you wish upon a star...

the Chinese formula...I must confess it got me thinking that maybe it could work in Brazil. The mix of too much democracy and too many crooked politicians do not seem to work in Brazil.

The guy that is talking about Vargas....are you talking good or bad about Vargas?????
If you do not know: Vargas was a dictator!!!

Vargas made a big mistake but for me he proved at the end he was a great statesman. Neither president made what he did, in my opinion. We never had another statesman. I don't think he would turn Petrobrás as a cash cow as it is today! I try to help the cow the least I can, hate to be exploited! It's a pitty so many wanted him and his government to fall. And they did. This us is powerful! Great remember him. Getulio Vargas. I don't think there was a greater Brazilian than him.

I think what works in brazil and anywhere is it's own unique anyone else's circle of learning/ developing. Democracy or not democracy, like the islam, each country has it's pace, destiny. No communism but freedom, people do and people pay, i think it's better. Pay in Brazil? specially in Brazil or you didn't notice this is also a spiritual mistic journey? It makes no sense if it's not. for me at least.
Brazil what do you want ?

Cheaper computers ?
No problem, just reduce your 100 % import taxes.
Cheaper software ?
Same as for computers.
Better education ? Just reduce the governments pensions rhat is eating so much in your budgets !
Better infrastructure ? No problem, just do the maintenance...regularly !
New infrastructure ? No problem either, you could borrow money for the building. But too much corruption will just put the construction price too high or the infrastructure not built at all !
You have too much corruption ? You elect all your politicians ! Make them accountable and responsible for what they do wrong and illegally !
You should have done streets demonstrations with millions and millions of citizens when your senators and congressmen absolved other senators despite they were found guilty by the CMPI !
Some government members were also found guilty ! You should ask for ther dismissal of your President !

As long as you do nothing or dont insist, NOTHING WILL EVER CHANGE !!!

Brazil should not belong to the people you elected. Brazil belong to the electors, left or right. The elected people must be the servants of the society that elected them AND NOT THE OPPOSITE AS IS the case!

What happens in Brazil is not a good and healthy democracy !
What happens in Brazil is not a country ruled by laws and justice.
What happens in Brazil is not the road for a better future.

And contrary to what is told you every day, your country is still very badly managed !
Simply because there is not 1 other country on THIS PLANET, that has an inflation rate of 4-5 % BUT a Government borrowing rate in local currency at 11/13 % ABOVE the inflation rate !
None in developed countries and None in developing countries. SIMPLY NONE !
Therefore if one country must borrow at 11-13 % ABOVE the inflation rate, something is wrong and hidden, somewhere !!!!!

If you are so unique, tell us why ! So unique because you are better than those who borrow at a lower rate (after inflation) or worse ???

At the end, simply compare what your equivalent peers are doing with what you do !!!!
If your peers grow economically at double your rate, find out why !
If your peers are borrowing at 4-5 % above inflation rateand you at 11-13 %, find out why.

And those in charge are responsible. Giving excuses or wrong explanations, shall not be tolerated for long !

Yes, kind of a bastardized version of the Chinese formula. But no country in the world, let alone the racial cornucopia that is Brazil, will ever have the solidarity and the history that China has.

quote: And contrary to what is told you every day, your country is still very badly managed !

this country was ALWAYS badly managed. Do you understand the meaning of always, right? At all times, invariably, except for Vargas gov't in my opinion. What is told to me EVERY SAINT DAY is that this country is ruined!! We hear no hopes! At least I read the newspapers and read that. But yes, what I 'm waiting for, shouldn't I be doing something? Guess one, five, twenty don't build a democracy I think. Aren't people forming kilometric giant lines to watch Da vinci's Code on the weekend? Or watching TV Globo soap operas every day at night? I am not doing that I'm reading papers, reading books, studying or even working at night. Unfortunately I am in no position yet to afford not working at night, or studying. My teacher of seventy something years old commented while we were reading in class a short story which the cultural context was the 50's /'60's, that brazilians of those times were all all politized. (it was such a sweet story i bet people would love to "hear"), there wasn't a thing such being unpolitized like these days. He unfortunately is wrong, not all brazilians were that way or we wuold be in a Swiss at this moment and Vargas would not have commited suicide and his government would be supported by Brazilians in those times. The problema is deep and old people has no hope of changing anything. In Brazil, democracy is less believed than in other Latin American countries. People believe in destiny, in jeitinho take advantadge of legal or illegal benefits, but not in democracy you see? why they don't believe in democracy? we can say it lacks schools etc. Maybe I'd love to see more educated brazilian. Why they believe in destiny, in jeitinho, but not in democracy? because this is a cultural pattern deep and old for having being a colony, for having being a possession of economic structures, internally and externally for having inheritid those economic and cultural patterns from Portugal. No, that is not an excuse for everything this country is. People can change destinies it is possible if they desire and strive for it.Brazil is kinda modernizing but with all that happens nowadays it is not to say that culturally this modernism is going in fast pace because it is not.So I do believe sth of spiritual, meaning awareness of mind and soul sentiments, have to do with it. It is very phylosophical but doesn't life have phylosophy?

I wrote a nice and clear letter to the newspaper of more ciculation in Brazil O Estado de São Paulo asking Lula's impeachment at the heat of CPI but people think the economy is doing well and if he goes... tht's why thw pools say Lula is winning the presidency in the first round! I hink this crook and the others should leave immediatelly. But, it's democracy.
