Experts in Brazil Discuss a Security Plan for All of South America

According to Ricardo Balestreri, Brazil can follow the example of developed countries and establish a public safety system based on ethics, morality, rationality, and scientific principles

Balestreri is the director of the Department of Public Safety Research, Information Analysis, and Personnel Development in Brazil’s National Secretariat of Public Safety (Senasp).


He participated in today’s closing session of the seminar, “Citizen Security in Latin America,” at the Ministry of Foreign Relations, in Brasí­lia. The event was sponsored by the Ministries of Justice and Foreign Relations.


The director of the United Nations Regional Center for Peace, Disarmament, and Development in Latin America (Unlirec), Péricles Gasparini, emphasized the importance of a pubic safety policy that provides opportunity to all segments of society.


In his view, citizen security is practiced by everyone who has a role to play in society. “Not just the State, not just the NGOs, not just industry, but citizens, too.”


Representatives of 12 South American countries participated in the “Citizen Security in Latin America” seminar.


The meeting was in preparation for the Ministerial meeting on Citizen Security in the South American Community, scheduled for August 25-26, in Fortaleza, northeastern Brazil.


According to the general undersecretary for South America in the Ministry of Foreign Relations, José Eduardo Martins Felí­cio, the member countries of the South American Community of Nations (Casa) are expected to approve a citizen security plan for the entire continent at the Ministerial meeting.
