its okay to be poor but not in the major citys , where the land is worth more and most of us know that Favelas set on land with very wonder full views of the ocean worth millions to rich land sepculators , but how to get thoes free loaders off . not by buying the land but steel it back from them using the term repatreaption back to where you or your family came from . we will send you your box of food . and then to start handing out travel papers to move about the country and work can any one say yes HITLER .
you will or are trying to make a country out of a country in a country . but brasil only has its major sorce of big business in the south if you want people to leave move some of your compines out up north , dredg out your sea ports , enlarge your airports , make roads for goods to move about more freely .

While it is correct that most cariocas are obsessed with the Beach - something I could never comprehend - they are NOT quite what you have described - Not everyone of them, anyway... If they are lazy, it's because Rio also receives its fair share of "northern" cargo, or because the elite does not simply require to work.
The bottom line being that the city who was once Brazil's capital can hardly be equated with "other outlying areas situated 'out there', in the vast northern section of Brazil"
Finally when cariocas leave... They go north - WAY NORTH - towards truly civilized societies!
