Governor Jackson Lago of Maranhão state, Brazil A coup is being planned in the state of Maranhão: a behind-the-scenes attack on democracy, whose aim is the reinstallation of feudal politics, with its right to hereditary use and possession. It would be better to declare the state our political Galapagos, where the alternation of power has been revoked.  

We may as well prohibit Brazil's national press from investigating our history. In our Galapagos, we are visited only by political scientists, eager to study some rare species which are already extinct elsewhere in the country, but which still flourish in Maranhão.

The old oligarch, the son of the oligarch, the daughter of the oligarch? Where else in our country, if not in our Galapagos, could we, with Darwinian curiosity, study such rare examples of Brazilian political evolution?

A coup is being planned in Maranhão, as if there were no judges in Brasília. There are allegations of irregularities in my election, with respect to legally-signed contracts between the state government and municipalities. How could I, a candidate with no mandate, no public office and no access to free political party TV time, be responsible for these irregularities?.

But, in our Galapagos, it is not irregular that the family of a candidate be the owners of 90% of the state's media. It is not an irregularity in the legal action launched against me that the courthouse in our state capital is named after the father, and that our state Court of Audit bears the name of his daughter.  In the name of the father and of the daughter of the Holy Spirit, nothing disturbs our Galapagos.

They have bestowed their name on hospitals, schools, bridges, administrative centers, sports facilities, hamlets and even towns.  They have even created the label "Sarneyense" for those born in President Sarney's hometown. Against the law, against morality, against everything.

There is even a chilling effect on the President of the Republic, who, in six years in office has never set foot in our state capital or inaugurated any public works in Maranhão. No, this does not create irregularities in an election. That's just the way it is in our Galapagos.

I have dedicated 40 years of struggle to confronting the most formidable disinformation machine. I founded a party, the PDT (Democratic Labor Party), in which I am active to this day. I was signatory, at its birth, of the Carta de Lisboa, alongside Leonel Brizola, Darcy Ribeiro, Francisco Julião and Neiva Moreira. I fought against the military coup in defense of democratic freedoms.

I have run for various public positions in both the state and federal legislatures, winning some elections and losing others. I have denounced the miserable conditions of agricultural workers in Maranhão, and longed and struggled for amnesty for those who opposed the military dictatorship.

I was elected as mayor of our capital city, São Luis, three times. I have always left office with the accumulated wealth befitting a doctor and public servant. I have never participated in any business undertaking with the aim of gaining personal advantage. 

In 1994, I ran for state governor and gained 21% of the votes.  In that election, I had the support of 217 mayors. In 2002, still in opposition to the state government, I obtained 42% of the votes. Finally, in 2006, with the slogan of "Work, Health and Education to Free Maranhão", I gained 34.36% in the first round of voting, which was enough to allow for the uniting of other candidates in the Frente de Libertação do Maranhão (The Maranhão Freedom Front), which finally freed our long-suffering and exhausted state from the oligarchic domination of more than 40 years. 

Maranhão gave its cry of freedom! We have followed our aim of creating better living conditions for our people. In two years we have built 160 public schools, shaming the legacy of three schools which Roseana Sarney built in the seven years and four months of her governorship.

We have paved more than two thousand kilometers of roads. Soon we will open the first hospital with emergency and urgent treatment facilities in the interior of the state. In the recent elections, the state confirmed the demise of the oligarchy, choosing 70% of its mayors from the parties of the Front.

These results express the natural rejection by the people of Maranhão of so many years of backwardness. Despite this, I am accused, in the Tribunal Superior Eleitoral (TSE), of abuse of power, both financially and with regard to the media. Imagine, I am accused, by the Sarney clan, of abuse of power both financially and in the media!

They fabricate proofs, corrupt witnesses, instilling a real kind of terrorism in the state, vaunting their influence and anticipating judicial decisions. Quousque tandem? I have one eye on our justice system, in which I have confidence, and the other on the people of Maranhão, guarantor of my destiny. In sorrow, I leave you with the verse of Gonçalves Dias: "Life is a combat in which the weak fail and the brave and strong can only hail".

The text above is a piece written by Jackson Lago, governor of the northeastern Brazilian state of Maranhão. Lago was elected in 2006, ending control of the governorship of the state by the Sarney family. He is now facing a legal challenge, emanating from the Sarneys, to the legitimacy of that election.

Given the difficulty of access to the mainstream media in Brazil, Lago has written this article, which has been translated in the hope of divulging the situation internationally.

Earlier this month, the Brazilian Electoral Public Prosecutor's Office sent the Supreme Electoral Court an opinion favorable to the removal of governor Lago and his lieutenant governor Luiz Carlos Porto. Lago is accused of economic power abuse and buying votes.

The election authority of the state of Maranhão calls for Roseana Sarney, the candidate who came in second in the 2006 election, to be made governor. Sarney is a former governor of Maranhão and the daughter of José Sarney, former president of Brazil and current senator.

In Brazil all politicians are corrupted to the roots, regardless of their party.
As a founder of the PDT, and actual state Governor, no doubt Largo is corrupted to the roots.

In Brazil, politicians act as gangs. They are at war to retain or gain power. To do this they form alliances with other gangs.

Another well known fact is that the area where there is the most corruption is in INFRASTRUDCTURE CONSTRUCTION...since money comes from the Federal and/or states purses...CONTROLLED BY THE POLITICIANS THE HIGHER THEIR RANKING IS...SUCH AS STATE GOVERNOR !

In view of the infrastructure AS YOU STATED you developed, NO DOUBT that you filled not only your own pockets and those of your accomplices, but also filled the pocket of your political party...ILLEGALLY !!!!

Therefore your tears are like a serial criminal in tears...claiming his innocence !
But to your "defense"...those accusing you are also serial criminals themselves because they are as corrupted as you are.

As stated above you just belong to a gang...at war...against other gangs ! Therefore it is more like a gangs war !

That still doesnt make you innocent...but guilty...by definition !

But wether you end up in jail or not, this wont change anything. At best your corruptions will be replaced by other corrupted politicians.

Probably his recent visit to Maranhão will be the last one too, unless he gets to be escorted by a contingent of Mounties during his next visit. Translating an anti Joe Sarney article tantamounts to treason in that part of the world. Even Jackson Lago did not name the names in his original article.

While I trust that in the South and Southeastern States of Brazil – the most developed (and quite frankly civilized) portion of Brazil, society’s awareness, democratization, and wealth (along with better access to education and public scrutiny) corruption cases appear to have decreased to a certain extent, and provide a certain “resemblance” of an advanced society, ALL of the Northeastern and Northern Brazilian states, with the possible exception on Ceara remain shacked to EXTREME corruption and Populism…

In fact, Northern Brazil is subject not only to the intertwined “evil traits” of corruption and paternalism, promoted and maintained by a nearly criminal gang of politicians of all parties (particular LABOR – the worst of the bunch) but they are caught up the maligned web of negligent, criminal policies which condemns the entire region to the vicious cycles, typical of Primitive Societies, comprising extreme corruption, feudalism, slavery, child & women abuse, indifference to agricultural peasants, and abuse of the native indigenous people in the Amazon!
Because these primitive, feudal, and extremely corrupt & populist politicians, the Brazilian capital has a Congress which is PLAGUED by a (mostly) Northern / Northeastern politicians who are in a position to collectively impose the malign weight in Congress, thereby maintaining the status of the entire nation as one of the most corrupt along with the shameful position regarding huge gaps in a highly unfair income distribution in a country which is indifferent to its most vulnerable citizens (natives & children) and incapable of promoting a significant Land Redistribution Act.

This unfortunate condition makes Brasilia resemble more as a Stage for Administrative Tragic Charades, where the home states are viewed as “private territories” whereas the local voters are treated as serves…

No allusions are intended. There are always cow pies on the runway. Used to be a nice little runway in town as in many Amazon towns, sometimes right in the middle, there was a snack bar, then Sarney got elected and they shut it down and built a jet-usable, wide asphalt airport, so far from town as to be impractical, but can´t seem to keep the cows, goats, and donkeys from using it for an outhouse.

Maranhão is nice, São Luis is nice, there is one first class hotel right down in the old, restored historical district, the airport is well run, good transportation. Maranhão reportedly meant "The Big Lie" in Tupi-Guaraní.

Bad weather normally forms over the bay and lakes every afternoon between São Luis and the Gurupí River.

Maranhenses are said to speak the best Portuguese. Unless you are a Paulista, unaware that your pronunciation is mixed with Italian.

I can´t really claim to know the whole state, which is big. I have only been up and down the Pará- Marnahão Highway, the Belem-Brasilia Highway, and additionally in Candido Mendes, Cururupú (before the road), the 322, the 135, Tutóia (concrete airstrip on sand), Riachão, Carolina, Balsas, São Domigos, Pres. Dutra, Sitio Novo, Barra do Corda, Grajaú, ten more. By Jeep, by plane, by bus.

It´s not Mozambique. I have never been there, but friends are there, by contrast Maranhão is vibrant, friendly, on-line, and S. Luis shows that someone has been planning its progress and development. Who, I dunno.

Thanks Ric. One of the things I like about you is that you are coldly objective. The ones who described MA as a cross between Angola & Mozambique went into the interior of the state. One had traveled to Africa and he was taken aback with the poverty in MA and that was the reason he compared it with Angola & Mozambique. He is from SP, though not with an Italian accent!I do not know much about the Portuguese spoken by the majority of Maranhenses, but good old Joe Sarney is very literate (I bet Dr.Lago too).

S. Luis shows that someone has been planning its progress and development. Who, I dunno.


Could be Jorge Murad, ex-husband of Roseanne (may be they got back together). Jorge was supposed to be very bright.

Thanks again for the first hand info on MA. Brasil is huge and not many have had the opportunity to travel to all the states.

I have only been as far west as Uruará on the Trans-Amazon Highway. Never on the STM-Cuiabá. But between Manaus and Belem, from the river 100 miles south, I don´t need a chart to fly it.

Poverty: someone must be confusing Maranhão with Piauí. Piauí has some challenges. They are slowly working on their problems, tho.

Help them out and visit Stete Cidades near Piripirí. It's worth the time and money and the road in there is now very good. Or for the more adventurous, Serra das Confusões in southern Piauí.

Yes, he is and he is a member of the Brazilian Academy of Letters.

In 2007 I had the pleasure to meet in 3 different occasions in New York City my friend former President Sarney. – and the last time I saw former President Sarney was at a ceremony in his honor at The Brazilian Cultural Society in New York. At that event President Sarney gave a speech of about a half hour without the help of any notes or anything else – I was impressed by the scope of his intellect – his speech was excellent with substance, clarity, and he is an excellent orator. When he finished his speech the people gave him a standing ovation.

After most people had left that ceremony I had the chance to chat with president Sarney for a half hour one the 2 of us. Brazzil magazine had just published my 4-part article about China investing $ 200 billion dollars in Brazil. And I had the opportunity to mention that article to president Sarney and he asked me to send a copy of the article directly to him to his private email.

President Sarney and his family are part of the Sarney family dynasty in the north of Brazil. My family the “Andrada e Silva” is probably the largest and longest dynasty in Brazilian politics since we have had over 50 members of our family who became Prime Minister, Finance Minister, Defense Minister, Governors, Senators, Congressmen, Ambassadors, Minister of Justice, Mayors, and various state political positions.

My cousin Dep**ado Federal Andradinha (he has been re-elected 7 times by the people from Minas Gerais) – On his website at the Camara dos Dep**ados he said that in the last 200 years on his branch of our family there is only a gap of 6 years that there was no politician from the “Andrada e Silva” dynasty such as senator, dep**ado federal, governor and so on….

I have a very high regard for my friend former President Jose Sarney.

I was pleasantly surprised to see your comment under this article.Yes, you have written about the political dynasties and your friendship with President Sarney.

Our current President has been saying for almost a year that he would help elect the next President and most probably it would be a lady.Considering the influence of the Sarney dynasty has in the Brazilian politics, I always wondered if he was not really referring to Roseana Sarney. An interesting theory, isn't?

It's rather amusing to witness the late 20th/eary 21st phenomenon whereby wealthy, land-holding families of strictly BOURGEOIS background, have the courage and (self-delusional) overconfidence to use the term “dynasty” when referring to their particular clan, which, for all I know may at some point during the past two centuries, for all one knows have been a “cangaceiro”, a “robber”, or in the very least a peasant, perhaps a merchant…

If in the very least such “Dynasty” were in a position to claim being “elevated” to aristocracy when His Majesty, the very late King Joao VI of the United Kingdom of Portugal and Brazil, was distributing honors to local merchants due to lack of funds, or even more recently, due to services rendered to the subsequent empire, I would not have any issue with such power, rich, and influential FAMILIES (which is what they are… nothing more) being called “Dynasties”…

One may presume that such families must have obtained the idea from American TV network which had the bad idea of starting this misnomer which does nothing more than dilute the value of TRUE dynasties such as “de Esposende” which is a recent Lord whose Baronet was granted by King Louis I of Portugal in 1879 to succeed the title, which was vacant since 1829, OR “de Mesquitela”, whose first Viscount was born in 1713 and was the Grand-son of the First Baron of Ilha Grande de Joanes (1677-1738 ).. Yet another example of a Dynasty, “de Avintes” whose tittle was granted to the first Count in the Seventeenth Century to a Lord who was born in 1610…

As such, THESE are the Grand Families WORTHY of being described “Dynasties”, as opposed to a cluster of affluent land owners (grabbers) whose current head of family may happen to have had enough education to provide the semblance of some breeding…

As usual, brilliant comments on your part. Of course, during our brief association as well as reading your blog (where you modestly call yourself an "amateur historian"), I observed that you are to certain extent a scholar of European as well as South American history (which I am not). We have amply exchanged comments regarding the history of our monarchy as well as the failed referendum of 1989 and I prefer to defer to your latest opinion.

This article and the comments including that of our friend Ricardo Amaral are very interesting. It is of further interest to note that Mr.Sarney was the President of the Republic in 1989 when the referendum was voted and I remember that his party as well as the party of our current President were not too enthusiastic about it.

Your refreshing comments reinforces my theory on an alternative and viable Lady candidate for the succession in 2010.The lady will certainly be a formidable opponent to the current aspirants. However,it would be highly interesting to hear Ricardo´s views as well as your further comments.

An interesting suggestion... I seem to recall reading about this rather distinguished and relatively young Lady, quite some time ago… If my memory serves, her picture (which for some reason brings pleasant recollections) was at some point at the cover of VEJA magazine… Despite the overall vagueness of my recollection, despite the inevitable connections she must have with some/most of the corrupt northeastern politicians, the memories being evoked point to a feeling that I was “impressed” by what I may have read, “taken" by what I what had been disclosed about the Lady... I surely need to re-acquaint myself with her profile (and hopefully also a picture - LOL) and attempt to overcome my "slight" pre-disposition against northern/northeastern politicians...

Menos, Menos, Old Chap. I don't think that we Southerners are going to go overboard about her.The problem with their "Dynasty" is that the members of the clan are in all the parties. The old Patriarch was in Arena and now in PMDB. She was until last year in PFL (an off-shoot of Arena) that kicked her out and I don't know what party she belongs to right now. In spite of it, if she were to stand for the election in 2010,she would win.

My sole with is that the elections took place tomorrow...
Unless the Armed Forces make a move (my real ROSY DREAM), this Lady is likely to remain the only hope to avoid political terror and chaos within a few years...

In a way I feel sorry for this guy. But I think he's an Old Hippy. I'm never surprised when Old Hippies have a bad day, even though it may not be as bad as Peter Fonda's character in Pulp Fiction.

Many of those Brazilian Old Hippies who disparaged the military and AI-5 were rich kids who absorbed what their university teachers taught them about the world and politics, and went out in some kind of a Children's Crusade, blissfully unaware of the ramifications, since they had been raised by nannies and basically given anything their hearts desired.

Some of them ended up in the jungle and I remember waiting for a ferry near Marabá when an olive drab F-75 pulled in front of our civilian jeep and the lady on top said, "national security-we go first". She was the commanding officer and on the bed of the truck was a big machine gun mount, half a dozen soldiers with her. Given the choice between rassling a lion and messing with her, I' have taken the lion.

Eventually the army took them all out, it's a long way from filhinho do papai to being hunted down in the jungle. The survivors never got over it.

Isn't this Lago the guy that joined the MST in hanging and burning an effigy of an American resident?

So don't cavil and whine, stand up and take it like a man as did the Guys who Never Made it Back.

Believe it or not Ric, until I went to the last part of the "Sad Story" you narrated, I thought you were referring to our friend Lord Augustus or me as an "Hippy". smilies/cheesy.gif

But you have made a some interesting points in your "Sad Story". Unfortunately there are so many "Old Hippies" both in power as well as the opposition. Some went into the jungle never to return as in the case of the "incident" you narrated, some went into "self exile" preferably in France to return as saviors of Brasil and others remained to work within the system. The aim of the two latter groups were to fight for power after the Military was gone.

BTW, I hope the Lady Commanding Officer in the story is not being sued for the pain inflicted on the innocent "freedom fighters".

It is funny that many many Brasilians think that way, especially the well educated ones. Personally I think in a different way. IMHO, one of the major parties should sponsor an articulate retired officer (Col and above) as the Presidential candidate for 2010 and many other similar ones for the Governor´s office to compete with the "Old Hippies" as aptly dubbed by Ric and get rid of them though ballots. These "Old Hippies" are no match in debates (nor in action) with our officers.

That would be great for Brazil initially ! They could clean some of the dirt accumulated over the years.

Military coups are not necessarily bad...as long as they dont stay in power too long !

Dilson Funaro died of cancer, after he had tried to persuade Sarney to cancel the price freeze.Unelected President Sarney only dropped the price freeze AFTER the following elections, of course.

I shudder to think of the consequences of the livelihood of millions of people who were affected by his incompetence....

It is horrifying to think that in 2009 Brazilians are still capable of ALLOWING this man to hold political office- let alone Senator or Senate Chair.
On his record alone he should be FORBIDDEN from holding public office-
permanently.
